ing what led to this late incident of gun violence in philadelphia's germantown neighborhood. good afternoon, i'm jessica dean. i'm ukee washington. "eyewitness news" reporter henry rossoff spoke to the victim's family at police headquarters with what we have learned thus far, henry. >> reporter: ukee and jessica the family is grieving tonight as detectives continue to search for suspects and a motive for this crime. meanwhile it continues to be a very deadly year here in the city, deadlyes in sometime and particularly bad time for the germantown section. >> he was a good kid. >> he was a very good kid. >> he was four years old. all he did was play up and down the street and play his ball. he was playing with his ball since he was four. >> reporter: the family described him as a 16 year-old who was big for his age with an even bigger heart. his aunt says he steered clear of drugs and instead focusing on basketball which he was playing a half block from his home in the 100 block of

pastorus when shots rang out at 8:30 last night. >> kid cannot play on the basketball courts they can't play in the playground because everybody come and they are shooting. >> reporter: he cast shot in the back and killed, his 13 year-old cousin was grazed in the arm which she bravely showed us but she was still so shaken she didn't say a word while doing it. two others, an 18 and 19 year-old were also hit. they are both expected to survive. the 19 year-old remains hospitalized. jai's grandmother was home at the time and heard the shots. she spoke with us off camera. >> they killed my grand some. i want somebody, who did it, i want them to pay for it. >> reporter: there have been 224 homicide in philadelphia so far this year, most in five years. germantown has been hit particularly hard with several cases where multiple people were shot on the same day. that includes, the early morning hours of july 5th, where three people were gunned down and in that case one man died. >> it happens, to anybody. we are another family here among millions of families whose kid have been killed,

and tragedy like this. something has got to stop. >> reporter: anytime we have asked philadelphia police detectives, about the increased homicide rate we have been told actually it is same number of shootings as this year then last year but more people are dying from their injuries. live from downtown, in center city, henry rossoff for cbs-3 "eyewitness news". >> henry, thank you. chopper three is live over a scene of the trash between a car and septa trolley in the 400 block of west girard in northern liberties. we're told the driver of the car was injured, it is unclear what led to the accident, there are some delays, on the route 15 trolley line, right now. well, authorities are investigating an explosion and fire at a camden county bakery , chopper three over the bakery on black horse pike in haddon heights this afternoon. there was some sort of an explosion, followed by a fire, people were inside at the time but no one was injured. president trump is rolling

on it his much anticipated tax reform plan and it comes as new quinnipiac university poll shows a majority of the voters approve his handling of the economy but that has bad news for the economy. 56 percent believe he is not fit to serve as president, just 42 percent have faith in president trump's fitness for office. and the meantime natasha brown tells us president trump is trying to revamp the tax code for the first time in 30 years >> reporter: president trump promised a better deal for middle class as he unveiled a sweeping tax reform plan in indianapolis. >> we will cut taxes, for the every day, hard working american. >> reporter: proposal hashed out by white house economic officials and top congressional republicans, nearly doubles the standard deductions for most americans, making it $24,000, for families, and 12,000 for individuals. >> in other word, more income, for more people, will be taxed at a rate of zero. >> reporter: plan shrinks the

existing seven tax back nets to three, the highest ratings down from nearly 40 percent to 35. while the lowest ratings up from 10 percent to 12 percent. corporations get a huge tax cut their income tax rate falls from 35 percent to 20, legislation still need to be written and the devil will be in the detail as g.o.p. leaders try to put together a bill that can pass a bitterly divided congress. house republicans, boarded buses wednesday morning for a closed door retreat to talk tax reform with vice-president mike pence. >> we can work together, to see this moment and do what the american people sent us here to do. >> reporter: democrats say g.o.p. plan gives a big tax break to the wealthy and does in the do enough for the middle class. >> they are playing a shell game with respect to middle class families in america. what they did with one hand they take over away with the another. >> reporter: democrats say they will join a reform effort that doesn't raise the deficit and focuses on helping middle and lower income families.

well, democrats predict typical middle class family will pay more in taxes under the republican framework while tax cuts for wealthy will balloon the deficit. republicans insist new tax cuts would be off set by eliminating tax loop holes and more robust economic growth. that is very latest for now, live, natasha brown, cbs-3 "eyewitness news". >> natasha, thank you. if you have been enjoying the stretch of the summer conditions, time is running out. it looks like thinks our last hot day for now. meteorologist kate bilo/the sky deck with more on our return to fall, kate. >> yesterday i was saying it is not so bad outside, today i will revise that opinion because the humidity has ramped up about 5 degrees on the dew point from where we were yesterday and that is making it feel so, sticky outside. lets take a look at these temperatures. looking at these temperatures it doesn't look all that bad, but 10 degrees above average at 85 in the city. eighty-nine in allentown. eighty-eight in reading. eighty-seven in millville. as we say in the summertime

that is only half of the story dew points are well in the 70 's. look at these real feel numbers, 91 in allentown right now, 90 here in philadelphia, it feels like 92 degrees in reading. it is feeling like you walk outside and your clothes just feel damp, so much moisture in the atmosphere. maria's off the coast but here comes save your, do you see that line of showers, portions of west pennsylvania, that is our cold front, that will sweep through later tonight and it will bring in a lot of changes starting tomorrow. coming up we will time out when cooler air gets in when that wind switch happens and which day temperatures may stay locked in the 60's all day long. now back inside to you. new research says person's likelihood of having autism is largely based on their inherited genes. >> health reporter stephanie stahl has new information in tonight's einstein health care science center. >> reporter: report big finding here, scientists have for the first time successfully quantified likelihood that a family who has one child with autism

would have another one, with the same disorder. and much of that risk is based on the siblings gender. >> reporter: scientists still are not sure exactly what causes autism spectrum disorders but many feel it is probably some combination of the family history and environmental factors like being exposed to toxins. the new research says that genetics are a much bigger factor then previously thought >> they showed by the thought experiment, calculations experiment that a lot of autism, .83, 83 certificate sent is some kind of genetic cost. >> reporter: in the largest study of its kind they analyzed records of 3.1 million children and found strange pattern of recurrence based on gender, having an older female child with autism increased risk for younger siblings, also having it, especially for boys.

