back in august city was overwhelmed by 20810 inches of torrential rain when pumps and turbine stations stopped working. now, the city has seven of the 19 damaged pumps back on line and 26 backup generators. fears over storm surge have forced residents to evacuate low lying area have louisiana. >> this is a storm not to be taken lightly, this is not an exercise, and if we can get exactly what is forecast it is going to be serious. >> governor activated 1300 national guard troops, across the state including 15 assigned to new orleans, to monitor the pumps. meteorologist kate bilo is tracking nate as well as the storm moves this way. >> kate, sit possible for the philadelphia area to feel an impact from this storm. >> it is, indeed and it looks like we will feel an impact certainly not impact they will feel along the gulf but as i will show you we will get some rain from nate as it has moved up along the eastern seaboard next week.

nate is heading for cancun. we have the latest for the nate's track from the national hurricane center. we have good news. i will tell you what that is in just a moment. see storm blowing up cloud cover over yucatan peninsula heading in the gulf of mexico where water is warm and it is expect to maintain its strength. good news it is in longer expect to form in the hurricane, before making land fall along the gulf coast. here's the latest position of nate. wins 60 miles an hour moving north/northwest at 21 miles an hour. it is moving quickly. here's latest track, tropical storm making land fall as we get into tomorrow night or early sunday morning long coast of louisiana. hurricane warning has been issued as well as a storm surge warning that does include new orleans, biloxi, gulf port, places like that, hurricane watch for southern louisiana on the western side of the storm, and then northeast quadrant of that storm right front is where war of the impacts will be and watch what happens, as this storm continues to move inland , as it moves over

portions of the south east and then north toward our area, we will eventually begin to tap into that moisture as well but as you can see centered over new orleans as we head into saturday. i will show you where that storm is going next and how much rain we can expect here in philadelphia for now, back over to you. the death toll from hurricane maria continues to rise in, puerto rico, two more people have passed away there bringing the total to 36 deaths on the island. now officials say one body was discovered under the ruins of a house and another person was killed by a fallen tree while clearing a road. puerto rico's infrastructure is still badly damage. only 10.7 percent of the island has power. the fcc says cell service is at 15.4 percent. a new jersey man is facing charges tonight for allegedly throwing a puppy out of a third floor window. >> reporter: ukee, many people say it is amazing this puppy survived that fall, with two weeks ago and now thanks to cares veterinary hospital she's getting much needed tender loving care and her alleged abuser is now facing charges. if you just met little chloe for first time other than scar on her back leg you would never know this sweet puppy survived an unimaginable act of abuse. >> somebody threw her out of the third story window and she broke her femur. >> reporter: chloe was rescued from the basement of this boarded up house in the 400 block of monmouth street in trenton. her owner a 19 year-old trenton man was in the fit of rage and threw her from his third story window. puppy fell through collapsed roof next door and fell through two collapsed floors down to the basement. trenton fire fighter broke through and rescued chloe whose name was duchess at the time and they rushed her to the animal hospital. >> it is just not right, thank god the puppy is alive. all i can say i, you have to turn your rage somewhere else. a dog didn't do nothing to you

tonight his mother is demanding answers. "eyewitness news" report's leash a nieves has been working on this story all day and joins us live in northeast fail with how this happened, alycia? >> reporter: well, a mother that six year-old boy essentially told us she could be planning his funeral today. she's so grateful she's not. her hard sank to her stomach for two hours while her six year-old son with special need was missing, his bus driver and bus company had no idea where he was at. this all happened yesterday around 3:30 in the afternoon. the six year-old boy marcus simmons was escorted by a teacher from jh brown elementary school to a yellow bird school bus. he has a syndrome a physical disability and he is severely developmentally delayed. his mother says he is six years old but has a mental capacity of the three-year old he was put on a school bus after school. he went, when the bus arrived to his stop, on roosevelt boulevard marcus family was there but marcus was not. when they called the school

there could be stray sprinkle this evening, but most of the area just seeing some cloud cover here. eighty in the city, 82 dover and wildwood. i do want to mention something i said earlier, this storm is expected to be strengthening as it makes landfall. depending on the strength of the storm and the speed of the storm there is a chance to briefly attain category one status as it making landfall or just after landfall. kind of a head or tail, 50-50 chance it will do. that will we do still have hurricane warning in effect. watch what happens then. renmant low starts to mover to up our region. 2:00 monday. and it is going to bring us some appreciable rainfall. the heaviest rain expected to be over southern mississippi and alabama. some spots in that region picking up three, four, as much as five, 6 inches of rain , then the storm continues to lift to the north and east. we will get in on around half inch in the city possibly one to 2 inches in our north and west. suburbs. here's what it looks like, stray shower tonight.

