last night. today started out wet, windy, warm but now drying out, and cooling down. meteorologist kate bilo is tracking a fall-like weather pattern for us right now, kate >> let's talk about what happened this morning and is what happening right now. you can see the rain that came through this morning is shifting out of here up into portions of new england, still some showers on the co, 12 hour loop, heaviest downpours we saw right around here moving through philadelphia between nine and 11:00 this morning. then heaviest shifted off. once sun came out it turned into a nice day for areas west of the city as we had talk about last night. as we zoom in here on storm scan three still some showers clinging to the coast. down the shore, delaware beaches up through portions of new jersey, cape may county, atlantic county, right along garden state parkway still downpours. you can see how this system is moving south to north, not just getting out like we need it to and that is keeping threat for rain around down the shore, through the rest of this evening.

rainfall recap since midnight mount pocono pick up 1.42 inches have rain, heavier downpours there, dennis township at just under a inch, doyletown .83 inches, newark delaware at .73, in philadelphia we have pick up a third of an inch have rain. peak wind gusts some of these really strongest specially this morning we had reports of power outages, damage as lauren will tell new a moment but in some spots wind gusts topped 60 miles per hour, and lauren casey is out on the sky deck with that part of the coverage, wind was really how long and lauren will tell us what caused these wind gust this is morning, hey there, lauren. >> we didn't have much thunderstorm activity so may be wondering i didn't hear thunder or see lightening no severe thunderstorm warning so where do they come from they were strong, as you mentioned wind gusts to 67 miles an hour creating some damage across parts of the delaware valley, multiple damage reports 60 miles per her wind gustness dover, trees down, gloucester county seeing a lot of wind

damage reports with trees down on a home, trees down on cars and in center city philadelphia we had a report of some trees down, on cars, but what caused this? something we call, a low level jet, a fast moving, ribbon of air, we are like a mini jet stream but closer to the surface and it is about 5,000 feet above the surface. so what happens is we will get showers to build up in to the atmosphere and tap into that low level jet because it is not as high in the atmosphere. we will get down draft to that shower which is all that air, rain coming out, tap in those winds and brings stronger win right down to the surface. it was that low level jet that caused gusty winds, soft thunderstorms earlier this morning, so little bit of science for you guys today, we're learning here where things are happening, low level jet, something we will have to watch in the coming future weather events too, ukee. >> got more science for thaw same storm system caused dramatic flash flooding to the south. this is, north carolina and

that is the rocky broad river, racing out of control. other parts of the carolinas were pounded by wind, at lee nine tornado sighting were reported last night and airport was destroyed, homes damaged and thousands were left without power. >> the debris was hitting the house all over, we heard a big crash and the sound we could not even hear yourself talk, you know, kind of yelling, it was so loud. >> my neighbor's house that were here, and knocked four or five homes in the roof and knocked her home back out the back of her house. >> fire crews had to rescue dozens on have people from their cars after a mall parking lot flooded. captured on camera a 12 year-old boy playing in the rain with an umbrella when it appears he is hit by a lightening bolt. video was recorded in argentina, unbelievably the boy was not badly injured. the mother was videotaping the boy not realizing the danger

that he was in. right new crews are on the scene of the has mass situation in hamilton township mercer county. chopper three over route 129 where a tractor trailer went partially off the road, it is uncleared what was spilled and how much. no one was injury. road is still closed in that area. former philadelphia district attorney seth williams is sentenced to five years in prison after pleading guilty this summer to accepting a bribe. today a judge imposed the maximum penalty in that case, and our joe holden was in the courtroom and joins us live in center city with the very latest, joe. >> reporter: jessica, there was anger in this court room seth williams appeared a hush went over room and mouthed hello to his family inn gave a thumbs up to members in the gallery. the judge described this a day of reckoning for a man he calls profoundly dishonest. five years in federal prison for seth williams disgraced ex-district attorney was sharply criticized, williams in etan jump suit sold himself

to the parasites he surrounded himself with according to judge paul diamond. >> you guys have any comment on the sentencing. >> no comment. >> reporter: williams family had nothing to say after the 45 minute hearing only flashing of obscene gestures. william pleaded guilty in june to a charge of the bribery admitting he took chaos in exchange for official action. he also admitted to defrauding a nursing home caring for his ill mother. williams lawyers hoped judge would release him on electronic monitoring so he could spend time with his mother before he was given a prison assignment. >> i specifically made that request not for him but for his mother and for his daughters, unfortunately, the court denied that request. >> reporter: it was a twist not escaping the judge, he said williams dumped his mother in that nursing home like a sack of potatoes and about wanting to see her the judge said quote, the english language doesn't have the word to address outrageousness of this request. he stole from his mother. >> mr. williams is a criminal. did he not simply make a

mistake. he engaged in these crimes continuously over course of many, many years targeting different victims. basically anybody he was in a position. >> reporter: williams dabbed his eyes and chose to have his attorney read a letter from him where's pol guys todd his family, d.a.'s office ain't city of philadelphia. >> he has a lot of regret. he has made mistakes. he admitted to those mistakes. he is genuinely sorry for those mistakes. >> reporter: well, tonight seth williams remains at the federal prison in center city. he is in segregated population meaning he is in a room by himself for 23 hours and at some point in the few weeks the bureau of prisons for federal government will designate a location where seth williams will serve out those five years. he is expected to be incarcerated, until the summer of 2022. that is story live outside federal court in center city, joe holden for cbs-3 "eyewitness news". first responders make a gruesome discovery overnight

