6:02 am
are hoping less and less as we get into next week. we need to talk about this morning, as well, that's dense fog that's developed. on this saturday morning, you take a look at the neighborhood network camera here. this is up from broadheads ville, 65 degrees, warm morning for us, especially for the middle of september. we have no breeze. right there, you see our west northwest wind coming in at zero. so very, very light. it is a little bit muggy so add the factors, it will allow fog to develop. if you are out and becomes definitely notice it, specially areas back down there, near the shore, and into the lehigh valley. where we have less than mile visibility. from millville back to the a.c. airport, also in reading, only have half mile visibility now, here in philly itself, reporting clearer skies. so that's some good news for us, but again, if you are traveling outside of the center city area, you can still run into some patchy dense fog, be careful out on the area roads here this morning. temperatures, for the most
6:03 am
part, are above average, we see those, allentown at 63 to start the day out, here in philly, 69. mild morning. compare this to 24 hours ago, very similar. and that means we will be looking for very similar afternoon. check out the high temperature for today. we will be peaking right around eight a degrees later this afternoon, jan, and of course as i said talking little more jose in just a bit >> eight a degrees, matt, i like it, summer sticking around. >> you got it. >> absolutely. >> time 6:03, time to check the roads. let's go over to kyle hawn in the cbs-3 traffic center. hi, kyle. >> good morning, jan, as far as i'm concern, we don't have any major crashes to report at this time. but we do have a major closure taking place on mlk drive between strawberry mansion bridge and spring garden street from 5:00 a.m. to 10:00 e rock-and-roll marathon, and that road will also remain closed as well from bun p.m.
6:04 am
to 5:00 p.m. for recreational activities. take a look at travel times. as you can see, little bit of volume building up on the schuylkill. that's due to overnight construction taking place. but outside that far all of the other majors look clean, green, making your commute in and out of the city. in the cbs-3 traffic center, i'm kyle hawn, jan, back to you. >> all right, kyle, thank you. >> well, activists plan more demonstrations in st. louis today, after the acquittal of white police officer in the shooting death of an african-american man. as chris martinez reports, what began as a peaceful protest overnight, got out of hands. >> tear gas, and protesters broke windows, and through red paint on mayor's house, police were finally able to push them back.
6:05 am
>> they're shooting death after black man. >> i believe black lives matter. obviously, our system does not believe that. >> multiple cameras caught the high speed chase and collision involving former st. louis patrolman jason stockily, and suspected drug dealer lamar smith stockily said he shot smith in self-defense claiming smith was pulling a gun on him but, prosecutors say stockily got a gun from the back seat of his cruiser and planted it in smith's car, after shooting him. the judge said he was not convinced of stockily's guilt. >> at the end of the day, the court applied the right standard, to the fact, and they came up with the right conclusion. >> protesters disagreed, and some say they'll keep at it until their voices are heard. >> i'm -- time and time and time again, we're called for justice, called for peace, called for, you know, reform. and every time we have been, you know, we've been
6:06 am
disregarded. >> at least two police officers were treated for injuries after being hit by bricks friday night. >> chris martinez for cbs-3 " eyewitness news." back here at home now, fists fly on the campus of high school in delaware county , and school officials say a parent instigated one of those brawls individual vaux shows fight that happened thursday at the property of sun valley high in aspen, administrators say a mother came on the property to confront a student accused of body slamming her son earlier in the day. now, the district says, they had met with that mother, and the parent of the other student, but the woman returned after school. >> yesterday was not really about our student. it was about an adult making a poor choice, coming back to the campus uninvited. you know, with those things in minds, we want to make sure our student understanded that, too, that we got their back, that we support them. but that they also will make the right decisions. >> now, as ten police are reviewing the incident, the
6:07 am
