good morning from the studio 57 newsroom at cbs news headquarters in new work york the senate rejected repealing the health care. john mccain voted against the so-called skinny repeal but a measure few supported. senate's third attempt to repeal or replace the affordable care act this week and the future of republican efforts to reproclamation obamacare are unclear at best. we go to washington for the latest. >> reporter: good morning. you're right the future of the gop efforts is unclear. by extension the future of health care remains unclear. republicans will look to their democratic friends how to fix

obamacare and this may be the final coming together moment that people are hoping for. a crowd of obamacare supporters outside of the capital building cheered after learning attempts to repeal obamacare failed. bernie sanders joined them and called it a big victory. >> tonight was a victory for the american people, a victory for 16 million people who would have been thrown off the health care. >> reporter: the vote was 49 to 51. after seven years of trying to undo the affordable care act, mitch mcconnell said it's time to move on. >> imagine many of our colleagues on the other side are celebrating. >> we're not celebrating. we're relieved that millions and millions of people who would have been hurt by the three proposals put forward will at least retain their health care.

>> reporter: the key moment of an all night session came from senator john mccain. back in washington shortly after being diagnosed with brain cancer. he was the third republican to vote no killing the measure. mccain defended his vote on twitter afterwards saying the skinny repeal fell short because it fell short of our promise to repeal and replace obamacare with meaningful reform. president trump responded in a tweet. three republicans and 48 democrats let the american people down. as i said from the beginning let obamacare implode then deal. senators susan collins and senator murkowski were the other two votes. the senate adjourned until monday. the future of health care remains unclear. even as the president pushed to advance a bill to replace

obamacare the white house is embroiled in a very public and nasty west wing war. late yesterday the "bad blood" spilled over in an explosive ladened threatened interview given by the president's communications director. >> reporter: newly appointsed communications director anthony scaramucci implicated reince priebus as the source of leaked classified information about his finances, though it now appears that information is publicly available. in an interview with "the new yorker," he said he's he also went after reince priebus. i'm not steve bannon. i'm not trying to bring my own brand. we spoke to scaramucci and he described this interview as an

unforced error a rookie mistake of candor. his sentiments colorful and vulgar as they are would come to no surprise to reince priebus or bannon both who opposed his hiring. for the first time attorney general jeff sessions reacted publicly to presidential criticism over his decision to recuse himself from the russian investigation. >> well it's kinds of hurtful but the president of the united states is a strong leader. >> reporter: fearing mr. trump might fire sessions or robert mueller who was handling the investigation, south carolina republican lindsey graham issued a blunt warning. >> if jeff sessions is fired there will be holy hell to pay. any effort to go after mueller could be the beginning of the end of the trump presidency unless mueller did something wrong. >> reporter: republicans told the president not to fire

overwhelmingly passed the measure. three days ago it easily was passed by the house aimed at punishing moscow for interfering in the 2016 election. it bars the president from easing penalties against russia unless congress agrees. the nation's top military leaders say for now they will allow transgender troops to remain in uniform until orlandoed otherwise. on wednesday president trump tweeted he will not accept or allow transgender people to serve in the military but a tweet is not an order. >> the entire force, entire chain of command will always has, will today and will tomorrow and always should treat every single soldier, sailor, marine, coast guard with dignity and respect for the service to our nation. >> the white house says guidance on how to implement the president's policy is still being worked out. the thrill ride that came apart at the ohio state fair was

inspected just hours before wednesday's deadly accident. one ride engineer a teenager was killed and seven others were injured when the fireball ride blew apart. manufacturer told fares around the world to stop using it until the cause of the mall function is determined. the man charged with killing his wife on a cruise ship off the alaskan coast said he did it because she wouldn't stop laughing at him. the fbi searched him and he said my life is over. no bail-been set. next hearing is scheduled for august 10th. no rain is forecast in western missouri today as the region works to recover from widespread flooding. roadways were under water and homes flooded. firefighters and police used boats to rescue stranded motorists and homeowners in the kansas city area. in some areas there was five feet of water where there

a dog that got out of its deck in miami beach is saved by firefighters. one rescuer jumped in yesterday to hold the dog and the crew pulled him to safety. they located the dog's owner and reunited him with his pet. an invention by the great uncle of a disabled toddler is helping hundreds of kids worldwide. kenneth craig meets the family behind bella's boom bug. >> reporter: 2-year-old bella is getting around in ways her parents never thought possible. bella's home made wheelchair is giving her mobility for the first time. >> she's happy to be free to do what she wants. >> reporter: bella was born with spina bifida, a birth defect of the spine. >> every where we went we had to carry her. >> reporter: that's when bella's great uncle got involved.

using a plan he found online he constructed a wheelchair using a bumble like seat for kids, some tires and a wooden board. >> as we saw her maneuverability and her freedom coming out of her captive body, playing with the other kids we decided we would try to make chairs for other children. >> reporter: they spread the word on facebook calling the chairs bella's boom bug. in a few months they received almost 200 orders. they shipped wheelchairs to children in 40 states and as far as away as the philippines. they don't charge for the boom bugs. families pay for the shipping a fraction of what it would cost to build a typical wheelchair. the smiles they see make it worth it. >> be able to be independent. go outside and play is amazing. >> reporter: they say it's showing bella there's nothing

pulling the police department's entire fleet of ford explore suchs off the road. more than 120 are already out of service. the concern is possible carbon monoxide leaks. >> i can't breathe. >> reporter: this sergeant is one of 18 austin police officers who now have been treated for carbon monoxide exposure. >> i don't remember if i hit a curb. i remember swerving to miss a head-on collision. >> reporter: he's now suing ford. >> i realized i needed help. i had no idea it was carbon monoxide poisoning. >> reporter: police believe carbon monoxide is seeping into the plus cruisers. detectors have been installed. in california a police officer appeared to pass out behind the wheel of his exemployerer and
