gorgeous, but all changes as we head into your saturday. take a look at current temperatures, across the region, checking in with numbers in the 40's and the 50's, 51 degrees right now, in philadelphia. so, that is cool morning, but not real a cold morning. we have 43 degrees in allentown, 43 in mount pocono, 44 in reading, down the shore, in the mid 40's, in atlantic city then it is 54 degrees in wildwood. now, as we head throughout the day today, you can look for those numbers to warm up. and they'll warm up fairly quickly as we head into the afternoon. it will be warm for the month of october. forecasting high temperature right around 70 degrees. all-in-all good amount of sunshine, dry right now on storm scan3, that's all going to be changing, as we head into tomorrow. you can see the shield of rain located out to the west. that is a frontal boundary, that's going to interact with some moisture from the tropics , where right now what we have is potential tropical

cyclone clone 18. we'll get moisture interacting with the cold front, will bring some locations several inches every rain, in fact, already have flashflood watch issued for portions of the lehigh valley in the poconos, i'll let you know when the rain arrives, how much you can expect in your neighborhood, coming up in just a bit. jan? >> hems i, thank you. 5:02, the suspect in the murders of two teenagers has surrendered to police. sixteen year old brandon oliveri turned himself in after authorities announced a warrant for his arrest. "eyewitness news" reporter alexandra rhea huff brings us to up date. >> with his hands in his pocket and hood pulled over his face 16 year old brandon oliveri walked into police headquarters around 6:30 p.m. inside he embraced two friends who accompanied him there, the surrendering came hour after philadelphia police issued a warrant for oliveri, siting the shooting deaths of two piers, caleer and sal denubile shot and killed around 830 tuesday evening, both 16 years

diocese spokesperson told me they have been working closely with police throughout this investigation, and cooperating with them. they also will be offering counselling for any students who might need it. reporting from police headquarters, alexandria huff, cbs 3, "eyewitness news". >> delaware county authorities have given all clear after hazmat incident at penn doctors high school. when first responders arrived after 10:00 last night they found few people there who were not feebling well. now it is unclear just what made them sick. we told everyone was treated at the scene. authorities had everything under control in just about 90 minutes. >> well, several media outlets are reporting the first charges filed in the investigation into russian meddling in the 2016 election, but as weijia jiang reports, the indictment is sealed. >> reporter: media reports say federal grand jury has approved first charges into alleged russian meddling in the 2016 presidential election those charges, however, are

next week. weijia jiang, cbs 3, " eyewitness news." >> back here at home now, happening today, you can walk three and a half miles on street of philadelphia without worrying about traffic. today is the second annual philly free street event. there are no cars or trucks from fifth and indianna, in north philadelphia, to third and chestnut, in old city. the signs are up, and the streets have been cleared of those pesky cars. walkers, runners and bikers will also be able to check out event in the free activity zone. >> staying true, real excited to try this somewhere different, connecting number of differs neighborhoods. they're opening the street. it is new, it is different. see what happens. we'll just see what happens. like i have positive feelings. i have negative feelings, but we'll just go from there. >> and mayor jim kenney plans to walk the entire route. >> in other news this morning, a dog beaten and left to die in a trash pile is now getting a second chance at life. in the philadelphia woman who found the animal has a message

for the person responsible: " eyewitness news" reporter anita oh, has the story of a dog named charm charlie. >> reporter: this is the first time nicole has seen charlie the pitbull since saving his life earlier this week. he was just laying in a big pile of trash, and i didn't think he was alive. >> she found him bloodied and tied up, left for dead, at the cobbs creek recreational center in all of the years i've been working with animals i haven't seen something like this, and have seen the dog survive. >> but this one, she says sacks fighter. charlie is now recovering here at the philadelphia animal hospital with his generously covering his entire treatment. fundraiser for his medical expenses has raised more than $2,400 at least three times its initial goal. >> all of the money is going to the elderlyly love rescue. >> charlie still has a long road ahead and will require treatment for at least another month, says doctor kimberly

