works man sexually assaulted at gunpoint while running in the popular farm. tonight search for suspect is on. terrifying attack happened in broad daylight, good evening, i'm ukee washington. i'm jessica dean. police say victim was running in norristown farm park just before 11:00 this morning when the man attacked. that is where "eyewitness news" reporter david spunt joins us live and still tracking this still developing story, david. >> reporter: victim is at einstein hospital recovering from her injuries. she's 19 year-old. we will take a live look from the chopper to show you it is still an active investigation. there are still crews on the scene processing this scene. i want to point out this is a big park 690-acre and there are parts of this park that are extremely isolated. authorities rushed to norristown farm park on tuesday morning, after a 19 year-old woman, called in a panic. she told authorities that a man pulled her off the trail and sexually assaulted her at gunpoint. >> i see park rangers out all

the time, i see them cleaning the path. there is maintenance. i'm surprised, yes. >> reporter: authorities described suspect as a black male, wearing a black mask and or a dark hooded sweat shirt. he is armed. authorities say that he was hiding in the wood before the attack. >> that is crazy not something would i expect here i'm here all the time. >> reporter: norristown state hospital was on brief lock down during initial manhunt but has since reopened. crews expect to be on the scene to gather more evidence in the night. >> i'm nervous to go back out there. i will share with my office co-workers and let them know and then hopefully we will buddy up and not walk alone. >> reporter: neighbors coming home tonight to hear this disturbing news, thinks a huge park 690 acres. east and west nor it town police department are the lead working with montgomery county district attorney's o any information call police immediately. remember they take anonymous tips. they just want information to get this person behind bars. reporting live from montgomery

county, david spunt for cbs-3 "eyewitness news". >> thanks, david. police identified a suspect they believe is responsible for the shooting death of a man in haverford. the police say derek rollins is on the loose, armed and very dangerous. twenty-four year-old rollins is accused of shooting and killing 29 year-old john leon saturday near haverford road. police also believed that rollins is involved in another random shooting. >> we believe he is armed, he is extremely dangerous. we have seen here where he shot at three separate people and killed one and it looks like these are clearly in philadelphia at least random attack on individual clearly protecting their neighborhood. >> "eyewitness news" has learned rollins has a rap sheet that includes multiple arrests for drugs and firearms , u.s. marshals and fbi are assisting philadelphia police in, this search. a dangerous, stunt recorded high atop philadelphia's city hall and posted on you tube has the attention of city officials and police department.

"eyewitness news" reporter joe holden is live at police headquarters with more on the security breach that has launched an investigation, joe >> reporter: jessica, it appears this video was shot between the last two and three weeks, surfaced on you tube this past weekend and has sparked a significant security review at city hall. philadelphia city hall with 700 rooms, combined 15 acres of total floor space, it is 116 year-old fortress of the building one that is apparently less secure then many knew. >> this is first time you're seeing this. >> reporter: sure is. >> david oh admits he has never seen inside clock tower but man taking video goes there. >> it is, you know, surprising he could access the tower, climb up a ladder. >> reporter: he keeps on climbing all the way up to the statue of william penn pen which at the time was surrounded by scaffolding. >> no, he shouldn't have made it up there. >> reporter: he did and expos ed a significant loop

carson you tube page has exploded with views, since news of this all broke, of his expedition across city hall roofs. in fact many of the comments tonight are telling him, philadelphia police want to speak with him and that is certainly the case here we can tell from you police headquarters. reporting live, from center city, joe holden for cbs-3 "eyewitness news". >> thanks very much. former mayor of pennsylvania's fifth largest city has pleaded not guilty to federal corruption charges. former reading mayor vaughn spencer appeared in philadelphia federal court today and was later released on $50,000 bail. vaughn was indicted last week with allentown married he had pawlowski and three alleged coconspirators. they are accusing of running a pay to play scheme, pawlowski pleaded not guilty to similar charges last week. bill cosby's lead attorney has filed paperwork to withdraw from the comedian's defense team. brian mcmonigal represented cosby in his sexual assault trial in montgomery county and that, of course, ended with a hung injury any june.

