and new road rules for drivers here in pennsylvania. how tougher penalties are designed to keep them sober. good morning, today is sunday august 27th, i'm jan carabao, we will talk about harvey in a moment but first we will look at our weather here at home. here's meteorologist matt peterson, good sunday morning, matt. >> good morning. >> our day is looking great. >> fantastic, yesterday was wonderful day to get outside did you get outside. >> difficult. >> i was able to get out too and it looks like today will be another repeat, we will get carbon copy of saturday and for some reason you weren't able to enjoy your saturday afternoon, as i said never fear because you'll enjoy our sunday. it is a clear morning for a lot of us across the area. we have a little bit of light patchy fog that has developed in a few spots but not overwhelming, it is not going to cause a problem on area roadways this morning just to keep you updated that there are a few spots north of the

city where temperatures have gotten cooler where we are seeing patchy fog developed. the rest of the storm scan three nice and quiet on this sunday morning, outside across the region we're waking up at 62, in philadelphia, and, 54, and, good news for us, humidity remains down today. waking up down the shore take the sweat shirt if you step outside early this morning because it is 56 degrees and the poconos, down in the 40's, my goodness, definitely fall- like start to the day in the poconos. here's our regional forecast we will get up to 81, sensational sunday here in the philadelphia area if you are down short a couple degrees cooler, great day to soak up rays, sunshine, high of 79, and check out poconos this afternoon. weak get to a high of 73, sunshine for us, as well, jan, it looks like it will continue , nicer weather into monday and showers in the forecast later in the week and

harvey coming up in a bit too. >> thanks, matt. this morning harvey has been downgraded to a tropical storm and it is causing devastation in texas. storm is blamed for two deaths there would man drowned after driving into flood waters in who houston and one person died in the house fire in the coastal city of rockport. harvey is dropping rain in texas. it made land fall as a category four hurricane downgraded to a tropical storm this morning. houston's mayor says rain will continue there for another three to four days, the flash flood emergency is in effect in that city, officials still do not know the full extent of the damage, severe weather is making it very difficult for them to reach hardest hit places. and about a quarter of a million people are still without pure. don champion shows us the damage. >> reporter: harvey hammered houston overnight with torrential downpours, that led to widespread, flash flooding. in some areas, 14 inches on have rain fell in the span of three hours, rising waters,

submerged cars, trapped drivers prompting a warning from the cities mayor. >> let me tell you, it is dropping a lot of water. the streets are treacherous. >> reporter: as water rosa cross the region 911 centers were inundated with calls, police say one woman was killed after she drove her car in too high water and then got out. >> we heard somebody hollering out here and it was ron, the man across the street that had seen her floating face down in the water. >> god bless her, so sorry to hear that, pulled her out. >> reporter: this is video live streamed than line by houston's chief of police overnight as he helped rescue stranded residents. >> i want you all to see this, for your situational awareness you do not need to be out here >> reporter: to the places like rock port and corpus christi people are cleaning up after harvey made land fall here friday night, as a category four hurricane, and

new downgraded it is expect to me ander over eastern parts of the texas. adding to the devastation more than a dozen tornadoes have been reported across the region, harvey's flooding rains could impact the state for the next three days. don champion for cbs-3 "eyewitness news". right now dozens of first responders from our area are heading down to texas. they will be helping with relief efforts after hurricane harvey. "eyewitness news" reporter anita oh is live from the cbs-3 news center, anita, a lot of the first responders got a very early start to the day, is that right. >> reporter: they did, jan, fire fighters from the philadelphia fire department and surrounding areas left around 2:00 this morning from the naval base in fort worth texas to help with the devastation down there. the pennsylvania emergency task force is currently on the road and they are driving 22 hours straight. crew includes doctors, tech specialists, rescue specialists and two k-9's. they are bringing down water,

