philadelphia to find new care for their children. this all comes as owner five three-year old duncan rounds posted bail today. philadelphia police arrested the medford lakes man yesterday, charging him with assaulting two, five-year old children at the day care center. coming up at 5:30 we will talk to local experts from inside, on recognizing signs of abuse and how to discuss this issue with your own children. a philadelphia police officer is accused of causing a crash while impaired. police say nicholas harper was off-duty when he hit several parked cars in the 1600 block of north sixth street. this happened around 5:30 a.m. yesterday, responding officers said harper was showing signs of impairment, arrested for suspicion of driving under the influence. chopper three over a hit and run in brookhaven delaware county. a pedestrian was hit at 3:00 this afternoon on the 4900 block of jackson drive. that victim was rush to the hospital, and their condition has not been released.

>> reporter: city commissioner's meeting town leaders are going over that restraining order and it is so packed, inside, that people are actually outside here listening to the meeting on speaker, some of them so passioned they are ready to get out to those dunes with shovels and buckets and tear them down themselves. in court city attorneys called multiple block pond created during the dune construction as a health and financial crisis for margate. attorneys for the state argued that draining pond and filling in the base thin week should address the problem but superior court judge william menendez ruled in favor of margate and ordered a one week work stoppage. he ordered both side to meet daily on reaching a solution. this is the mayor's reaction. >> it makes me very happy. we just can't allow this to continue, you are doing wrong and continue to do wrong. we have a week, let's sit at a table and see if we can work it out. >> reporter: this meeting is continuing, many people taking stand to encourage city officials to completely fight

we know seat belts save lives but surprising number of people are putting their safety at risk by not wearing them. three on are side jim donovan has information on a new report about back seat riders. >> reporter: this is what can happen when you don't buckle up in the back seat, this family of three was thrown around when cab they were riding in was hit by another car. in this video woman on the right is wearing a seat belt, woman on the lefties not, and in the accident, she is thrown across the cab. >> people are less likely to buckle up in the rear seat.

>> reporter: jessica co authorized a now report for insurance institute for highway safety and survey found 91 percent of people always use their seat belt in the front, only 72 percent use it in the back seat. that number drops to 57 percent when traveling in cabs, and ride hailing services like uber an lyft. uber driver dustin goodfelt said people don't buckle up on short steps. >> i will usually say something i noticed you are not buckled. it is a good idea to be buckled. >> reporter: traveling without a safety belt puts in the only back seat rider but also in the front n this test video person unbuckled in the back slams in the driver during an accident. >> we know that drivers are twice as likely to be fatally injured when passenger behind them is unrestrained. >> reporter: she wants more auto makers to install the same belt reminders cars have in the front seat for people in the back, as well. she believes it could get more riders to buckle up, and help

overnight period, could see isolated storm otherwise, dry conditions, and as we check out friday morning, no problems for your commute, last day of the workweek and we do see these cells firing up, mainly business of i-95 heading in the evening hours, beautiful day down the shore. we will see cloud deck increasing tomorrow night with the cold front that is going to move through and bring us showers and thunder showers heading in to early saturday morning but saturday afternoon gradual clearing, decreasing humidity, 84 degrees, sunday still on track to be gorgeous, sunshine, 28 with that low humidity. comfort index tomorrow it will be a humid one but humidity levels will drop off on the back side of the frontal boundary especially by late day on saturday and then by sunday it will be feeling so pleasant, certainly by august standard. down the shore tomorrow mostly sunny but we have a chance of thunderstorm at night. on the sand temperatures in the upper 70's to lower 80's with south wind at 10 miles an hour: uv index will be high.

just issued an injunction to stop construction of a dune building project, in margate. it comes after the project created pools of standing water outside beach front homes. good evening, i'm ukee washington. i'm guess can dean. earlier we told you disturbing story about a preschool own's accused of alleged sexual assault on two children, at his south philadelphia day care certainty. >> philadelphia police say behavioral changes in the children led their parents to seek help and alert authorities. natasha brown spoke with local experts today to gain insight on recognizing signs of abuse in children. >> reporter: it is not easy as you can imagine, it is often very difficult to approach this subject and signs may not always be glaringly obvious but the number of child sex abuse allegations just in the city alone are staggering. statistics are startling there are an average of 250 reports of child sexual abuse of philadelphia each month, philadelphia children's alliance sees as many as 10 kid a day.

