this is the "cbs evening news." >> mason: good evening. i'm anthony mason. north korea deified the united states today with another missile test, the first in 10 weeks, firing an intercontinental ballistic missile capable of reaching the u.s. capitol. the launch comes one week after president trump declared north korea a state sponsor of terrorism, and imposed new sanctions. the north called that a serious provocation. mr. trump was briefed on the launch while the missile was in the air. he said, "we will take care of it." he did not say how. david martin is at the pentagon. >> reporter: it was north korea's third test of an i.c.b.m. the other two took place this summer, and according to defense secretary mattis, it went further. >> it went higher, frankly, than any previous shot they've taken. it's a research-and-development effort on their part to

continuing about ballistic missiles that could threaten everywhere in the world, basically. >> reporter: the missile was fired from a mobile launcher just north of the capital, pyongyang, and flew for more than 50 minutes, climbing more than 2300 miles into space before splashing down in the sea of japan. because it was fired at such a high angle, the missile was never a threat to the united states, but calculations done by david wright of the union of concerned scientists showed that head it been fired on a standard trajectory, it could have traveled 8100 miles, far enough to reach washington, d.c., or anywhere else in the u.s. within minutes of the launch, south korea conducted a missile-firing drill of its own. >> the south koreans have fired some pinpoint missiles out into the water to make certain north korea understands that they could be taken under fire by our ally. >> reporter: secretary of state tillerson called for stricter enforcement of u.n. sanctions against north korea, including the right to stop, board, and search vessels

transporting goods to and from the north. secretary mattis called this latest test a research-and-development effort, which means north korea still has more tests to conduct before it will have a reliable intercontinental ballistic missile. but that day is coming, anthony, probably next year. >> mason: david martin at the pentagon tonight. david, thank you. president trump launched a twitter attack today on the democratic leaders of congress, just hours before they were to join him at the white house for a bipartisan meeting on funding the government. the democrats skipped the meeting, and the president made a show of it. here's chief congressional correspondent nancy cordes. >> chuck schumer and nancy pelosi did not show up for our meeting today. >> reporter: the president held an impromptu photo-op today, flanked by two empty chairs to signify his displeasure after the two top democrats canceled on him. >> they've been all talk, and

they've been no action. and now it's even worse. now it's not even talk. >> reporter: they were supposed to discuss government funding, which is set to run out next week, but the democrats called it a waste of time after president trump attacked them on twitter and said, ," i don't see a deal." you're never going to stop the president from tweeting, so does this mean that going forward you're not planning to sit down with him? >> all he has to do is say he's serious and wants to undergo a real negotiation, and we'll sit down with him. >> reporter: mr. trump did get to put his deal-making to the test over lunch with senate republicans, where he sparred with senators who still have concerns about the party's tax plan. wisconsin's ron johnson thinks the tax cuts favor corporations at the expense of small businesses. >> i thought it was a fine-and-dandy exchange. i didn't feel threatened at all. >> reporter: tennessee's bob corker worries about what the

$1.5 trillion plan would do to the deficit. >> i want to be sure we put in place a policy that will be great for future generations. >> reporter: leaders are furiously making changes. >> think of sitting there with a rubick's cube trying to get to 50. >> reporter: the bill did clear a logistical hurdle today, passing up on the of the budget committee, over the objections of protesters-- >> shame on you! >> reporter: ...and democrats. >> this legislation is a disastrous and unfair piece of legislation which gives huge tax breaks to the people who need it the least. >> reporter: g.o.p. leaders are hoping to hold a vote on this senate tax bill this week, but they can't do that, anthony, until they know that they've won over most of the 10 or so senate republican hold-outs. >> mason: nancy, you have new information tonight, also, about

michigan's john conyers. what you can tell us? >> reporter: that's right, we know he has been meeting this afternoon and this evening with some of his fellow members of the congressional black caucus to discuss whether he should resign over these allegations by former staffers of unwanted sexual venezuela. one top democrat, james clyburn, told us that it is his understanding that a fifth accuser has come forward. we still haven't heard, anthony, from conyers himself about what he plans to do. >> mason: nancy cordes at the capitol. thanks. two weeks now till the special senate election in alabama, and the republican candidate is doubling down on the defense against accusations of sexual misconduct. mark strassmann is in birmingham. >> this is simply dirty politics. >> reporter: judge roy moore stood defiant before 200 faithful supporters. they prayed he would become senator roy moore, despite the scandal that has rocked this race. >> these allegations are completely false.

