and >> oh, my, just a little >> international flare. >> that's enjoyable for all of us. i will tell you. >> their people. >> absolutely. i mean, all joking aside, this is it definitely a big situation. most specifically we're going to talk much more about that storm system where that is headed later. but we got to get down to the hear and now and what's going on with jose. it's still a category 1 storm, but thankfully not expected 5eddeded to make a direct threat to our land. there will be rounds of rain that roll in specifically to the course of the next couple hours throughout the day. and you may end up with an inch or two worth of rain out of that. the further inland you are, the clearer it is right now. and the clearer it will sty. you are going to go see clouds certainly but i won't be shocked poconos mountains region stay

things change, you're starting to get really busy pushing the then we got construction, route 23, over root 422. traffic being shifted to the new part of route 23 over root route 422. northbound both directions between route one and 322. that's cleared. crews are out, looking good in bucks county. route 101 trolley was delayed now cleared. make sure to check the schedules only. the right lane is comprised and we have more situation in glassboro, route 322 is closed and route 47 alter. hopefully clearing by 6:30. growing concern as hurricane jose threaten the jersey shore. >> alicia nieves is live in

brigantine this morning, they seem to be getting worse down there, alicia. >> reporter: natasha and jim, they certainly are. the waves right now are quite simply strong and significant. i'm stare to go the camera, the side of my eye is focused on the sea wall. every once a in while we have a strong wave crash and you see some water on the sea wall. but a few view of the ocean right now, we have seen some of the waves out here a few feet high. you can see some over here and they're expected to grow as jose inches closer to us, we don't expect the category 1 hurricane to make landfall. new jersey, the jersey shore to now really start to feel some of the force of this storm and the brunt of that force expected this morning, we're seeing some of it into mid to late this afternoon, so some shore points from atlantic to cape may looking at hours more of this rough surf enough to dies coastal erosion, and we've seen

some of that already and possibly coastal flooding, there's been wind gusts and there will be gusts upwards of 40 miles per hour, that's just today's evict, we're hooking at dangerous water caused by jose spinning in the atlantic and other storms brewing behind it. >> i'm just glad we're in this area. >> reporter: and that woman that, reiterating that hurricane jose again, even though it isn't expected to in this case landfall, hearing that it's close for residents in the shore, near the shore, are concerned about this, especially when you hear about or remember kind of what happened with irma and harvey, the devastation it caused in texas and florida and most of the caribbean. reporting live in brigantine, alicia nieves cbs3 "eyewitness news." >> thank you. well the island of dominica is reportedly devastated after

hurricane maria slammed into the caribbean as a category 5 storm. the cell phone video shows trees whipping around, pounding the ground, roofs have been torn from homes and there has been significant flooding. hours ago, the storm briefly weakened to category 4 but quickly regained category 5 strength. a sobering account of devastation from the prime minister of dominica. this post came overnight from roosevelt. initial reports are of widespread devastation, so far, we have lost all what money can buy and replace. north of dominica is the french core of guadeloupe. you can see the sheer power of the storm as the 155 miles per hour winds roared about 3:00 a.m. headed on a crash course with puerto rico the nuclear threat in cork will take front stage.

nick key batise joins us live from the u.n. in new york. what else will the president be discussing today? >> reporter: jim sent natasha all eyes will be on president trump as he discusses north korea, everyone wants to see what tone he will take. during yesterday's first visit, he was pretty reserved. and american first is expected when president trump addresses the united nations general assembly, in addition to remarks. fens wail la said the president will directly address the quote, north korea menace in extremely tough terms >> we commend the secretary general and is called for the united nations to focused more on people and less on bureaucracy. >> reporter: the president day included a fall for more reforms to the u.n. the president of france where

officials say mr. trump agreed to discuss the paris climate agreement further and with israel's prime minister president trump insist the there's potential for peace in the middle east >> i believe there's a good chance it could happen, most people would say there's none. >> reporter: the president spoke with china's president. he said the two agreed to maximum pressure on north korea using u.n. sanctions. when pressed on whether or not trump will call out china or russia specifically in his address today and administration official said, quote, everyone in this world need to be delivered a message in this speech will understand what message is being delivered. president trump is expected to discuss north korea with south korea's president and japan's prime minister in a meeting later this week. this morning, classes are cancelled again for 5,000 students of the math act ten

school district. they will be back on the picket line while the union will make a counter propose in hopes of striking a deal. weekend contract negotiations between the unions and the school board failed, the two sides couldn't reach an agreement on healthcare premiums and salary. by law, student could be off two more weeks if the two sides can't strike some kind of a deal police say they've recovered a car believed to be involved in a deadly drive-by shooting yesterday in chester delaware county. gunfire killed one teenager and left two others injured. the victims, ages 15 be 16 and 18 were gunned down in the 1300 block of west 7th street. this was just after 3:00 yesterday afternoon. all three were rushed to area hospitals. police tell us a 15-year-old died a short time later. neighbors there are fed up with the violence. >> i'm outraged by, you know, it hits home. we, as a people need to come together and address the

issues that are facing up, and not look for people to solve our problems. >> police say the other two teens who were hospital the were hospitalized with nonlife-threatening injuries still no word on a motive. septa police saved the life of a pregnant woman with the anti-overdose drug narcan twice in in less than an hour in kensington when the woman regained consciousness, she refused medical treatment. the same officer found the woman unconscious about 40 minutes later about a block away, and administered the narcan for a second time. >> it's actually devastating, heartbreaking. if i was a father i would do anything for my own children, it's a terrible issue. >> paramedics took the woman to the hospital no, word on the condition. coming up. some are calling it a punishment fee find out how airlines are hitting passengers with charges right before they board the

