dealing with the effects of tropical storm harvey. we have join cbs news new with a >> good morning, this is a cbs news special report. i'm christine johnson at cbs news headquarters in new york. texas right now is in a grip of most powerful storm to hit the united states in more than a decade. this morning, the national hurricane center says harvey is causing catastrophic flooding in southern texas. in houston up to 19 inches of rain has fallen in the city in the last six hours. right now, harvey is a tropical storm with maximum sustained winds of 45 miles per hour. harvey blasted on to the texas gulf coast late friday as mastiff category 4 hurricane. here is latest what we know right now. two people are confirmed dead. more than a dozen have been

injured. more than 200,000 homes and business remain without power across the state. six counties have been declared federal disaster areas. storm surges up to 12 feet are predicted in some places. we have team of correspondents. let's go to mark strassmann in houston. >> good morning, one of america's most major cities is quiet this morning and take a look you can see why. this city is under a flood emergency. people have been ordered to stay inside but urged to stay inside the reason is obvious. this is a bit of a lull in the storm system. as light as rain has fallen all day. on the radar it shows that this city is going to get pounded again by rainfall in fact starting to pick up right now. the rainfall total so far are something straight out of the old testament on sunday morning, six inches of rain an hour, 14 inches of rain in three hours,

as much a is 30 inches of rain in some spots and another foot of rain in the forecast before the day is over. and even though harvey's siege has barely begun some people are quickly running out of options. hundreds of rescues already. some by boat. many people have been calling the 911 center they have claimed into the attic to escape rising waters. if the waters continue to rise those folks will be trapped in the attic the police chief is warning people if you go into your attic make sure of an axe that can hack your way through the roof at least you have some place even higher to climb to escape all these rising waters. again, christine, another foot of rain in the forecast, when you think about what the city is going to go through to mid week, this city's watery misery is going to get worse before it gets better. >> mark strassmann thank you. now for latest on harvey's path we turn to scott in dallas, fort worth.

scott? >> good morning, tropical storm harvey still holding that tropical status as you take a look drifting to the south-southeast at one mile per hour causing torrential rain right now. damaging rains in houston, the galveston area this is a four hour loop of those rain bands continuing to push on shore in the houston area. flooding merge sees happening all the residents there do not get into your attic get out on to our roof is your house is flooding because we continue to see the feeder bands pushing their way. this stretch is all the way down to south of brownsville. that feeder ban will feed in that means the flooding will continue. through the day today probably even through the night. just over the last hour, 14 inches of rain south and east now galveston, but take a look at the rain totals over the last 24 hours. in some spots, 23, almost 24

inches of rain closer towards the austin area, 13-18 to even a foot of rain down near galveston we're not done yet. taking a look on the wider view what is going to happen as we go through remainder of the day today and next few days on top of already the 24 inches of rain, there's the potential by the time we get towards the end of the week we can see another 22 inches of rain in houston to near 1/4 15 inches to 18 down towards the south and west. here is the reason why. harvey is drifting, by later on in the afternoon down closer towards victoria off towards the north, dealing with this throughout the week. christine? >> scott, thank you. there will be more about harvey's devastation in south texas on your local news on this cbs station. our 24 hour streaming news network cbsn and also on cbs "sunday morning." for now i'm christine johnson. cbs news new york. >> for news, 24 hours a day, go

it is sub kay august 27th i'm jan carabao. more on harvey in just a moment but first back here at home if you liked yesterday weather you'll love today. we're in for a repeat of great conditions here's meteorologist matt peterson with the forecast, hi there matt. >> it is another fantastic day for us here across the delaware valley waking up to temperatures that have a little bit of my in the air, it is to the point where we are out early on, or even now as we push through early parts of the 8:00 o'clock hour you'll want a sweat shirt. check out lehigh valley we will see 50's there. it was in the 40's until the last her or so, and down the shore, a quick look for 60's there. it is warm in barnegat at 67 degrees. not too much happening in the lehigh valley, we did have fog , starting to dissipate

though. we will get up to a high later this afternoon of 81 degrees, looking good. >> looks great, thanks matt. 8:06. back to the aftermath of harvey. dozens of paramedics and rescue specialist and fire fighters are on their way to texas. they left and driving for 22 hours straight. "eyewitness news" reporter anita oh is live this morning, so what will these first responders be doing once they arrive. >> they will get right to work , jan. forty-five fire fighters from the philadelphia fire department and surrounding areas left to head to the naval base in texas to help with the devastation and if conditions worsen officials here plan to fly 40 more people down. the pennsylvania emergency task force includes doctors, tech specialists, rescue specialist and even two k-9's, they are bringing down water equip accounts food and other materials to allow them to be self-sufficient for up to a week. as soon as they arrive they will hit the ground running working around the clock.