hospitals update status of patient was pictures and video and it was recently put to the test after hurricane irma. wendy edward is grateful for every moment that she gets with her son in the neonatal intensive care unit. >> first month of life was very hard for him, because his chances were really low of surviving. >> reporter: jevani was born july 1st at just 24 weeks weighing a little over a pound >> that is a very hard thing seeing your baby in a incubator and you know that you cannot, you cannot touch him, you cannot comfort him. >> reporter: then hurricane irma hit florida putting this orlando hospital in the lock down. her mom and dad were unable to see him in person for two days but new app called ease kept the parents and other n icu families updated during that difficult time, nurses snapped

photos and videos during the hurricane and sent them to families waiting out the storm >> it just made the day for them and the next morning we took a little video after the hurricane and had him waving and saying hurricane irma, that was no big deal. >> reporter: wendy and zachary says app gives them peace of mind. >> a little bit of light in a sad, dark day being able to see him, that was, that was something really good. >> reporter: now they are looking forward to taking their son home real soon. >> he is considered a miracle. >> reporter: and to protect patients privacy all communications disappear after 60 seconds, the ease technology is currently available in 29 hospitals nationwide and maker is talking with several hospitals here in the philadelphia area i'm told if patients are interested they should get in touch with their doctors but what a great idea, elderly who cannot get to see somebody, all kinds of applications. >> and for parents to see that sweet little baby love it, thanks, stephanie.

kate joins us now with our forecast as we head into the weekend. >> the weekend's here. it is a nice summer weekend but it is fall, but you know that is either near or there. little details. it will feel like a great summer weekend. i will want to hit the beach with temperatures heading to the middle 80's, that is 15 degrees above average. tomorrow looks quiet but then we are tracking chances for rain heading in to next week. lots to get to. we will check with our eyewitness weather watchers. lets start off with a look outside, out to the new camera in plymouth meeting showing us an overcast sky. we have had a few breaks of sunshine here this afternoon but in and out of the cloud. we have been talking about the reason all week long the suburb front that stalled just overhead right at a lot of cloud cover this morning and more sunshine through the afternoon but now looking hazy and bit gray there in plymouth meeting as we looke toward city of philadelphia checking in with our weather watchers they are reporting temperatures above average.

we are seeing 80's on the map here 80 with allen in delran, new jersey, allen says it is warm, humid, tomorrow, too, with a possible showers, and he sent thus photo. this is what the day has looked like all day long, just cloud, a few breaks of blue sky here and there but certainly not most sunny day we have ever had. as we head to the north and to the west we will check in at 77 with marty in chalfont, he has mostly cloudy skies at his location, he says dew point is 67, very high dew points, dew points in the upper 60's puts us in that steamy to oppressive range when we will get in the 70's. seventy-nine at ed's home in chesterfield, new jersey. he started the day with cloud cover you can see here in the morning, well, cloud, not too bad, blue sky but turned out nicer in the afternoon, you can see trees turning, blue skies through the afternoon. as we take a look down the shore we will go tout margate where people are coming off the beach, warm enough to be on the beach today not a ton of sunshine but not a bad day to sit out on the sand.

this is october after all and when we can get temperatures around 80 and park a chair on the sand and enjoy it for a couple hours it looks like these folks did just that and now they are heading off of the sand ready to start a friday evening. storm scan three shows our frontal boundary right about here just stalled overhead, little cloud cover witt, maybe a stray shower but actual center of the storm is here. thinks all lifting to the north and associated cold front from that is not going to come through until monday. that is front that will pick up tropical storm nate and send it north and eastward into our region for your columbus day. as we lookoc few spots seeing more sun then others. we have cloud over portions of montgomery county and heading in the city. very unseasonably warm stretch average high as we head in the weekend is just 70. look at how warm next few days will be anywhere from 10 to 15 e and it doesn't look like we will break any record today, we were more than 10 degrees below that and over next couple days falling short off the record. through weekend it is

relatively quiet, a few showers here sunday but steady rain associated with nate that will come in monday morning right about here and it looks like heaviest will be north and west, our average, rainfall for month of october is 3.18 inches of rain. we have not had much yet but we do need to start climbing toward that number. as far as right now is concerned or tonight it is down to 65, partly cloudy warm and humid, sunday 82. monday rainy day thanks to nate and then by next thursday or friday it cools down and back to more fall like levels. we will be right back with traffic and sports.
