and when he said no, he just snapped. >> it is 6:00 o'clock. a berks county man charged with a gruesome crime, police say he murdered a 19 year-old woman after she refused his marriage proposal. hello, i'm ukee washington. i'm jessica dean that suspect in the homicide was pick up 700 miles away. >> "eyewitness news" reporter alycia nieves is in berks county right new where this shocking crime took place, alycia. >> reporter: state police hearsay gruesomeness is, something that horrified even hardened police officers. they say they found body of the 19 year-old girl only after the alleged murder, fled to illinois and was arrested there by police on a different crime. the 34 year-old berks county man today is in an illinois courtroom facing charges for trying to, steel a farmers motorized combine, but back home he will have to deal with the more serious charge: murder. >> he asked her to marry him

and when she said no, he just snapped. >> reporter: after a fail marriage proposal pennsylvania state police near hamburg say the 34 year-old christopher tucker killed a girl he was dating, 19 year-old tara serene owe. tucker confessed to the murder wednesday night after he fled pa and caught break nothing to a farm in ill note. he told police there, that pennsylvania authorities would find young woman's body wrapped in the rug here in his home in albany township. >> what our troopers found when they initially got there was very gruesome. >> reporter: tucker told them he strangled the 19 year-old and beat her with a hatchet. >> so sad for this poor girl because she had no idea, you know, the type of past issues that he dealt with. >> reporter: chad is a friend of the 34 year-old and said tucker had severe mental illness had been recently in and out of treatment for it. >> i personally have taken him

to the hospital many times. >> reporter: he mourns what happened to the young girl here and what appears to be the end of his friend's life too. >> he is my friend, he is my brother, but, you know, he did something terrible. >> reporter: thirty-four year-old christopher is facing a open count of criminal homicide that does include first degree murder. it will likely take at least a week before being extradited back here to pennsylvania and formally charged but state police say he admitted to every gruesome detail of this crime and admits to doing it because 19 year-old refused his marriage proposal. reporting live from berks county, alycia nieves for cbs-3 "eyewitness news". a monument on the move, city officials decided to relocate the controversial statue of former mayor frank rizzo. caused a lot of tension and pain for some people, others say that it is a fit monument, it is honoring a good man, frank rizzo, once mayor and police commissioner. as you just said the statue is coming down but won't be destroyed, it is simply just moving. >> it hasn't changed, in seven years, still looks the same. >> reporter: former philadelphia mayor and police commissioner frank rizzo, love him, hate him was larger then life. he spent decade working at the top in philadelphia but not everyone sees him as a lead other. over the summer protests erupted near statue across from city hall, after citizens demanded the statue be removed some called rizzo a racist and demanded change. city officials heard their cr ies. >> i was always for relocation , you know, it is fine to have statues, i think it is different when it is in the center of the city. >> reporter: city council woman helen gym proposed the idea over summer following removal of confederate statues

in southern states. city officials announced friday that the statue will be removed but not destroyed. it will just move to another location sometime next year. >> there should be a process to see where statue could go, where it could be respected, where it is not harmed. >> reporter: we spoke to philadelphians hoff very mixed feelings about the rizzo memorial. >> i try to think it is okay to leave the statue here. i know a lot of people don't gree with me. >> reporter: tom heinz was a critic for philadelphia inquirer and quite familiar with the statue. >> i think good things about the statue but i said this was wrong place for it to be. >> reporter: frank rizzo died in 1991, statue went up in 1998, in 2018 it will move. >> i don't see a reason not to move it but just a way to spend money. leave ate loan. >> reporter: question is when in 2018 will the statue move? where will the statue move? we don't know those answers. we are told it will take at

lee six months, 4,000 public submissions, suggestions to move this statue, lot of people weighing in on this issue. reporting live, david spunt for cbs-3 "eyewitness news". >> david, thank you. authorities in bristol township bucks county are investigating two attempted lurings of children that could be connected. yesterday afternoon police say a man attempted to lure a 10 year-old girl getting off the school bus on glenn rose avenue near man linda drive. surveillance caught this image of the person of interest and vehicle police believe may be involved in 2007 or zero eight silver chevy impala. >> we'd like the community's help identifying the person driving this car so we can interview him and determine whether or not he was involved and whether or not he is a threat to the children. >> investigators are concerned that the same suspect may have struck on august 12th, and that day a boy at the hidden forest apartment complex told police a similar man, and car, approached him. a group of officers put their lives on the line today to help rescue residents from

the burning home in north philadelphia fire started around 5:30 this morning on the 1500 block of west oxford street near temple university. the fire department was on the way but officers knew they had to act fast. the fire was spreading from the first floor to upper floors, and people were still trapped inside. >> whole first floor was engulfed we had to go through the rear, climb up roof, latter and get everybody down by hand and before a ladder can get there or we could do it hard way. >> three residents were taken to the hospital for treatment but we're told all are expected to be recovered. officials say fire appears to be accidental but they have not yet determined a cause. camden county office shore was shot earlier this week could be getting out of the hospital soon but for now he is getting a lot of visitors. department posted this picture on twit tore day of officer patrick o'hanlon in his hospital room. he got a vice from it camden chief scott thompson and new jersey attorney general chris perino. o'hanlon was shot in the thigh wednesday night when police