, we will be tapping into cooler area headed into the upcoming work week. that's all going to happen behind this system that is going to be bringing us the rain and also the wind for part two of the weekend. but great weather throughout the day today. upper philly free streets, looking at good sunshine, cool start, temperatures mid 50's, 60 by 10:00 a.m. we will be warming up to the mid upper 60s around noon, 1:00, then eventually topping out to around 70 degrees with that high temperature for your saturday, and yes, that is very warm for the month of october. but as i mention, some changes are going to be headed our way , storm scan3 shows that we are quiet right now. across the mid-atlantic, a zoom out will show frontal boundery out to the west. >> this will be interacting with some tropical moisture. as we head into sunday, especially sunday night, when we could get pretty hefty

amount of rain headed our way. out ahead of the front, though , we are warm, as i told you, i'm forecasting high temperature around 70 degrees today. and in philadelphia. then the frontal boundery will edge closer to the east, an area of low pressure developing along it, and that's going to produce quite a bit of rain, and also, the winds. so rainy, breezy sunday on tap i think the strongest winds won't arrive until sunday night, into monday, and behind that system, here is the cool air that's going to be working its way in for next week. so, here's what you can expect on sunday. soaking rain all day. rain amounts generally anywhere from one to 3 inches. but we could see some locally heavier amount, maybe even upward of four, into the poconos, lehigh valley. this is going to cause some localized street flooding i think in some spot. wind gusts anywhere from 20 to 30 miles per hour corks see higher gusts in some locations cents, who satisfy look at the flashflood watch into the lehigh valley in the poconos, just issued. it goes into effect starting at the noon hour sunday through 4:00 a.m. monday.

forecast, i'll have that coming up in a bit. for now, sending it back to you. >> that's an important one, thank you, chelsey. 5:32 now, philadelphia police now have a suspect in custody, for the deadly shooting of two teenage boys, earlier this week. brandon oliveri pulled a hood over his face, when he turned himself in at police headquarters last night. he surrendered heard after police issued a warrant for his arrest. now, oliveri has not yet been formally charged. on tuesday night, caleer and sal denubile were shot to death, they believe it happened during argument of group of teens. denubile's funeral is today. they're all 16 years old. prosecute verse moved to reinstate state most of the dismiss dollars members of former penn state fraternity in the death after pledge. timothy piazza died february 4th after a night of drinking at the beta theta pi house. back in september, a judge throughout the most serious

charges against eight defendants, including involuntary manslaughter and felony aggravated assault. now, all 16 every those counts have been refiled. and the defendant, again, face the possibility of prison if convicted. >> friday marked ten years since the beating death of rowan university student and his kill doser remain at large a small memorial on the rowan campus marks the spot where 19 year old sophomore, donnie ferrell, was beaten to death. a $100,000 reward is now offered in the case, but unless someone finally turns over the killer or killers, investigators say, their best hope is this surveillance video of one of the suspect. >> it emerges that deeply affected our family. you never really heal. you just manage the loss better all the time. >> anyone who may have information is asked to contact police. >> in other news today: imagine walking down the street without worrying about traffic? today is the seconds annual

"eyewitness news" reporter, anita oh, live on east passyunk avenue this morning, where all of that fun will get underway in just a few hours now. anita, good morning. >> good morning, jan. if you are like me, you love fall, then this is the perfect event for you. joining me now, the executive director of east passyunk avenue business improvement district, very halloween, very fall like of you. what can people expect here today? >> well, starting at 11:00 a.m., this is going to be totally transformed, right here, on the 1500 block every east passyunk avenue. there will be over 40 crafters those who love the crafters, come on down. then, right outside, right over at the fountain, i should say, at 11:00 a.m., four and under, bring those little babies, for a costume contest, 11:30 will be five to seven year old, and at 12:00 will be nine to 12 year old. then doggies, don't forget our
