the dramatic river rescue after a woman drives her car right into the schuylkill river. she is alive tonight after some rowers rescued her. good evening, i'm jessica dean >> i'm ukee washington. moments after pulled to safety by the rower, the woman was rushed to the hospital >> this happened near martin luther king drive in the strawberry bridge and alexandria hoff is live in fairmount park with more oath frightening incident. alex? >> reporter: jessica and ukee, the odds of surviving a car plunging into this water with a person inside during this time of year and under these conditions would be extremely grim. and it would have been tonight without the help of three strangers. drenching rain act stopping car is pulled from the schuylkill river. >> approximately 20 yards into the river, and about maybe a foot sticking out of the roof of the vehicle. >> reporter: the driver of the car was no longer inside of it. thanks to a group of well timed heros >> they observed what they saw as lights in the water.

as they were on the water. they immediately came over to the bank area, realized it was a car >> two rowers and a coach from the penn ac rowing association housed on about the house row noticed the suburbed car around 5:15 p.m. >> one of the three jumped in, one of the rowers sauce a female in the driver's side of the vehicle. attempted to get her out, was unable to, came back you mean. went back down and was able to open the door and take her down to a site where they started cpr >> once paramedics arrived, they were able to revive the woman said to be 61 years old from north philadelphia. police say that the vehicle entered the water in reverse and was in or traveled through the parking lot that separates the water from martin luther king drive. that's what concerns about the driver of the vehicle as to what the intentions were or actually what happened. >> reporter: it is unclear how long the woman was in the water or how long she would have been. if it wasn't for the passing rowers and their coach.

>> we're thankful to these rowers who heroically went into the water, rescued the individual got her out, provided first aid and did all the right things that you should do as a citizen of the city. >> reporter: great work, we're told that the driver is in stable condition. reporting live along the schuylkill river, scoff cbs3 "eyewitness news." a hit-and-run tonight in philadelphia's cobbs creek neighborhood sends a teenager to the hospital. chopper 3 at accident occurred and market where the crash happened before 5:30. the 14-year-old was rushed to children's hospital. we're working to find out how the teen is doing tonight. right now, police do not have a description of the vehicle. after warm december day, it's turning to a soggy night. big changes on the way. meteorologist kate bilo is here with a look at what's in store. kate? >> let's take a look at stormscan 3 and you can see this front is moving through the heaviest rain has now pushed out of philadelphia, and has shifted toward the coast from atlantic city down into cape may county

we have pretty intense showers that could slow things down along the atlantic city expressway. the little bit of rain starting to push towards portions of called county but as we head to the shore, that's where the heaviest rain is, the guard state parkway. future weather shows most will push out within the next our or two, there will be lingering showers on the back edge, there's still a front pushing in from the w. cold air will not come through until the front does. but once it moves through you can expect big change, the sun comes out tomorrow morning, but temperatures will plummet. we're still near 60 degrees but we're on borrowed time cold air lurking just to the north and west. some of us could even see a little snow. ukee, back over to you. a touching moment at the state capitol. the pennsylvania state democratic party is calling on a republican representative to step down because of the way he complained about being touched by a male colleague.

>> officials are pleading with people to heed evacuation orders to shelters like this one, where volunteers are ready to offer comfort. the governor declared a state of emergency for los angeles and ventura counties, there are no immediate reports of deaths. late we learned air quality issues will limit the los angeles rams practice as they get ready to play the eagles sunday. the eagles are in anaheim, south of that area, they're not affected by these wildfires. tomorrow white house officials say president trump will announce his decision to move the u.s. embassy in israel from tel aviv to jerusalem. they've long considered jerusalem their capitol but palestinians wants their own state with the capitol in jerusalem. critics say such a move would derail any chance of achieving peace in the middle east and could trigger violence in the region. the relocation likely will not happen for at least three or four years. because of logistical and security issues. former pennsylvania governor

dears >> they look good. >> and we smelled them earlier >> right at the shop >> heat from the laser >> kate got your forecast. >> philly christmas >> indeed >> well, you know, the rain has been with us all evening. it's starting to push on out of here. but you almost don't want it to leave. once it does, the cold will come. it is december, we got to the 60's as we'll talk about in a moment. not so for rest of the week and the weekend. temperatures are going to be decreasing a little bit each day. let's take a look outside right now we'll start you off on a rainy center city, low clouds just end vesseling the tops of the buildings, as we look live from the camera at the cbs broadcast center, not a nice looking night. heaviest of the rain is over. still lingering showers through the next several hours at least and here ap time laps from today, you can see just how miserable of a day it was. a lot of dark clouds, not a ton

of rainy until the evening hours, but just looked ominous much of the day, especial late afternoon and into the evening as the front approached. you can see the steadiest rain shifted towards the coast. we had lingering showers on the back edge of this as front pulls through. the cold front is way back and you can almost kind of see a little bit of snow popping up in the mountains of central pennsylvania, the rest of the region for us, not seeing snow, but we are going to feel the cold air push in once the rain clears. zooming, in, the steadiest downpours are at the shore, the blips along the garden state parkway raining at a pretty good clip, and egg harbor you're seeing heavy rain, then we tap into the cold air that you see over the great lakes all the lake effects snow, that is what's going to be headed our way. we did get to 63 today, a full 15 degrees above average, the record is 71, we were closer to the record than we were to

normal today. but that is going to change while temperatures are mild now near 60, temperatures have actually risen ahead of the front for us, you can see the temperature in millville is 21 warmer than it was at this time 24 hours ago, it's 13 degrees warmer here in philadelphia. but behind front drastic departures in the opposite direction, 32 colder now in chicago than this time yesterday. 29 degrees colder in lexington. once that front moves out. we then shift our attention to a system that will be tracking along the eastern sea board friday into saturday. this will be a brush with the coast. most of this will just be along the coast. possibly a snow shower further inland as well friday into saturday. certain enough cold air in place for that. but it's especially to the south and east. doesn't look like a major big deal, but there's several snow chances in the forecast, ample cold by the weekend, few flakes possible sunday and another chance next tuesday night into wednesday, that is still a week in the future. of course, so can't make any

promises but with enough cold air moving in, it's that time of year, that we start talking about snow when precipitation chances enter the forecast. so the next two days pretty quiet. we start to kind of shave two, three degrees off the temperature each day, like mother nature trying to ease us into this, can be cold for the army/navy game saturday. sunday and monday cold, flurries sunday. and then another chance for rain and showers next tuesday. >> no drastic drop. that's what i like. >> just easing in. >> thank you. lesley up with sports. i'm thinking a trip to la might be nice, i think a lot of eagles fans are. how are the rams bracing for eagles nation to invade the coliseum? for the eighth time. the quarterback taking first and second overall playing each other. it's golf versus
