storm scan three shows hurricane harvey inching its way across southeastern texas this morning. harvey made land fall around 10:00 o'clock central time last night bringing heavy rain , sustained wind of 130 miles an hour. the conditions there are easily, strong enough to pull down this road sign over i37 near corpus christi. good morning everyone i'm jan carabao we will get over to meteorologist matt peterson with a check of our forecast in just a moment but first latest on hurricane harvey, now a category two storm still capable of extensive damage with wind clock nothing around 100 miles an hour, forecasters there expect some communities to get 20 to 30 inches of rain over the next few days and for many along the gulf coast the misery is just beginning, don champion is live, in corpus

christi this morning with the very latest, don, good morning >> reporter: good morning, hurricane harvey continues to show little mercy on this part of the texas gulf coast, and while daylight will soon reveal some of the initial damage, the slow motion disaster is far from over. band of torrential rain high wind pounded texas gulf coast all night, harvey made land fall 30 miles northeast of corpus christi as a category four hurricane most intense storm to hit the u.s. in more than a decade. 125-mile an hour winds, took aim at the town of rockport high school, senior housing center and parts of historic downtown, all hit. hours later, the monster storm made a second land fall, and started weakening, but it is on track, up to 3 feet of rain

in some areas. already more than 200 you this people are without power, and it has prompted a boil water advisory here in corpus christi, anyone who stays behind has been told to boil their water before they consume it. as harvey approached officials urged coastal residents to evacuate, and many boarded buses and headed inland. >> trying to be strong because i don't want my children to see, you know, they get scared , you know, i just have to be a strong mother for them >> reporter: texas governor greg abbott visited a shelter in san antonio. >> the most important thing you can do is safe guard your own life. >> reporter: still in the storm's path flood prone houston. >> and cities more than 2 million residents. as well as key oil refineries, harvey is expect to stick around for days, and could spin back into the gulf, and strike again, next week. just to give you an idea of how much rain parts of this

region are expecting the national weather service actually had to add another color to its precipitation map , to know tait rain chances of more than 20 inches. such a catastrophic storm. we are live from corpus christi, texas this morning don champion now back to you. and don, as you mentioned this storm is far from over, we are now hearing that people are in need of help there first responders there just can't get out to get them and help them out, what have you heard about that? >> reporter: yes, certainly that was one of the frustrating things for first responders, overnight, conditions were just too dangerous for them to go outside, and for instance, we do know of a number of fires burning in corpus christi. i think i saw a building right down the street from our hotel burning down overnight. conditions were just too dangerous for first respond tours go out, already, this morning though we have seen a few hitting some of the roadways, over here, as conditions have improved at

lee in this part of the gulf coast, jan. >> incredible pictures and we can see extreme conditions out there, please do stay safe, thanks for joining us. and for latest on where harvey is heading and look at our forecast here at home lets go to meteorologist matt peterson in the eyewitness weather center, this storm is drag ago cross texas right now , matt. >> it is and talking about first responders and this is something i saw on twitter last night a mayor of the one of the towns in the outlying barrier island in texas told folks that didn't evacuate to write their names and social security numbers on their arms just in case they could not get to them in time and people had, you know passed away, if they could not get out. this storm is just extreme, it is not over just yet and it will continue to pummel the eastern texas coast for the next, probably week or so, before it is, completely all said and done. now here back home we are looking at much quieter

at harvey continuing to move inland at this point, it is american 40 miles inland right new still a category two hurricane. temperatures are on the warm side of things, this morning but it does get cooler. sweat shirt weather up toward poconos. we will top out at 79 degrees here in philadelphia. >> looking good, thanks matt. time is 6:06. time to check the road. lets go to kyle hahn in the traffic center. >> good morning, jan. we have a crash southbound on i925 in the off ramp to route 320 that has caused property damage on the ramp. looking live at penndot cam you can see that penndot is on the scene assessing the damage on the ramp to route 320 and they have that block off entirely and they are expect to be out there for quite a while so please be on the look out for that, during your commute,. and then lets look at some travel times and everything is looking good so far on your major interstates, outside of that crash going on, on i-95,

and then you have got vine, blue route, turnpike as well as the bridges in and out of the city looking real good on your commute today. in the cbs-3 traffic center i'm kyle hahn, jan, back to you. thank you very much. as texas deals with harvey , a dozen red cross volunteers from philadelphia and new jersey, are now on their way to help. and as "eyewitness news" reporter alexandria hoff tells us more volunteers made soon be on the way. >> reporter: help is already on its way for more than 1300 miles away, red cross is now southeastern pennsylvania is ready to assist with what will be a massive endeavor offering aid amid the storm with millions in its path. >> it will impact our community in the sense of the resources that we need to marshall to support those who are affect. >> reporter: those boarding up before fleeing fear for what they will return home to. >> we don't know what will happen. we don't know if we will come back to a home or what damage

