live from the cbs broadcast center in philadelphia. this is cbs-3 "eyewitness news " this morning. well grab the umbrella. rain is moving through our area right now. we'll tell you how much you can expect on your way to work and when our next chance for storms will be. some parts of our area are dealing with flooding after the overnight storms. we'll show you some of the hardest hit areas. and philadelphia's interim district attorney is being sworn in today. we'll tell you what makes today's is her mo'ne historic event for the city. and today is monday, july 24, good morning, i'm jim donovan. >> i'm rahel solomon. first, a check with traffic with meisha. >> good morning, how was your weekends? >> good to have you, matt. >> i was all --

>> looking outside to a lot of flooding, matt, you'll talk about this, new jersey, delaware, where it is coming up on the maps. also some accidents, busy morning. >> ninety-five was not fun coming in this month from montgomery county it was a mess, still dealing with the rain and thunderstorms now, guys, as well. actually still severe thunderstorm warning down near the shore points too. we'll talk about that right off the bat. storm scan3, you can see all of the showers, thunderstorms moving through the center city area, starting to dry out here in philly itself. again, we will take you down toward the shore. you can see, there is the severe thunderstorm morning, burlington, ocean counties for another 45 minute, until 4:45, does include areas like toms river and manchester, heavy rainfall, lot of lightning, also the potential for some gusty winds with the thunderstorms as they continue to move off the coastline. there is flashflood warning also in effect until 7:00 this morning, that does include us here in philly, because we had all of the rain, all of the runoff is going to continue to be a problem for us through the morning, couple of

lingering showers until about 9:00 or so. temperatures mid 70s around 9:00 a.m. then we will be getting upping into the high 80s, meisha, later this afternoon. so it will be another hot day for us, but there is some relief, not just from all of the rain but from some of the heat and humidity, as well, coming in the next couple every days. >> it will be busy, thanks, matt. i'll piggyback on what matt just said. looking at the roadways, an accident here, involving truck , kind of see it, little bit hard to see, nine at southbound at the vine, all lanes were blocked, one lane now is just kind of squeezing by. so again, 95 southbound at the vine, all lanes are block, one lane just owned up. kind of squeezing by here, you can take the boulevard or frankford avenue if you want to try to avoid t probably okay going out there. i will say the backups there will probably start to form even maybe before the 5:00 hour. just heads up on that. another accident, schuylkill westbound at 30th street. all lanes block both directions. now, it is one westbound lane, one left lane, now that is block, just heads up on. that will and then flooding

in cherry hill, new jersey, route 70 westbound closed route 41. your alternate route 73, 295 north route 42, more flooding here, one lane blocked there. more to talk about when we come back in the next ten minute, jim, back to you. >> thank you shall meisha. people down the shore dealing with flooding this morning, this was the scene in ocean city overnight. storm water filled local parking lot, local officials haven't reported any serious storm damage so far. the national weather service has a flood advisory in effect for the region until just before 6:00 this morning. >> in fact, heavy downpours left some local communities with lot of standing water. >> this was the scene in chaddsford, delaware county last night. our cameras caught drivers trying their luck through dangerously flooded intersections, waters came up the doors to this joe. remember even little bit of standing water can sweep your car away during the storm. >> nature put on quite a show in new jersey as strong thunderstorms passed through, "eyewitness news" viewer captain mike rothman captured this incredible footage of waterspout in commode lands county happened about 4:00

yesterday afternoon, you can see the funnel moving quickly through the clouds. thank you, mike, for sharing this with us. >> there are no injuries after apartment fire in the wynnefield height section of philadelphia. dozens of fire personnel responded to the fire on the 1600 block of north 52nd street just before midnight last night. several people have been forced from their homes. it is not exactly clear how this fire started. >> we now know the cause after fire that killed two elderly residents in elkins park montgomery county, flames swept through the couple's home, spring avenue, early yesterday morning, family members identify the victims as roy and helen finestone. both were 98 years old, and long time resident. neighbors say they're struggling with the loss. >> i've lived here for almost 20 years, you know, and they've lived here forever. so this is a tragedy in our neighborhood. very, very sad. >> and fire investigators have ruled the fire accidental. they believe it was caused by an electrical problem. >> well, it is sentencing day

for the man convicted in the shooting of a philadelphia police officer in april of 2015. william was found guilty in april in the shooting of officer daniel kostick, now there is happened after a car stock at 50th and master street in west philadelphia. officers kostick was able to return fire, and hit him in the right elbow. happening today historic swearing in of philadelphia's new interim district attorney, kelly hodge will take the oath of office during noontime ceremony at city hall to become the city's first african-american female district attorney. her appointment fills the position left vacant whether former d.a. seth williams resigned after pleading guilty to federal corruption charges. hodge will serve until either republican bet grossman or democrat larry krasner takes over in january. >> well, a suspect accused in the strangulation dealt of his girlfriend set before cape may county judge later today. forty-nine year old paul kline is behind bars on several charges including first degree murder. authorities say he killed his 54 year old girlfriends,