deputy fire commissioner gary lows explains what the team will be focusing on. >> we will be out helping people, on the roof of their houses, things like. that but they are apt on getting into heavy concreted, buildings that have collapsed, or under water and they will go in there, and search. >> some of those philadelphia fire fighters, have actually been on duty overnight and according to lows they had time to grab their go bag, complete medical evaluation and then get on the road. live from the news center, anita oh for cbs-3 "eyewitness news". >> great job, lot of work ahead, thanks. many people in texas got caught right in the hurricane 's path and more, one woman who recently moved from the delaware valley to houston said a tornado tore through her neighborhood as well, henry rossoff has her terrifying story. >> about 1:00 he clock last night a tornado hit and it

just, rolled through the neighborhood i have never seen anything like it before report report we face timed with jamie phillips, she and her family are from aston but moved to the houston area for her husband's job. these pictures are from what neighbors believe was a tornado caused by hurricane harvey that ripped through their neighborhood. >> fifty homes, within of my friends the roofies in their living room another friend had a tree through a bathroom, little girls window blew out and he got injured in it and people were having to run to get to closets and it sounded like a freight train, it was just scary. >> reporter: phillips says next issue is flooding, that is also the case for brian matthews from outside pittsburgh and new dropping off his daughter in college in austin. >> it has been raining non- stop ever since and we will be seeing it for next few days as well. >> reporter: with the flooding even more power outages are expect. is that during a texas summer

drunk drivers will face tougher restrictions. first time dui offenders will be required to drive with an ignition interlock immediately beforehand police would suspend the drunk driver's license from 30 days to a year and then the driver would get an device. some people say it is a great way to crackdown on drunk drivers. >> now, whole different system , you are better off just being a wear of where you are and especially when behind a wheel bottom line. >> the ii forces drivers to breathe in the breathalizer in order to start their car,

end of this coming week. >> rainfall totals are incredible, expected to be. >> we're seeing over 20 to 25 inches of rain, already, and then when you add on top of that the fact that we could see another, 15 to 20, to even 25 inches of rain on top of what, folks have already seen, we're talking about localized amounts down in south texas that could be in the 40 to 50- inch range that is insane amounts of rain we're talking about that the strophic flood ago this could be seen and we are seeing extreme flooding, across the houston area, back down toward some of the outer barrier island toward galveston and further south as well, back toward where the tropical storm hurricane at the time made land fall back down to where san jose island. overall main concern is, all that water that is continuing to inundate houston back down toward galveston where amounts of rain have pushed well over

the 20-inch range we are seeing flood emergency in the houston area, houston airport is completely shut down because there is water over runways and emergency managers are telling people to get on top of their roofs if they have to or if they have to get to the highest level of your house and then never want to stay in the attic that is what people are being told in the houston area. this is a very dangerous situation, it has been ongoing situation and would that is likely continuing through the week. here are rain totals from down in south texas, you can see outside houston area, 22 inches on have rain already in the league city area in south texas 21 inches on have rain, extreme amounts and these are as of 1:00 in the morning central time and it has continue to rain, obviously since these reports have come in. that is why we could be well up above these amounts already as we head back closer to home we will look at storm scan 3a

quiet scene across delaware valley which is welcome because we do not need all of that rain but we are continuing to think about down in south texas. future weather we have sun and included from time to time, it is a very comfortable day. monday a few extra included in the forecast no precipitation just yet but it is i dry and once again comfortable day to start out workweek. as we get into tuesday it gets cloudy and in the second half of the day and evening there is a system that spirals off the coast and that could spawn a couple of showers out toward new jersey shore points and back down into delaware as well as we head through second half of the day on tuesday and tuesday night and maybe into wednesday as well. eighty-one is what we're looking at this afternoon participating in the last day of the komen three day walk it is a great day with that. eighty with cloud cover tomorrow we will go with 70's on tuesday as cloud roll in and jan we could look for a

good morning i'm jan carabao. meteorologist matt peterson is live outside on the cbs sky deck with eyewitness weather. matt, dairy say i was chilly out there this morning for august. >> you know what jan, i have to agree, it was a little bit cool this morning in the philadelphia area. even outside on the sky deck it is getting warmer now but overall still feeling a little bit cool to start out this sunday morning. sun's out though. it is warming up through the afternoon and overall it will be slightly below average with temperatures but they will be

still very comfortable across the entire area taking a lot storm scan three here on our sunday morning as we move through 8:00 o'clock hour a few cloud are showing up on storm scan three. as we walk out the door and look up it will be a clear start. few high cloud are not ruled out. keep an eye out for those and light fog has developed north of the city because temperatures have gotten cooler. is he be prepared for. that it shouldn't cause an issue if any at all on the area roads. thinks where cool temperatures are, north of the city through lehigh valley, reading, allentown, lancaster in the high 50 lower 60's range still staying in the mid 50's in the poconos. shore points 62 in atlantic city. sixty-five here in philadelphia 60's out toward trenton. dew points are very low. they have been in the 50's the last few days and that dry air settles overtop of us for one more afternoon. looking at your day planner we will be up to 81 degrees later in the day and does look like