your 52nd, three day is what you are doing. people you have met, you have said this week, last week there were tragic losses. why do you do this and tell us about the people who you have met. >> the reason i do this and reason i keep coming back is this is something that we can make a difference. we can come out here, support each other, people are out here, having lost somebody, survivors still going through treatment, and beer's out here to show them that they're not on their own. we're here to support, to help with their lives. >> reporter: what is message that you have for those going through this difficult battle right now, their families, of course, touches much more than just an individual person. >> that we are here there are plenty of people who are not alone and we can help them and support them, and they don't have to go through this battle by themselves. >> reporter: you make it an effort to go every where all across the country and 60

causes one of the best. >> you really have. >> thanks, anita, appreciate it. turning to the weather, back here at home, looking glorious this weekend. >> yes, absolutely, jan, all of the folks out there for komen three day walk they had great weather yesterday, saturday, sunday looking fantastic as well. we have no problems for that three day walk that will wrap up, tomorrow afternoon. now our weather watchers lets check with them on this sunday morning they had temperatures out there that are cool, to start the day out, we have some 60's, we will head up north though it is 59 degrees this morning in charles house in bath, pennsylvania. he will have some overcast skies to go with that cooler 59 degrees and lots of other folks also looking at 60's. lets go out to 61 degrees at ed's house in chesterfield, new jersey. he also has overcast conditions, and back down into delaware, well, 60 degrees at delores house at newark but also with the overcast skies here, early on, in this day,

so we are waking up to cool, little bit cloudy across the delaware valley. as we head over to harvey, that is where we will definitely have lots of overcast skies, it is still a very dangerous situation, out there along the gulf coast of texas, now we're updating this in real time. harvey is back down to a category one hurricane, which has sustain wind at 90 miles an hour. so the landis taking its toll on the hurricane, as it continues to track inside the central parts of the texas at this point. harvey is now a category one hurricane at 90 miles an hour sustained wind. it made land fall as last night at category four at 10:00 o'clock central time on san jose island. that was first of two land falls. second land fall was at capono bay past the 11:00 o'clock time frame. here's storm scan three we can see harvey still spiraling, still packing quite a punch.

we don't want to talk about this as a weakening storm because even though it is now down to a category one hurricane it doesn't mean that this is the end, for harvey. we will still be continuing to see, tons of rainfall, in southeastern texas along the coastline, and then victoria has reported in the last 24 hours over 16 inches of rain, in the last 24 hours. we are still seeing a eye this storm system still a lot to be reckoned w as we look at the last handful of storms that we had here in the continental united states. thinks first one in 2017. harvey made land fall as category four. last category four or five was carl any 2004, it made land fall in the florida coastline and at 150-mile an hour winds. before that we had hurricane andrew, one that got people interested in weather that are

about my age, that was a category five hurricane in 1992. made land fall in florida, hugo was a category in 1989, 140 miles an hour wind and camille down on the gulf coast with the cat five, 170 miles an hour in 1969. these are last category four or five hurricanes to make land fall in the continental united states. last category four to make land fall in texas was hurricane carla in 1961. so a very, very strong system, continuing to now push through , the south texas coastline, saturday and sunday our temperature today 79 here in philadelphia. we will be looking at a very nice day tomorrow as well we will get to 78 degrees. plenty of sunshine to wrap up. as we move into next week 80 for our high on monday, pattern continues with that nice, tranquil, kind of quiet, conditions but then we will get spotty showers activity, starting to work their way back in the forecast, tuesday, we will go with a high of 77

an update in a bit but we want to talk about how nice here in the delaware valley across the next couple days saturday and sunday fantastic. outside right now beaches here in delaware and new jersey just a total difference from what the folks in texas are seeing. we are seeing a tranquil, quiet scene on this saturday morning, great beach day later on this afternoon, we will go with temperatures down on the beach in the mid to upper 70's , 77 for our high on the san, great day to soak up, some rays, you will want to put that sun screen on because there is a ton of sun today, rip current risk is low as well but be swimming by life guard and keep yourself safe. here our temperatures as we wake up this saturday morning, it is sweat shirt weather through lehigh valley and poconos, allentown 53 degrees, mount pocono 46 to start out this saturday morning, 59 in millville starting off the day , wilmington at 65. down at the shore, atlantic

