now at noon indictment against one mayor and another mayor just unsealed it has to do with play to play. the result of a lengthy grant jury investigation. good afternoon i'm rahel solom solomon. >> i'm jim donovan. cbs3 just learn the mares of allentown and reading named in the indictment along with reading school board officials. the indictments accuse allentown mayor ed paw law ski and reading mayor of taking part in play to may scheme. pair palowski and his attorney are scheduled to hold a news conference in allentown this afternoon u.s. attorney' office in philadelphia will also hold a separate news conference to make quote an announcement of charges in matters concerning lehigh and berks county. we'll have it all covered for you and bring you details both news conferences beginning on "eyewitness news" today at 5:00 and on cbsphilly.com.

on to other news right now. at this noon, crews are on the scene of a crash in voorhees township, camden county. authorities say a dump truck came in contact with live wires along haddonfield berlin road near liepert avenue. the road is now closed along haddonfield berlin road from victor boulevard to lafayette avenue. officials expect the road to be closed throughout the evening rush hour. nation' cass and toll president trump announces major policy change on twitter. he tweeted that transgender people will no longer be a loud to serve in the military. trance jent troops have been able to serve openly in the armed forces since last year. correspondent has more now president's reasoning behind the decision. >> reporter: president trump is reversing the pentagon's policy regarding trance jent people in the military. series of tweets this morning the president said the government will not accept or allow trance jent individuals to serve in any capacity in the us military. he cited quote the tremendous medical costs and disruption that transgender in the military

would entail. last year former defense secretary ash carter lifted the ban saying it was the right thing to do. >> americans who want to serve and can meet our standards should be afforded the opportunity to compete to do so. >> reporter: since objection, trance jent troops have been able to receive mel care but recently military chiefs announced a delay on allowing transgender people from enlisting. >> the president's statement contravenes the doctrine of the military and we'll have to review it in the arm services committee report roar the pentagon referred all questions to the white house and said it will provide revised guidance in the near future. the pentagon won't release numbers but iran study found there are 2500 and 7,000 trance jent service members in the active duty military and up to 4,000 in the reserves. navy lieutenant commander blake, serving as man for the past three years called the decision disappointing. >> we've done the studies. we've already proven we're honorablely serving and that

we're not an impact to the readiness of the military. roar report right now there is no word on what will happen to those currently serving. republican controlled senate is continuing their fight today tore pole and replace the affordable care act. happening right now, senators are voting on a republican amendment to repeal much of obamacare and give congress two years to come up with a replacement. just last night, the senate gop planned tore pole and replace obamacare with the new republican law known as bcra failed in procedural vote. closer to home in locally a couple narrow egg capes their west philadelphia home when it partially collapses this morni morning. chopper three over what's left of the home on ruby street near 54th and market. the couple told authorities their cat began acting strangely right before the collapse around 5am. two men who live nearby say they heard the house come and jumped in to help. >> i come out and hanging around where the fence was and i helped

by that fact down down towards baltimore and dc area chesapeake specifically you're finding a few speckles on the radar. we could end up with that ourselves. but it's more of a minor conce concern. more than anything it's just cool our current temperatures only 74 after all. this is late july, folks. we should be hitting the upper 80s we won't come close to that this afternoon. so for the rest of the afternoon expect daytime high of only about 80 degrees at best. upper 70s at the shore points with at least limited sunshine but that is key word there. and you'll also have more clouds than anything up in the poconos coming up eventually we do have more rain to track so i'll let when you know that gets here. specifically because you really need rain gear coming up in this forecast. little later on the timing on that and also how the weekend is going to shape up. at the moment rahel not looking a that you bad. >> all right. katie i'll take it. see you soon. three new jersey beaches are closed after testifying high in bacteria levels 31 others on notice for similar results. this is fairly common following major storms.

