heavy rain, and whipping winds planned for both today storm scan three, storm scan three shows us this moving our way, when is a roar in the region and how eagles fans, should prepare, for game day. todays sunday october 29th good morning everyone i'm jan carabao, lets get right over to that forecast with meteorologist chelsea ingram with weather. we are calling this a sunday soaker, unfortunately.

>> first word dry right now but that is all change nothing just a matter of hours today, let me take you to storm scan three and we will show you plenty of rain surrounding us on all side, you can see us there in fail completely dry but down to the south we are seeing bands of rain pushing into portions of maryland, eastern shore, also into delaware, that is over spreading to the north over next couple of hours, by nine or 10:00 o'clock we will be dealing with the rain right here in town, flash flood watches have been issued, they are in effect through tonight and actually through tomorrow morning for poconos and lehigh valleys, all area that you see there highlighted in the green prepare from one to 3-inch west locally up to five for points toward the new jersey shore. that is something we will be watching very closely throughout the day-to-day, prepare for prolong rainfall rain amounts again from one to three localized flooding will be a possibility and that debris we have this time of the year want exacerbate that.

joe. police are investigating after two teenagers, are stopped overnight, it happened at olney and north park avenue near fail's, logan section. teenagers were taken to the hospital, one is now in extremely critical condition, no word on what may have led up to that stabbing. man is dead after being shot in the head overnight. should go happened at seventh third and west passyunk avenue , in west philadelphia. police are working to identify victims no arrest have been made. no word on a motive. police are investigating a shooting in west philadelphia. this shooting happened near the 6100 block of arch street overnight. victim was taken to the hospital n word on his condition or his, motive leading up to that shooting. heart break from volunteers to care for stray cats in philadelphia someone set a shelter they have built for the cats on fire and to make matters worse thinks

third time this has happened in two weeks, but, as "eyewitness news", alycia nieves shows us those volunteers are not difficulties couraged. >> reporter: volunteers here are trying to pick up the pieces of is what left of this stray cat outdoor shelter. >> phone call at 8:20 this morning, and was told that a friend had seen the fire actually lit, it was engulfed. >> reporter: police and volunteers think early morning fire at outdoor cat shelter in the penns landing area was intentionally set. >> every single feeding station every house, anything that the cats had for any kind of warmth they have burned to the ground. >> we're all upset and distraught. >> reporter: fire devastates volunteers because they built shelter for cats in the area that they have newterd and now nurture. although none of the cats were harmed in this fire it is third one that has been set here in nearly two weeks. on top of that spca has responded to at least one cat

funeral then took place after the viewing, he was just 16 years old. meantime the suspect in that double shooting is being held, without bail, 13 year-old brandon oliveri has been charged with murder. the shooting happened at 12th and ritner tuesday night, police say two teenage groups, two groups of teenagers were fighting before the gun fire broke out, dinubile and 16 year-old caleer miller were killed. well, is there intense speculation this morning after the revelation that a grand jury has agreed on criminal charges in connection with special council robert mueller 's investigation in election meddling. right now no one knows hoist charged or what they are accused of because the indictment is sealed. wendy gilette has more on what we do know. cbs news has confirmed that the federal grand jury hearing evidence pertaining to special counsel robert mueller's investigation has approved the first criminal charges. mueller is investigate ago alleged meddling by russia in

in the new jersey shore. back on october 29th, 2012, the storm started moving in land and it killed at least 182 people, devastating coastal communities and causing widespread power outages for several weeks. rebuilding continues today. officials estimate that the storm's price tag on damage at more than $07 billion. an ocean county resort, with visited by hundreds of angels, ocean first bank says a record breaking 1600 some people made simultaneously sand angels on the beach in seaside park yesterday. the event raised more than $30,000 for people and businesses affect by super storm sandy and victims of this years hurricanes. turning now to our weather forecast, chelsea you are tracking wind a rain. >> rain first and then wind tonight and especially monday morning. we will look at storm scan three you can see this batch of rain down to the south over

spreading the region to the north over the next couple hours we are starting to see some rain making its way in to lancaster county, berks county , chester county we have moderate rainfall along route one, east nottingham and new garden. this will be the trend as we head in the next couple of hours but we are dry for now in philadelphia, literally in just a couple hours. that is not going to be the case. here we are at noon time hour seeing heavy rainfall over philadelphia, also off to the points east along jersey shore , our shore points will be dealing with that heavy rainfall, and forward that radar now in the afternoon and evening, and that is where we think we could pick up some of the heaviest rain that we will see, and maybe even a rumble of thunder in to delaware and also down the shore. so here's what we will be dealing with, perhaps even some extremely heavy rainfall in the short amount of time and that could result in some flash flooding, for some locations, on the back side of this system. we could deal with rounds of showers and rain into monday

morning before things dry and clear out as we head in the monday afternoon. that is when we will welcome back the sunshine. as far as rain amounts. we're thinking anywhere from about one to 3 inches, regional wide. however, look at this red color. it is juste of philadelphia, that is what we could pick up exceptional amounts of rain upward of four or 5 inches. that is not out of the question for areas east and then north of the city. so that is something we will keep a very close eye as on well. what will help with this rainfall? that want tropical storm philip located over the florida keys, area. 45 miles per hour winds. what will happen throughout the day-to-day is it will accelerate off to the north and east. it will help to wrap with coastal area of low pressure that will enhance our moisture and that energy will also be drawn in and enhancing a wind problem that as we head in the overnight hours tonight and tomorrow, as this entire