district says all of the student involved are fighting -- facing disciplinary action. third fight happened off campus. >> we're learning more about a threatened street, monday in the methacton school district. says bargaining session scheduled for sunday. contract negotiations between the district and the teachers union have been ongoing since january. now, if a strike happens, it is expected to be brief. the duration will be determined by the pennsylvania department of education. >> parent in northeast philadelphia are on edge after series every attempted abductions, philadelphia police, say, there have been six in a past week alone. investigators hope you can now help them find the vehicle involved. "eyewitness news" reporter, alexandria hoff, picks up the story. >> 200 block of tomlinson ron, byberry road, 5300 ditman street, the 4900 block of death mat strewn, 4900 ditman street. >> six separate instances,
6:08 am
seven children targeted, and one black car. this is the vehicle that police say a man in his 30's has been driving this week as used g cash in his attempts to lure children to his car while taking photos and videos of them on his phone. >> ran toward me stating the man in the black car. >> this woman came to the aid after ten year old victim. >> i did my best to comfort her. i tried not to touch her because she was jump i, so what i only did was tell her okay, calm down, tell me where your school is at and i'll take to you school. >> four instances reported since 8:00 a.m. thursday have been consolidate today one northeast neighborhood in locations of gill he is bee, jackson, and ditman streets, all within short walk of the james sullivan school. the two other cases reported earlier this week are short drive away, on tomlinson and byberry roads. >> the one is asked the child to come over to the car, and she saw him, realized -- >> while mostly young girls were targeted, police say the
6:09 am
man did confront two young boys walking together. >> he flashed a lot of money to them, asked them to get into the car. they also ran home. >> these children all new exactly the right thing to do and escaped harm. the northeast philadelphia community remains un high alert. >> she just kept crying, like she couldn't like talk to me, saying the man in the black car, the man in the black car. >> at this point police believe one man is responsible for all of these lurings, been described as a hispanic man in his 30's, possibly with a beard, and once again, driving a dark vehicle with tinted windows. report being from the police special victims unit, alexandria love who have, cbs 3, "eyewitness news." new this morning, a fire has damaged a home in philadelphia's west oaklane neighborhood. firefighters returned to the scene there on the 1500 block of may land street, just before 3:00 this morning. now, there are no report of any injuries at the scene. firefighters had those flames under control in just about 20 minutes, the cause of the fire is now under investigation.
6:10 am
back to jose now. the jersey shore is paying close attention to the path of hurricane jose. fall starts next friday, but yesterday ocean city, new jersey was in mid summer form. now, cape may county's emergency manager says it is too soon to make any real decision about jose. but the latest movement have officials there closely monitoring the track and thinking about how to respond to potential impacts. >> looking at some possible minor to moderate coastal flooding right now. if the storm tracks further in , or makes landfall, we could be looking at major coastal flooding. >> there is heavy wave action there, right now. and if you're headed to the beaches, just be aware, and watch out for those rip current. >> still ahead right here on cbs-3 "eyewitness news" this saturday morning, october fest in philadelphia. >> well, it is september, but october fest is kicking off. i'm anita oh, live at frankford hall, next the fun festivities and the unique drinks you can
6:13 am
6:14 am
assignment we love, a long day of fun ahead. already this morning, block off the streets, you can see, that they've some trucks pulling in, getting ready for this exciting day where they're celebrating october fest. joining me now, general manager of frankford hall, josh, who is decked out in a really cool outfit. so josh, explain what fun festivities people can expect here today for the sixth annual year? >> yes, our sixth year doing it, as you can see, preparations are furiously underway. one giant tent, food coming in , weaver seating for about a thousand people, pretty much if you take one of the festival tents from october fest, beautiful fest grounds in munich, germany, planted this right here in fishtown, that's what we're trying to do , trying to get the best parts of the party, the people , the singing, the dancing, just plant it right here on frankford avenue. >> sounds like so much fun. so of course, these are the items of the hour, the items of the day. can you explain what we are looking at?
