>> pawlowski and spencer essentially put a for sale sign up in front of the city hall, and reading and allentown, to sell their office and their services, to the highest bidder. >> reporter: ongoing investigation into both mayors become public in 2015 when fbi agents raided city hall in allentown and reading, as well as homes of the pawlowski and spencer. indictment as cues pawlowski and spencer running widespread pay to play schemes that benefited them personally and politically. >> the indictment is alleged that the mayors repeatedly abused the trust of the citizens of allentown, and reading, by steering contracts and other work to companies and entities in exchange for political contributions. >> reporter: u.s. attorney's office used specific examples of both mayor as allegedly rewarding political donors, with lucrative no bid city contracts. denying other companies from getting a fair chance at doing business with the cities. five defendants were named in

capacity, in the u.s. military he cited quote, the tremendous medical costs and disruptions that transgender in the military would entail. last year former defense secretary ash carter lifted ban saying it was right thing to do americans who want to serve and can meet our standard should be afforded the opportunity to compete to do so. >> reporter: since october, transgendered troops have been able to receive medical care, but recently, military chief has announced a delay on allowing transgendered people from enlisting. >> the president's statement contravenes the doctrines of the military and we will to have review it in the arms services committee. >> reporter: pentagon referred all questions about the president's statements to the white house and said it will provide revised guidance in the near future. pentagon won't release numbers but rand study found between 2,507,000 transgendered service members, in the active duty military and up to 4,000 in the reserves. navy lieutenant commander blake dreamin serving as a man

for pennsylvania three years called the decision disappointing. >> transgendered people are already serving in various aspects of the military, honorably and they have shown no impact to readiness or the mission. >> reporter: right now there is no word on what will happen to those currently serving. moa lenghi for cbs news, the pentagon. republican congressman steve scalise is now out of the hospital, six weeks after being shot and critically wounded. officials at the hospital treating scalise say he was discharged yesterday, is now starting intensive rehabilitation. scalise was shot june 14th when man opened fire on a congressional republican baseball practice in alexandria, virginia. brandywine valley spca is now opened after a car crashed into its building earlier this month. you'll remember crash sparked a fire that took life of the driver, and four cats, fire destroyed veterinary clinic and damaged the adoption areas and displaced a hundred animals. the adoption areas are

restored and dogs, cats are available for adoption, clinic has been gutted and rebuilding and is expected to take up to two months. building inspectors meantime are investigating what caused this west philadelphia row home to partially collapse with two people inside. chopper three over what is left of the home on ruby street near 54th and market, the couple told authorities that their cat began acting strangely just before the collapse happened, at 5:00 a.m. two men living nearby said they heard the house come down and they ran to help. >> hanging around where the steps was, i helped her up. >> you don't think about it when it happened, first thing everybody that was in the house. >> no one inside was hurt, meantime we are told that the homes on both sides of the property had been previously demolish. crew is still on the scene of the crash in voorhees township camden county. authorities say dump truck

came in contact with live wires on haddonfield berlin road, near lippard avenue around noon. the road is currently closed from lafayette avenue and officials expect road to be closed for much of the evening dart bus has crashed in wilmington forcing a street close another in that area. chopper three over that accident a short time ago on 18th street at the cut off. you can see that busies, stuck in the median by those trees, and in reports of any injuries but 18th street is closed and traffic is divert todd that area. it is day three of the eagles training camp and few familiar faces have started to show up. >> that is right veterans arrived at novacare complex today and that is where we will find, sports director don bell with the very latest, hi there, don. >> reporter: hi there guys, listen you know it business to be real when you see malcolm jenkins and brandon graham walk through that door. first three days of practice were all about rookies but on a day like today with the rookies on the field we had our attention on the veterans.

he went missing at 6:30, monday, a pocket run state park. officials say he jumped in the creek using both and he was last seen over the dam, and authorities say three other people were with him at the time did in the call 911 until after they all returned home, almost two hours later. elevated levels of the bacteria in the ocean are leaving officials to close dozens of beaches at the jersey shore. those beaches include several spots in atlantic city.

