>> ♪ >> live from the cbs broadcast center in philadelphia, this is cbs3 "eyewitness news." >> more than 50 years after the day president john f. kennedy was shot secret files on his assassination are set to be released to the public today. >> but first at noon president trump is about to declare war on the opioid crisis making good on a campaign pledge to fight addiction. new jersey governor chris christie will be at the white house for the announcement. i'm jim donovan. >> and i'm rahel solomon. president trump is expected to declare the opioid crisis a public health emergency in a special report you'll see live

right here on cbs3. correspondent moalla lenghi explains. >> reporter: president trump is expected to declare a public health emergency at the white house. >> we're going to be doing a very, very important meeting sometime in the very short very near future on opioids. >> reporter: the administrations are goal is to reduce addiction to pain medication to drugs like heroin and fentanyl. >> epidemic with millions of americans already affected prevention is not enough. we must also help those suffering from addiction by expanding access to life saving treatment. >> reporter: today's declaration gives states the ability to shift funds away from other medical issues such as hiv diabetes and maternal care to provide more opioid treatment. the president's action stopped short of declaring a national emergency to deal with the crisis something he promised several times to do as recently as last week. >> it's a very important step

and to get to that step a lot of work has to be done and it's time consuming. we're going to be doing it next week. >> reporter: no additional funding will be given to deal with the crisis but the administration says it is working with congress to add money to the end of the year budget. >> along with my colleagues i stand ready to work with him on future proposals provide necessary tools to protect our communities from this scourge. >> reporter: the president backed an additional $45 billion to combat the opioid epidemic as part of the gop plan to repeal and replace obamacare but republican infighting killed the bill. moalla lenghi for cbs3 "eyewitness news." >> also developing this this afternoon president trump is one step closer to tax reform. the house narrowly passed the republican budget just about an hour ago allowing the gop to fast track the tax plan. the republican tax reform framework includes elimination of the state and local tax deduction. >> president trump has paved the way for the release of thousands of documents related to the assassination of john f. kennedy. those files are expected to be

released sometime. many are hoping the documents will provide new insight into kennedy's murder in dallas. ever since the assassination much of the government information has been locked away as classified material. the move has sparked more debate over the historic moment. >> i'm not looking for a bombshell like a document that points to a second gunman in dealy plaza i think there's reason to believe they had much more information about the threat that oswald might pose. >> some files may remain sealed because they could contain details on spy activities that must remain classified. we'll be following all of the developments in the release of these documents and have the latest on "eyewitness news" starting at 5:00. >> a second woman stepped forward accusing former president george h.w. bush of groping her. now the 93-year-old is

apologizing. new york actor jessica gronni gronnics touched her. the former president's office acknowledged his actions in a statement saying in part "on a occasion he had patted women's rears in what he intended to be a good natured manner. some have seen it as innocent others clearly view it as inappropriate. to anyone he has offended president bush apologizes most sincerely ." >> senator lindsey graham is in federal court providing testimony in the bribery trial involving new jersey senator bob menendez. the republican was seen arriving at the newark courthouse this morning. he'll be testifying as a character witness on behalf of menendez. it's expected he'll discuss their service together in the senate. graham says none of the testimony will be related to any of the charges menendez is

facing. >> a sign that colder weather is on the way. meteorologist kate fehlinger is outside right now on the cbs3 sky deck to tell us where we can expect the dropping temperatures. katie. >> well, we're all going to see at the temperatures drop here jim but it's just who ends up being the coldest and it does look like what you probably expect the most outlying suburbs are likely to be the spot where you see the chilliest temperatures. let me show you the reason for that frost advisory. you've got an area of low pressure trying to make its departure. that's step one. this counterclockwise rotation is ushering in additional clouds and even locally here and there you're going to find a sprinkle firing up at some point. do you need the umbrella the rest of the day? i think you can get away without it however when wind does ease up the temperature because of that north to northwesterly wind flow is going to have the opportunity to drop off pretty readily. here's a look at where that frost advisory takes place.

