>> "eyewitness news" at noon begins with breaking news, chopper three is live over a police stand-off that just ended moments ago, in plymouth township montgomery county. we're toll officer responded to a home on cambridge road before 8:30 this morning, several people entering the window after home. the resident was able to escape. they took two suspect into custody on arrival two, more suspect surrendered about 15 minute ago, no injuries have been reported. nearby residents told to shelter in place may soon get the all clear.

>> developing at noon, body recovered inside burning home, ers now label it a case of arson. >> good after, into jim donovan is off. >> fire errupted late last night in philadelphia's kensington neighborhood. that's where we find eyewitness neutral reporter alicia, what have you learned? >> reporter: jim, rahel, the fire is being investigated here, being investigated as a case of arson. but authorities are still waiting for some test to go come back to officially call it that. the fire broke out at this building just behind me here on clementine street near jasper street little before 11:00 p.m. took fire fighters half hour to place the flames under control. and authorities say while the fire was contained to the first floor, they found a 28 year old man dead on the second floor. they're still wait to go notify his family, sews his identity at this hour has not yet been revealed. at this time, it is also important to note it has not been confirmed that the fire actually caused his death. another person, we know, was inside the billing when the

fire starts, and managed to escape, was taken to the hospital in stable condition. now, several neighbors told us that the person only managed to escape after they saw him jump from a second floor window. again, homicide detectives, fire marshall, and the atf, all investigating the fire here, as arson, a fire that witnesses say, was intent. the flames were coming out the window about 15, 15 feet in the air. >> people there. >> even this house is abandoned, too. >> and the last man you heard from is someone who lives on this street, said this building was mostly abandoned, he along with several other neighbors say they've complained pretty frequently in the last couple of weeks about squatters, frequently staying inside that building. anyone with information, on the fatal fire here, you're asked to contact the authorities. reporting live in kensington, alicia, cbs 3, "eyewitness news." okay, alicia, thank you. and police in haddon township new jersey are

searching for a man who reportedly tried to lure a young girl into his car. investigators released this sketch of the suspect, the victim told officers she was riding her bike 200 block of addison avenue when she said the man pulled up saying her parent asked him to pick her up and take her home of the the girl quickly road away. surveillance video, and police think the suspect driving 20034 door hundred doctor he will annular that, gold or tan in color. >> police identified the suspect in police involved shooting in north philly. officers responded 2200 block every north fairhill street yesterday afternoon for report of a man with a gun. they say 30 year old jose gonzalez of camden trying to get into a car and refused to drop his weapon, cell phone video posted on instagram, appears to capture him firing two rounds of officers, right outside a local where a mother was watching a movie with her two children. >> we heard the bullet go through the window. and she started screaming. and immediately got up, because the kids were outside

playing. >> i was in my mom's room watching tv and the bullet flew in the window. scary, never know what's going to happen. >> police did return fire on the alleged shooter sending him to the hospital in critical condition. no one else was hurt. formal charges are pending. >> the car stole friend an airport car rental company last week has now been recovered. police confirm the four cars that were taken from avis early friday morning were found late that day, how much, nobody responsible or believed to be responsible are in custody. during the robbery police say the guard at the front gate was punched in the face by one of four male suspect. they said one of the four men displayed a handgun, officers took the guard's cell phone. police in south philadelphia hope you can help them track down a pair of vandals. this surveillance video comes from the 700 block of miffily street. back from july 14, police say it was around 1:30 a.m. when a man caught on camera spray painting a truck while a woman stands guard. if you recognize anything about these folks, you're

asked to contact police. >> lawyers for former philadelphia congressman, chaka fattah, are appealing his corruption conviction, they're hoping that a supreme court decision from 2016 that narrowed the definition of corruption, can help free fattah. that ruling has successfully been used to clear other politicians. fattah's attorneys say that prosecutors used broad definition of of bribery during his trial. served for two decades, currently serving a ten year prison term. >> president trump preparing for briefing later today on the opioid christ which is health and human services secretary tom price. >> the meeting will take place this afternoon at the president's golf club in bed minister, new jersey, where he is taking a seven day vacation on the campaign trail, candidate trump promised to help solve the nation's opioid epidemic, if-ee elected. today's meeting should be the first step toward fulfilling that promise. >> in the meantime, a newly-released cbs news poll finds most americans are worried, pensions between the

north korea could lead to war. correspondent weijia jiang at the state department where officials continue to press leaders in asia for more action against north korea. >> this, the north korean state run news agency announced recent missile launches as stern warning to the u.s. and warns americans shouldn't feel safe. 72% tell cbs news they're uneasy about a possible conflict with north korea. the trump administration is hopeful that new, un economic sanctions, will help resolve this situation. >> we have to enforce these to be for this to be legitimate. we have to hold these countries account job president trump has secretary of state, rex tillerson, talking with partners in asia, to help enforce the sanctions. hoping the loss of mondayly curb the communist country nuclear ambitions. >> the north korean regime will have to make a choice. they're not going to be able to continue their programs and keep their leads happy and keep the military happy. they're going to have to start