6:15 am
and what people can expect to be drinking here this special today? >> sure, the star of the show today are these giant liter beers. this is what people come for. we'll have lot of october fest specific seasonal october fest beers available today, we'll have dozen end beers on tap outside on the street, under the tent, 15 beers inside, tons of food options, giant pretzels, because you can't have a giant beer without a giant pretzel. >> that's right. it is 5:00 somewhere, right? so let's talk about our outfit , as well there is traditional garb. what kind of traditional? >> somewhat traditional. perfect mix of germany and philly, i guess, with the traditional, who doesn't love wearing leather short at 6:00 in the morning, and our festival t-shirt which is on sale and proceeds benefit the fishtown neighbors association >> fantastic. so it is very fitting because this is a unique kind of style that you have put together. so what makes this october
6:16 am
fest stands out from all of the other october fesses that are happening across the city and around the worlds? >> just i guess just like this outfit, a mix of traditional, and essentially philly, taking all of the best parts of the party that happen in germany, and we're throwing that party here in fishtown. so, you know, not trying to recreate you know the exactly what happens in germany. but we're taking the music, and the people having a great time, and singing and dance willing, and comradery, energy of the crowd, throwing that here right on the street. >> excellent, thank you so much. philly twist putting our twist on everything, that's how we do it. so if you want to come on down , the festive tis begin at noon, and will end the a 10:00 all across the street here, so you have plenty of time to get on down here later this morning, and early afternoon, pay as go, feel free to come on down. live at frankford hall, anita
6:17 am
oh, "eyewitness news," back to you. >> you said it it is 5:00 somewhere. it is actually technically 6:16, just saying. >> absolutely. >> thank you, anita. that's taking notes, matt want to get throughout to this great day to go to the october fest. matt? >> really looks like our weather here across philly will be great, if you're under the tent you'll be out of the sun. doesn't look like we will have any real shower chances, couple of spotty ones possible here or there, but not wash out after day. so planning on get being outside, later this afternoon, you'll definitely be able to enjoy yourself. machines warm and muggy, and that's what eyewitness weather watchers are talking about, 06 n in wilmington, in newark, i should say, at dolores house, relatively clear skies. that's not the case for everybody else, sitting at 06 degrees, ed's house at 64 this morning, he's in chesterfields, also, with a
6:18 am
little bit after clear sky. but also little bit of fog that's developed, across the area. just real quick, there is some good pictures out there. i wanted to show this one. this is from phil yesterday. always nice when i can talk about boat house row, one of the favorite spots, kelly drive, boat house row. so great day yesterday. really looks like today should be pretty nice as well. we will take a trip down to the tropics first, after we take a look what's going on on our skycam here this morning, as well, this is cape may, or ocean sit, and you cannot even see the boardwalk. it is a very foggy morning, if you're down beach, or if you're even up into the lehigh valley, very foggy start to the day. so again, while dealing with the fog here early on on our weekend, our eyes are turning to the tropics, because that is when, or that's where jose is, that's what we will be watching through the weekends, and into early next week. so, now, right now, it is churning out there. in the atlantic ocean, not affecting any lands at this point. about 500 miles from cape
6:19 am
hatteras, and also, 500 miles from bermuda, which is right up here. so again, far away from any land that we really would need to be worried about. but it is going to start to make its northward turn, kind of already started to do that, and as it does, it potentially could affect the jersey shore maybe the delaware shore point , then up into new england. now that's not the only thing that we are watching in the tropics. of course, jose, right, there but also tropical depression 14, which we will keep an eye on there is could become tropical system lee, if it does become named, another tropical wave continuing to track westwards toward some of the caribbean islands, this is about 90% chance to develop into a tropical depression, as we go through the next two, five days. so we have a lot of active pattern here, continuing out in the tropics. so we're not done with the season just yet. in fact, still in the peak time of the season. as we get a look at the computer models for hurricane jose, it is going to again make that northerly turn, and the good news with us here, yesterday the computer models
6:20 am
were actually kind of pushing it a little further to the west, so closer to the coastline, but overnight, and now into this morning, our computer mod rest getting little more bunched together. our confidence is getting higher, also seeing them move a little bit further out to sea. further east they track, the lessee expect along the new jersey-delaware coastline. stats for category one storm, 08-mile per hour sustained winds, jose; and just about 500 miles away from cape hatteras, at this point. here is the track for it. we see by tuesday morning, 2:00 in the morning, just off the outer banks. and then it get little closer to the delaware and new jersey shore point, as we get to about midday or so on tuesday, then into the afternoon. but we look at the cone here. we see that there is a pretty wide range. if the track tracks a little bit further to the west, it could again give us more impact along the eastern seaboard, but again, those models that are starting to track a little further out to sea, good news, if it ends up out here little further to the
6:21 am
east, that means that the effect are going to be little bit less. right now our biggest impact are going to be some high surf , the rip currents risk that we have this weekend, and into early next week. so down the shore, do be careful, rain, winds, along the coastline, potential problem. we could be looking for some strong almost tropical force winds. beach errosion, inland, some coastal flooding, could be an issue, inland looking for more along the lines every maybe just a shower or maybe an isolated thunderstorm, as the tropical system tracks close to us, in the part of neck week. weekends: eighty-five today, 83 tomorrow, warm, muggy, throwing in a shower maybe an isolated rumble every thunder chance both saturday, sunday, not wash out, definitely don't need to cancel your outdoor plans, just keep eye to the sky. shower chance for us monday, jan, 77 on tuesday, again, that's our tropical moisture from jose. then we get warm, but we clear things out for wednesday, thursday and friday next week. >> look at all of the sun, matt. >> i know, we got to soak it up.

