>> live from the cbs broadcast center in philadelphia this is cbs3 "eyewitness news". now at noon a planned to act at a time name of isis. that's what officials saying about yesterday's terror in manhattan. it was the worst terror tack in new york city since 9/11. good afternoon i'm jim donovan. >> i'm rahel solomon. officials say the investigation is on going and they're work to go prevent another incident like this. this noon we're also learning more about the eight victims killed. two were americans. five french from argentina are among the dead they were in town celebrate the 30th anniversary of their high school graduation. the eighth person killed was woman from belgium. correspondent meg with us live from lower manhattan with the very latest.

meg, good afternoon. what can you tell us? >> reporter: as you can see several streets behind me are still blocked off after the deadly attack yesterday. meantime, authorities say the suspect bragged from his hospital bed about the rampage saying he would have kept going if he hadn't crashed into schoolbus. >> the mangled rental truck used to mow down people on a bike path still sits on a street in lower manhattan. investigators want to know if the alleged driver sayfullo saipov had his accomplices in manning his deadly rampage. cbs news has learned he told police he did it for isis and that he was pleased with the results. >> it appeared mr. saipov had been planning this for a number of weeks. >> reporter: 29-year-old suspect came to the u.s. on green card from use beck stan in 2010. overnight the fbi searched his last official address in tampa, florida, as well the location in paterson, new jersey where the suspect is believed to have been

living recently. new york's governor believes this is a classic case of the radicalization of a domestic terrorist. >> they have very simple play. rent a car, rent a truck, create mayhem. >> reporter: attack took place on a scenic bathe path near the hudson river. suspect drove about 810ths of a mile striking pedestrians and bikers. after he rammed a schoolbus, he ran through traffic armed with what police say were pellet gun and paintball gun yelling allah akbar. officer ryan nash took down the suspect with gunshot to the stomach. >> we were really really terrified at what had happened and we were watching at the moment. >> reporter: one person who newt did you say inspect in florida told police saipov like the u.s. didn't not seem like a terrorist. saipov was commercial truck driver and had recently worked for uber. the company says he passed a background check and had been with them for about six months. reporting live in lower manhattan i'm meg oliver, now back to you.

meg, what else have investigators uncovered from the suspect's residences? >> reporter: >> i don't know, meg, can you hear me? what else have investigators uncovered from the suspect's residences? >> i think we're having problems with meg's earpiece. thank you very much, meg oliver in new york city. also president trump calling for tougher immigration policies in the wake of yesterday's attack. this morning he tweeted, the terrorist came into our country through what is called the diversity visa lottery program. chuck schumer beauty. i want merit based. officials society the 11 attacker is an immigrant from ukee beck stan into came to the united states legal until 2010. they have not revealed how exactly he obtain legal residency. according to the ap the diversity lisa lottery program was a bipartisan bill introduced

cbsphilly.com. in other news this noon students at souderton high school are home earl daal after threat. school officials say threatening note was found inside a bathroom around 8:30 this morning. as precaution students and faculty were evacuated to the football stadium about an hour later a decision was made to send students home rather than have them wait in the. officials are still work to go determine the credibility of that note. well several people are recovering this noon after being hurt in collision between a septa trolley and a schoolbus in southwest philadelphia. chopper three was over the scene. the accident happened just before eight confidential this morning. fifty-seventh street and woodland avenue. septa says the route 11 trolley was heading westbound when the schoolbus pulled out in front of it. in all, eight people were dane to the hospital to be treated for minor injuries. no children were on board the bus at the time. philadelphia police hope you can help them identify pair of armed robbery suspects. this surveillance video was taken inside family shopping place on south warnock street in south philly back on octobe october 9th.

