good morning, everyone, so, all right. we are going to have to talk about this rain then. take a look at the roadways, route 30 bypass, route 322, tail light moving in the westbound direction, headlights of course then moving in the eastbound direction. and this is going to start to slow us down now. this is whether we start to say okay, you might want to give yourself couple every extra minutes headed outdoor, you certainly want to do so. headlight eastbound direction approaching trooper, same story here over the past five minute getting very busy there , 59 south at cottman still looking dry but we know this will change, rahel, back over to you >> meisha, thank you. this morning, philadelphia police are investigating the shooting of teenager in kensington, officers responded to the home of 13 year old boy just after 11:30 last night. the victim told police he was walking near the intersection every kensington and ontario when he heard shots and noticed he had been hit in his right foot. police say nearby surveillance cameras did not records the shooting. police checked private surveillance cameras, in the neighborhood, and those cameras didn't show any type of activity, and we're not

certain at this time that this 13 year old boy stills the truth >> did confirm the boy was shot. they brought him to st. christopher hospital. he will be okay. but right now, investigator ers still questioning the boy and searching the scene. philadelphia sports fans really waking to up some heart breaking news this morning. darren daulton has lost his battle with brain cancer? daulton was a fan favorite and sue bush player, and his all-star appearances, the front page of today's daily news, pays tribute to daulton. the picture shows daulton with his major league career with the headlines simply stating: good bye, dutch. pat gallen here to tell us more about how dalton was still beloved by his adopted -- >> was loved by philadelphia, sad day for so many waking up to the news, that the one and only dutch has passed away. and i got a chance to work with dutch, had the honor of co-hosting his radio show talking baseball with dutch many times back in 2012 and 2013. what awesome guy, so down to

"eyewitness news" reporter trang do live outside the lonnie young recreation center with the latest on what people are calling cook out chaos. trang, good morning. >> well, good morning, rahel and joe. this gathering appears to be organized by the same group every teens responsible for last month's cook out, that just got out of control in this very same location. this time, police had to arrest three people. >> arrested donees ends every people lonnie young center east germantown where some 300 teens gather, police say they had no choice but to break up the group around 10:00 p.m. some until the crowd began to get wrought >> i arrested three people for lands very much to patrol cars >> similar scene unfolded at the same rec center, cook out advertised on social media, attracted some 400 teens, videos posted on line show young people banking on cars

going to be for the morning drive and for the p.m. drive. the whole day essentially is going to be impacted by this. granted little break between the batches, but won't last developing. most of the day does feature some kind of wet werth or at least spray from the vehicles if the rain is not physically filing from the sky. that's where we stands on the radar, let's talk about how much we will ends up with here look for the heaviest rainfall totals go south. philly on down through all of southern new jersey, through the southern half of new jersey, all of the state of delaware where you will see the heaviest rainfall totals. could you see upward of two and a half locally maybe even as much as 4 inches of rainout of this, that's where the bulk of the steadiest rain will come through. in the mountains, yes, still going to get hit. we have lehigh valley included here but far cry from upward of 4 inches, one to one and a half inches, you can hands that kind of rain without worrying about flashflooding. good news northwest half of the region. also take a quick peak what's going on in the tropics, they're starting to heat up, as women. tropical storm franklin has

lonnie young recreation center more on what was a chaotic scene, trang, good morning. >> well, good morning, joe, rahel. people who live in this neighborhood are saying here we go again, in fact, someone recording the spectacle on facebook live called it lonnie young rampage part two. police arrested three people. >> philadelphia police ushered dozens of young people along chelten avenue, away from the lonnie young recreation center in east germantown. where some 300 teens gathered sunday night. police say they had no choice but to break up the group around 10:00 p.m. when some in the crowd began to get rowdy and throw rocks at police. officers arrested three people , for vandalism, to patrol cars. a similar scene unfolded three weeks ago, at the same rec center. a cook out advertised on social media, attracted some 400 teens. videos posted on line show young people banking on cars, and taunting police officers. police said some of the kids

with equipment at a gas station on newtown avenue. the officers ordered the suspect to stop. that's when they say he drove his atv toward them, hitting the door of the patrol car, before striking the detective. the officer was also injured in the incident, both treated at the hospital and released. >> a philadelphia man will march to washington dc following a local police- involved shooting death jamal johnson marching on behalf of the justice for david jones campaign. jones shot and killed by philadelphia police officer, ryan in june. this is footage from that incident. there will be a rally today at 11:00 this morning at the north philadelphia site where jones was killed. and johnson will walk to dc to deliver a list of policing reforms to the department of justice. the search continues for the hit-and-run driver who killed a woman in center city. investigators say, a jeep hit 53 year old ann broderick near 13th and race street around 3:20 sunday morning. she died shortly thereafter. police are looking for ooh new err model white jeep wrangler,