equipment, food, other materials to allow them to be completely self-sufficient for up to a week. that is because once they will get there they will be working around the clock. gunfire commissioner gary, explains what the team will be focusing on. >> we will be helping people from the roof of their houses, things like that, they are very apt on getting into heavy concreted, buildings that have collapsed, or under water, and they will go in there and search. >> reporter: this is is what called a type three deployment , the second largest kind, in fema that is federal emergency management agency moves that up to a type one officials here will fly 40 more personnel down to help. live from the news center, anita oh for cbs-3 "eyewitness news". >> thanks very much, anita. while some people fled their hems others down in houston stayed put but when storm rolls in so did devastating tornado. delaware valley and he has her story. >> about 1:00 o'clock last night a tornado hit and it just, rolled through the neighborhood i have never seen , anything like it before. >> we face timed with jamie phillips, she and her family are from aston and moved from the houston area for her husband's job and they are from what neighbors believe was a tornado caused by harvey that ripped through their neighborhood. >> about 15 homes, lost roofs, one of my friends the roof is in their living room, another friend had, parked a tree through the bathroom and little girls window blew out and got injured in it. people were having to run to get to closets, and it sounded like a freight train. it was just scary. >> reporter: phillips says next issue is flooding, that is also the case for brian matthews from outside pittsburgh and new dropping off his daughter college in austin. >> pretty much raided non-stop ever since then and we will be seeing for next few days as well.

>> reporter: with the flooding even more power outages are expected. that during the texas summer can be deadly. >> biggest concern here, the air conditioning, it is hot. >> reporter: volunteers from local red cross chapters are all ready in texas helping out with the red credits chapters down there, and truckload of supplies from our area are on their way down as well. in the sat center henry ross off for cbs-3 "eyewitness news". triple a says damage from hurricane harvey could lead to higher gas prices, depending on the damage along the gulf coast, nearly one-third of the nation's refining capacity have been sitting in low lying areas along the coast from corpus christi texas to lake charles, louisiana, so far there is not much change if the pumps close to home, driving in southeastern pennsylvania, you'll pay an average of 2.54 for gallon of regular gasoline and in new jersey it is 2.28 a gallon and in delaware cheapest price is 2.23. stay with "eyewitness

news" for continuing coverage of the tropical storm harvey, we will have updates all morning long and our coverage is always on line at cbs philly.com and the cbs local app. new this morning authorities are investigating after they say someone intentionally set a house on fire in the cities overbrook section. fire broke out in the home on the 800 block of north 64th street right around 3:00 this morning. fire crews quickly got those flames under control in about 30 minutes. officials arrested a suspect for arson was hurt. philadelphia public school teacher is charged with making terroristic threats begins a police officer after an altercation during a protest at frank rizzo statue earlier this month. >> bleep, bleep. >> authorities say that john edward sheeran made verbal threats of violence toward the officer on august 16th. he was arrested without incident there school district

it churning away drawing in that moisture from the gulf of mexico and we will see tons of red, yellow, orange on storm scan three this morning and that is very, very heavy rain with all that continuing to inundate not just texas coastline but now a little bit inland toward houston area it is a long time that we are talking about this precipitation, continuing to update you on is what happening down there zoom in, a little bit, houston is just getting hammered with another round of heavier thunderstorm activity. we are seen rainfall rates as high as 6 inches per hour through houston area. folks looking to take shelter, on twitter we are seeing security measures and first responders, tell them to take an act into their a particular so they can break through their roof to sit on the roof because that is how high water is in some areas around the houston area, over 20 inches of rain has already fallen,

and it could get even more, we could be looking for 15, 20, 25 more inches on have rain in some areas in southeastern texas before this all is said and done an also, houston's airport is completely shut down because of the runways are flooded, so it is, really just a mess, down there in south texas right new we will continue to monitor that situation, overall, back here closer to home storm scan three much, much quieter, very comfortable morning, maybe a few high cloud, light patchy fog north of the city through lehigh valley but that is about it, we're all only talking about here in the philadelphia area future weather as we go in the afternoon hours today we will see it paints in cloud cover. it wouldn't be surprise if you go we see a few cloud but overall it looks like it will be a mostly sunny, sunday afternoon, again temperatures that are going to be average maybe a little bit below normal this afternoon but overall good. as we move into tomorrow morning, we have been waking up to cloud cover over the