in philadelphia's tioga neighborhood. officers found a woman's body in a trash bag on the 1800 block of west west moreland street, police say 9:11 a.m., and, 39 year-old woman had severe face and head trauma as well as other injuries to her body. >> we received a 911 call as a female on the highway, on the highway, she hasn't been identified just yet. >> medical examiner will determine how the woman died and until then police are saying that this investigation , is, suspicious in nature. a philadelphia cemetery that made international headlines after being targeted by vandals has been made whole , once again. this morning mayor jim kenney toured mount carmel cemetery in wissonoming for firsthand look at the repairs. officials say vandals damaged more than 275 headstones in february. the jewish federation of greater philadelphia raised nearly $300,000 for restoration effort which

you can see brief downpours, just all through the morning and then, once the sun broke out, it turns out to be a gorgeous afternoon, now, nothing but sunshine out there and the temperature is 70 degrees. much, much nicer weather then it was to start the day, in royersford, and all across the region. culprit this morning is storm system that is still back to the west, you can see swirl of precipitation over that system around upper peninsula of michigan, cold front that came through this morning is still, hanging out, out to sea, bit of the secondary front back here produce something showers across portions of the ohio valley, we make get a few light sprinkles cooler air starting to move in by thursday but heaviest of the rain is out of here, and if you are down across south jersey, jersey shore points and delaware beaches notice how these showers are clinging to the companies, barrier island, garden state parkway, still picking up wet wet they are evening even though bulk of it pushed out to sea. that is only part of the area seeing wet weather right now. temperatures are still on the mild side, 73 in philadelphia. seventy-four allentown.

seventy-one in reading. notice cool bubble of air behind that system. it is only in the 40's inial pena and chicago, that cooler air is heading our way. dryer air sweeping in as well, you can see on the water vapor that dry air moving in and dew points are dropping quite considerably. we will see dew points by tomorrow drop into the lower 40's, and that puts us, right, in the awesome range, for this time of the year. so what to expect? we will move forward in time. we have temperatures dropping into the 40's overnight, tomorrow night, and then again thursday night, in the wake up to a chilly start the next couple of days but temperatures wise in the afternoon feeling good, thursday, the coolest day, friday, saturday warm up nicely, and then sunday, features another chance for rain especially in the afternoon, and we have to keep a close eye on the weekend plans, saturday looks like better day. >> bring on the awesome range. >> we like that. >> still ahead on "eyewitness news" a hot home check to check your wrist for two major cancers. plus this. u.s.s. olympia is oldest

philadelphia city council man david oh is working to revamp a city ordinance that is hurting chinese restaurants >> he says it is being

selectively enforced and unfairly targeting one while giving others a pass and it all has to do with closing times. "eyewitness news" reporter alycia nieves is live at philadelphia city hall to explain, alycia. >> reporter: ukee and jessica, this packet of information giving to us by councilman david oh's office and inside has citation force chinese food restaurant in west philadelphia it has maps of other restaurants on similar streets that have not been cited for being opened pennsylvania 11:00 p.m. this data supporting the feeling that some restaurants are being discriminated against. councilman oh office shows this data shows there is selective enforcement that is happening. slapped with 30 fines that range from $300 to $2,000, the owner of this chinese food take out on 16th street in west philadelphia said she has been forced to close her business. >> i'm so i cannot do nothing. >> reporter: her restaurant was cited through quality of life ordinance that does ant

elected dog catcher in tennessee and is now fighting tax cuts. >> the president has great difficulty with the truth on many issues. he is obviously not going -- >> reporter: some believe mr. trump is under mining his agenda by feuding with cocaine other republican lawmakers. house speaker paul ryan hopes the two will settle their differences. >> i know bob, we support budget, wants tax reform. i necessity president wants to get tax reform. i believe it is best to settle these things in person. >> reporter: senate democrats viewed infighting as an opportunity. >> this bill is not a middle class bill. come work with democrats on a real middle class tax bill. the plan you advisors put together with republicans on the hill, doesn't do what you say it does. >> reporter: house is expected to vote on the senate's past budget proposal this week, house leaders are aiming to unveil their tax bill sometime next week. the house speaker said he hopes to have the tax and budget bill on the president's desk by the end of the year.

it is october press cancer awareness month comes to a close next week, we have another potential way for women to estimate their risk at home. >> health reporter stephanie stahl joins us now with more on the einstein health care science certainty report. >> interesting one here, scientists say most breast cancer is not genetic, but for women who do have a family history is there a brca test and now with the doctor's prescription, women can take that test at home, but that has, some doctors, worried. >> it is a again net tics company. >> reporter: built as easy cost effective way to find out if you have gene mutation known as brca, which greatly increasing risk of breast and ovarian cancer. the company color that provided this video has a test