they're malicious. >> reporter: allegations of sexual misconduct first reported by "the washington post" centered on whether the 70-year-old moore, in his earth 30s, aggressively pursued at least eight teenaged girls. one was 14, another alleged moore tried to assault her. attack ads from doug jones, moore's democratic opponent, question moore's moral fitness. >> will we make their abuser a u.s. senator? >> reporter: but moore was emphatic last night. >> i do not know any of these women nor have i ever engaged in sexual misconduct any woman. >> reporter: that seems to contradict what he said on seann hannity's show two weeks ago. they talked about one of his accusers, debbie wesson gibson. she claims moore kissed her when she was 17. >> reporter: since the scandal broke, recent polls show democrat doug jones has chipped

away at moore's lead. but the moore culture war-- antiabortion rights, antigun rights, transfixes supporters like san dee ivy. >> he's a christian man. i believe he's true. >> they're so devoted to moore, they may not believe the accusation. >> reporter: former lawmaker steve flowers is one of alabama's best-known political analysts. >> from the beginning he had 30% sathaad said they were going to vote for him come hell or high water. >> reporter: a certain amount of exphl high water has come. >> it has. >> reporter: moore will have campaign events each of the next two days, both at baptist church where's he does have strong support. anthony, once again, he will speak but take no questions. >> mason: mark strassmann in birmingham tonight, thanks, mark. a conservative group that uses sting operations to embarrass its targets has been caught in the act by "the washington post." here's chip reid. >> and i'm also, you know, frankly, want to know if

you're-- who you might be working for now. >> reporter: in a recent series of interviews, the woman on the right, jaime phillips, told "washington post" reporters, one of whom is on the left, that when she was 15 years old, she had a sexual relationship with roy moore, became pregnant, and that moore convinced her to get an abortion. while working to confirm the story, "post" reporters found discrepancies and concluded the story was false. they suspected that phillipses had tried to get them to public a made-up story to embarrass "the post" and to raise questions about the paper's story on moore and teenaged girls. while researchers phillips' background, "post" reporters discovered an internet posting from jaime phillips which said, "i've send a job to work in the conservative media movement to combat the lies and the deceit of the liberal m.s.m.." short for mainstream media. >> that is being recorded and video recorded. >> reporter: at an interview last week at a virginia

restaurant, reporter stephanie mccrummen asked phillips about her reasons for coming forward. >> so if there's anything you want to say about why you're here and how you came to be sitting here, i really-- i really would like to know that. >> probably just want to cancel and not go through with it at this point. >> reporter: this, we "post" reporters watched as phillips walked into the new york headquarters of project veritas, a conservative group with a long record of undercover stings aimed at revealing alleged media bias. the controversial founder, james o'keefe, refused to answer a "post" reporter's questions about phillips. >> your employee, she's your employee? if you're not going to answer, that i'll assume she's your employee. is that correct? >> so i'm going to actually talk to you about a few-- are you done? >> reporter: project veritas declined our request for an interview, as did "the washington post." and we were unable to find jaime phillips to ask her for an interview. anthony. >> mason: chip reid. thank you, chip. relatives of victims of the texas church massacre filed a

legal claim with the u.s. air force today. the holcombe family lost nine members, including an unborn child, in the november 5 shooting. the air force admits it failed to report the gunman's criminal history to an f.b.i. database. that failure allowed him to purchase guns. harvey weinstein is now being accused of violating sex trafficking laws in a federal lawsuit. jericka duncan reports on the latest accusations against the hollywood mogul. >> under pressure from advertisers, youtube, owned by google, removed more than... >> mason: weeing are, obviously, having problems with that tape. but we'll be back. and coming up next on the cbs evening news, youtube finds removing offensive videos is not easy. and later, the royal wed ago good news today for the father of the bride.