region in general though it is a dry machine morning, a dry drive to work, shouldn't see any weather related issues earlier in the day on monday but as we get through afternoon tomorrow mixture of sun and included monday afternoon, temperatures very similar to today where we are in the seasonal to slightly below average range, as we get into tuesday it starts to change up a little bit. we will look for more cloud cover on tuesday, it will be dry, for pretty much the entire area through most of the day, but in the second half of the afternoon and evening we could watch showers develop across the shore points in southern new jersey and tuesday evening and overnight in delaware as well because there will be area of precipitation system that tracks off the coast line that could give us a few showers here across the shore points and back down into delaware. at the cher today no rain in the forecast, wonderful day 75 to 80 degrees at the shore with mostly sunny skies and seven day forecast 81 here in the city.

to start the day out. it has a fall-like feeling to the day already. it looks like it will be a fantastic afternoon, but again , out here early this morning or just getting upstarting your day get ready for a cool morning. break out sweat shirt getting out early on this sunday. what we can expect through the day time hours is patchy fog that develops this morning. it is not too much concern, not overly dense anywhere but if you do drive around in a few areas outside where it has gotten cooler we will look for patchy fog, to start out our sunday. sun comes out already and last through the afternoon, it is a sun filled day, that humidity low, remains that way, last few afternoons it has been more than comfortable. that does not change. temperatures remain seasonable , could be even below average. temperatures for us here this morning 62 in philadelphia 50 's through reading, lancaster, allentown as well,

60 in wildwood, cool spot as you might expect in the poconos but down in the mid 40 's, 46 degrees in mount pocono, definitely one of those mornings where you need jacket up there. nothing happening on storm scan three but just a few high cloud all bothering us. high of 81 degrees this afternoon, jan, we have a couple spotty showers in the seven day forecast and show you when they show up when i come back inside. we are talking about now tropical storm harvey, downgraded to a tropical storm but continues to saturate texas, flooding much of the lo ne star state. families are claiming into their a particular toss survive. at lee two people died. one in houston appeared to get out of her car in high water. other was trapped in the house fire near rock port one of the hardest hit area weijia jiang shows us some of the december trucks. >> reporter: harvey continues to pound southeastern texas with torrential rain and the

water is rising fast. >> ranging from corpus christi to the houston area, perhaps as much as between 20 and 30 more inches of rain could becoming down. >> there is potential for very dramatic flooding. >> reporter: monster storm slammed into the texas gulf coast late friday night with 130 miles an hour winds, town of rockport was hit hard many homes, businesses are gone, torn apart by power of the category four hurricane. seven five-year old elton jones house was destroyed. >> every room in the house the roof caved in and i had a clay tile roof it is all gone. >> reporter: we met jones at only opened business in town a coffee shop still with power thanks to a generator, matthew otero is the owner. do you even recognize rock port this morning. >> i do, i do but as a hurt rockport. as a fallen rockport you know. >> reporter: even before

harvey hit, flooding was a major concern and this is exactly why. many road around rock port are already flooded, leaving cars stranded, and even more rain is expect in the days to come. >> the movement, it is stationary. that is dangerous. we will deal with catastrophic flooding from harvey next few days. >> reporter: coastguard rescued more than a dozen people left stranded when boats started to take on water near the port and, as many as 50 hems were damaged by a suspect tornado in missouri city. another possible twister forms in cypress just outside houston. hundreds remained in shelters saturday night in the knowing when or what they will find when they do return home. weijia jiang for cbs-3 "eyewitness news". first responders from our region are now heading to texas to help with the relief efforts, they left earlier this morning and will get to work as soon as they arrive. they left while we were sleeping. >> that is right, jan, some philadelphia fire fighters and pennsylvania emergency task force were on duty last night as well, they have the ground go back to deploy around 2:00 this morning. total of 45 members of the philadelphia fire department and surrounding areas, left to help with the devastation after harvey made land fall in texas. they are driving 22 hours straight stopping only for fuel and will be getting right to work when they get there but mostly focusing on search, rescue efforts especially in collapsed or under what the other buildings and if things get more severe officials plan to send even more personnel down to help. deputy fire commissioner gary lohse says it is all hands on deck. >> anything thaw can think of they will have on these trucks , water, food, anything at all, we even have two k-9s going, doctors going, we have rescue specialists, tech specialists. like i said, they are going to

