it's friday, august 25th, 2017. this is the cbs morning news. hurricane harvey gets a dangerous upgrade. the storm screams overnight as it makes its way to texas. president trump appears to be at odds with leaders of his own party, putting the gop agenda at risk. and baseball brawl. fights are left on the field and everyone gets involved. good morning from the studio

57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. hurricane harvey is taking dead aim with its power and its size. early this morning, harvey cruised into a category 2 storm at 125 miles an hour. it is expected to make landfall northeast of corpus christi tonight later tonight or early tomorrow. with many in its path, it poses a great risk with the potential of three feet of rain and 12 storm surges. to make things worse, harvey isn't going anywhere fast. don campion is in corpus christi. don, good morning. >> reporter: good morning, anne marie. this rain son-in-lawis only a p

what's to come from harvey. conditions will only worsen. it's one reasnason officials ha warned people here time is running out to prepare. babies were flown north to safety yesterday as harvey honed in. they called the storm life threatening. it is expected to bring perilous wind, historic flooding and destructive storm surge along the texas gulf coast. >> expect as much as 6 to 12 feet of rising water. >> reporter: in the flood-prone storm zone of houston, the second largest oil and gas complex in the world. >> we could see the largest disaster in history and we would probably shut down and cause a major gap in gasoline. >> reporter: coastal residents are taking harvey seriously. many boarded up their homes and

stocked up on supplies as officials urged them to get out and head as far inland as possible. >> i just don't take that chance. >> the governor of texas has already declared a preemptive state of disaster, 30 counties. with all the flooding expected in this region, meteorologists have warned that some areas may not be reachable for several weeks. anne marie, the last time a hurricane hit the texas gulf coast was nine years ago. >> don campion in corpus christi. thank you so much, don. louisiana is not expected to take a direct hit from harvey, but next week they could expect six inches of rain. part of the problem is not all of the pumps are designed to keep the city dry or actually operational. >> while it is a fact that the drainage capacity has improved since august 5, we remain in a

fit of draining capacity. however, if this produces as much rainfall as the weather service predicts, we could see localized flooding even if our drainage system was at full capacity. >> the mayor says residents should not panic but they should be prepared. eric fisher, the chief meteorologist at a boston station, wbz, has more on the surprising storm. >> good morning, everyone. harvey remains a very dangerous hurricane. yesterday was the day of strengthening. we still have is a potent system and there is more of a chance of strengthening before it comes to shore. the biggest issue here is we'll have a potent hurricane that stalls before it reaches the texas state line. that's a wall that blocks harvey. once it gets to the texas coastline, it has nowhere to go. there are no cold fronts to grab it and pull it off to the north and east. what we're left with is days of it spinning near the texas

coastline. so tonight into early saturday morning, it's expected to be north of corpus christi possibly as a category 3 hurricane. that would be the first in the united states since 2005. that's a record streak. then as we look into the weekend and the start of next week, look what happens. it just drifts up the coastline very slowly, and if it drifts out to sea a little bit, there is a chance it could actually spin up to a hurricane yet again, and this is really going to boost the storm surge and the rain totals and these rain totals could be exceptional. we're looking at one to two feet of rain locally, to as much as perhaps 40 inches of rainfall. that has happened a couple times before in texas, 40 inches of rain over a couple of days. you can picture how devastating a flood risk that ends up being. another issue, we have the storm surge because you have a landfalling tropical system. a 6 to 12-foot storm surge is possible. all that water gets pushed a shore and the storm doesn't move

much and doesn't allow the water to drain. so if there are evacuation orders in your area, i certainly urge you to listen to your local officials. please stay safe this hurricane. ahead on cbs this morning, we'll have extensive coverage of hurricane harvey. david begnaud will be in corpus christi, manuel rodriguez will be in texas and demarco in galveston. in washington, there are two things brewing. for president trump it's a battle with his own party and the feud is heating up. seth lemon has more from new york. good morning, seth. >> good morning, anne-marie. president trump accused bob ryan from lifting the national debt. it could make it difficult for the administration to advance its agenda and now the countdown

to get a few key things done by the end of september is on. president trump took a swipe at the two men he'll need to get his agenda through congress. he tweeted, i requested that mitch mcconnell and paul ryan tie the debt ceiling legislation into the popular va bill which just passed for easy approval. they didn't do it, so now we have a big deal with dems holding them up, as usual, on debt ceiling approval. could have been so easy, now a mess. >> i think the relationships are fine. certainly there are going to be some policy differences, but there are also a lot of shared goals and that's what we're focused on. >> reporter: house speaker paul ryan was asked about the debt ceiling during a tour of the boeing facility in everett, washington. >> we'll continue to pay our debts, so i'm not worried that's not going to get done because it's going to get done. >> reporter: congress has until the end of september to raise the debt ceiling and pass a spending bill to prevent a government shutdown. presently the president and

