felony as it relates to the sexual assault of the five-year eld boy and girl in his care. difficulties turning news for parents learning of the sexual assault of two, five-year old children at sprout's preschool in the 600 block of south ninth street. owner of the center five three-year eld duncan rounds has been charged with rape, sexual assault, involuntary deviant sexual interest course and endanger welfare of the child. special victims unit says at salt happened on multiple occasions at the preschool and they say dhs got involved and began an investigation on july n behaving differently. investigators say they found physical evidence at the scene >> on the 25th, we conducted, the forensic interviews, and at that time both children disclose that had they were indeed sexually assaulted by the offender. same day we went out to the location, the day care, executed a search warrant, and processed the scene with crime scene unit and we recovered

meteorologist lauren casey has been tracking activity and lauren a few spots saw flooding, right. >> these storms posing threats on multiple levels we have been dealing with torrential rain and slow moving storms. check out these images we have sent by viewers, the flooding there on i-95, at the walt whitman exit, and look at all of that rainfall that has concentrated itself on the roadways. also i-95 at the broad street exit, seeing that flooded roadway and conditions more pictures of flooding in and around center city philadelphia. we have had numerous reports of street flooding due to the torrential nature of this rainfall and also, these slow moving cells, just sitting over areas and dumping down rain. rain has concerned in natasha 's live shot to center city philadelphia check out this ominous image of our roof cam right now at cbs-3 studios in the spring garden area that rain is building back in. we can see that on storm scan three right now. we have had a round of rain earlier in the afternoon and

here it comes once again rainfall, maryland rate in intensity quite a bit of lightening embedded with this packed cell that continues to slowly move its way northbound but that has been a trend moving only at 10 to 20 miles per hour, so, we're dealing with this rainfall accumulation of one, two, 3 inches over a couple hours of time and that is yielding the flash flooding. we've flash flood warning for northern new castle county, delaware, wilmington included within this warning. good news heaviest rainfall moved out of new castle county but bad news from same county, new jersey seeing heavier rainfall and frequent lightening encompassing the county and we are starting to see areas in south injuries that i were quiet throughout the day, seeing the storm activity flaring up and check out all of these storm reports , structure fire in montgomery county, same case in burlington county, marlton and mount laurel due to lightening strikes, also some quarter sized hail in chesterbrook chester county we have seen multiple reports of

hail as well, pea to quarter sized in nature, also gloucester county several trees down due to gusty winds. we will have this threat staying with us into the evening hours, scattered thunderstorms, mainly concentrated as we head in the next couple of hours. east of 95 heavy rain, slow moving in nature, problems with localized flooding but as we head after sunset tonight the storm threat will start to diminish but we will talk more about the storm threat and if we can kick these storms out in time for upcoming weekend coming up in the full forecast in just a few. >> lauren, see you then. delaware county woman reported missing and found safe after police say she was abducted and robbed by a man she believed to be a lyft driver. "eyewitness news" reporter joe holden joins us from upper darby with what we have learn about this investigation, joe. >> reporter: jessica, big question right now is was this car, that these two women got into an actual lyft service driver, driving that car or was it someone posing as a driver of the lyft service.

now we have a statement from lyft that reveals, they had no pick ups in that area at the time. the superintendent of police here in upper darby township tells me their investigation does continue but they are quickly, developing a suspect, and an arrest could be forthcoming. at 4:00 a.m. a call to 911 from this upper darby sunoco, 21 year-old woman said black lyft sedan that she and her sister were riding in was suddenly gone. still inside, brittany lo uv e , a havertown woman who characterized disappearance an abduction and kidnapping. earlier system were celebrating a birthday at center city bar, police say louvre ordered a lift on her phone. driver made two stops, including here at this sunoco where police say he asked the 21 year-old to go buy him water. that is when he fled police say with an intoxicated brittany louvre inside. investigators say car headed 12 miles away deep into

northwest philadelphia where things apparently turned physical. >> he then asked her for her money, her phone and whatever other valuables that she haddon her. she refused, to give it up. then grabbed her phone and grabbed her credit card/debit card. he then threw her out of the car. >> reporter: driver fled, brittany called 911 from this 7-eleven, philadelphia police drove her home to havertown. bill law, brittany's father spent morning in prayer hoping wow see his daughter again. >> the result was i got my daughter back alive and that is all i asked for. i prayed, and i got my daughter back. >> reporter: lets get to the statement that lyft sent out, i quote we have searched our system and there does not appear to be a lyft ride matching the time, location, or vehicle description, provided in these reports.

thought. >> this shouldn't happen to anyone. >> reporter: everyone i know in the community, just devastated about hearing this. >> reporter: ryan graham says his heart sunk when he found out a 19 year-old running in norristown park was sexually assaulted at gunpoint in broad daylight. graham is a leader of the norristown running club and often organizes group runs through that very same park. >> i talked to our group, an urgent message when i heard this information and it is just like spread it all around the different facebook groups, you know, just people were just commenting and you just felt like the hurt and anger, of what happened. >> reporter: farm park was closed yesterday during the investigation, and it is back opened today for people to explore, all while county public safety workers continue to patrol and police officers make their presence known. >> been coming here maybe over 30 years, i live right there in east norriton and never had problems like that during the day. >> reporter: graham says for all those worried particularly

really slow commute and most areas, right now because we are dealing with this excessive rainfall, very slow moving thunderstorms, and now, concentrated especially east of 95 and as rain continues to fall moderate to heavy in nature across philadelphia right now as we check on storm scan three, lightening embedded within this area of rainfall as well stretched out into south jersey seeing heavier pockets of rain. things quieting down now, and through i-95, and, seeing rain across portions of south injuries which are these storms are traversing. we are picking up speed in the forward progression, that is good news because we have these cells that sit overhead for a period of hours and just dump down heavy rainfall but they are still pretty slow moving as far as storms go at 20 miles an hour. salem county, new jersey still seeing rain, frequent to nearly continuing lightening

across gloucester and camden counties right now, and, then, coming in around the franklinville area up into victory lakes where we see bright temperatures, on our radar. burlington county has had a lot of problems. several structure fires reported due to lightening strikes in burlington county. now more lightening another round working on throughe of mount laurel in pemberton, tabernacle, down the shore, you have been quiet. no problems all day long, but you can see these cells starting to creep their way eastbound and as we head in the evening hours we will see enhanced threat down the shore for these storms moving through. scattered, storm still in the forecast throughout the evening, temperatures rain cooled in the 70's and we have had multiple flooding reports, just saw that image on the school kill, flooding on i-95. wilmington, new castle county delaware where we had flash flooding in effect, union street under one to 2 feet of water, multiple road closures in northampton county as well reported. check out these flood

learned the hard way about dangers of the not using sun screen. >> a typical girl, i was like i want etan, so i will not wear sun screen report rorrer after floating for hours caitlin got what her doctors say are second degree burns, and she says it first started with burning, swelling, and then huge blisters. doctors say that being in or near water intensifies the dangers, of ultraviolet uv light from the sun. >> sunburn can occur, on sunny days, cloudy days, more common when you are in the water because it reflectses. >> reporter: recent study found white females with five or more blistering sunburns between age of 15 and 20 have an 80 percent increased risk for melanoma the most deadly form of skin cancer. >> sun screen may not be the cool thing, might not help yucatan but help you in the long run and day to day, i can barely, get out of bed. >> reporter: doctors recommend a broad spectrum sun screen sp f of at lee 30 covering up is a good idea too.
