about the damage. plus, wind and rain didn't dampen spirits today. but get ready storm scan3 shows that the storm is on its way just in time for eagles football on sunday. good evening, i'm natasha brown. thanks for joining us. beautiful day today throughout the philadelphia area but we shouldn't get too comfortable with that, right no. >> is it going to be a washout tomorrow. >> absolutely. big time washout. things are going to turn around pretty dramatically and not for the better. the birds game, whew, it's going to be a rough one tomorrow if you're not going to be under some kind of cover or awning. a flash flood watch has been issued. goes through sunday afternoon through early monday morning for the lehigh valley and poconos but i would not be surprised if the national weather service extends that to include really all of the delaware valley. storm scan3 showing us moisture still upwind but a lot of moisture to be had especially across parts of western pennsylvania. llealwith a cold front moving in and we're also going to be dealing with -- this is tropical storm felipe right now impacting the

florida peninsula. it is going to race up along the coastline. it's going to merge with this frontal boundary. we're going to absorb all of that moisture from tropical storm felipe and this is going to give us a soaker of a day tomorrow. so, absorbing some of that moisture the rain will be fairly steady and heavy at times especially tomorrow afternoon and into the evening hours. then the winds start to pick up as we head into sunday night and continues through the day on monday. we'll talk about how high those winds will gust and more specifics on this confined storm system in your full forecast coming up in just a few, natasha. >> all right, lauren, thanks so much. we'll see you soon. it appears to be a disturbing act of animal cruelty. a safe haven for animals is targeted again. fire ripped through a philadelphia shelter. "eyewitness news" reporter alycia nieves is live on penn's landing. she's got the latest details for us. alycia. >> reporter: well, natasha, volunteers created and built an outdoor shelter for stray cats, hundreds of them in this area and you see that shelter

behind me where that fence s there's a boarded up area on the fence and that's because of the fire that was set to this area earlier this morning. volunteers here say that in recent weeks this has been at least the fourth time that cats here have been targeted. volunteers at the stray cat relief group are trying to pick up the pieces of what's left of this stray cat outdoor shelter. >> phone call at 8:20 this morning and was told that a friend had seen the fire actually hit -- it was actually engulfed. >> reporter: police and volunteers think the early morning fire at the outdoor cat shelter in the penn's landing area was intentionally set. >> every feeding station, every house, anything that the cats had for any kind of warmth, they burnt to the ground. >> we're all upset. we're distraught. >> reporter: the fire devastates volunteers because they built the shelter for cats in the area that they neutered and now nurture. although none of the cats were

harmed in this fire it is the third one that has been set here in nearly two weeks. on top of that, the spca has responded to at least one cat found mutilated in the area recently. >> the people that are lighting these fires are also hanging and stabbing cats and throwing them in the water. >> reporter: and volunteers and police are not sure who is targeting the cats here and setting these fires. police are looking at surveillance video from nearby businesses for some clues but asking anyone with information to come forward and contact police. reporting live in philadelphia, alycia nieves, cbs3 "eyewitness news." >> alycia, thank you so much. also tonight funeral services were held for one of the two teenagers shot and killed in south philadelphia. family and friends gathered to say a final farewell to sal dinubile. he was just 16 years old. and a short time ago authorities charged 16-year-old brandon olivieri with murder. he's accused of shooting to death dinubile and another

16-year-old, caleer miller during an argument. the violence happened at 12th and ritner on tuesday night. olivieri is being held without bail. newark police meantime they arrest a new jersey man in connection with several incidents of lewdness and indecent exposure. officials say gerald of morristown exposed himself. authorities say he also wrote a lewd and harassing note to a 20-year-old student. fingerprints on the note led detectives to him. firefighters also battled a row house fire in west philadelphia. crews were called to the 3900 block of fairmount avenue at about 5:30 this morning. heavy flames ripped through the upper floors of that home. authorities say the fire spread to a couple of neighboring houses as well. fortunately no injuries were reported. right now the cause of the fire is still under investigation.

and the search is on for the gunman who shot a 20-year-old man in north philadelphia. "eyewitness news" in the 2900 block of marshall street. police say the victim was walking down the street when the suspect shot the victim three times in the stomach and once in the back. he's currently in critical condition at temple university hospital. cbs news meantime has confirmed a federal grand jury has approved the first charges in the russia election meddling investigation. it is now led by special counsel robert mueller as it has been. the indictment is under seal but is expected to become public as early as monday. right now the nature of the charges is not clear, nor is the identity or number of individuals to be arrested. targets of the investigation include former trump campaign chairman paul manafort, former national security adviser michael flynn among others. >> when you see a sealed indictment like this it almost always happens for one reason, there's a fear that the defendant is going to flee the

