anita. >> reporter: good evening. well, police say what could have been easily resolved escalated in to a crime and they are looking for two people that they say are responsible. >> that would be parking range >> reporter: surveillance shows women appearing to pepper spray another woman in the face in south philadelphia , just after midnight on july 24th. the philadelphia police say it all started over a parking dispute. >> something minimal that could have been resolved, with a bit more civility, and resulting in a crime, an assault happening. >> reporter: video from pat's steaks on the 1300 block ofe passyunk avenue shows person of interest and man arguing with a woman by their cars. they eventually disperse and couple to get cheese steaks but on their way back to the car the female driver approaches the same woman now sitting on a step and appears to pepper spray her. >> that is outrageous. i don't feel like anyone should be pepper sprayed. >> reporter: those say while philadelphians can be notoriously push i when it comes to parking spaces using

violence crosses the line. >> it is shocking. >> disheartening but i'm reminded that there a lot of the good feel in the world. >> reporter: the philadelphia police captain said drivers call police in order to de escalate similar situations. >> street parking is public. there is nothing to dispute. >> reporter: police say both suspects appeared to be in their 20's or 30's and fled in a black hyundai suv with maryland plates. if you recognize them call police. live from southwest philadelphia, i'm anita oh for cbs-3 "eyewitness news". new video played inside a central pennsylvania courtroom showing unsteady stumbling penn state sophomore hours before he was found unconscious and later died. it was just one of the developments from today's preliminary hearing of 16 fraternity brothers charged in the death of pledge, timothy piazza. "eyewitness news" reporter greg argos has the day's details from bellefonte. >> reporter: lead detective in this case testified there was surveillance video of the basement where 19 year-old tim

piazza was found unconscious and he believes that video was deleted on purpose, tonight, the 16 defendants, could face additional charges. >> that is something that justice unacceptable and if that tape what's raised then this cover up is enlarger then we had anticipated or expect or known about. >> reporter: tom kline represents the parents of the tim piazza, the 19 year-old, who participated in a hazing event at a penn state, fraternity. >> tim piazza greed every minute they are in the courtroom for their son. >> reporter: pea as was found late in the fourth february 4th at bottom of the basement stairs inside beta theta pi fraternity house. the lead detective for the state college police department testified on thursday that he believes that some of the 16 defendants may have purposely deleted video from cameras which were in that area also played in court thursday afternoon was new video of piazza showing him stumbling through the great room of the home, a few hours

before his death. video shows the pledge falling , hitting his head before standing up and collapsing on a nearby couch, four hours later he was found unconscious. >> if there were another critical point in time where intervention would have saved his life, we saw it today in this court room. >> reporter: attorneys for the 16 defendants argued their clients can not force piazza to consume alcohol and therefore they should not be held responsible for his death the judge in this case could decide as soon as tomorrow whether or not to allow this trial to move forward. reporting here, from center county i'm greg argos for cbs-3 "eyewitness news". former qvc marketing executive could spend 11 years behind bars if convicted in connection with the alleged fraud scheme. unsealed federal indictment claims 42 year-old james, scammed west chester based qvc out of more than a million-dollar. he is accused of running the fraud scheme with the public relations company and production company.

he is charged with 11 counts each of wire, mail fraud, and one count of conspiracy. qvc said we take allegations of undeath california, unlawful business conduct on the part of our employees and our business partners, very seriously. in addition to conducting a thorough investigation into this matter, we have been, cooperating full which authorities. a federal judge will allow dune construction project in margate that led to ponds of bacteria laider waters to continue. the condition include fencing in any areas with ponding of 2 . army core of engineers must also provide walkways and pump out ponds. 9:30 race night on the 200 block of west mt. airy avenue. suspect then drove the home owner's suv to a bank on city avenue and tried using her atm card. officers spotted the suspect near st. joes university where he left the car and threw his pants and shoes in the nearby yard. police caught the man and plan to charge him. suspect appears in court accused of injuring a delaware county sheriff's sergeant in collindale. authorities say jerome jones threw a molotov cocktail at sergeant nick marine yesterday afternoon. the sergeant suffered burns to his legs as he tried to survey search warrant at a home on macdade boulevard. authorities say jones then barricaded himself inside the home before he finally surrendered. the sergeant was released from the hospital today and is expect to make a full recovery switching gears now, game time, practice style, it may in the count but bird are in green bay for the preseason opener and there is plenty to watch for in the eagles first
