right now at 11:00, the dirtiest item in your home is right in your kitchen. >> protecting dogs, the new law aimed at stopping animal cruelty. what dog owners need to know. but first. >> she started screaming and i immediately got up because the kids were outside playing. >> frantic moments for a mother after a stray bullet goes through the window of her home narrowly missing her children. police say the bullet came from a gunman who was shooting at officers. >> david spunt is live outside police headquarters with the story of one family's close call. david? >> reporter: it is incredible. this family was sitting inside watching a movie on a rainy day in the summer when a bullet flew through their window. this green stick marks the spot where a bullet went through the window into natasha's home on north fair hill.

>> it was scary. >> reporter: she was watching a movie in bed with her kids. >> it went through window and through the ceiling. >> reporter: 15-year-old sierra was also in the room. >> my little sister was in the room we were scared we couldn't find her and the caps came that's all i know. >> reporter: outside authorities say a man was racking his gun threatening to shoot. police were quickly on scene when the man opened fire and shot several times at officers missing them but hitting the home several times. authorities fired back immediately sending the man to the hospital. his holster still on the ground when we arrived on the scene. >> if there's anybody out here in the public that has information that they need to contact the philadelphia police department and give us that information. at this point we're in our infancy of an investigation. >> reporter: authorities remained on scene for several hours into the evening, while natasha and her children recounted what could have been a tragedy. >> by the time i came downstairs

i seen the suspect on the ground and they had him in cuffs and put him in the car. >> reporter: authorities also believe that suspect stole a car. they are not releasing his name at this time. reporting live at police headquarters, david spunt, cbs3 eyewitness news. >> we're finally drying out after a full day of drenching rains and in some spots flooding. take a look at this video in cape may. shore towns are especially prone to flooding and a reminder if you do encounter flood waters, turn around don't drive through the water. authorities are trying to determine if the same system that brought us autopsy the rain brought a tornado to maryland. cars were flipped, buildings suffered damage and utility polls were topeled. residents are convinced it was a twister. >> i hurt what sounded like a freight train and it sounded like bulls were running across

the roof. >> the car got picked up like it flew over the two buildings. >> it's certainly much quiter out there now. meteorologist lauren casey has more on the soggy and stormy monday that was. >> another stormy and soggy day today. another one for the summer racking up all of the rainfall. we did have widespread flooding reports down the shore, across delaware county, in the haven area, u.s. 40 closed in both directions for a time earlier this evening because of flooding and standing water in certain delaware 6-18 inches of water on route 1. you would definitely have to turn around and down drown for that type of flooding. estimated rainfall totals through the day today pretty significant. a lot of places picking up over an inch. down the shore 2-3 inches and some portions of delaware also

cumberland county picking up 4 to 5 inches of rainfall dlu the day. storm scan 3 showing us moisture is not too far away with thunderstorms working to the southern tip of delmarva. an area of low pressure slowly going to work its way offshore. we could see a lingering shower, low temperature at 66 degrees. but good news, high pressure settling in as we head into the next couple of days. tomorrow through thursday, sunshine. low humidity and overnight lows in the 60s and we'll talk more about this great-looking forecast and your full forecast coming up in just a few. >> we'll see you then. thank you. a woman was seriously injured after she was struck by a dirt bike in pleasantville. this surveillance video shows the moment she was hit. it happened when she was standing at the intersection of main street and west jersey avenue. she was rushed to atlantic care regional medical center.

the biker got away on foot. if you have any information, you are asked to contact police. police are also asking for the public's help to identify the atv driver accused of injuring two officers. they saw the atv driver tampering with equipment at a gas station and the suspect pulled away and while doing so hit one officer in the face with the door of her patrol car then knocking down the detective. both officers were treated at cooper hospital and released. >> new jersey governor chris christie signed more than 50 bills into law and in the process took steps to protect dogs. those fighting animal cruelty are cheering the governor's move. al exant degreeia hoff is live with more on this. alex? >> reporter: jessica, you may have spotted it before. a dog tied up outside for hours, if not days on end. now this new law seeks to cut that chain. >> he was called butch the

junkyard dog and he was out all the time. >> reporter: there's a name for others like butch. they're called chain dogs. >> a dog is a highly social animal and they're not lawn ornaments. they need interaction and for me to think about a dog tethered 24/7, i believe it's cruel. >> reporter: so does the state of new jersey. under a new law signed into effect this week, dogs can no longer be chained or tethered outside overnight between the hours of 5:00 p.m. and 10:00 a.m. if a chain is out during the day they must be chained to a light rope or chain 15 feet long and have access to water and sufficient shelter. >> four walls, a roof, a floor. you're going to have to clean up debris. >> you cannot have your dog tethered for longer than 30 minutes unless you're present. >> reporter: janice fisher worked closely with the effort to see this bill through. she says while the law goes into