in it you can see two men scouting out the convenience store before coming back about 30 minutes later and robbing the clerk at knife point and then stealing merchandise. if you recognize either of these suspects you are asked to call philadelphia police. the search continues for a hit-and-run driver in bucks county. chopper three was over the scene last night in warminster. officers say they found a man lying in the middle of street road near newtown road just after 7:30. we're told he remains in critical but stable condition investigators are now looking for the driver of a dark colored hyundai. the car may have damage to the driver's side including a missing left mirror. well november is off to chilly start but some accept like days are just around the corner. meteorologist katie fehlinger is talking about few shower chances today and then temperatures in the 70s tomorrow. katie. >> yes, we're still going on that proverbial roller coaster ride ride. we end up a lot warmer tomorrow. that's not the only day that's quite warm we are finding some of the telltale signs of a warm front lifting in and it's especially noticeable when you

look at the temperature profile around the region which we'll get to. let's start thing off by taking a peek at one much our poconos cameras. you can see the pretty fall foil latch beginning to peak up this way if you also look really closely you'll have to look closely you'll see some raindrops falling out there in the for ground. so there are some showers that are currently working their way through. and we'll show that to you on radar in a second. look at these temperatures. we still have 30s, 40s, 50s and also 60s. so what you're finding here is a lot of cloud cover off to the northwest, and also some rain. very light showers at worse falling right now in berks county right up through lehigh valley trying to nudge closely to the southeast but i don't think we have to deal with that here in philly f philly on south you're good, you're just doing to find clouds today. but this definitely is a theme here with this warm front lifting in. temperatures are not going rebound too much further. until tomorrow any way. and far northwest of the city

especially you'll find the best chance to see that wet weather. so coming up, it's a warm front. it lives up tots name. we do warm up in big way with 70s tomorrow and even beyond. however, eventual al cold front does catch up to us. that's where these additional rain chance come from. i'm i'll time that out more specifics just a little later on. rahel. >> see you soon katie. special counsel investigating russian meddling in the 2016 election will soon be interviewing president trump's communications director hope hicks. the meeting is supposed to take place later this month after the president returns from his first trip to asia. hicks is the one of president trump's closest and longest serving aids. news comes two days after the first indictment of the investigation were unsealed. former trump campaign manager paul manfort and business associate rick gates have pleaded not guilty to multiple charges. former trump campaign adviser george pap top has pleaded guilty to making false statements to the fbi. we were will have to wait one more day learning while congressional republicans have in their tax reform bill. gop officials announced last

welcome back. two passengers on delta flight from los angeles to detroit could be facing charges for some alleged lewd behavior on the plane. >> well authorities say a 48-year-old woman was caught performing a second act on a 28-year-old man in their seats. yup we don't know how this happen. those seats are so small. the incident tock place on sunday. the woman reportedly was arrested. it's unclear what happened to the male passenger. officials say they were strangers before the flight. not any more. delta has -- mott commented on the incident but the fbi says it's still investigating. what a going on with people. >> no comment. >> no comment at all. if you like the idea of having a dog but don't want the responsibilities that come with it we have just the thing for you. >> meet abo sony bringing back its popular robotic dog after more than ten years. the robotic pet debuted in 1999 but sony stopped making it in 2006. the new version comes with a powerful computer chip built in

back on "eyewitness news" at noon, with a salute to the victims yesterday's terror tack in new york city. the empire state building lit up in red, write and blue overnig overnight. land mark building was supposed to be displaying a ghoulish halloween light show but the events of yesterday afternoon prompted a change of plan. understandably so. >> all right. katie joining us now. katie it does feel like novembe. >> does it. you say it will start to feel like september but then it will go back to november. >> you need a score card. >> stop looking at the calendar and roll with it. >> yes. >> again, the roller coaster ride continues. >> watch the forecast very closely. >> exactly much there's nothing extreme here. i don't think necessarily that we're going to be sitting in flip-flops and shorts and t shirts outside on the deck with a marguerita in our hasn't. it's not no warm but it will

certainly -- [ laughter ] >> you like the sound of that. >> it's lunch time. >> i saw your eyes twinkle. >> what? >> good idea. >> but there is at least nice warmup that comes along. warm front after all lifting in right now. it is still chilly outside i would suggest having that heavier coat ready to go. we showed that temperature profile earlier in the show. you've got 30s still current being recorded across the good chunk of the area at least 40s. it's chilly in those northwest suburbs. but not cold enough for any snow or ice. that's at least the good news there. i feel like a lot of us aren't ready for that. start things off by showing you one particular camera where in fact it is still raining. this is out bethlehem. the showers are incredibly light. you got to look close toll see them. but it is a little damp to start the afternoon up here in northampton counsel tie this shot being taken from high a top hotel bethlehem, and all looks as though things are moving along pretty smoothly here in determines of traffic, but still a little damp up that way i78,