denise webber, her body found saturday morning inside her ocean city apartment. >> investigators in chester country still looking for shooters after a young boy get hit by a stray bullet. police say it happened saturday night on the 3400 block of twp. line road in chester. bullets shot through a home and hit 11 year old boy in the stomach. now he is expected to be okay. neighbors say they are disturbed by the gun vie len. >> it is just doesn't make any sense. >> it is not usually a lot of gun play around here. >> whatever their problem; they need to try to find a resolution, it is better through violence. >> and bullets hit a gas station across the street from the boy's home in addition to several nearby cars, police are still not sure what led to the shooting and so far they've made no arrests. >> crews have successfully contained the fire in the wharton state forest, burlington county. officials say the size of the fire still at 3500 acres but now under control. no property or lives are threatened.

trails near the fire remain closed. the blaze has been burning since thursday afternoon, fire fighers have been monitoring the area overnight and officials are expecting a update around noon today. still no cause on this fire. >> workers are expected to repair long sinkhole today on major road in southwest philadelphia, hole sit at 51st . neighbors tell cbs-3 it started opening up on friday. they say they fear the heavy rain overnight will only make the situation worse, and no word yet on what caused the sinkhole. >> well, in other news this morning, president trump will deliver a statement on healthcare later today at the white house. the president tweeted this warning yesterday, saying, if republicans don't repeal and replace the disastrous owe obama care repercussions will be far greater than any of them understands. vote planned this week on the gop healthcare bill. some lawmakers say they haven't been told whether it is to replace the affordable care act or just repeal it. >> i don't think that is a good approach to face the legislation that affect

millions of people, and one/ six of our economy. >> also on the congressional agenda, lawmakers set to pass new sanctions against russia for it meddling in the u.s. election. >> senior white house advisor injury add kushner preparing for two days of grilling on capitol hill. scheduled to meet privately with the senate intelligence committee later today. kushner will testify behind closed doors on tuesday, with the house intelligence committee. both committees investigating possible clues cents between russia and the trump campaign. >> parking on the median every broad street is sort of like a south philly tradition, right? but group is suing to put an end to the tradition. its members say safety is a big concern, but neighbors say getting rid of media parking would make parking even more difficult. if you took away the spots i don't know what i would do. >> one group trying to dokes actually that. >> significant safety concern. >> chairs philadelphia based political action committee fifth square, group that takes on inner city livability issues like transportation, safety, and open space. the group is suing to get philly police and the parking authority to clear cars from the middle of broad. >> cars are trying to park actually on a state highway in the middle of the road that doesn't happen anywhere else in the state. and then with that you have once someone get out of their car, they have to jay walk and dart inbetween the cars to get to the sidewalk. >> joel acknowledges some of the safety concerns, but says the median is just too value tonight his neighborhood where it is already tough enough to find parking. >> move these cars into somewhere in the neighborhood and there is no where for them to go. >> so now leading group of neighbors who want to get city and state permission to park this tradition on the right side of the law. >> if we simply get this ironed out once and for all it would satisfy their lawsuit, the lawsuit the current law

>> stayed police are investigating after three people found dead in erie investigating investigate, it appears to be murder suicide. called to home yesterday morning, that's after three people were found dead on the home's front yards. it appears one of the three shot the other two, before shooting himself. a neighbor says he did hear several gunshots around 8:30 saturday night, police are still trying to figure out what may have motivated the shooting. >> man in custody after texas authorities finds nine people dead in a possible human trafficking case. police from san antonio appear 39 people stuck inside tractor-trailer early sunday morning, parked outside after wal-mart. the trail her no air-conditioning, temperatures apparently topped 100 degrees, investigators now looking for other victims they believe escaped from the trailer earlier. >> checking the video from the store, we found that there were number of vehicles that

came in, pick up a lot of the folks that were in that trail their survived the trip. >> and police think this was an immigrant smuggling attempt that went wrong. nearly 20 other victims from the trail remember still in critical condition due to heat exposure. the driver has been arrested and charged but still no word on where the trailer was going or coming from. >> when the sun comes up, rescue crews in northern kentucky plan to resume the search for missing elderly man the 82 year old victim's home was apparently swept away by flood waters early sunday morning in august gust that, about hour north of lexington. authorities spent the daylight hours yesterday searching a debris field that stretched for 2 miles. officials say it is too early to call the search effort, a recovery mission. >> well, the time now 4:44. matt is here with another check of your forecast. >> matt the strangest thing, i walk my dog this morning, it was dry, i came back ten minutes later a downpour. >> you're not kidding. i left my apartment in montgomery county and it was