effect immediately, dog owners will be given a chance to adjust. >> this is not just going to be violations and fines. they're going to get a warning. and it's mandated in the law. so then you have a certain number of days to correct that. >> reporter: most of this law does go into effect immediately. but for residents who do keep their dogs out overnight, they have 180 days to find a safe alternative for that. pennsylvania also just recently passed a similar law that will go into effect later this month. reporting live in burlington county, new jersey this evening, alexandria hoff. >> residents in one philadelphia neighborhood are concerned after finding pigeons shot with below darts. yesterday a man found a pigeon with a dart beneath its neck. this is the second bird injured recently by a dart in this part of time. animal cruelty officers say acts like these are happening

frequently. >> if ever there is a situation with wild animals trying to adapt to their surroundings and a class between people and animals often times the animals are subjected to a level of cruelty. >> he plans to take the bird to a rehab center. he hopes people see this pigeon and think twice about harming any animal. >> phillies nation along with the entire basketball world mourning the loss of a legend. >> darren daulton died saturday after a losing battle with brain cancer. >> darren daulton's fight with brain cancer began in 2013. it's a battle that lasted for four years but the years that he will be most remembered for, the 13.5 he spent in a phillies uniform. to a generation of philadelphia baseball fans, darren daulton was simply known as "dutch." he was the unquestioned leader of one of the most beloved teams

prevented the fungus from spreading and that may improve the quality. >> all of this rain is making the conditions rife for spreading mosquitos. the number of mosquitos carrying west nile various has doubled. 611 mosquitos tested positive. last year there were just 300 all season long but officials say you can't take precautions. >> get rid of all standing water, even a very small amount of water is sufficient for mosquitos to have eggs. if you get rid of the water, you get rid of the mosquitos. >> experts are studying ways to limit the transmission of virus to humans. they are trying to block the immune system so the insect dies of the various instead of transmitting it. >> lauren joins us now about the soggy day. >> it was a beautiful weekend

then came monday and we had all the rain but with the rain comes rainbows. bring >> the beach looking a little bit sparse. some of the highest rainfall totals down the shore but a nice sight to cap all of this rain to kick off our workweek and the rain. the cloudy conditions held temperatures back today. the high temperature oenlt 72 degrees. 14 degrees below our normal high temperature. we started off the day at 66 degrees and temperatures now sitting in the 60s still. 67 in philadelphia, we're at 70 degrees in wilmington. also our dew points are in the 60s.

that's telling us it feels muggy, balmy, damp. generally unpleasant. with all the surface moisture lingering we are seeing fog developing, reduced visibilities down the shore, visibility is down to about 1 mile now in mount pocono and that could go even lower. comfort index dew points will be dropping off into the afternoon and evening hours. open up the windows in wednesday and thursday with almost fall-like humidity in store. storm scan 3 showing quiet conditions off to the south we do have thunderstorm activity working its way dew east but we're starting to see the precipitation trying to take a northerly component and we could see showers redevelop especially down the shore and across portions of delaware into late tomorrow morning but quite the lightning show as you look to the south. rain certainly has been the

story for july and now to kick off august, millville rainfall almost 9 inches last month, the second wettest july on record and we're closing in on 4 inches for the first week of august. allentown, and we're already at 3.5 inches and a lot of that rain came through today. but as we head into the day tomorrow, clearing the rain out, gradual clearing, less humid 82 degrees with a high temperature with a northwesterly wind. future weather showing us as we head out through the overnight period, a chance of a few showers potentially on the delaware beaches early tomorrow morning but by mid morning all of this moisture lifting out of here as the low pressure exits off to the east that's going to take the clouds along with it as well. a few clouds down the shore tomorrow otherwise clearing 80 degrees. mostly sunny and pleasant we'll quickly check in on tropical storm franklin. down by mexico will cross the yucatan peninsula, make a second

today we mourn the loss of a philadelphia icon. daulton died last night after a four-year battle with brain cancer. he spent nearly 14 seasons with the phils. during his careers he had nine surgeries on various injuries. curt schilling had this to say about his former teammate. heart and soul, those were the two words that define darren daulton as a human being and as a member of the phillies '93 team. in my years of baseball i have never been privileged enough to be around a man who led anywhere near as much as dutch did. god blessed me enough to be around a man and i'll be forever thankful. dutch was one of those men. lenny dykstra shared his feelings as well. i've played with several tough dudes in my career. dutch was the toughest. he was the unquestionable leader