it doesn't take place until two tomorrow so it is in the overnight hours. the urban corridor basically not included here because it's a little too urbanized but what you'll find is a chill in the air. these are the projected lows for tonight. down into the 30's in the outlying suburbs. near freezing up at mount pocono. yeah, with that light wind and certainly these temperatures dropping off as we expect them to you can expect to see maybe the need for some thawing on the windshield the same time tomorrow once the sun comes up. the swing on the thermometer is very much going to be palpable in the days ahead. today's high should hit about 60. we're pretty close to that already in the mid-50's currently but as we move into the weekend, boy, will there be a spike. up to 73 come saturday. the problem is there's a pretty big trade-off that comes with that warmth. drenching rain on the docket for our area and i'm going to time that out for you a little later in the show. >> katie thank you. police arrested a suspect

wanted for the gunpoint abduction of a man in lancaster county. investigators say 30-year-old dustin win win kidnapped jordan fisher. police tell us they took him into custody this morning. fisher was located and he is safe. a gunman is still on the loose after the murder of two teens in south philadelphia. hundreds of friends and community members attended a vigil last night at 12th and ritner in honor of sal dinubile and caleer miller. they were shot following an argument. miller was a junior at mastery charter school. >> philadelphia city community and business leaders call for an end to discrimination during a rally held outside city hall this morning. >> everyone who paid a fine should get their money back because it's an illegal law. >> the organizers sale the group is standing with councilman david oh in his opposition to an ordinance they claim unfairly targets

chinese takeout restaurants. the ordinance requires businesses on residential blocks to close by >> i'm going to introduce an amendment to make our law more clear and we're going to ask that the mayor make sure that this law is enforced fairly. >> now the ordinance was enacted in 2005. organizers say that in 2015, 96 percent of the more than 500 violations were issued to chinese takeout restaurants while other businesses remained opened. coming up new security measures in place today that will affect millions of air travelers. coming up, which passengers will experience tougher screenings. >> plus, it happened so fast that the employee shows the customer a very expensive diamond and then runs off it. where this jewelry heist took place. >> more incredible video. watch as a raging fire is knocked down by a water drop from above.

crash or how it happened but we know that at least three medevacs are headed to the scene. >> well, flames being attacked from the air, fires are burning on either side of dodgers stadium during game two of the world series in los angeles forced fire crews to drop water from above wednesday night as a brush fire burned firefighters used a helicopter to drop water on it and an apartment complex fire nearby. the apartment complex was doused with three water drops from the fire was placed under control. passengers flying on planes bound to the u.s. can expect more detailed inspections of their electronics. >> the stricter rules are aimed at responding to threats of hidden explosives. >> reporter: airlines worldwide began questioning flyers about their trips and their luggage in the latest trump administration decision affecting global travel. >> like if i'm carrying any any food items, souvenirs.

>> reporter: stricter procedures apply to all u.s. bound flights. they're aimed at stopping the threat of hidden explosives with more detailed threats on electronics. >> we need heightened security. i'm all for it. i'm all for trump. >> reporter: air france passengers are required to fill out a questionnaire before flying. this man in paris said the extra security surprised him. the measures will affect around 325,000 passengers a day on about 2100 flights. the rules replace the temporary carry on laptop ban imposed for planes coming from airports in eight predominantly muslim countries. there were concerns terrorists could hide bombs in them. president trump gave airlines four months to enhance security screening procedures for u.s. bound flights. airlines say passengers should arrive early and expect delays. teri okita for cbs3 "eyewitness news." >> also this noon an 8.2 karat diming is missing following a

jewelry heist in the san francisco bay area. the clerk was showing the stone to a fourth customer even putting the precious known his hand before the customer takes offer. took less than three minutes for the man and the diamond to get into awaiting getaway car. in 40 years of business they say they have never seen such a brazen crime. >> sears is bringing back a holiday tradition, the wish book. the catalog features holiday toys games appliances and apparel. >> and get ready to pay more to ship items. ups says it is raising rates on ground and air shipments just in time for last minute procrastinators. ups says the 4.9 percent rate hike will help pay for expansion and service improvements and the new rates go into that effect december 24th, christmas eve. great. pope francis makes a phone call that's about as long distance as it gets. >> he called the crew on board the international space station. what the astronauts said the

why are south jerseyans so angry headlines at sweeney? up. sweeney repeatedly sided with chris christie to underfund south jersey schools, increase standardized testing like parcc, cut take-home pay for teachers, and broke his promise to fund the pensions of hundreds of thousands of new jerseyans- all while padding his own. steve sweeney says a lot of things. but the truth is, he's not on our side.

