. busy evening good evening i'm ukee washington >> i'm jessica dean. eyewitness reporter groegdz greg argos is live in center city. >> reporter: there was panic with passengers here on regional rail line, they were on a train they thought was in a real emergency, they decided to self evacuate that vehicle right there. that train car, and that decision caused big headaches for thousands of commuters.

passengers at the 30th street station seeing red during the evening commute >> i'm a little frustrated but i can't do anything about it. >> reporter: anger and frustration over massive delays, some well past the hour mark. because of a total system shut-off >> at 5:35 we received reports that passengers were starting to evacuate from the train. >> reporter: let's back up 15 minutes when septa's assistant general manager said the train lost power for some unknown reason, a breaker tripped not once but twice ylikely trishinged the passengers to believe something was wrong. >> they thought there may have been a fire and with possibly no communication from the crew to those inside. >> do you know if anything was said at all >> i don't know. >> reporter: those passengers opened emergency windows and

dropped four to six feet on to active rail lines. >> for that reason we had to stop service through center city. >> reporter: which leads us back to the red, delays and thousands of passengers stuck for waiting for the ride home >> they don't react well probably never been in that situation before >> why would people do something like that >> i guess we'll have to deal with it. >> reporter: official tell me they're very few instances if anywhere officials will tell passengers to leave a train, we're told septa is opening an investigation into exactly what, if anything, was told to those passengers who self evacuated. that's latest live here in center city, greg argos cbs3 "eyewitness news." thank you. a woman was killed when her car collided way spa route 15 troll in northern liberties this afternoon on the 400 block of west girard after 4:00. two young children were

passengers in the car they were also hurt. their injuries are not believed to be serious. the cause of the crash has yet to be determined. the situation in puerto rico remains dire as aid workers struggle to reach those needing help. 300 shipping containers full of supplies enough to help half a million puerto rican, are sitting in port, they cannot find drivers, most roads are block order damaged, gasoline shortages continues, food is scarce, water and power. helicopters and aircraft are ferry supplies to the island from ships offshore. meantime some emotional reunions took place at philadelphia international airport where a plane from san juan touched down earlier, alexandria hoff talked with some who experienced the extreme difficult conditions. the alex? >> reporter: many of the people we saw get off of that plane were either bound or suffering

from an illness that requires medication which they could not get in puerto rico. some of them also adding that they hadn't had any direct contact with family until here today. seven days of heartache how long it has been since hurricane maria ravaged puerto rico and how long ray had been waiting to hear from his father but then this morning, he got a call from puerto rico. >> my cousin was the only one that called us and said uncle is in the airplane leaving now. >> reporter: around 5:30 the flight remained in philadelphia and quickly relief was found. tears of pain turned to joy for many more. >> it was hard. we have her, so we'll keep her for awhile. >> reporter: ada was forced to survive without power or access to medication and only made it. >> through the grace of god.

>> reporter: also on the flight, sister rose morales was asked by strangers to give blessings before departing the island >> i went outside and blessed them all, you know, and i said a prayer for them. bless them. >> reporter: passengers spoke of the crisis they left behind. >> water is getting scarce. it's getting worse by the day. >> it's like a living nightmare in puerto rico. >> reporter: in that nightmare, earnesto said he found solace in thoughts of his newborn granddaughter and there she was to greet him for the first time at baggage claim. i'm told that the airport in san juan is still dealing with major functional tea issues without lights and air conditioning. alexandria hoff cbs3 eyewitness. thanks. an "eyewitness news" reporter alicia nieves is headed for a first hand look at those affected and to track down her

family. she'll have live reports in puerto rico in the coming days on "eyewitness news" today in indiana president trump released his long awaited term tax reform plan, the plan calls for slashing the corporate tax rate from 35% went to %. it also simplifies the tax code by reducing the seven current income tax brackets to three. 12%, 25 percent and 35%. the president vowels to provide historic tax relief for hard working americans. >> we're doing everything we can to reduce the tax burden on you and your family. by eliminating tax breaks. and loop holes, we will ensure that the benefits are focused on the middle class, the working men and women. not the highest income earners. >> democrats say the tax reform plan gives a big break wealth.

lawmakers in new jersey try to lure a second headquarters for amazon, governor chris christie called on the candidates vialing to replace him in november to to be unified in pursuing amazon. he asked lawmakers to pass a tax break to lure the giant, joint statements saying they will work together. it's a video going viral. a woman facing charges after she was physically pulled off a southwest airlines flight after claiming she was severely allergic to two dogs on the plane. >> what are you doing? >> it happened last night on the flight from baltimore to los angeles. the woman asked for two dogs, an emotional support animal and a pet to be removed because of her allergies. when transit officers asked her to provide a medical certificate, she could not. they asked her to get off. southwest said they were following regulations but did apologize to the woman.

476 the blue route makes the list of the 25 worst traffic hot spots in the nation, the congest asked from east rose valley road to pearl harbor memorial bridge. the philadelphia area is 12th in their survey with more than 6,000 hot spots. it's estimated congestion will cost drivers nearly 15 billion dollars by 2026 due to waste of time and fuel. new york has the most traffic hot spots. new research suggests the person likelihood of having autism is largely based on their inherited genes, harvard researchers analyze records and found a strange pattern of recurrence based on gender having an older female child with autism increased the risk for younger siblings. they have not identified specific genes that caused autism and they cannot explain how or why gender would be

laps video before we go back to the radar picture from margate and you can see it was not a great beach day with maria lurking offshore clouds clung to the coast on shore flow and rough surf as well. we had winds gust to 20 miles an hour, see how high that tide came in. not a lot of beach not the great day to be out on the sand and certainly hasn't been great for swimmers because of the rough surf being churned up by maria, first jose then maria, showers still offshore those are moving away. here comes the front to the north and west looks just like a line of clouds right now, it will come through generally dry, could be a stray sprinkle overnight that is about it. and that's mainly around 4:00 or 5:00 a.m. it's still very warm, 77 in philadelphia, to put that in perspective, we shouldn't even be that warm for daytime highs this time of year and that's the temperature at 11:19. 71 in allentown, 76 in millville, temperatures in the 50's and 60's across the

midwest, all the cool air making way toward the eastern say board by the end of the week, take a look at this stretch of hot weather. we started september on cool note since the 14th it's been above average every single day and past week double digits above average and that's how you put together an average half cold, half warm but we divided the month in half cleanly. the front comes through about here, 3:00 a.m. there are a few showers coming through and the showers move out. the wind picks up when you step out the door tomorrow morning, it will be breezy and the humidity will be dropping, it's a blustery day with winds out of the about 15 miles an hour, but it will be a nice cool breeze and cut the humidity really cut it down, we were in the oppressive all day, due points will be in the 60's and 40's, overnight few patchy clouds, maybe a stray shower but the breeze will pick up. tomorrow is a breezy day, mild but much less humid, 77 the