6:31 am
conditions in the morning, getting toward that fall time frame, officially start next friday, but unfortunately, for those of thaws do like the fall, it is feeling more like summer for at least couple of more days. we do have some fog that's developed across the area here early on, on our saturday, as well, for the most part, down the shore, and up to the lehigh valley, not so much here in center sit at this self. take a look at the neighborhood network. margate looking out, we should be able to see the water but you can't even see the water. all you see is just the sands. then of course those gray skies. and all of the fog that's developed. down near margate here early on, on this saturday morning, if you are out and about, to start the day, here's what you're dealing with visibility wise, see very limited from lancaster up through reading, allentown, through the lehigh valley on the limited side of things, then of course back down through the pine barons, towards the shore, as well, see less than mile visibility. wilmington, philly, trenton looking at pretty much almost perfect driving conditions, perfect visibility conditions there, so don't be surprised,
6:32 am
though, just outside of wilmington, just outside every fill our even just little bit outside of trenton you are running into the patchy dense fog, even though the visibility in some of the larger areas are a little bit better. temperatures for the most part are very mild. they're above average. sitting in the 60s only one spot mount pocono comes in at 56. sixty-nine here in philly. it is 66 as we kick off our morning, in dover. so definately not sweatshirt morning, to say the least. 9:00 a.m., we get to up about 73 degrees, we go with the mix of sun and clouds through pretty much the entirety of the day. top out at 85 degrees, could see maybe a small shower chance or isolated rumble every thunder, jan, at time, we get to the second half of the afternoon maybe into the early evening as well, of course tracking jose, when the effect of that could be felt here closer to home. i'll talk about that whether we get inside. >> matt, thank you. now 6:32, time to check the roads, so over to kyle hawn in the cbs-3 traffic center, hi, kyle. >> good morning, jan, and we still don't have any major crashes to report at this time but we do have major road
6:33 am
closure taking place on mlk drive between strawberry mansion bridge, and spring garden street. 5:00 a.m. to 10:00 a.m. due to the rock-and-roll marathon. and will remain closed from one p.m. to 5:00 p.m. for recreational activities. let's take a look at some travel times. as you can see, still little built of volume building on the schuylkill. that's due to some overnight construction taking place. as you take a live look at our penndot cam. you can see that's jammed, starting from route 202 in king of prussia, to the schuylkill eastbound heading into the city. in the cbs-3 traffic center, i'm kyle hawn, jan, back to you. >> kyle, thank you. new information this morning, of arrest in connection with the london subway attack. british police have arrested a 18 year old man, he's being held for questions under the terrorism act. now the van has not been charged or identified, but authority describe it as a signature arrest. the explosion yesterday morning tore through train station in busy london area of

6:35 am
medicaid insurers and school district, so law makers have not yet figured out how to fill $2.2 billion budget gap. now, it is believed to be the first time pennsylvania has missed a payment because it doesn't have enough cash. >> in other news today, legal defeat for the trump administration, and a legal victory for philadelphia. a federal judge in chicago has ruled the justice department cannot withhold millions of dollars in public safety grant to philadelphia and other so-called sanctuary cities. this means, the attorney general jeff session cans not follow through with punishing philadelphia, and those other cities, that refuse to crackdown on undocumented immigrants. the temporary injunction is in effect while lawsuit over grant money for sanctuary cities play out in court. the city of philadelphia issued a statement saying in part, quote, we agree that the attorney general exceeded his authority by imposing those conditions, and will continue pursuing our litigation here to ensure that the city's

better than okay, right? >> definitely. keep our fingers crossed this fog clears out of here early this morning, allow the sunshine to come in this afternoon. i think that's what's going to happen, probably before we know it the fog will start to kind of burn off, especially the areas down near the shore, up through the lehigh valley little more dense. but everywhere you're out and about here today, just be careful early on, on the roads , because of the patchy dense fog, later this afternoon we go with mix of sun and clouds, overall warm, muggy day, much mover reminiscent what we would expect really kind of in august, than what we should get in the middle of september with eight a degrees, and the higher humidity, pop up shower , maybe, an isolated pop up rumble every thunder second half of the afternoon toward evening, not ruled out. doesn't look like it will be a washout after day. don't cancel afternoon plans, 83 sunday, again, very similar pattern setting up, maybe the small chance for afternoon pop up shower or so. then 80 monday. jan, finally get moisture, looks like, from jose, as it tracks off the coastline thereon tuesday. and then it clears out nicely, wednesday, thursday, friday.