>> a video you have to see to believe. watch clues at this at the top of your screen, see jogger, pushing a woman into the path of oncoming bus. happened in southwest london, the bus driver managed to avoid hitting the woman, and she suffered only minor injuries. police in britain are circulating this video hoping to find that jogger. >> well, in southern chile, ferry boat burst into flames, 28 passengers, three crew members, were rescued from sunday's inferno, they believe the flames may have started in the engine room. no one was hurt. >> heavy rain brought on flashflood to go part of the houston-metro area this morning, turning roads into rivers, many streets, even some freeways, were flooded,

and drivers were urged to stay off the road some area saw more than 6 inches every rain in just six hours overnight. and staying in texas, about 200 miles east san antonio, tense moments, man rescued from rushing flood waters. on top of his car stuck for 45 minute yesterday morning. rescue crews extends add ladder over the fast moving waters to bring the man to safety. firefighters stay is a reminder not to drive in flood conditions. >> giant sinkhole that opened up in florida, weeks ago, is getting bigger and forcing most resident in that area to leave their homes. inspectors have just condemned a seventh home threatened by extending craters in orlando lakes. the sinkhole is 260 feet wide. to put it in perspective, that's almost the lent after football field. the grounds first opened up back on july 14th. >> we built this house, it built 40 years ago. and now we don't have anything >> officials say it could take month to make the area around

early afternoon, you'll see much more of it, as the hours progress, sluggish system to get out of here but i promise you it continues to brighten up each passing hour. we start things off with a view that looks little gray, from high atop hotel bethlehem , music fest underway up here in northampton county, and even though there is not a ton of activity out there now, i'm sure main street will be flooded with people later this afternoon and this evening, for all of the great live music and entertainment going on, looks like weather will remain nice and quiet. let me take you back in time to part of the lehigh valley, allentown specifically, also millville. these are two cities, that have seen some very impressive and dramatic rainfall amounts, especially through the month of july. so the total of july, millville picks up shy of eight and three quarter of an inch. worth of rainfall. that will made it the second wettest july ever, since records began, and just since the first week of august , nearly 4 inches every rain on top of all of that. and similar idea has gone on,

in allentown, with july now the wettest ever since records began. so really wet couple of weeks that we've been enduring as of late. at the moment, at least storm scan, is clearing out. you see how these darker, thicker clouds are starting to deteriorate. so again, that's the sign of the system just making it full departure, high pressure, look at this, clear as a bell way off to the west here. we need to wait on that, it will take a bit more time. but it only get nicer from here, high pressure continues to settle in, nudge this from the north and west, as it does so remember what high pressure tends to do. usually bridges very fair weather. so you'll see sunshine, feel that lower humidity, we already have it out there. where this sort of is coming from, but right through thursday, high pressure going to preside over our pattern here, and morning lows as a result of generally clear sky the next couple of morning, well mid or lower 60s, so it will feel like little taste of fall. meanwhile, we're getting ever closer to the peak of hurricane season, which tends to happen for the atlantic

basin early september, and we do have named storm out there, tropical storm franklin, still churning away as a tropical storm over the ooh uketon peninsula. essentially moving due west, will probably make second landfall as tropical storm in to eastern mexico. will eventually deteriorate much more so once it hits the mexican mountains. we bring it back stateside. that storm certainly has no direct impact, but absolutely worth a mention. meanwhile back here at home mid 70s where we currently stand. little cooler in the mountains , that's been the case all morning, all afternoon long, thus far. and we will continue to see that take place throughout the rest of the day. up at pleasant valley middle and high school, yes, starting to brighten up just a little bit. still shadow being cast what's left of cloud deck here on the broad heads villain everywhere else. looking at the seven day, won't see ton of movement on the thermometer. very minimal ups and downs here, but the early mornings will feel pretty comfortable the next few mornings, if you're one of those folks, fan of leaving the windows crack open at night, want to turn the ac up, go for it, the next
