nothing short of a failed marriage that according to some parents who showed up here to applaud the mayor's call to dissolve the src. now, mayor kenney taking to the podium here inside city council chambers receiving a standing ovation when he made his intentions official. his remarks were carefully delivered using a teleprompter the commission has existed for 16 years in exchange for more cash the state assumed control of the financially troubled school district. in a statement the reform commission has signaled a november 16th vote on a resolution to dissolve. there's no telling how that will play out. that would be the first step in the process. one that would need a signoff by the commonwealth's education secretary. the mayor painted a grim financial picture most notable a billion dollars deficit in theing years. >> we must choose to meet this moment and become the masters of our own destiny. if we pair local control with increased investments we can

finally confront our city's most persistent challenge. we can create a school district that's more collaborative more financially stable more accountable to philadelphians in as a result a school district where our students progress and act -- is accelerated. >> reporter: returning the school district to local control would mean the mayor would appoint a nine member board. right now there's a push to amend the city charter to allow some of city council -- make that all of city council to basically have some oversight in the appointment process of that nine member board and if all goes somewhat stream lined, this local control could exist next year, next june of 2018. lots to break down of course the latest on this developing story coming up on "eyewitness news" starting at 5:00. live outside city council chambers inside philadelphia city hall i'm joe holden cbs3 "eyewitness news." >> joe, we'll see you at 5:00 thank you. expect to learn more this afternoon about the camden county officer shot in the line of duty last night and

the gunman accused of shooting him. cleve bryan is live at cooper university hospital where that officer is recovering. cleve, good afternoon. >> reporter: good afternoon rahel. police chief scott thompson came out of the hospital after visiting the officer. he says the 21-year-old rookie cop is doing well but because of the severity of his injury will likely stay in the hospital until at least tomorrow. so here's what we know about what happened. right about 10:15 last night the officer in patrol in the area of chelten and ninth avenue in camden called for backup. he reported seeing three people involved in some sort of suspicious activity. now the officer approached those three individuals and one of them allegedly pulled out a gun. the officer tried to disarm him and then the struggle and was shot in the leg from point blank range but he still managed to tackle and hold the suspect until fellow officers arrived. they gave the injured officer first aid including putting a tourniquet on his leg and rushed him to cooper. the suspect is in custody. overnight chief thompson was

here and had more to say about the injured officer's willingness to put his life in danger to do his job. >> a really bad guy had a gun on him and he was going to do some bad things with it out there on the street but not for our officer intercepting him and taking him off the street and the gun, you know, there probably would have been a lot worse events taking place tonight. >> reporter: chief thompson says that the officer was struck right in the middle of the thigh, the bullet actually passed through but missed the femur and missed the main artery. we hope to learn more at a news conference that's about to start any minute over at police headquarters. learn more about the suspect and the charges that he'll be facing. live at cooper, i'm cleve bryan cbs3 "eyewitness news." >> thank you cleve. in other news today the fate of new jersey senator bob menendez will soon be in the hand of a jury. jurors are hearing closing arguments in the bribery trial. he's accused of taking gifts from a wealthy friend in exchange for political favors. he and florida eye doctor

salmon melgen deny the charges. the trial is in its ninth week. jury deliberations are expected to begin on monday. >> investigators are learning more about that deadly terror attack in new york city. >> the lone attacker revealing details about the plan. meg oliver has the new developments from new york. >> reporter: investigators are examining cell phones and other evidence seized from terror suspect sayfullo saipov. the uzbek immigrant told police he was inspired by isis when he mowed down pedestrians in lower manhattan. but they want to know if he had any direct contact with the terrorist organization. >> at this point, we don't see anything that leads us to believe there's anyone else involved but i caution we're a day or two in this. >> reporter: saipov came to the u.s. seven years ago and had been living in new jersey. an intelligence source tells cbs news saipov had some contact with individuals in 2015 who were considered radicalized extremists and at least one of whom was from

uzbekistan. saipov faces federal terrorism charges and could face the death penalty. a sentence president trump called for in a tweet last night. the suspect told prosecutors he chose halloween because he thought there would be more people here on the stree of lower manhattan. the eight people killed in the attack are now identified. they include two americans, 32-year-old darren drake and 23-year-old nicholas cleves a mother from belgium and five victims from argentina who were celebrating more than 30 years of friendship. drake's parents spent hours trying to reach him on tuesday. >> we said what are the odds of darren being out in that 32nd period of time that the guy came driving by? but then as the day went on,. >> reporter: at least eight people remain in the hospital with injuries ranging from an amputation to neck and back

where north korea will be a major topic with other world leaders. >> searching for the burglary suspect who stole laptops from a center city business. surveillance video shows the suspect end an office building at 17th and walnut. the suspect took an elevator to the seventh floor, forces open a door and then gets away with five laptop computers. if you recognize this suspect you are asked to contact philadelphia police. >> well, as the philadelphia eagles enjoy their winning streak they're also celebrating quarterback carson wentz. >> he has been named nfc offensive player of the month after the week seven win over washington head coach doug pederson said wentz has been playing extremely well this season. don't we know it. wentz led the eagles to a perfect five-o record during the month of october. wentz also led all nfc quarterbacks in passing touchdowns t the 14 touchdown passes were the most thrown by an eagles quarterback in a single month in franchise history. >> been a good season. on cbs3 "eyewitness news" at 11:00 carson wentz not talking about x's and o's. he is however opening up about