videos of young children have been posted online, not in some dark corner of the internet, but youtube. the website is finally cracking down. john blackstone reports it was a bottom-line decision. >> reporter: under pressure from advertisers, youtube, owned by google, removed more than 150,000 videos with images of children apparently being assaulted. james steyer is c.e.o. of commonsense media. >> the end of the day, large tech companies are run by the bottom line, and i think youtube has been an incredibly successful platform for google and they have simply not paid enough attention to some of the bad stuff that happens on that platform. >> reporter: youtube began paying attention as advertisers pulled their ads, complaining about child-endangering videos. in a statement today youtube said, "we are implementing age-gates for videos that are clearly geared toward mature audiences and reducing the incentive to produce this content by making two million videos ineligible for ads." >> it's a new type of child

abuse, child sexual abuse exploitation. >> reporter: mary pulido is executive director of the new york society for the prevention of cruelty to children. >> children can't unsee something. once they look at an image, it is there there in their brains forever. >> reporter: with some 300,000 videos uploaded to the site every minute, identifying offensive material is a constant challenge. youtube has largely depended on computers to determine what is appropriate. >> a machine, a computer cannot do that as well as a human being. >> reporter: so do you have to hire hundreds and hundreds and hundreds of people to look at everything? >> if you have to hire hundreds and hundreds of people to look at everything, they should, because google is coing money. >> reporter: while youtube is taking steps to protect children, experts say the first line of defense is at home, that parents have to be aware of what their children are watching and should limit the amount of time children spend watching online

>> mason: now the harvey weinstein story. the movie mogul's now being accused of violating sex trafficking laws. here's jericka duncan. >> i really, really believed in him. >> reporter: at a news conference in new york today, 31-year-old actress and model kadian noble explained how she met harvey weinstein at a party in london in 2014. after talking for a while, weinstein said he had a film role in mind for her. >> he kept repeating, "it will be good for you. it will be good for you." >> reporter: that night, she says she exchanged information with his assistant. three months later, she ran into weinstein at the majestic hotel during the cannes film festival. did you know he was going to be at the majestic? >> no, i didn't know. i was just in the majestic. i had no idea he was going to be there. i was there. he approached me. i said to him very-- i was happy to see him.

and i said, "have you received the show reel." he said he had not had time to look at it as yet, but if i was happy to come up, then he could have a look at it. >> reporter: noble says when they got to the hotel room, weinstein showed little from in her reel, and the mood quickly changed. >> he said he wanted me to do a walk for him, however, he was, like, groping me while i was sitting there. so i walked in the room. and he kept repeating i-- you know "i need to know that you really like me." >> reporter: you say in the lawsuit he exposed himself and he made you touch him. >> yeah he-- he-- i still can hear his-- the rattle from his belt, like, him undoing his belt, while he had a grip of me. and he basically took just completely just-- touched me inappropriately. >> reporter: and what did you do? >> he just said, "we have your details and we're going to be in

touch." >> reporter: weinstein continues to deny any wrongdoing. anthony. >> mason: jericka duncan. thank you, jericka. a reality star turned politician is challenge the establishment, this time in russia. here's elizabeth palmer. >> ksenia sobchak is already unnationally campaigning for russia's top job. today she's teaking at a student rally in st. petersburg. she may be a new face in national politics, but she's been a russian celebrity for years as a glamorous socialite, a "playboy" model, and scandalous reality tv star. ♪ ♪ now, she's moferred again, as a challenger to president vladimir putin, but with no illusions. >> no way putin will let anyone take away his power, even if all the people of russia would vote for me. >> reporter: so you are literally a protest candidate.

>> yes. >> reporter: and here's her potential base: russians fed up with censorship, rigged elections, and corruption, who last got to protest en mass in 2011. >> i don't want people to vote personally for me. i want them to vote against the system. >> reporter: the system's official media is ah off limits, so sobchak is campaigning online, inspired by modern american politics. her strategist is washington-based vitaly shkliarov, who worked on bernie sanders' campaign. what did you learn from your time as an activist with the sanders campaign in the u.s.? >> quite a lot, quite a lot. in america, you have software you can manage. remotely, you can build infrastructure and scale it. >> reporter: sobchak's team wants to mobilize millions of especially young voters to shake up russian politics and weaken