loud and clear. >> astronauts on the international space station received a call today from pope francis. he asked some simple questions like what do they like to do in space. what surprised them the most and what inspired them to be astronauts. it marks only the second ever papal phone call to space. >> pope francis should be a journalist. those are very good questions. >> who what when or why. >> those are get questions. i'd like to know the answers. >> i would also like to know if the eagles game is going to be okay. >> are you going to the game. >> no, i'll be watching at home. >> it's looking like it will end up being a pretty soggy sunday. it's not just the rain. we'll have pretty decent wind kicking up out there, too. it's a big -- two pieces of energy joining forces and i'm going to explain all of that. >> here we go. >> uh-huh. >> yup, here we go. >> but we deal with what we're

faced with. this is why we want to give you a good steps of how sense of how it's going to shake out. a lot of us are trying to get outside on sunday. step back a little bit here and we'll see how things are shaping up right now if you're just trying to hit the road right now, storm scan showing at the localized zoom a little hint of green, the speckled parts of our area radar. we're not expecting much more than maybe a sprinkle so if you're just about ready to leave the house, don't worry about the umbrella. i would pay more attention to the accessories when it comes to your heavier coats. you want to layer up a little bit more heavier today. it's chilly outside so be ready for that and also now that the clouds are starting to build in too as we had anticipated we started with lots of sunshine now the clouds are starting to build back in you won't have the benefit of the more direct sunlight to warm things up. feels nice and warm in the direct sunlight even still. yes, that's snow falling

across the canadian border but this is the beginnings of a trough, piece one of two that is going to have the big impact on our area come sunday. this starts to dig in, carves out some very cool air across the eastern half of our country and then it joins up with this guy, which at the moment is still a 40 percent chance to develop into something tropical, let alone a named system. i really don't expect that that's going to happen. however, things can change certainly. the bottom line though is where is this going? it doesn't matter if this becomes a named system or not. it's a lot of tropical moisture that's going to add proverbial fuel to the flame here with this tropic digging in. this starts to drop in, this little tropical batch of moisture lifts north, the two join forces and we end up with a very soggy sunday as a result. saturday looks awesome, local 70's sunshine and then here comes that system. so, that's some pretty decent rain overspreading a good portion of the delaware valley let alone the rest of the

northeast and sunday just looks like a soggy finish to the weekend as a result with not just soaking rain but also some gusty winds, probably as high as 35 miles per hour even in philadelphia, even stronger at the shore line and then it all curls up and becomes a big system for new england as we head into monday. now, let's back up and also talk about this frost. nothing atypical here when it comes to the first frost of the the frost advisories we had showed you are primarily in the most outlying suburbs across the northwestern suburbs and down into south and central new jersey. it will be chilly for you walking out the door tomorrow morning. outside pleasant veil middle and high school i like this shot because it shows a lot more of the clouds that have begun to build in. the wind isn't super strong but you see in in the foreground some of the leaves are blowing. it does make it feel a little chillier than the thermometer reads but we got low to mid-50's on the temperature

map around the region as a whole. look at these wind speeds. you got to account for the wind when it comes to a feels like value. you can easily knock five, seven, 8 degrees off. look at your car thermometer it will feel chillier than that reads. as we take a look at the forecast, we've got all sorts of things going on here. today is on the cool side. tomorrow beautiful fall day, saturday even better and then sunday the turn around, the nose drive on the thermometer. we could see several inches of rain no less but halloween, well, that looks good. not only seasonable but quiet with just a couple clouds overhead so i think that will be a-okay for the trick-or-treaters. >> all right, thanks katie. >> you got it. >> a whole lot of legos will soon be en route to new york. yesterday officials announced that a new lego land is in the works in goshen. the park is expected to welcome up to 2 million people every year. it is scheduled to open in 2020.

>> went to lego land down in florida. it was packed. check this little cute baby out. she's reacting to something she's experiencing for the very first time something most nice to meet you sir. joseph, i'm nice to meet you.u? how's it going man? the yankees? come on. [ laughing ] look at the smiles and the hard work that the people here are doing. it's like making mini sandwiches. they're no different than anyone else. they just want a job. they want respect and they want dignity. this is a nice place. yeah. he plays basketball with lauren.

steve called, fairly frantic. you know, he had a premature baby and i think he had just been given the diagnosis that she had down syndrome. lauren brought out the best in me. she made me a different person. deep down in his heart he feels for people who are disadvantaged. lauren's a light in everybody eye. she's the spark that has started the fire. the goal is to keep places like this open so all people, regardless of disability, have an opportunity for employment. see, i love you. i love you guys too. you know that. yeah.