>> taking a family health history would be important because it is someone with autism spectrum disorder and the study is correct, then the likelihood is higher. it is not, a lot higher so people should not panic, but it just gives an indication. >> reporter: researchers say they have not identified, specific genes that cause autism and at this point, they just can't explain how or why, gender would be involved. now autism effects about one in 68 children in the united states, four times more boys then girls, and doctors say that early diagnosis and intervention is so important, to help off set symptoms that often include things like difficulty with social and communication skills. parents start to see these signs at age two. >> when you see them, you need to get interaction. author of the popular book that was recently turned into a movie spoke with students today at rutgers camden campus

news" at 11:00. meteorologist kate bilo joins us now. when i was walking in today, it is hot outside. >> straight up hot. >> i like it, straight up hot. >> no way around it. it is july heat wave kind of heat, we're talking about feels like temperatures in the 90's, and mostly that humidity , like going through a steam bath. >> from sandals to sweaters. >> get those sweaters ready, put the sandals away get those boots ready we have cooler air on the way. squeeze play happening with maria off shore and also the front moving in from the west and maria is causing a couple showers to pop up. take a look at this video we shot from chopper three. how beautiful is that? it was a tiny little pop up shower on storm scan three in a moment over portions of new jersey, chopper was in the sky and happened to catch and see that blur, caused by the rain coming down and that beautiful , rainbow, just an amazing view, from way up high , birds eye view of that rainbow and that sun shower over new jersey. if you caught that driving home certainly a good owe men of things to come.

it has been beautiful looking day, just hot, and little hazy here's a quick look at the poconos as well where we will take you down the shore first and then to the poconos, every where, we're seeing the cloud down the shore, this is thanks to maria and look at that surf , very, very rough surf out there in ocean city. you can see waves crashing on the shoreline. rough surf and rip currents still a concern and still looking ominous thanks to maria off the coast. poconos look hot and steamy even in the pocono region mid 80's right now feeling like 86 d headville. it has been a pretty hot finish to september. we have had a cool start to september. almost the first two weeks were below average but since the 14th of the month, it has been above average, every day, and double digits above average, pretty much for past week plus, currently the month is 2.1 degrees above the normal. see how these last four days shake out. next few close to where we should be.

airlines flight being loaded with 31,000-pounds of food, water, supplies, generators headed to san juan. children's hospital in san juan says it has finally received a three day supply of fuel, needed to keep patients ventilators running. >> people from all over are heeding the call for help and that includes a group of villanova students from puerto rico. "eyewitness news" reporter joe holden is live with their moving stories, joe. >> reporter: for these villanova university students, the photos that they first saw , from their home land, they were mind blowing. they even wondered if their own family members, had survived. the storm hit home for these students. >> difficult not expect that was going to hit so hard. >> reporter: seated behind a small table at oreo in villanova university campus and raising money for relief efforts, their emotions ranged from relief, sadness to frustration. >> it is horrible to see like so many people, who lost everything. >> reporter: katrina diaz, a senior, is from san juan.

her mother and father weathered hurricane maria, their house is damaged but they are okay. communication is spotty, each student gets a phone call from home on average once a day. katrina remembers first hearing from her mom, after maria charged away from the island. >> she got signal and called me and that was a huge relief. they told me they were safe. i started to feel better. >> reporter: ana, she's also a senior. her family 50 is okay. she shared these photos of the an island turned upside down. roof of the school peeled away like a tin can. >> people are suffering, without water, without power, without gas, and without food. it is just very heart breaking >> the roads, the places, the communities are devastated. there is no electricity. no water. no communication. >> reporter: when people of puerto rico do have are native students pulling them for them here while their hearts long for them to be home.

opened and looting a store, loading up a chevy tahoe with stolen items. suv was some full some of the men piled on top as they drove away. two other men, pulled up in a boat after the suv pulled away police are still trying to identify all of those suspects in the wake of hurricane harvey and irma the pennsylvania spca has teamed up with the animal rescue, core, it is a non-profit that conducts rescues of animals who fall victims to natural disasters. today some of those animals arrived at pspca erie avenue headquarters, and the dogs will be in quarantine for 14 days and after that, with health and wellness checks in order they will be put up for adoption. they will not enter quarantine the cats they will be available for adoption even sooner. dramatic water rescue was caught on camera in oklahoma city. the driver of an suv got stuck in rushing water on a spillway that connects two lakes. she was trapped inside of that vehicle with only a tiny

guardrail, keeping it from washing away. first responders, used a tethered life boat to roll roll out to the woman, she pulled her through the vehicle 's women and safely into the boat month. man was death, cold when she reached land with you did not appear to have suffered any serious, injuries. video going viral a woman was physically pulled off a southwest airlines flight after claiming that she was severely allergic to two dogs on the plane. >> what are you doing? it happened on the flight from baltimore to los angeles last night. woman had asked for two dogs and emotional support animal and pet to be removed because of her allergies but when transit officers asked her to provide a medical certificate she could in the so they asked her to get off the plane. >> i think she just who control of the situation and and she was way in over her head. >> in a statement southwest says our policy states that a