majority leader mitch mcconnell say they are united. privately they've been feuding and the two haven't spoken to each other in weeks. mitch mcconnell said as much in his speech in washington. the president blamed mcconnell again for the health care in the senate. mcconnell joked about how hard it is to be the senate majority leader. >> it's a little bit like being a groundskeeper in a cemetary. everyone is under you but nobody is listening. that's what you get with 52 to 48. >> reporter: the president has urged mcconnell to ditch the filibuster rule in order to sideline the democrats, something mcconnell says is off the table. another complication could be the president's threat to force a federal government shutdown if congress doesn't provide the money and funding for his promised border wall. today the president meets with secretary of state rex tillerson

before heading to camp david with the first lady. anne-marie? >> seth lemon here in new york. thanks, seth. the navy recovered a body of a second sailor missing since the destroyer collided with an oil tanker earlier this week. the search for the missing sailors in the damaged ship continues. it tore a hole in the ship's hull, flooding community rooms and areas where the crew slept, among others. the mayor of charleston, south carolina says a shooting at a restaurant crowded with tourists was the action of a disgruntled former employee and not a hate crime or a terrorist attack. the shooting took place in the heart of downtown. a fired dishwasher took one pers person. >> a man came out, held a revolver in his hand. i went to the front door and locked it. told people to keep down.

>> police rescued them. 16 americans associated with the u.s. embassy in havana cuba suffered from unexplained ailments. the government said the incidents were no longer occurring. earlier the government said the symptoms appeared to be a result of a covert device but no device was found. and the winner of the biggest jackpot in history said she wants to sit back and relax. in an unusual move for winners of big jackpots, she came forward almost immediately after winning the $700 million prize. >> i want to come down from that and just be me alone to figure out what i want to do. >> after taxes, wonczyk will bet

cheerleader forced into splits. the baltimore sun reports on city officials clashing over the latest police body camera controversy. baltimore's police commissioner says the city's top prosecutor made a bad call when she dropped dozens of cases involving cops in an incident where a policeman is caught on body camera with evidence. it is sparking controversy. >> it's not a reenactment. it's not being restaged and we could sit here in wordsmith all afternoon long. this one is certainly not planting evidence as many would have you guys believe. >> the prosecutor is dropping 43 criminal cases involving officers seen in the video. the denver post reports police have launched an investigation after video emerged showing a high school cheerleader being forced into painful splits. the 13-year-old can be seen screaming while other cheerleaders held her down.

food companies struggled. overall the market was evenly split between stocks that rose and fell. the dow jones industrials fell 28 points, the s&p 500 lost five points and the nasdaq composite finished the day seven points lower. the approach of hurricane harvey to the texas gulf coast is driving gas prices higher. platforms and rigs are being shot down and the coast is home pho sever to several refineries. it's estimated gas prices will jump 5 to 10 cents a gallon in some parts of the country. one reason food company stocks took a hit was amazon's announcement that will cut prices at whole foods. amazon takes over the organic grocery chain monday. it plans to lower prices for avocados, eggs and other products. amazon also said it will start selling whole foods brand products on its website. apple will get $208 million in state and local tax breaks to build two data centers near des

our top stories this morning. folks along the texas gulf coast are bracing for hurricane harvey. it's currently a category 2 storm with sustained winds of 105 miles per hour. harvey poses a grave risk for millions of people. it is expected to come ashore late today or early tomorrow north of corpus christi. harvey is strengthening and it could be the fiercest hurricane to hit the u.s. in nearly a dozen years. and president trump again lashed out at republican congressional leaders. on twitter he said efforts to increase the u.s. debt limit are a mess. he also went after senate majority leader mitch mcconnell over failed efforts to advance health care legislation, writing, he failed. a feud is brewing between the boy scouts and the girl

scouts. the boy scouts are accused of crossing the line in their recruitment. >> reporter: after 105 years of teaching girls to overcome obstacles, the girl scouts say they're now facing a new one: the boy scouts. the boy scouts of america, or bsa, tells cbs news it's considering an expansion, potentially creating a separate division for girls. in a blistering letter monday to boy scout leadership, the president of the girl scouts called the potential move a covert campaign to recruit girls, citing the boy scouts' declining membership. to be clear, this is not a statement on the work the bsa has done and continues to do. rather, it is a statement on the short-sightedness of thinking that running a program particularly tailored to boys can be simply transferred to girls. training leader lisa helgenberg has a daughter in the girl

scouts and a son in the boy scouts. >> they can be who they are. they don't need to be pressured to be somebody else. girl scouts learns good decision making at six years old, and i don't believe the program is set up to start that early why the boys. >> reporter: in a statement, the girl scouts told cbs news that the boy scouts have been exploring the benefits of bringing scouting to every member of the family -- boys and girls. no decisions have been made. one such request came from 16-year-old sidney ireland who has launched an on-line campaign. >> i think that girls should have the opportunity to join either program. >> reporter: she's been an unofficial member of her brother's troop since she was four and has always dreamed of becoming an eagle scout which is exclusive to boy scouts. >> i really want to be part of the boy scouts because their mission and the scout oath and the scout law is really something that i live by. >> reporter: we reached out to the presidents of both the girl