child advocacy group is nest led between police special victims unit and department of human services in hunting park and their role is crucial in helping those entities deal with sex abuse cases. >> once we get report from the dhs or police we coordinate that investigation. we will contact families to have them come in, to be interviewed, have the child be interviewed about the allegations. >> reporter: cases are hand with the mental and medical experts on staff to deal with every child. some say that they have dealt with children as young as one years old. often a very difficult conversation to have but most kid not wanting to reveal the alleged assault. >> kid are embarrassed, threatened to keep secrets, there is definitely a lot of shame, children don't know how to tell their caregivers and they think they might be in trouble. >> reporter: most recently philadelphia police department said group helped talking to the two, five years old children at center of the sexual abuse case involving a day care center owner in south philadelphia. parents were urged to talk to their children but officials

say there are certain ways you should approach this very delicate conversation. >> when parents talk to the kid all they have to do is make sure their conversation is developmentally appropriate and teaching children we have no secrets in our home. so we talk about whatever is going on. we tell parents to teach kid the proper names for body parts. also teaching children that in one should touch your private parts they are yours. >> reporter: experts say ab wear of the behavioral change that is could signal a problem >> we really do talk to children about understanding that we're here to help them and keep them safe. they really need an environment where people are supportive. >> reporter: despite hundreds of cases pca deals where month there are as many as 60 percent of child sexual abuse victims who never, ever tell anyone about their abuse. there are several child advocacy groups all through the region. if you would like more fur, we have put together a list at cbs philly.com.

>> startling indeed. massachusetts woman who encourage her boyfriend to commit suicide via text message learned her fate today michelle carter was sentenced to time behind bars but walked away a free woman. correspondent kennett craig reports. >> reporter: twenty year-old michelle carter stood stone faced at juvenile court judge sentenced her to two and a half years in prison. >> fifteen months of said sentence shall be deemed a committed sentence and balance thereof should be suspended. >> reporter: carter was convicted of inn involuntary manslaughter foreign couraging her boyfriend to commit suicide. carter texted 18 year-old conrad roy in 2014 to get back in his vehicle after it filled about carbon monoxide. his family spoke before thursday's sentencing. >> how could michelle carter behave so viciously and encourage my son to end his life. >> not a day goes by without thinking and my first and last

until 9:15. new severe thunderstorm warning reissued one extended until 6:30 but still in the same locations, box changing where that warned area you can see this cell nearly continuous lightening torrential rainfall, potential for 60-mile an hour wind and half dollar sized hail. we have only verified penny size hail but if we do see half dollar sized hail that can do damage to vehicles. severe thunderstorm warning for lower bucks county, northern burlington and portions of mercer county until 6:30. florence, levittown, mount holly, robbinsville all included in the severe warning then similar area flash flood warning in effect until 9:15 this evening, for bensalem, bristol, hamilton, trenton, bordentown, willingboro all included in the flash flood warning. we have been dealing with the heavier rainfall coming down in the same area in and around bordentown area on thee side of the burlington and just south of the trenton this cell

has been hanging out over the same area for an hour and a half. heavy intensity rainfall and then sitting there with the rainfall accumulating. ab wear of the potential for flash flooding in these area. couple of cells firing up, over wilmington, slowly working its way through chester and delaware county and this cell just south of philadelphia right now over portions of gloucester county, it is not very intense right now but if it can hold together it will move into center city philadelphia we have a flash flood warning for central delaware that does include milford, heaviest rain exiting but now seeing heavier rain coming down around dover area we're talking about the grill, this evening watch out for a few scattered thunderstorms otherwise dry conditions, temperatures right around 80 degrees. good looking bbq forecast as we head in the evening hours. future weather showing us potential for few hit or miss storms, could be on the stronger side, things quieting down as we head into tomorrow morning, nice and dry for your friday morning commute.