the week. of course, we have is what now tropical storm harvey spiraling in southeastern texas pumping in moisture from the gulf of mexico and inundate areas like houston and outside islands there with just plenty of rain. war looking at extreme flooding, catastrophic flooding, people are sitting on top of their hems to get away, from the high what the inert houston area continuation of the very dangerous situation in the texas coastline. but as we head, further north is there low pressure spiraling through the great lakes and cold front draped down to the south of that giving some showers, thunderstorms to the west of chicago and even more thunderstorm activity there in nebraska and also kansas. to the south of omaha area. that front will move east and will affect us here in the thursday time frame in the delaware valley. we will watch another area of tropical moisture what was tropical moisture now spiraling in the florida, this area of low pressure will track up thee coast and then

push out to sea, but a couple outer bans could spark some showers, here in the delaware valley as we head into tuesday , maybe down toward shore points and maybe even into delaware as well, now that is what will be happening later in the week systems affecting us. right now it is a quiet sunday morning. we have a few high cloud but that is bit, quiet, calm, and it is cool to say the lee. future weather shows that we continue with a few included through the afternoon hours today but still plenty of sunshine for us. high temperatures this afternoon will be sitting in the lower 80's, mess likely for most of us. seasonal to maybe couple degrees below normal. as we head in tomorrow morning not too much changes a few extra cloud, overall machine stays dry and it will be very similar to today with that low humidity, tuesday unfortunately brings that chance for a few showers in the second half of the day back down toward shore and into delaware as well, right new we're waking up with temperatures in the 50's and

and listen to him. he is just whimpering. like crazy. it just didn't stop. and i started to think about, what can i do, that can make him more confident in a situation like that. and there is a really interesting concept called fear free, not only fear free vet but web site fear free pets.com and they talk about some of the things you can do to set your dog up for success , at the vet and in your house, and there is so much that they can do mentally that will help them. i ran over to medford pets and they let me take a few things away with the paying for them. turf take them back, of course , food puzzles, supposedly food puzzles are an unbelievable way to engage and even rich your dog psychological well-being, they gain confidence, working on a food puzzle. it takes more time to eat. dogs like to hunt, that is what they were originally designed for so they have to spend sometime, moving these

pieces around and getting their kin he will out. use your regular kibble or that sort of thing or put a treat in there. you start slow because sometimes some dogs are better with one puzzle verse another. so just kind of watch. that but it is really good because it can help keep them calm, confident, and also create less destructive behavior in the house, if you start to work with food puzzles. if you go to the vet and they are used to the food puzzle stick one on the floor and let them play with it there. >> works with cats i have a food puts will, enrichment, mind and taste budd. >> but like a typical mom you were bragging it is too easy, for your cat. >> i have to switch it up, he need variety. >> you may increase level of the difficulty. another thing is exercise. if you are not taking your pet to the vet because they are sick you may want to do exercise ahead of time. this is something if you're tired of throwing it just kind of chuck it, so they can do a

lot, save your arm and give your dog some exercise. hiding a very tasty treat is place in the house, scent training, a lot of websites how to scent train. it is something people should try to keep up with, just because there are ways to even rich your dog's life and emotionally, physically, they become less destructive and more confident and letters your anxiety, fear free people say it takes the pet out of petrified. >> i like that. >> we like to do that. let me show you a couple of the animals. i have a great success story, char lean, she was adopted, she is three years old and she is in a completely new home right now. now we have rudy still up for adoption very smart. he loves working on his basic obedience commands and just a wonderful dog and he would love to have a home to call his own. then you're into cats, i know