cosby's retrial is scheduled for november 6th. no word on why mcmonigal wants to withdraw, judge stephen o'neill will consider the request during a hearing august between the second. several beach necessary margate remain closed as army core of engineers works to pump out large pools of water behind newly construct dunes. we first told but this yesterday about how that area flooded from recent rains. residents blamed poor drainage from the controversial beach fill project, lawmakers will meet tomorrow to discuss whether to seek a court injunction to stop the project in the meantime the beaches from the ventnor board tore gladstone avenue are closed until further notice. after a bit of the cool stretch we're turning up the heat, all around the region and meteorologist lauren casey 's on the sky deck tracking these higher temperatures, lauren. >> yes, sir, definitely feeling heat but good news we don't have that oppressive humidity. we don't see significant impact on those heat indexes

right now. we are seeing an impact on temperatures object rain cooled air we had storms firing autopsy cross the region. pretty sparse in nature but we have one cell that is likely slowing things down commute wise looking north and east of philadelphia, we have a hearty cell that has been ongoing for a better part of an hour impacting cinnaminson and stretched out over the river. i turned lightening off to see where heavier lightening is positioned over pal my, yeah slowing things down on torresdale avenue and tacony area. we have the most storms concentrated toward lehigh valley and poconos with these storms that continue to flare up, in and around allentown and lehighton watching out for localized flooding in these areas due to the slow moving nature of the thunderstorms. is there rain cooled air in the poconos where we're at 71. down the shore we have a sea breeze, at 85 degrees, hot but not all too hume mid philadelphia, 90 right now but that heat index only 91 degrees. so it could be worse. as we head into tonight

staff and volunteers annually. lauren casey joins us now, as the heat is on. >> heat is on but we don't have humidity to combo with that. it feels toasty but not super steamy. that is trend as we head in the next couple of days. temperatures right now 89 degrees in philadelphia. we're at 82, rain cooled air sneak nothing to allentown. we are down in the 70's due to thunderstorm activity that has been ongoing in the poconos. seventy-one in mount pocono but still up to 85 in atlantic city. we have a sea breeze feeling great at barnegat light house 78 degrees but warmer down toward cape may at 86 degrees right now. storm scan three is showing us we have storm activity mainly concentrated far north and west of the city but we have this one cell that wants to keep going and now national weather service issued a flash flood warning until 10:15 this evening, for this cell that has been ongoing for better part of the two hours, and it continues to strengthen right

now, impacting parts of the northeastern, philadelphia county and stretched out into burlington county just right over the river right now. it is nearly stationary in its forward motion but it is stretching its way northward up into bustleton and also stretching its way south and east as well. so stretching over toward pheasant run, head up next could be moorestown, maple shade starting to see light rain as it continues to stretch off to the south ande. eppen saukin seeing this activity. flash flood warning in effect for these area because of heavy intensity of rainfall in and around cinnaminson, bellevue, palmyra, tacony and also the fact that it has been in progress now for better part of the one to two hours. we have this storm activity up toward poconos and lehigh valley right now, little cell just off to the southe of allentown, quite a bit of activity for portions of carbon county, seeing this cell, continue along, just south of allentown right now, frequent lightening, heavy

rain embedded with within that cell. we could see flooding toward lehigh county what to expect tomorrow and thursday? we are going to increase our afternoon storm chance, pretty typical days with morning sunshine and storms firing up after lunch, scattered in nature and's then as we lose heating those storms will diminish. heading in the next couple of hours we will see these cells that we have diminish as we lose that heating of the day, overnight tonight quiet, for the first half of the day and then scattered storms, note that is coverage as we head in the afternoon and evening hours. slim chance for a storm tomorrow will be along the coast. tropical depression emily in the a problem for us, it will continue to move its way off to the sea but we will get busy as far as tropics are concerned, we are on the precipice of this expo next increase of tropical activity until september 10th. overnight tonight partly cloudy, isolated storm, and, as we head in the day tomorrow , and 89 on the high temperature with that scattered afternoon storm activity. later in the day we will see