speaking of bridges at ben franklin bridge on the new jersey side, and so far, traffic is moving very smoothly, as commuters make their way in and out of the city, and in the cbs-3 traffic center i'm kyle hahn, jan, back to you. >> all right, kyle, thanks very much. hurricane harvey is packing a punch this morning as it moves across texas, take a look at this video harvey is now a category one storm still considered a hurricane that can cause extensive damage. forecasters expect catastrophic and life threatening flooding through wednesday, and the eye of the hurricane hit texas coastline around 10:00 o'clock last night about 30 miles east northeast of corpus christi. city of rockport close to where this storm has made land fall has taken a hard hit there is damage to rock port high school there and senior housing complex. president trump issued a disaster declaration for texas allowing federal aid to include grants for temporary

housing aim home rear pairs, low cost loans and programs to help individual and business owners there recover from this storm. he plans to visit texas next week. >> reporter: hurricane harvey slams in the gulf coast the storm has people at new jersey shore remembering, super storm sandy, "eyewitness news" reporter cleve bryan was in brigantine with more on sandy 's long lasting effects. >> it has been a mess for people. >> reporter: in some shore neighborhood hit hard by sandy the recovery isn't over. >> a storm working on things how many years later almost five years later. >> reporter: about 400 homes and businesses in brigantine suffered substantial damage from sandy and some people are constandly reminded of the pennsylvania they wonder about the future what if another major storm came like harvey slamming texas. >> it would be devastating. >> reporter: the brigantine mayor says is there no minut ing word, category two or larger would be a disaster but they have done millions of dollars in safety improvements since sandy like new pull tops drain road and higher bulkhead

to prevent bay flooding and around town almost 200 homes have been raise todd much taller elevation standard. >> elevation is the december protection obviously, against flooding and we have embarked on the mitigation project, which is pumping, and bulkhead ing. >> reporter: atlantic county is also better prepared since sandy using grants to stockpile emergency supplies. >> this one here is a medical need shelter, it has cots that we can put individual on if we have to hang iv, we can hang iv. >> reporter: officials from atlantic county say 13 and a half inches is most they have ever dealt with but they are prepared for much worse. using flood prediction maps like this one from noa they can predict how bad it will flood in the category two, three or four hurricane. it helps in ordering evacuations and mobilizing equipment. how ready would we be for texas-like storm. >> we are prepared to respond, we will and we will respond as best as we can but again, there is still that unknown

and for us that makes the job difficult is the unknown but we will do what we have to do. >> reporter: local officials say if there is one lesson for public since sandy it is to heed all evacuation orders early so they can do what they have to do should there be a huge disaster n brigantine cleve bryan, cbs-3 "eyewitness news". in other news this morning investigators are trying to pinpoint what sparked a fire at an apartment building in delaware county. fire fighters rushed to this three alarm fire at sharon and wood land avenue around 2:30 friday afternoon. now everyone got out of this three story building, safely but they are fortunate too since some heard an explosion and because roof collapsed there fire fighters had trouble battling flames. >> due to the collapse of the roof, you cannot put anybody inside the building. we are surrounding it, drowning it with the largest diameter hose on the ladder truck. >> reporter: one person was treated with smoke inhalation. former philadelphia

narcotics officer is facing jail time today after he admitted giving woman drugs in exchange for sex. "eyewitness news" reporter david spunt was in the courtroom when the former officer pleaded guilty. >> reporter: authorities say that on different occasions former philadelphia narcotics officer stan davis pick up two women from kensington gave them drugs and had sex with them. sometimes in new jersey motel rooms, other times in his police car, davis admitted to supplying woman heroin and cocaine. >> we don't judge a person wye their worse days and i don't think we should define stan davis by those two months of his life. >> reporter: robert livermore is attorney for department of justice in this case. >> i have work with the fb tonight. a lot of cases and it is disheartening personally for me to see an fbi officer who is working with the fbi engaged in this type of activity. >> reporter: stan davis was a philadelphia narcotics office 's signed to the fbi task force, he was not an fbi agent. through law enforcement sources "eyewitness news" determined one of the woman

involved with davis rosie fors yth, seen here, authorities say forsyth was driving a car on the pennsylvania turnpike in chester count that i crashed and killed a 90 year-old woman authorities say forsyth was high at the time of the wreck and blew stan davis story wide opened. owe is not facing charges related to the car crash that was not anything that he is responsible for legally, morally, and that was an independent event that had nothing to do with this. >> reporter: davis will be sentenced for federal drug charges december 8th, he could face up to 20 years behind bars. david spunt, cbs-3 "eyewitness news". philadelphia police hope you can help them find a suspect in the robbery of a woman, taking a look at this, this happened last saturday around 12:30, investigators believed that this man followed a woman south on the 5600 block of north broad street down to the olney transportation center, police say the suspect then pulled her to the ground and took her