jurisdiction. >> this may be an indication that he's not trying to show his hand but if he doesn't want people to be able to conceal evidence, destroy evidence. >> special counsel mueller was appointed to lead the russia investigation back in may. and defense secretary james mattis is stressing the importance of an alliance with south korea as the nuclear threat from north korea continues to grow. >> make no mistake, any attack on the united states or our allies will be defeated. any use of nuclear weapons by the north will be met with a massive military response effective and overwhelming. >> mattis made those remarks at a joint press conference with the south korean defense minister in seoul today. pyongyang has conducted several tests in recent months including firing ballistic missiles over japan and conducting a sixth nuclear test. hundreds of white nationalists marched through

shelby. the dueling protest full of taunts and chants was mostly peaceful thanks to a heavy police presence. some of the white nationalists held signs that read "stop southern cultural genocide and white lives matter." they were countered with signs that read "black lives matter and stop the hate". >> solidarity. >> their numbers over there are small and they are pathetic people. they don't represent tennessee. they're from out of state. they're not even from here. >> the rallies have raised fears in the community of a repeat of the charlottesville virginia rally that turned deadly back in august. back here at home, the streets of philadelphia welcomed people to walk, bike and just play in the streets of the city today. philly free streets temporarily closed roads and got folks on their feet to explore their community. "eyewitness news" reporter anita oh caught up with those

enjoying this day. >> hey. >> good morning. >> good morning. >> reporter: philadelphia residents were up early saturday more than enjoying seven round trip miles of car-free streets. >> streets are closed so it gives us one day a year to do a nice safe bike ride with the kids. >> reporter: it's called philly free streets now in its second year and from 8:00 a.m. to 1:00 p.m. the city temporarily blocked off a route that extended from the historic olde city district to north philadelphia. it integrated multiple activities and even pokèmon go. >> it's difficult because really we don't have any space to play so we have to go to a park. >> it's just nice for a city kid to be able to get to -- get some outdoor play area. >> reporter: margaret brown lives in olde city and brought her five-year-old son, jet, to the event. >> played with my scooter. >> it's like a lot of fun for us. he was looking forward to this. whether on scoot or on foot this is a chance for residents to view the city from a different angle says dr. tom farley the city's public health commissioner.

the prison. there's a sickness. >> reporter: welcome to monster martin's house of terror in pitman, new jersey. firefighter john martin calls this place home. >> it started with a porch. it was like a coffin and something quick to scare the kids. >> reporter: over the last 16 years, it's gotten bigger and scarier to the point where the elaborate with the penitentiary theme this year covers his whole yard. what goes into putting it together. >> a whole lot. >> reporter: an army of volunteers spend more than two months constructing the haunted house. they spend several hours providing the spooks to visitors its about suspense and trick-or-treat. the cost forgetting in is donating canned a goods or two dollars to the local food pantry. >> this is a typical dinner bag. mac and cheese, a box of

increasing. temperature right now at 65 degrees, winds out of the southeast at around, excuse me, 8 miles per hour. temperatures right now 55 degrees in mount pocono, we're at 65 in wilmington, 66 degrees in atlantic city. and people are out and about on a nice dry evening so far in rehoboth beach, look, the board is pretty packed on this sunday evening many people have their jackets, a little bit cool there, a little bit of a breeze off the ocean but otherwise tonight not too bad especially for the first half of the night. so if you have plans to get out and about i think you can leave the umbrella behind but we'll start to see showers developing late, a low temperature of 59 degrees and for our sunday, steady rain, heavy at times, breezy conditions, especially for the second half of the day with a high temperature at 67. so, temperatures not too chilly but with all of that dampness it's likely going to feel much cooler than that 67 would reflect. storm scan3 showing us just clouds for now. we have this area of moisture upwind. you can see the forward progression pretty slow at this point but things are really going to start get going especially when we add

in the moisture from tropical storm felipe. it's south of the florida peninsula but it's moving north at 29 miles per hour. it is racing. it will stay offshore so we won't see any direct impact from this tropical storm but we'll see the moisture building in and also we'll get a little bit of that wind effect due to a pressure gradient especially as we head sunday night through the day on monday but future weather showing us pretty quiet as we head into the next several hours. we'll see patchy showers developing late tonight. tomorrow morning that rain starting to overtake the area spreading over the area by the kickoff for the birds game we'll be dealing with widespread steady and heavy rainfall. we could see some embedded thunderstorms as well. continuing throughout the day just a soaker. check out some of this heavy rainfall building in along the coast especially as we head into tomorrow evening. late tomorrow night things start to wind down as far as the widespread rainfall but we'll still see some lingering showers late tomorrow night into early monday morning before skies clear out completely as we head into monday at
