>> live from cbs broadcast center in philadelphia this is cbs3 "eyewitness news". right to you at noon president trump takes a major step to help the victims of hurricane maria and puerto rico. >> the more than a week sips hurricane maria left its mark on the i lapped. good after i'm rahel solomon. >> i'm jim donovan. splice are running out. relief is on the way but for now flies that reached the island are stuck at the port. cbs news correspondent david, explains what's causing this from san juan. >> reporter: more than 3,000 shipping containers are sitting at the port of san juan.

>> in these containers we have wed med sip, water. >> reporter: jose is vice-president of crawly shipping services puerto rico he says the stalled supplies could help more than half million puerto ricans. >> it's sad and it's frustrating as well unless trucking companies start showing up, unfortunately there is nothing that we can do. >> reporter: the governor told us there's a shortage of truck drivers to deliver the searches. >> the bus drivers that would traditiotraditionally take thess they're not peering. >> you can't find them or reach them. >> you can find them or reach them. >> reporter: most roads are still block by did he brew and fuel is in very short supply. lines still stretch for half mile or more as people wait in the stifling heat for basic necessities. >> this is our third day getting gas. it's just that with the tanks they hold so very little. >> reporter: under pressure from congress, the trump administration is now temporarily waiting restrictions on foreign ships to allow deliveries from u.s. ports in to

puerto rico. but at emotional news conference lawmakers called for more. >> i puerto rican sisters are american citizens. they have fought in every connick. they have shed blood. they have died for our freedoms. it is morally incompetent upon us -- incumbent upon to us help us. >> we're american citizens. we're not better than anyone or worse than anyone. cbs news, san juan, puerto rico. >> 14 members of the pennsylvania national guard are heading to puerto rico. the crew left with heavy lift helicopters yesterday to assist with support relief and recovery missions. they'll also work to help strengthen a badly damaged dam that threatens to further flood neighborhoods nearby. the national guard has been busy troops and equipment also assisted with the aftermath of hur harvehurricane harvey in ted hurricane irma in florida.

the stories we're hearing now from the island are more about survival than recovery. >> "eyewitness news" reporter alicia nieves and photographer joe connors on their way now working to bring those stories to you from the ground. our team left from philadelphia international airport this morning. boarding one of the few flights that are still coming and going to puerto rico. for alicia the trip is personal. >> it took us five days to finally get contact in contact with my gray its great-grandmother who's knife-year-old and i shared that in one of my earlier stories late last week. that was such a sigh of relief because she's knife years old and last time we heard from her she was going through ma row ya. there was water going into her house went got disconnected. but for the rest of my family, aside from another cousin, we haven't heard from them. i have a grandfather the southern part of the island. and that's an area where there hasn't been any kind of communication and people haven't even been able to get video from the that area.

i a vernal felt a personal connection in speaking to other people i can feel their pain. and in the pleas i've gotten for us to go down and get coverage and more information because for people who haven't heard from their loved ones here, just getting information from puerto rico is helping them deal with and cope with, you know, understanding what's happening until they can get a call. now we will be following alicia as she meets those impacted by the hurricane as she track her own family down. keep it here for her reports beginning tonight the "eyewitness news" at 5:00 and check out cbsphilly.com for the latest. back o on the job steve scalise returns to capitol hill for the first time since he was shot three months ago. trolls used social media to influence the presidential election. congressional investigators say russian internet trolls were able to purchase facebook ads with the goal of dividing americans using pictures and incendiary language. at least one of 3,000 ads specifically targeted baltimore, ferguson missouri and black lives moment. facebook, twitter and google have been invited to testify in public about russian influence on social media at a senate hearing on november 1st. back here at home police are looking for three suspect who's terrorized a southwest philadelphia neighborhood last night. sending two men to the hospital. "eyewitness news" reporter trang do explains what they were aft after. >> reporter: a 30-year-old man walking to see his girlfriend was gunned down in an assault and attempted robbery near 54th and warrington around 11:45 wednesday night. >> he tries to run. he runs southbound as he's running across the intersection they fire a shot. and he gets struck in the back and falls to the ground as he's laying on the ground they run up to him and go through this

pockets. >> reporter: police say the suspected ended up leaving with nothing. victim described ace attackers as three black men wearing dark clothing 5-foot eight, eye 18 to 25. they rush him to penn pressure in critical condition. when they got the call about a shooting victim several blocks away. police believe the same three men are responsible for both crimes. >> they find a male in his 30ings. he's pistol whipped bleeding profusely. they take him in their car and run him over to presbyterian hospital. three males come up to him and announce a robbery. they take $50 us currency pointed a silver handgun and they flee on foot. >> reporter: both crimes happened in front of neighborhood schools. a troubling fact for this father of two who lives near the shooting scene. >> it happens around here all the time. people just doing things out of the blue.