we could stay on that side of the warmer temperatures to start the week out but couple showers will pop their way in the forecast in the middle of the week. we will talk about that coming up. >> thanks, matt today looks great. this morning is what left of hurricane harvey is still causing devastation in texas. storm is now being blamed for a second death in houston, a woman drowned after driving into hi water there first death happened in the coastal city of rock port a person died in the house fire during the storm, and harvey is now a tropical storm after making land fall as a category four hurricane and still dropping a lot of rain in texas today. houston's mayor says rain will continue for another three or four days a flash flood emergency is in effect. officials still don't necessity full extent of the damage severe weather makes it very difficult for crews to get to those places hardest hit. a quarter of the million people are still without power correspondent don champion shows us the dam age heart heart harvey hammered houston

with torrential downpours that led to widespread flash flooding, in some areas, 14 inches of rain fell in the span of three hours, rising waters, stranded drivers, submerged cars, prompting a warring from the cities mayor. >> it is dropping a lot of water, and the streets are treacherous. >> reporter: as water rose, nine is 11 centers were inundated with calls, police say at lee one woman was killed after she drove her car in too high water and get out. >> we heard somebody hollering out here and this was drawn, man man across the street that had seen her floating face down in the water. >> oh, god bless you, so or toy hear that. >> and pulled her out. >> reporter: this video was live streamed on line by houston's chief of police as he helped rescue stranded residents. >> i want you all to see this, for your situational awareness you do not need to be out here

>> reporter: to the south in places like rock port and corpus christi people are cleaning up after harvey made land fall here friday night, as a category four hurricane. now downgraded it is expect to me ander over eastern parts of the texas. adding to the devastation more than a dozen tornadoes have been reported across the region, harvey's flooding rains could impact the state for the next three days. don champion for cbs-3 three "eyewitness news". meantime first responders from our region are now heading to texas, they will be helping with the relief efforts there, "eyewitness news" reporter anita oh is live in the news sent they are morning, these first responders had to get ready very quickly this morning. >> that is right, jan those philadelphia fire fighters and pennsylvania emergency task force were on duty last night and had to grab their go bags to deploy down to fort worth, texas. forty-five members of the philadelphia fire department and surrounding areas last

around 2:00 this morning to help with the devastation after harvey made land fall there. they are driving 22 hours straight stopping only for fuel and will be getting right to work when they arrive. mostly focusing on search, rescue efforts, and collapsed or under water buildings. deputy fire commissioner gary lows says relief efforts are all hand on deck. >> anything that you can think of they will have on these trucks, water, food anything at all. we even have two k-9s going, doctors going, we have rescue specialists, tech specialists and as i said they will be on the road. some for up to a week on their own. >> a lot of work to do. this is called a type three deployment which is second largest kind, in fema, the federal emergency management agency moves that up to a type one officials here plan to fly 40 more personnel down to help live, this morning i'm anita o h for cbs-3 "eyewitness news"

near austin yesterday when this dog jumped in to his suv. jay jack named the dog harvey and posted this video to twit ter. powe went viral and with the help of users, the owners were found. jack dropped the dog off, the dog's real name is cash. and happening right now back here at home runners are pounding the pavement as they run in the philly 10k. they are off, race kick off at eighth and south about an hour ago, 6.2-mile course passes through the italian market, passyunk, washington square today and finishing at fifth and south street, about 4500 people are expected to take part. speaking of races philly color vibe 5k kicked off at philadelphia mills a half an hour ago. this is video from last years race where more than 2,000 people took part in the fun filled day, runners start out with white t-shirts and run true color stations there. those shirts will not stay white for long they will spray

out there a few high cloud, plenty of sunshine on this sunday morning. a wonderful way to wrap up our weekend. that is what we are looking at for our sunday. lets switch over to the maps we are looking at lots of rain down of course into the texas gulf coast. we are giving you one final update here on harvey, we will see center of the circulation around san antonio area, that is center of tropical storm harvey after making land fall a couple days ago as a category four hurricane. this has been just training, sitting overtop of the same area now for just about 24 to almost 48 hours, and where all of the heavy rain is centered itself over houston area and then back down toward coastline as well, we wanted to talk quickly about galveston, galveston is an island, just off the of the mainland and barrier island so we are getting on shore flow, so it is pulling all that water from the gulf of mexico with the windness to galveston

that area. in the cbs-3 traffic center i'm kyle ha ah, back to you. >> good day to get out there. it is a popular way to get around no matter where, millions of americans use uber but number of customers are new complaining about being wrongly charged a cleaning fee jim donovan explains. >> reporter: stephen winkler uses uber all the time and never had a problem until he spotted an issue on his bank statement. >> i noticed a 50-dollar charge from uber. >> reporter: he contacted the company on line and was told he was charge and cleaning fee they also sent him pictures from the driver of what appears ton a wet seat, but winkler says it wasn't him. >> there is in way i could have done that without knowing bit. >> reporter: winkler is not alone, social media is filled up with set uber customers insisting they were charged for a mess they didn't make. better business bureau says they have received 130 complaints about uber cleaning