>> back on "eyewitness news," with a live look from the cbs-3 mobile weather watcher as it cruises in sea isle. the jersey shore's preparing to feel the effect of hurricane jose, some people are concerned, the expected flooding during tonight's high tide could cause beach errosion. >> and overnight hurricane maria weakens for a bit. but eventually, regains strength. here is nasa image from space, massive storm, puerto rico could be in line for landfall. and the governor has already declared a state of emergency. >> meantime, couple from saint bart's is breathing sigh of relief after escaping the storm partners david and oliver survived hurricane irma , but their home, unfortunately it, not, they are were rescued from rising water and spent two weeks sleeping on air mattresses at friends' homes. friends from the us raised

money to get them out of harms way. >> so we are going to have a real life now, whether it is our own country, or another country, people are people. we should all come together whenever there is need to come together. >> family friends also planning a benefit for the victims of all of this year's hurricanes. >> i'm telling you, i don't think anybody can put it into perspective when everything is taken away from you. >> yes, yes. >> and you have to start from scratch. >> so much devestation, and more storms ripping through the caribbean at this point. >> yes. >> and as you mentioned, too, natasha, that storm, maria, has in fact had a strength tone re category five, potential for more catastrophy , this could end up being catostrophic storm for islands that had to undergo issues with irma last time around. looking at the tropical

satellite, couple every things , maria one of them, but more locally, a lot of just much more interest than what's going on with jose, let's take a look, example how things look at the shore specific to the delaware beaches out at the boardwalk plaza >> category one storm expected to stay out to sea, but still spinning in some of the moisture. >> different model runs of all of the different guidance we look at it, most of it believes this is going to make just not only hang out for couple of days so no direct landfall expected out of it, but it will be churning nearby , meantime, biggest impact definitely happened today i have a feeling the surround every will continue to churn over the next couple every days from the next storm system even though it won't make direct hit. beach errosion, one of the biggest concerns high rip countries being, certainly gusty winds, potential 2

inches every rain, gust us could peak as high as 40 miles per hour, but take a look from this point forwards. once you get past today, this is really looking up for us, lots of sunshine, wednesday, right through the rest of the forecast. and meantime, today, even still, talking breeze, some showers in the city, mainly at the coast where the impact from jose will be felt. meisha? >> okay, katie, thank you so much for that. and very good morning to all of you. so how is our commute going so far? well, so far so good. we do have disable vehicle here, westbound vine, before broad. pulled all the way off to the shoulder. you can see, how busy this is getting eastbound side looking really busy, westbound side, isn't much better. but i will say, not too many brake light going off as you travel on past this disable, although it will change if that doesn't get cleared out of the way after about 6:30, what i would predict on that, construction route 23, over route 422, so traffic has shifted, to the new part of route 23, over 422, that's kind of byproduct of some construction bee were talking about.

i don't know couple of weeks ago it, lifted yesterday, been out there for quite some time. just heads up on that, 95 south before girard, quick peak at this, tail light moving in the southbound direction toward center city, you can see how busy it is, definitely brake lights going off, traveling little less than posted speeds there. accident in trooper, ridge pike, the second accident that we have this morning, as well, lansdale, broad street, sumneytown pike, heads up, starting to get more activity out there. jim, back over to you. >> thank you shall meisha. in the health watch, new study offers new hope for a reliable altzheimer's diagnosis. researchers say an experimental blood test allows them to identify altzheimer's patient with up to 86% sensitivity. co-author of the study also says the test could also monitor the disease's progression, the test still has years of evaluation, though, to go before it can be used by doctors. also, in the health watch, dieting continuously may not be the most effective way to shed pounds. that is according to researchers at the university

points, but the further inland you go, the quieter it will be , both with rain, expectations, as well as win. now, here is the storm still category one hurricane, you can see the rain bands very, much approaching our shore line at this point, 2 inches every rainout of this before it is done, further inland here, for example, in the city , just a couple of showers now, max sustained winds speeds, while we are talking i think about gusts as high as 40 at the shore, notice though the bulk of the really strong winds is likely to stay off shore storm making glancing blow, glancing pass at our area. >> storm itself will still stay churning, in the northern atlantic here, in the next couple of days, so that could still keep the sea satisfy hi, churned up, but today really is the day of impact from the storm, then pretty much done with it, high pressure takes over after today. seventy-one the current temperature at philadelphia international airport. and you're seeing similar values along i59, and point south and east of that, cents