system begins to depart from the region. future wind gusts will verify what we will be dealing with as we head in the overnight hours and into monday morning. look at this, wind gusts over 40 miles an hour, in some locations, perhaps as high as, 50 miles an hour, not out of the question, especially as we head into monday morning. i think that is when we will see strongest wind. that is why wind advisory has been issued for the entire region for that potential for gusts up to around 50 miles per hour, current temperature are in the 60's. 63 degrees in philadelphia i don't expect temperatures to change all that much throughout the day-to-day. period of rain possible at kick off for eagles game, 65. sixty-three powe game. we could see pockets of the heavier rain during fourth quarter and after the game on your way home. so here's your forecast for today looking at a high of 66 degrees, breeze which rain, heavier at times winds pick up overnight we are looking at a very windy machine with clearing though sunshine moving back in and then nice

today is sunday october, 29th, good morning everyone i'm jan carabao, it is a nasty day when talking about the weather. lets get out there to meteorologist chelsea ingram on the cbs-3 sky deck with eyewitness weather. is it raining yet. >> not yet here in philadelphia but other locations are dealing with the rain and we will show you on storm scan three. i want to start off with a check of the margate area

where it is also dry, for now, that is all changing of course in a matter of hours. lets show you a look at graphic, to storm scan three, look at this we have plenty of rain located just south of philadelphia, that is going to be over stepping the region as we head throughout the day-to-day and we could be dealing with pockets of the heavy rain as we see several inches, all depending where we live. flash flood watch has been issued. that initial to effect at noon hour for all of those areas including philadelphia that you see on the screen, in highlighted green area, so this lasts through midnight tonight, and then it is poconos, lehigh valley, we will see flash flood watch ongoing until 4:00 a.m. as we head in the overnight hours into tomorrow morning. so prolonged rainfall that is expect, throughout the day-to-day rain amounts from one to 3 inches as a possibility we could see local ly higher amounts and that calls for localized flood ing with that leaf debris

that can exacerbate things. strongest wind will arrive, heading in the overnight hours tonight and especially as we head into monday morning. we could talk winds upward of 50 miles an hour in some locations, 53 in philadelphia. sixty-five in millville. here's what you can expect, rain moving in this morning 62 n time hour rain at times and heaviest rain this afternoon and this evening and we will track it out coming up in a bit, for now, back to you. chelsea, thank you. 7:31 now. several people hospitalized after two separate crashes on the 42 freeway, that happened near each other, lets take a look. first happened right around 4:00 a.m. in the southbound lanes near exit 10a near wood land avenue in camden county. three people were taken to the hospital, at least one has serious injuries, no word on what cause that had crash. then there was a second accident on route 42, this one happened in the southbound lanes near exit 10b by lower landing road, also in camden county. here you can see two cars were

involved in this crash, one flipped over, other had front end damage, three people were taken to the hospital, no word on their conditions or what may have caused this crash. bad behavior at world series lead to punishment for a houston astros player but not until next season. on friday fans cheered as yuli gurriel, scored a home run off yu darvish of the los angeles dodgers and gurriel appeared to make a mocking gesture in the doug out that asian find offensive. you won't see it here. darvish is japanese and irani an and now major league baseball is suspending gurriel for the first five games of the next season. he must undergo sensitivity training. in other news today two more hollywood actresses are coming forward accusing movie mogul harvey weinstein of rape and sexual assault. annabella alleged weinstein raped her after he barged his way in her apartment in the

take to you our live look at our neighborhood network where it is 59 degrees but do notice those lower cloud, we are going to see the rain moving in even in that area in just a matter of time. here's storm scan three we have a big swath of rain located just south of philadelphia, that will continue spreading north over the region, we will already start to tap into moderate rainfall in some locations, that includes portions of northern delaware, in fact, right along i-95 we are dealing with pockets of the moderate rainfall near newark area and then again this is trend, we are seeing this rain over spreading the region throughout the day-to-day as i put radar into future motion, look we're here at noon time hour and we are dealing with heavy rainfall along i-95 corridor around philadelphia and also toward shore points just east of philadelphia and there might be a brief period of dryness later this afternoon but then look at what happens as we head in the latter part of the afternoon and evening just a fire hose

conditions that can create the need to have to go to the bathroom in your house. now, that said it is a primitive behavior. it really signifies an animal that is saying, this is mine. please, everybody, other dogs and cats, please stay away, it is mine. it is a convenient way in the wild for it to work. it doesn't work so well in the house. you can almost take a look at it in the same way that we put pictures on the wall. >> is that their picture. >> that is their picture. >> that is telling everybody hey that is my location, please i'm willing to defend this and they probably wouldn't but they may do it outside owners bedroom during like what is inside there is mine i'm willing to defend it. you have to not punish your animal. you find this in the house, don't punish them they will only think you are a nut case and they will never put together their marking and why you are so upset.