-- it wasn't too bad. i got on 59 and it was just a deluge, crazy. it has been very, very wet out there this morning, the heaviest rainfall though the good news for us, it looks like it has moved through center city at this point. our neighbors to the east, through the specially the jersey shore point here this morning, still dealing with a fair amount of heavy rainfall. we actually have flashflood warning. it was scheduled originally for just around 6:00, 7:00 this morning, that's when it would expire, now ex extended it in the 9:00 a.m. lot of heff ray rain, run offer from the rain still causing problems until just about the mid-morning hours or so. we go through the early morning with our flood advisory for a vast majority of the viewing area, everywhere, from the lehigh valley, the poconos, all the way down to the shore. we have the flood advisory, be aware for flooded roadways, as well as, again, the areas every poor drainage, that's where we will seat biggest issue. storm scan3 shows all of the showers and thunderstorms now coming through. we did have severe under this earl storm warning just got canceled, down near toms river

, you can see there, that was the severe thunderstorm warning for burlington and ocean county. just expired, which is some good news. we give you again much more wider range picture here, lots of precipitation from central p a through the poconos and then those thunderstorms extending all the way back down further to the south. you see some drier air, just kind of just to the west of philly. so we keep an eye on, that that will be our break as we go through the afternoon. monday morning by 8:00 looks like for the mother part best chance for precipitation stays to the north. again, dry through majority of the afternoon hours today. another rounds every maybe some thunderstorms for us in the afternoon. that's later in the afternoon, 6:00, 7:00 maybe 8:00. then dry look like for the most part on actuals. 72 degrees currently for us right now. we will be getting up to just about 89 degrees for our high temperature today. and then we are going much cooler, meisha, as we get through tuesday and wednesday, so, some relief from the heat. but we got to get through all of this messy weather on this monday morning. >> you said it, messy indeed,

already, matt. seeing so many problem areas, a lot of flooding too. let's get into it, accident here involving jackknife tractor-trailer. fifty-nine southbound at the vine, all lanes blocked, one lane squeezing by, the far left lane. heads up on. that will speaking of 95 and the flooding, we have two places of flooding right now. this is where the jackknife tractor-trailer is, this is where the flooding is, and also another place that we have some flooding as well, 95 north past broad street. just be very, very careful out there. also an accident here, schuylkill westbound at 30th. all lanes blocked here, as well, both directions, now, it looks like, one lane is open. although you can see the flashing lights, still very slow, trying to get this remedy for you again. schuylkill westbound at 30th street. again all lanes blocked. now one westbound left lane squeezing by, but might be something different, now that we're seeing all of the flashing light out there. >> flooding here two places one in cherry hill, zero seven westbound closed, kings highway alternate route 73, 295 near 426-7891 lane block there. and some more flooring in

>> good morning, messy monday for us, from "eyewitness news ," in to center city, little tough to see, because we have showers and some thunder storm pushing not just through center city but down through south jersey, as well. and, it is going to be a messy morning for majority of us on our drive to work today. doesn't matter if you're here in philly or in the surrounding suburbs, take the umbrella, take the raincoat, maybe even put on the rain boots, couple every time, still dealing with the showers and thunderstorms again, across the area here, to begin this monday morning.

temperatures are not too bad, so it is not a cold rain. it is that summer rain that usually accompanied by warm and muggy weather, being actually what we have. it is in the 70s here across much of the viewing area, storm scan3, shows you all of those showers, the heaviest precipitation, at this point, looks to be east every us, extending little bit, down maybe toward the atlantic city area, still getting some showers, good news, though, some drier air starting to move into the region, and that will mean that we are going to get a quick break, but fewer areas of showers are not completely ruled out on the roadways, there is little bit of flooding, possibility, and of course with all of the spray, low visibility could be an issue, as well, temperatures later this afternoon, we top out just shy of 90 degrees, meisha. >> already not even in the 5:00 hour starting offer accident involving jackknife tractor-trailer 59 south at the vine.

this was opening one lane, all lanes block, so take the boulevard or frankford avenue, but just a heads up, that all lanes right now are blocked as they're temporarily trying to get all of that remedy for you then flooding 95 south before the vine. so before where you just saw the jackknife tractor-trailer some flooding so squeezing off the onramp, then back on 95. heads up on this, as the areas are starting to get slow already, coming up to the jackknife tractor-trailer all lanes block there. flooding 95 north past broad street, be very careful for hydroplaning today, areas that may look dry, are not going to be dry just heads up, going to have a lot of pooling water, hydroplaning will be an issue. fifty-nine past broad, more flooding, talk about some flooding in new jersey and delaware coming up in a little bit. jan, back over to you. >> thank you shall meisha. coming up in the next hour of cbs-3 "eyewitness news" we have team three coverage, much of the area under threat of severe weather. >> and we are also following