say he wrestled a gun away from an alleged gang member, 19 year-old dellron mayhand is being held without bail on several charges including attempted murder. pennsylvania senator pat toomey says he supports tax cut plan unveiled this week. in center city the senator is involved in crafting a similar senate version of that plan. >> top priority is that working families and middle income families are going to get a direct pay raise by lowering their tax bill. we will do that, that is part of the plan, that is a necessary feature. the other thing we will does we will change our business tax code so our business can compete. >> pennsylvania's other senator democrat bob casey released a statement on the tax plan earlier this week that read in part congressional republicans have taken great pains to spin their tax scheme as great for middle class, but a few marginal changes do not change the fact that their plan is fun. ly a massive give way to the wealthy at the expense of the

helping future doctors with visual interpretation, not medical school but at philadelphia museum of art. >> health reporter stephanie stahl is here with more on a unique program. >> reporter: this is cool, it is an innovative class that combines art and observation a new way that the university of pennsylvania is training medical residents, to look at patients. it is called puzzle explore. >> reporter: these future doctors are learning to see. >> focus on the room itself.

go. >> inside this room at philadelphia art museum, the medical students have to examine these columns, describe them and come up with theory about their history. it is called artfull thinking. cherry lee is first year penn medical student. >> we are forced to break down piece was a lot going on in them in simple terms like ic, this shape here. >> reporter: in another room the students are faced with a painting, the challenge, use observational skills to make evidence based interpretations , first year medical student phil says it made him look closer. >> that kind of length of attention that you need to continue, looking and searching for details is helpful. >> reporter: museum educator adam rizzo say this is training doctors to describe things like colors, shapes more vividly. >> we can practice certain skills here at the museum that really have an impact on doctoring skills. >> reporter: in the journal ophthalmology researchers from u penn and chop said a team of

students that took art class saw significant improvement in observational skills, in describing photos of retinal and facial disease. >> they were more relying on evidence to make their interpretations which is key because we don't want folks jumping to conclusions that are, without merit. >> reporter: better clinical descriptions helped other doctors who examine the patient. >> putting in simple terms possible and then build a lot of meaning from making simple observations. >> reporter: now, the art full thinking class is a especially helpful they say for specialties like dermatology and radiology, where diagnosis and treatment are based primarily on direct observation. it is cool when you think bit. other thing is empathy medical students say that it makes them more mindful about how patients are feeling when you look at art and think about what you are saying. >> yes. >> you want that connection. >> exactly. >> when you go to the doctor. >> stephanie, thanks. >> a few famous new jersey

back out tomorrow, it will feel cooler then today and yesterday, here's a look outside as evening comes to a close still light in the sky there as we look live from our parkway central library camera toward western sky, where it is just a little bit of light remains as we have talk about ad nauseam that will not be the case next week because we have to set these clocks back this weekend but beautiful shot as we pan the sky line, of our, really western sky, looking toward suburbs here. lets look at storm scan three you can see that front has cleared the area. notice cloud pushing through south jersey heading north and west, skies are clearing and it will start to cool down, pretty rapidly through overnight hours as this cooler , dryer air sweeps from the north and west. is there a secondary cold front back across northern plains coming through on monday but we have to talk about ane wind and then warm front that will impact our weekend. lets start off with current temperatures, you can see wins switch, frontal boundary right out to sea.

actual front has cleared and we are waiting for cooler air to filter in. already down to 61 in allentown. forty-eight in mount pocono. we are holding on from the 70 's south and east. temperature roller coaster over next several days. it was well above average today. tomorrow couple degrees below average. we will head back sunday and monday before dropping again, by tuesday, of next week. time-to-time out the west weather, for your friday evening tonight looking fine, skies are clear, tomorrow wake up to sunshine but quickly easterly wind will develop, included will start to increase in the afternoon especially south of the city, north of the city more sun through more of the day, showers really hold off until saturday night, into early sunday morning. more overnight event. that is part of the good news here. sunday morning starts off with cloud and sprinkles. nothing that is heavy, i wouldn't let it make you cancel your plans but couple showers here and there. probably for eagles game but then shifting out of here heading in to sunday night.

this next front will approach on monday, monday warms up ahead of the front but by midday another round of showers coming through and that will knock temperatures back more permanently toward more november levels. talking about this easterly wind off the ocean that will kick in late tomorrow afternoon around this high pressure system generating low cloud and may hit daytime high early in the daytime tomorrow. afternoon will feel colder then morning thanks to an east wind and more cloud cover. overnight partly cloudy, cooler, 48, tomorrow sunshine giving way to increasing cloud with the shower chance at night, set clocks back saturday night into sunday morning, we get extra hour of sleep. not sure it is that but it feels like it. we will take it. i got five month-old at home i will take in extra hearst of sleep you want to give me. you're witness weather seven day forecast shows a more permanent cool down at lemur longer duration cool down next week tuesday through friday we are in the 50's again. >> energy those 60's minutes.

lauren brought out the best in me. she made me a different person. deep down in his heart he feels for people who are disadvantaged. lauren's a light in everybody eye. she's the spark that has started the fire. the goal is to keep places like this open so all people, regardless of disability, have an opportunity for employment. see, i love you. i love you guys too. you know that. yeah. why arit's because sweeney'sing been exposed as aeeney? double dipping pension padder. caught spending campaign money on lavish dinners and fine cigars for his pals. investigated for being a lobbyist and a senator at the same time. sweeney voted to raise taxes 145 times while our economy continues to struggle. south jersey is a mess, and it's time to take out the trash. on november 7th, make a change.