[ laughing ] look at the smiles and the hard work that the people here are doing. it's like making mini sandwiches. they're no different than anyone else. they just want a job. they want respect and they want dignity. this is a nice place. yeah. he plays basketball with lauren. steve called, fairly frantic. you know, he had a premature baby and i think he had just been given the diagnosis that she had down syndrome. lauren brought out the best in me. she made me a different person. deep down in his heart he feels for people who are disadvantaged. lauren's a light in everybody eye. she's the spark that has started the fire. the goal is to keep places like this open so all people, regardless of disability, have an opportunity for employment. see, i love you.

>> back on "eyewitness news" take a look at this. this is a gas station in clinton, alabama. in the video the driver walks away from his car and a kidnapping victim is able to free herself from his trunk and run away. she dashed into the station and the suspected kidnapper took off but police managed to track him down. the man is facing kidnapping and assault charges over that case and drug charges for a traffic stop when police arrested him. well, a new report is out about gender equality. >> according to the report by the world economic forum, gender equality is in a downslide for the first time in more than a decade. a study looked at gender. balances in education politics health and the workplace. 144 countries were examined. the u.s. came in 49th place four spots lower than the last report. however we did rank first for equality in education.

overall iceland came in at number one. the reputation of harvey weinstein is about to go up in smoke overseas. a british town plans to burn this 36-foot tall statue of weinstein at its annual bonfire night celebration this weekend. each year the bonfire society chooses a well known figure they say deserves a good torching. they say weinstein was the obvious choice this year after more than 50 women accused him of sexual harassment and assault. he's denied all of the allegations. >> still ahead on "eyewitness news," young sheldon is back right here on cbs3. >> what the actor says what he likes about playing the iconic big bang character as he comes of age. katie. >> looking ahead to a weekend that may be split down the middle kind of like last weekend. i don't think we're talking about much more than some scattered to spotty showers heading into sunday. should not be the kind of

katie. >> exactly. i'll make sure you know exactly what you need to know. it looks like a really nice afternoon. have you stepped outside. >> i have. >> it is so nice. >> they let her out. they locked me in my room back there. >> we got to get my coffee. >> it actually feels almost a little bit muggy outside but in a really good way. >> okay. >> you know, yeah, i was outside just sitting in the park near our station and i actual had to take my coat off i was so warm. unreal, right? it's so nice outside. so, savor this moment. although you'll have a couple opportunities to enjoy the warmth. we're all over the place on the thermometer because of multiple fronts coming through. i want to show you a pretty picture. off in the distance there's center city. i'm waving to you all the way from plymouth meeting, we're taking this shot in montgomery county. you see a couple patchy clouds but the sun really breaking through and in in the foreground is mid-county interchange at the northeast extension.

we're about 15 miles or so from center city with this camera shot but you can see so far away on a clear day like this, right? meanwhile let's take a look at storm scan. i want to show you what's up with the pattern. we had a warm front lifting through that helped usher in the moisture but the wind was calm so we had a lot of fog issues this morning. it was patchy but it was definitely an issue for some of you. that has since gone away but i think we'll have a repeat performance later tonight. in the meantime this is not the most organized storm we've seen but you have a cold front that's going to cross through so we've got the rest of today, good portion of tomorrow before the cold front gets here. it's a pretty moisture starved front no less so it does bring in nothing more than a couple of scattered showers. that is really it and again that won't happen until late in the day tomorrow, late afternoon toward the early evening. most of you are likely to stay even rain free from this now. now, saturday night into sunday, the next threat of rain comes along. it looks like it's mainly a light to moderate shower event but wider spread by comparison to what we'll see on friday and then monday comes another cold front so it's just front after front, one after another and that's what's going keep

us on that proverbial rollercoaster ride with the thermometer. are we looking at recordtory toker? i don't think so. today the call is 75 degrees. the record we have to climb pretty high here, low 80's actually both today and tomorrow. however, woo intera flirtation with these highs we're projecting its 15 degrees warmer than it was this same time yesterday. in trenton 24 degrees warmer, in allentown you really notice that difference and as that translates to the thermometer low 70's in early november. why not? get outside and enjoy this. low 70's with a south wind for the most part and that wind is still relatively light. now, looking outside, here we all of 10going to say it was seconds ago but it looks like people are taking advantage here, that beautiful sunlight reflecting off of the ocean open water in the live neighborhood network. in the city we're expecting the high to hit about 75 degrees. down at the linc they have another game with temple at home this evening, great football weather, 67 at kickoff at 8:00 p.m. in