three beaches closed are all in ocean county, but others closer to our area are on those. includes a few beaches in atlantic city. north wildwood and ocean city. if you ingest the water at any of these beaches it can cause ear, eye and skin infections or even stomach problems. you can fine the full list of beaches on our website cbsphilly.com. still no sign of missing swimmer who disappear in the bran wipe creek in wilmington 6:30 monday evening. 20-year-old man jumped into the creek using a rope swing he was last seen going over a dam. now authorities say three other people who were with him at the time did call 911 but only until after they had gotten home almost two hours later. that missing swimmer has not yet been identified. >> philadelphia police want to warn drivers after series of car battery thefts. newly released surveillance video captured a thief stealing a jeep battery in broad daylight this happened last thursday at 20th and rom bar. police say they have noticed similar thefts since may especially involving jeep

hi, leslie. >> reporter: hi there guys. yes, just rookies, selected veterans and quarterbacks on the field out here this morning. but many of the selected veterans are coming off of injury. and this is their final chance to show the coaches they are healthy and ready to go. coming into training camp cornerback was an issue. ron brooks had been working out in practicing with the rookies during the first few days of training camp. he ended last season on the injured reserve list with quad injury. so far so good. >> it was really hard for me, um, trying to being away from my teammates and that was probably the worst injury i've had to date. and just learning how to deal with my injuries and making sure that i kept myself in the right mindset to get back. >> linebacker joe walker coming from from a torn acl he suffered last summer during camp. he cost him his entire 2016 season. he finds himself fighting again

well engineers created a worm like robot that can be used tour search and rescue efforts and medical devices. researchers at stanford university and the university of california say that the robot is a tube of soft material that folds and sigh itself like inside out sock and can grow many times it's original size. additional prototypes are being built to help improve that device. many women love putting on high heels, guilty, but for some wearing them can lead to painful osteoarthritis of the big toe.

well a rare full circle rainbow was captured from a top a crane in sane petersburg russia. nasa says from the ground only portions of a rainbow are visible but from the air the entire circle is more commonly scene. beautiful from the ground and beautiful from above. >> gorgeous. >> beautiful stuff. >> any rainbows today. i don't think so. >> probably not today. i don't think you'll see one today. but it's possible in the days ahead that we end up with, that means rain. would pop up would be localized very scattered in nature but it could still produce locally gusty thunderstorm so we'll need to keep an eye on the radar i think that friday is the day where we start to see thing go substantially downhill in the p.m. hours i'll start things off at 6am and friday. take look. also important to note this is a model this is not gospel things could change with the timing look what happens here as we're all wrapping up lunch time 1:00 o'clock or so. the rain starting to overspread and it only gets heavier and heavier. so five, 6:00 o'clock role around here you're back in toward chester county things could get really really soggy. we'll have to keep an eye on that this is soaking rain. come 11:00 o'clock on friday night so the folk at the shore will lickly be getting doused in that verifies in those locations. this could even linger into saturday. but it only gets better from that point forward. the comfort index also an important thing to note. it's been so darn steamy lately i bring you very comfortable conditions all in all we're at a dew point currently of 61 degrees. so it's really not all that bad. i like that. it's not bad.

it's certainly pleasant or awesome but not bad either certainly not worse than that. so with time we'll start to see the humidity climbing back up again for now i'd say pretty comfortable outside he is special physical you're not a fan of excess tiff heat or the humidity but it is great outside. i promised you i'd show i was little bit of blue sky and sunshine and there you have it. granted it's not the brightest sky we've ever seen. kutztown blue skies. trying to break through that cloud deck currently only 68 degrees though and it's the height of the afternoon in late july you would normally be way hotter than this. so we'll enjoy the comfort while we've got it. colonelly 74 at the airport. 72 in atlantic city. and it may end up being a little bit of a struggle to hit 80. that's what we're going for. some of you might find a couple of raindrops along the way it's not enough you'd have to plan for any rain or plan around that if you had outdoor plans the daytime high again just 80 degrees. it's cloudy, it's cool out the there. later on tonight, saying seasonal dropping down to skate degrees. then we look forward again we've got to take the good with the

daniel williams father kenneth. his dad lost the ring on date with his mom back in 1972. with only a high school, a class year, and the initials, kww to go on jason and brittany smith were able to track down the family. >> only one person that graduated that class first name started with k and last name was w and that was mr. kenneth williams. >> 45 years later, the smiths presented the ring to his son in a music box. >> ♪ >> the song playing is, how great thou art. >> one of my dad's faith favorist songs played at has funeral. >> daniel says when he received the ring he heard his dad speak to him and his father told him you're welcome. >> daniel says he believes his father spirit lives on and he doesn't believe for moment the events leading up to the ring's return were coincidence. what will happen to the ring now? first, it's going to be used in his sister's wedding
