good morning from the studio 57 news room at cbs news headquarters in new york. for the first time, it's clear who's running the show at the trump white house. the president's new chief of staff, former general john kelly was given full authority. all white house staffers will report to him and in a head spinning turn kelly had the new head communications fired. the white house is not in turmo turmoil. >> today begins the first full day of a new west wing. a new chief of staff is in. the man who was a new communications director is 67777dy out and the white house says mr. trump has 100% confidence in all of his cabinet members. a great day at the white house. that's how president trump described via twitter monday

evening what was certainly an active day at the white house, one that began with a hiring and ended with a firing. it started with the swearing in of new chief of staff general john kelly who says he wants more structure, less game of thrones. >> i predict that general kelly will go down in terms of the position of chief of staff, one of the great ever. >> one of kelly's first acts as chief of staff pushing out anthony scaramucci. on the job for less than two weeks scaramucci had trouble shaking a profanity laced interview going after reince priebus. >> the president certainly felt that anthony's comments were inappropriate for a person in that position. >> scaramucci is just the latest in a long line of high profile names that have come and gone from the white house. the president insists this is not adding to chaos. lawmakers praising the

discipline kelly already seems to be bringing to the administration. >> hopefully it will put order to the place and it's a good thing. >> he took all these different agencies working well for our country's objectives. that's a good thing. >> unlike before kelly when several aides had direct access to the president, now all access will run through the chief of staff. >> and while it's still unclear who will become the next communications director a source inside the white house tells cbs news kellyanne conway is not among those being considered. president trump reportedly dictated a misleading statement regarding his son's meeting with a russian lawyer. that's according to the washington post. mr. trump allegedly dictated the statement in which donald trump jr. said his meeting in 2016 was not related to the presidential

campaign but about the adoption of russian children. e-mails showed the president's son agreed to the meeting because the russian lawyer might have damaging information about hillary clinton. ahead on cbs this morning, we'll ask dan who was a senior advisor to the romney ryan presidential campaign if john kelly can make a difference in the white house. president trump is back to pushing fellow republicans to revive their attempt to repeal obamacare. but leading senate republicans say for now there is no path forward and it's time to move on. meanwhile the president threatened to cut off payments to insureds. >> let obamacare implode. >> reporter: president trump went this weekend from saying obamacare should fail so saying he might give it a shove. if a new health care bill is not approved bailouts for insurance companies will end very soon.

he appeared to be referring to a major obamacare provision allocating federal funds to insurers in order to bring down premiums for lower enrollees. >> it attacks my eyes without the medication i would literally go blind so it's the difference between sight and darkness. >> reporter: about 6 million americans benefit from the cost sharing funds issued to insurers. >> it's not a bailout for insurers, it's just paying them for services that they're required by law to provide. >> he's with the family foundation which determined that insurers would need to hike their premiums an additional 19% to compensate for the lost funding. >> i think insurers are going to look closely for signs as to whether the administration may continue to undermine the insurance market in which case

fishermen had to be rescued from tampa bay when their boat sank. the power out only an north carolina's outer banks had nothing to do with a storm. officials say they are making significant progress in restoring at least one cable that was cut. but the damage to the tourist industry adds up to hundreds of millions of dollars. >> reporter: crews have been working around the clock after a blackout forced the evacuation of 50,000 tourists from one of south carolina's most popular vacation spots. >> time is money to people on the outer banks. >> reporter: one of the severed transmission cables. business owners along with more than roughly 6,000 residents left behind are now depending on generators for power. >> we cannot go without an income down here. we live on tourism.

>> reporter: tourists forced to leave are also concerned and so is the governor. >> i hope that there is a way that people can be reimbursed and i think that we should work hard to make sure that people are made as whole as possible. >> reporter: the construction company has apologized for what happened, but the governor says someone should still be held accountable. power should be fully restored within a week or two. cbs news, north carolina. the arizona sheriff known for his immigration crackdowns was convicted of misdemeanor contempt. he was found guilty of ignoring a court order to stop traffic patrols that targeted immigrants. the sentencing hearing is scheduled for october 5th. he faces six months in jail, but at age 85, it's unlikely he will see any time behind bars. president trump presented the nation's highest military honor, the medal of honor to