gold necklace. if you have any information call the police. philadelphia police also hope you can find them two suspects in the robbery in university city. investigators believe that these two men took two bags from the five two-year old woman while being in the 3900 block of pine street last saturday evening. the two were found on surveillance video on walnut street near forty-third street , and if you have any information about this robbery please give philadelphia police a call. well, statue went missing from a civil war monument in philadelphia this week and right now city officials just do not know if it is related to recent controversy about historical monuments but police are investigating. lots of 60's in our reports from our weather watchers this morning. dairy say some sweat shirt weather for folks out there to start the day. it is a little bit cloudy though. lou had the drone out this morning, taking a great picture from where he lives in eagleville area say that again , little bit of cloud cover to start out this saturday morning. phil also showing us just in the philadelphia area here as well he is looking to the east and getting a few cloud out there. so do be prepared for at least what could be as time, cloudy start to the day but plenty of sunshine is in store for us later this afternoon. not going to be any sundown along the gulf coast today. harvey continues to spiral, now just a little bit inland by 40 miles or so. it made land fall last night at 10:00 o'clock central time. now a category one hurricane. 90 miles an hour sustain wind, and what we're really keeping an eye on is obviously the windings are getting lower, but, the rain is now just starting to really ramp up.

you can see here our movement, northwest at only 6 miles an hour, that is basically a stand still at this point. so what this means is harvey is just going to sit just a little bit south of houston and it is just going to continue to churn, chun, and churn and pull in moisture from the gulf of mexico and that will continue to inundate the same areas with tons and tons of rainfall. we could be looking for feet, yes, feet of rain, along the gulf coast before this is all said and done. and 30 to 35 inches of rain possibly, in a few areas, localized across the gulf coast. so that is a years worth of rain almost, in just about a weeks time. storm scan three you can see in the satellite picture, still able to see a little bit of that eye. now again about 40 miles inland from the coast, that that is nearly as defined as it was a couple hours as as this continues to weaken when it comes to wind strength but again all that rain is still a factor. we add our radar on top of it and it will continue to see,

is there that eye wall still some strong thunderstorms there just south of the victoria area where victoria in the last 24 hours just shy of 16 and a half inches of rain, and we could be looking for another three or four or maybe even five days of rain, in this victoria area. so again, that is why we could see potentially be seeing upward of 30 inches or more of rain along the texas coast before this is all said and done. now, back a little bit closer to home, it is not too bad. i want to take a quick look, the last category four abe five storms to make land fall in the continental you had. we had harvey. charlie was 2004, category four made land fall in florida andrew, lot of folks remember that in 1992. category five storms. 165 miles an hour wind. also in south florida. hugo was long carolina coastline, category four in 1989. 140 miles an hour winds. cat five camille 1969, 170- mile an hour winds.

journey good morning, anita. >> reporter: good morning, jan second leg of the, journey kicks off. you can see the walkers lined up behind me. these are just some of the 400 participants walking across our region connected out in their pink. joining me is marilyn fuller- smith who is if you can believe it, 71. this is her 17 year survivor of breast cancer. >> thank you. >> very exciting, all deck out loving your outfit marilyn. >> thank you. >> reporter: tell us you why walk. >> i walk for so many reasons but one of them is i have a 24 year-old grandson and 123 year-old granddaughter, and i want them to come out and walk , not to have to raise money for breast cancer, i want them to just come out and walk for pleasure. i don't want anybody to go through what we have all gone through. i think i'll tell you a story about what happened yesterday because this is why i walk. these are the things, the reasons. we were walking through this marvelous little area, i don't know what it is called or anything but it was a broad

street and everybody had them walking all over. tremendous enthusiasm. close to the end there was a young lady holding a sign. something to say thank you. i said can i take a picture. she said yes. she starts getting teary. she says, next month i celebrate one year of my survivorship and i said, my god, i've got 17. she just lost it. she just started crying. she said, oh, my god i will always call you hope. i walk away from that after hugging and crying realizing that is what we do we bring hope. we bring, you know, we raise a lot of money but we bring hope to other people that we can survive. we can get to be 71 years old. we can be very healthy woman. that is one of the reasons why i walk. >> reporter: incredible. you are from pennsylvania. >> yes. >> reporter: you hit all seven cities of the three day which is truly incredible. >> yes. >> reporter: what keeps you going. >> i have wonderful support.