trying to figure out how to fund the state budget, nearly 32 billion-dollar spending bill went in effect july 1st without the governor's signature. house republicans tried, and failed to come up with the solution to pay for the budget last week, and now republican led senate hopes to device a plan over the next two days. passengers at all u.s. airports will face new measures for screening electronic devices bigger than a cell phone. travelers will be asked to take all large devices out of their bags and put them in separate bins similar to the screening of the lap tops tsa says it gives x-ray screeners a clearer picture of the device. new procedure will start at airports in the next few weeks national transportation safety board is calling for the use of more speed cameras to help cut down the rate of deadly crashes. only 14 states and washington d.c. currently use cameras, pennsylvania, new jersey, and delaware are not included. ntsb identified more than hundred thousand speed going-

welcome back. coke zero is getting a make over and that includes a new name as well, diet soda will be called coke zero sugar. new name is, intended to make it more clear that the drink has no calories. the new recipe is supposed to make the drink taste more like regular coke, however, coke officials say drink will use the same artificial sweeteners as previously used in coke zero. coke zero sugar will go on sale in august. drexel university is hosting summer camp for middle school girls interested in science and engineers. "eyewitness news" was there as two dozen local students learned about making and using water filters. the four day camp also offered hand on activity in 3-d printing, building bridges and making solar cells. national non-profit girls inc. partners with drexel to offer the camp. engineers have created a warm-like robot that can be used for search and rescue efforts. >> researchers at stanford university and university of california say that the robot

you don't need it but this new implant acts like a shock absorber and latest synthetic cartilage approved in the u.s. for big toe, but doctors in europe are using it on patients, suffering from arthritis and other smaller joints in the hand and foot. they are popular, pretty but doctors say high heels can cause all sorts of problems, one being osteoarthritis in the foot and toes. >> i would take off my shoes and i would cry on the way to the car because it hurt so bad >> kimberly has painful osteoarthritis in her big toe, until recently her only option was surgery that would have left her without motion in her toe and long recovery, and then her doctor told her about a new approved procedure, using, the carte va implant synthetic cartilage made of the sim material as contact lenses and inserted in joints.

now for brotherly love last summer we introduced you to two girls whose lives were saved at chop. >> they didn't know each other but their moms were childhood friend whose reconnected. they started a project together for chop and summer it is back and bigger than ever. ron hanson and sophia, know what it is like to be a kid stuck in the hospital n2014 sophia had a dangerous bought with the flu. >> i had to get surgery. i had to get a tube in through my back and into my lungs. >> reporter: year later she had brain surgery to repair malformation in her blood vessels. >> it was tiring, and painful. >> reporter: what kept them going? toys. so-so fee a and brownlen started chop drop and donated

"eyewitness news" reporter henry rossoff is live in east norriton with more on this investigation, henry. >> reporter: jessica and natasha, d.a. say travis sota came and went in early may a known drug dealer and now charged with providing drugs that killed one of the patients and the d.a. didn't stop word he will use this legal tactic to go after more drug dealers. >> she died from the poison that he delivered to her, right to her in her hospital

room. >> reporter: montgomery county district attorney kevin steel says surveillance images show travis sota moving in and out of the einstein medical center sell different drugs to sierra hadrick, five times in five days. >> two bags of heroin, for $20 , one bag of heroin, ten dollars. ativan pill toss sierra for ten dollars. more ativan and one bag of heroin for ten dollars. instead of delivering heroin, sota delivered what we later learned was pure fentanyl, 40 to 50 times more deadly, then the deadly drug heroin. by delivering this poison, travis sota killed sierra. >> reporter: steel said sota is fourth person charged this year in montgomery count which drug delivery resulting in death. he says it is a charge we should get used to seeing with more and more opioid based fentanyl on the streets. >> this is deadly stuff. so, so we're l