you know just because they want to earn some stripes. you know what i'm saying. it's bad. >> reporter: in kingsessing i'm trang do, cbs3 "eyewitness news". the man convicted of killing 12 people and in the aurora theater in 2012 is serving his live sentence in pennsylvania prison. he's being held high security federal penitentiary in allenwood pennsylvania. officials say holmes was moved from colorado prison last year he was attacked by another inmate. septa's regional rail service is back on track after power outage caused panic among passengers yesterday. septa says a few dozen passengers on the paoli thorndale line jumped off the trains when some of the cars lost power. to get the passengers safely off the tracks septa was forced to shut down rail service at the height of the evening rush. >> people are in a weird situation. they don't react well. they probably never been in that situation before. >> that is scary. why would people do something like that?

>> septa believes some of the passengers may have thought there was a fire on board and possibly no communication from the crew, passengers just panic. philadelphia fire department has been awarded a $2.6 million federal grant. the grant will help provide members with fire ground survival and may day training which was demonstrated this morning. this type of training now specifically recommended by the national institute for occupational safety after the death of lieutenant joyce craig in 2014. >> coming up on "eyewitness news" at noon two contestants from our area were featured on the rice is right today. the story coming up. >> plus the man credited with igniting a sexual revolution has died. we'll take a look back on the life and career of hugh hefner. katie? rahel, it is starting to cool down and we're also really starting to see that humidity drop off in very substantial way and that is actually leading to a side effect issue for our area which we'll discuss in your full forecast and tell you exactly how cool it's about get when we come back. ♪

definitely had our fair share of very very warm and well above average days as well. it kind of splits across the span of the month this previous month. we go out to our calendar you'll notice here when we, you know, put the graphic into motion, is that the bulk of the last two weeks have definitely been not just above average but substantially so. look at this. it's been at least nine or ten plus degrees above average really for the last week and before that, it was already above average as well. five, seven, eight, 9 degrees or so. now, first two weeks, yeah we were a little bit cooler but we really made it up for it so currently 2.5 above degrees above average. still three days to average out. behave on the way the pattern is going it's probably going to end up roughly 1 degree or so above average for the month as whole. we really split the difference. there's a lot of other things to talk about here. we're still tracking maria you can see that it really has been making a departure out to sea.

still keeping the surf choppy, however, so again, best advice just to stay on dry land even though it really is all in all pretty decent beach day we look off to the south, however, potential at least for more tropical trouble. over the next five days this batch of showers and thunderstorms which is lifting into the sunshine state that could show some signs of development it's got four in ten shot to do that in the span of next five days. next name on the list if that were to happen would be nate but again still some time for this to evolve we'll see how we do. but it look like pretty soaking is still in the cards for florida. meanwhile, look at the dew point. if you were with us earlier this morning, i showed this graphic then. and our dew point was still into the upper 60s. so talk about a drop off. just in the last couple of hours, current dew point is 50. it is just doesn't get better than this. granted it's still quite breezy outside dare i say blustery we've got wind gusts that are still you know into the 20s. a couple of spots have picked up

30 miles an hour wind gust and because of that very low relative humidity, that has enhanced our fire risk. basically all that means is this. be smart about your cigarette butts but them in the right receptacles f you're going to grill man that grill don't walk away from it. be really careful that burning brush. i wouldn't do it at all today. since that fire risk again is quite high. now, here's a look at the current wind gusts and yeah they're up there. you'll notice it. blow your hair out of wack, jim if you walk out the door into this. >> nothing will move this hair. >> be careful. he's got like teflon coating on that hair keeps it as perfect as it always looks. [ laughter ] >> regardless you really going to notice that wind out there and basically coming out of the north northwest looking at the temperatures, though, these values also haven't really changed all that much. again, the wind is certainly noticeable. it's not making it feel cooler necessarily. rather we're just kind of level throughout the rest of the afternoon. 75 the current value at the airport. our early morning low which tock place right before the sun came
