>> ♪ >> live from the cbs broadcast center in philadelphia, this is cbs3 "eyewitness news". >> violent protests broke out today just blocks away from the philadelphia convention center where attorney general jeff sessions spoke about violent crime. what turned the march into a melee. plus, a three-year-old is shot in the head in north

philadelphia. what we're now learning from police about this incident. and more on the child shot in just a moment everyone, but first we are also following breaking news at this hour. the search is on for a gunman who opened fire on a basketball court in chester, delaware county. at least four people suffered wounds to the lower part of their body. the story is unfolding now on the 1200 block of carla's lane. police say the gunman fired from an elevated position just before 6 o'clock this evening. right now no word on the victim's conditions yet or what led to this shooting but of course we are gathering more information from that scene. we'll have more on this breaking story throughout the evening. and now good evening you to everyone, i'm natasha brown. the tragedy is unfolding in philadelphia's tioga neighborhood where that little boy was shot earlier today. let's get right out now to "eyewitness news" reporter alycia nieves live on the scene with the latest on this incident. alycia. >> reporter: well, natasha, authorities are telling us they are still trying to piece together exactly what happened

here but at this point police do believe the three-year-old boy was shot in the head by his six-year-old brother. now, just behind me in the home you can see there is an officer here. that officer is securing this house. we're told waiting for detectives to come here with a warrant to search the home. police on scene have told us this sad situation happened around 3:00 this afternoon inside the home again along north 18th street and near west erie avenue. the three-year-old, his six-year-old brother and another 12-year-old brother we are told by police were alone inside the home. now, authorities do not know at this time where the parents were and how the boys got ahold of a handgun in the home, only that at some point after 3 o'clock the gun went off in an upstairs bedroom. a single shot was fired. again authorities believe by the six-year-old and it hit the three-year-old in the left side of his forehead. it's unclear who called police just that when an officer arrived at the home the youngest boy we're told by police was rushed to temple hospital by an officer.

he is in critical condition. this community we're told by many people they are praying for the three-year-old. everyone here is saddened some are outraged even especially on how the six-year-old had access to handgun. >> they shouldn't have had access, no way. if they -- when they left they should have took it with them. it's unbelievable and it's unacceptable. >> reporter: and again, the three-year-old is in critical condition. as far as his brother we are told by police they are with the detectives. authorities also say they were able to get ahold of the parents. those parents are also speaking with detectives right now. reporting live in the tioga section of the city, alycia nieves, cbs3 "eyewitness news." >> alycia thank you so much. we're following a developing story out of darby delaware county tonight police say a man wanted for a double stabbing in maryland barricaded himself inside a relative's home on summit avenue for about four hours. police say they used negotiators and 13 tear gas to

get him out and succeed around 6 o'clock. the man is suspected of stabbing his wife and three-year-old son in hartford county, maryland and is awaiting extradition now on attempted murder charges. at least two philadelphia police officers suffered injuries meantime during a police protest in center city philadelphia today. hundreds demonstrated as the international association of chiefs of police met inside the convention center. "eyewitness news" reporter henry rosoff was there. >> reporter: cell phone video shows a scuffle between police and protesters near the frank rizzo statue. it happened a few blocks from the convention center which was hosting a meeting of the major cities chiefs association. police confirm at least two officers suffered minor injuries and several arrests were made. hours before the violence there was a march that made its way through the streets of center city. that crowd called for all law enforcement to be abolished. several onlookers even those who have some problems with police thought the message was a little extreme.

>> if something happens we need order and police so to me i say they shouldn't have abolish police but they should work together. >> reporter: meanwhile, inside the conference the headliner attorney general jeff sessions wasted little time discussing an increase in violent crime based on the most recent fbi data. >> it's a troubling trend. >> reporter: sessions promised the federal government would help get things back on track. >> our goal is to make every community safer especially the most vulnerable. >> reporter: the offer of assistance was not well received by local leaders in philadelphia. >> wants to lay crime at the feet of immigrants that's pretty bad. >> reporter: the sessions led justice department has threatened to pull federal funding for local police in sanctuary cities like philly which limit cooperation with immigration officials. >> i think that's very counterproductive in terms of bringing people together. >> reporter: in philadelphia, henry rosoff, cbs3 "eyewitness news." >> well, sessions said today that the justice department will award $100 million in grants in the coming months to

state and local law enforcement agencies for the hiring of more police officers. as for the injured officers we're told those injuries were minor today and both officers are expected to be okay. a teenager is fighting for his life following a shooting in east mount airy. police say a gunman shot the 16-year-old in the neck. it happened on the 7700 block of cedarbrook avenue last night. no word on what led to the shooting. police do tell "eyewitness news" the teenager is in critical condition at einstein medical center. so far no arrests have been made. a motorcycle crash on southbound 95 leaves one person injured in south philadelphia. that crash happened just past the walt whitman bridge exit around midnight. the driver was rushed to hahnemann hospital. there's no word on his condition or what caused this crash. funeral service was held today for one of the four u.s. soldiers killed in the african nation of niger. it comes as the fbi joins this investigation into their deaths.

cbs news correspondent roxana saberi has more. >> reporter: friends, family and fellow soldiers honored sergeant la david johnson as he was laid to rest in his home state of florida on saturday. his pregnant widow myisah said goodbye one final time. questions are growing over how 25-year-old johnson and three other u.s. service members died in an attack in niger on october 4th. also why johnson's body was found almost a mile from the ambush site and how he became separated from his comrades. and it's unclear why his patrol had not expected enemy contact in a part of the country where this un map shows 46 attacks took place over the last 20 months. on friday, defense secretary james mattis spoke to reporters after meeting with senator john mccain who has called for more details about the attack. >> we can do better at communication. we can always improve on communication. and that's exactly what we'll do. >> reporter: president