bring bracing for hurricane impact, flooding along the coast expected tonight during high tide. alicia live in brigantine where we're seeing waves crashing against the shore already, alicia? >> all morning, we've been watching the waves out here, they really have been longer and stronger over the last two hours, take a look out here, with the sun coming up you can see the intensity of the atlantic ocean. how strong, how rough these waves are. that's expected to continue as jose inches closer to us. we don't expect this category one hurricane to make landfall trending close enough for the jersey shore to start feeling the force of the storm. the brunt of that force expected this morning through mid to late afternoon, so shore points from atlantic city to cape may, are looking at potential wind gusts upwards of 40 miles per hour. we are feeling some of the gusts now, we will see some rough surf for the next couple of hours or so. enough to cause some post coastal flooding and coastal errosion, errosion that could wash away millions of dollars

that have gone to recent replentishment of the coast, trying to negate that most of the shore cities have equipment in place ready for whatever jose bridges, most shore resident are hoping the residents won't bring much. >> we were here for sandy, so pay attention to every hurricane that comes up the coast, it gets us nervous, but looks like jose will hopefully blow out to the atlantic and leave us alone. >> and the concern for all of these effect of jose that's really just effect from today, but throughout the week, looking at possible rip current, from jose, still milling out in the atlantic and the other storms brewing behind it. so on top of coastal flooding, people have to be minds full, the rest of the week, looking at those dangerous rip currents. for now, reporting live in brigantine, cbs-3, "eyewitness news." alicia, thank you so much. also, new jersey's not alone in this long island, also, preparing for jose. the storm is expected to bring dramatic high tide, some beaches have already experienced flooding. officials are most concerned

about beach errosion with high waves, set to crash against the coast. >> in other news this morning, president trump will make his debut addressed to the un general assembly later today, in his speech, the president is expected to take direct aim at north korea. that is in addition to remarks he'll macon iran, venezuela, spread of terrorism and the impact of climate change. yesterday in a series of meetings the president reportedly discussed reforms to the un itself, and the paris climate agreement. >> meantime, donald trump, jr. , is looking to scale back his secret service detail in exchange for more privacy. that is according to several sources familiar with the situation. trump, jr., is authorized but not legally required to have high level security, sources say the secret service has pushed back on his request. >> well, the fbi has been wiretapping former trump campaign chairman, paul manafort, long before his connection to the presidential campaign. the wiretapping was authorized back in 2,014, long before mr.

trump announced his candidacy, and continued until earlier this year. the case centered on firms working in the ukraine. but details on possible russian interference in the u.s. election has been forwarded to special council, robert muller, manafort, and the white house, has declined to comment. >> abington police meantime have charged a man after his car struck and seriously injured a teenage girl last month. investigators say, 14 year old kelly williams was about halfway across the cross-walk when the car hit her. it happened on august 23rd, outside of abington senior high school. police say james clark the fourth was reportedly traveling 46 miles an hour, in a 25-mile an hour zone, when he hit william. eyewitnesses say the girl was video chatting while walking across the street. >> and the fbi is now asking for the public's help finding this woman, they say she robbed a bank in south philly. this photo was taken inside the citizens bank on the 2500 block of south 24th street

this for you throughout the day. environmental protection agency says they'll be testing water and the grounds around houston's superfunds site. report of leaks at three site of the hurricane harvey. flood waters surrounding the superfunds site of the 41 superfunds sites in texas, 13 of the sites were flooded out, in some cases, feeling dangerously toxic material. the government and resident are facing a huge clean up job . >> we have to do what we have to do. >> now the epa plans to test the water and soil, near the superfund area, but they haven't been able to reach that site quite yet. >> all right, well, let's get right over to katie fehlinger. busy again just tracking weather in our area, and how the effect of jose will be felt down the shore. >> yep, and it is, like you said, primarily shore issue here, the further inland you go, the impact just dramatically weakens, and will

certainly have a breeze, maybe gusts a high as 25 in the city , couple of showers, really it. now the eyewitness weather watch verse been up and adam this morning, thank you for your reports, generally off to pretty mild start. zero in on the outskirt of some of the areas. 07 degrees the value sent in from andy. he's just got some clouds overhead, but some pretty high humidity to go along with it at 98%, little bit further off to the west here. let's take you out here, 67 comes in from dawn this morning. who is also in downingtown, finding a loft clouds, and then ed connor reported that he was seeing at least little bit of fine drizzle out there, at minimum. so some of that rain, some of that moisture, starting to nudge a little further inland, the closer you are to the shore, more rain you're likely to see before the day is all said and done. now, i want to very quickly take a look at maria. because since we were on the air over the last hour or so there is storm system has, in fact, regained strength, put a waffle between cat four, cat five, now category five, eventually expected to weaken, but even still, as bypassing