route 22, northeast extension. far north and the northeast extension you might run into this. expect it. but let's go out to the maps. all storm scan3 it's all again pretty light precipitation. could be worse. had a little bit of snow trying to work away across northern pennsylvania we just don't have the temperatures to support that yet. even if we did, highly unlike until would have a prayer of actually sticking to the ground at this point. ground is just too warm at this point. but we are nonetheless going to see this warm front live up to its name. the temperatures begin to rebound into tomorrow. as early as tonight not quite as chilly but still cool out there right now. now here's the pattern. got dual front. warm front is happening today lifting north. and then we get a cold front passage so by tomorrow, we're sitting between these fronts. warm front done its thing back in the 70s. another day in the 70s on frid friday. before this front crosses. once it does later in the day and that night especially, that's when temperatures take another knows dive. so two straight days into the mid 70s.

that's the expectation. and here's the best sort of bullet point way of telling you when thing will take place. you've the rest of the this afternoon and notice far north and counties to expect a couple of light showers to roll through. then again on friday night especially. though it looks like moisture starved cold front mainly scattered showers at worse that come through here. then heaviest showers from that little batch of moisture that comes in saturday night into sunday likely fall across the northwest half of our area it looks like the precip will be tapering through the day if that no change we'll let you know much that's the expectation now. so maybe the eagles are warming up again in some damp conditions but it will gradually get better it's a it stands right knowledge winter is many weeks away but it's never too soon to start shopping for christmas, right? 54 degrees -- 54 days rather until christmas is here. we're to the going to have any kind of wintry conditions any time soon. but it's fun to sort of take look here and there at how we're fairing when it comes oh that countdown. the boardwalk splays one spot we still have at least a little sun trying to peek through here and i do want to jump real quickly

injuries range from amputations to other severe trauma. and mayor bill de blasio says there is no sign of any additional threat against new york city. a source say say sayfullo saipos very pleased with the attack and said he did it for isis. >> rose: police say he dove a rented truck dunn a bicycle path at a high rate of speed, mowing down people in his way. he reportedly told officers he would have kept going if he had not run enter a school bus. margaret brennan is at the white house where we're about to hear what the president said moments ago. margaret, good morning. >> reporter: good morning, charlie. the president was in a cabinet meeting with his top advisers and gave a much more emotional reaction to this attack in his hometown than his responses a few weeks ago to the mass

shooting out in las vegas. today no calls for unity or restraint. instead the president called the attacker an animal, one he would consider sending to guantanamo bay and vowed to get rid of the visa program that allowed him to come here from europe, a country in uzbekistan, one that is not on the president's travel ban. >> a horrifying terrorist attack in new york city, just blocks away from the site of the world trade center. man drove a truck enter a pedestrian bike path and murdered eight people and injured very, very seriously at least 11 more. all of america is praying and grieving for the families who lost their precious loved ones, horrible acts. our hearts break for them and we pledge to renew our resolve in their memory. my administration is coordinating closely between federal and local officials to investigate the attack and to

further investigate this animal who did the attacking. and updates will be provided as available. i am today starting the process of terminating the diversity lottery program. i am going to ask congress to immediately initiate work to get rid of this program. diversery and diversity lottery. diversity will theory. sounds nice. it's not nice. it's not good. it's not good. it had not been good. we've been against it. so we want to immediately work with congress on the diversity lottery program, on terminating it, getting rid of it. we want a merit-based program where people come in to our country based on merit. an we want to get rid of chain

migration. this man that came in, of whatever you want the -- to call him, brought in with him other people, and he was the primary point of contact for, and this is preliminarily, 23 people that came in or potentially came in with him. that's not acceptable. so we want to get rid of chain migration, and we've wanted to do that for a long time. and i've within -- been wanting to do it for a long time. we'll ask congress to work on it immediately. there are bills already about ending chain migration. we have a lot of good bills in there. we're being stop led by democrats because they're obstructionist, and honestly, they don't want to do what's right for our country. we need strength. we need resolve. we have to stop it. so we're going to get rid of
