to concede after doug generals stunning victory in alabama first time a democrat has won that senate seat in 25 years. lots going on it is wednesday december 13th good morning i'm jim donovan. i'm rahel solomon. people are waking up to a bitter blast, "eyewitness news" caught folks bundled up on avenue of the arts this morning. while were you sleeping temperatures took a nose dive we are feeling wind chills in the single digits. one man said if you go outside today brace yourself. >> you have to layer it up, yes. long johns, sweat pants, whatever. >> right now temperature looks to be 21 degrees. >> katie, lets talk numbers, it is 21 according to our bug here in center city but how will it feel. >> that is what you have to go by. thermometer is bad enough but you have to take that into account that wind. how does it feel? here's how it feels. we are looking at maps here, 7 y

feels like at the airport and more like it is nine below zero, not even below freezing but zero in mount pocono, really brutal stuff here. again we have dealt with this almost every single winter but you know, first time of the year, can definitely feel most harsh, new there is some pretty substantial win and not that it has allowed a wind advisory for places like rehoboth, south delaware, kent , sussex county, cumberland, atlantic and cape may counties lasting until 10:00 a.m. this cameras well mounted. you don't see a lot of shaking but there is definitely wind to work with at shore points, beaches and delaware. storm scan will stay that way throughout the day. later tonight a new clipper comes along and we will talk about that but kid are heading out to school, blue skies, sunshine, you just can't go by it. factor in the wind, high only 31 but won't feel better than the teens.

clear. jim, back over to you. we're following breaking news this morning search is on for suspects involved in the deadly hit and run in northeast philadelphia crash was so violent it send a man flying from the back seat of the car. "eyewitness news" reporter alycia nieves is live from the scene in tacony with the very latest. good morning what do you know. >> reporter: jim and rahel in the pennsylvania hour or so we were able to speak to a man who saw the man and woman who fled from this fatal hit and run crash here. he describe would the man he saw to be someone to be seriously injured, she was bleeding from her face, she was a white woman, 5-foot two and really dark hair. he said man fleeing this scene with her, he was about 5-foot eight also a white man likely in his young or early 20's. he says that man was wearing blue basketball shorts. a fatal hit and run crash at torresdale avenue and disston street in the tacony section of philadelphia it happened around 12:30 a.m. involving

two cars bet toy yet as, both remained on the scene but dark gray toyota that police described as a striking vehicle had driver and female passenger in it got out after the crash and ran away. >> i heard a bang and then i seen a guy and a girl coming around the block and girl's face was, filled with blood all over. >> reporter: angelo, saw the man and woman ran from the fatal crash. >> she was telling her boyfriend or whatever like she wasn't feeling good, she don't think she could walk and didn't feel ride. >> reporter: what did he say. >> said come on we have to go. >> reporter: dark ready to yet a had three people injured, including one man seriously and ultimately fatally injured police say he was eject from the back seat thrown 30 feet from the car and died an hour after being transportedded from a nearby hospital. authorities are unclear what caused this crash and what direction cars were driving in because impact a crash appears to be so intense.

one car was sent through the fence of the home. >> we have witnesses that are being interviewed by accident investigation officers at this time. there is also many businesses at intersection that do have exterior cameras, so accident investigators are trying to retrieve, those recordings. >> reporter: authorities say that they have been able to run the license plate of the dark gray toyota and they have gotten the address of the owner of that vehicle. they are working on tracking down that owner to further identify the man and woman who fled from that vehicle. reporting live from the tacony section, alycia nieves for cbs-3 "eyewitness news". a leash, thank you. in other news, by a razor thin margin doug generals wins alabama senate race making him the state's first democrat elect to the senate in 25 years. >> it is an outcome that will have a huge impact in the balance of power in washington but here's the thing, g.o.p. candidate roy moore isn't ready to concede.

cbs news correspondent laura podesta is live in washington to break it all down for us. good morning. >> reporter: john third is likely day doug jones will be sworn in the senate his victory comes after a huge turnout from democratic voters and african american voters. that is the sound of the doug jones supporters learning their can tait has pulled off the improbable, becoming first democrat to win a senate seat in alabama in more than two decade. >> alabama has been at a cross road. we have been at cross road in the past unfortunately we have usually taken the wrong fork. tonight ladies and gentlemen, you took the right road. >> reporter: special election was a statistical dead heat for much of the night as votes were counted. when all of the districts were in jones just barely toppled embattled republican roy moore moore has so far refused to

concede, hinting to his dejected crowd that the race is close neff to warrant a recount. >> that is what we have got to do is wait on god and let this process play out, thank you for coming tonight, it is not over. it will take sometime. >> reporter: while jones victory is a no doubt blow to president trump and g.o.p. republicans maintain control of both houses of congress. their majority in the senate show shrinks to 51-49. >> wasn't that republicans crossed over and voted for a deem it that is they stayed home. there was a portion of their base that didn't like either candidate including their own. >> reporter: president trump who threw his support behind moore tweeted a congratulations to jones and added in part the republicans will have another shot at this seat in a very short period of time, it never end. generals holds the seat through 2020. alabama's secretary of state says a recount can be done, but moore will to have pay for it.

live from washington d.c. i'm laura podesta, jim and rahel. thanks very much. coming up on cbs this morning more on doug generals victory in alabama and what it means for balance of power in washington. that is coming up at 7:00 right here on cbs-3. a 21 year-old man is dead following a shooting in north philadelphia gunshots rang out just after 11:30 last night at intersection of the american and west west moreland streets police arrived to find one man suffering from the gunshot wound to the head, and investigators are hoping surveillance video will provide more information. and in franklinville two armed men break into a home and tie up the home owner, this happened on the 3600 block of north third street overnight, officials say suspects used sip ties to restrain victim, you can see the tie on the victim's wrist there investigators say nothing was taken and police are looking for two men but in one was hurt. suspect in the new york city subway bombing attack will face a judge today, the suspect a 27 year-old

avenue in schwanksville, the fire broke out around 5:10 this morning, authorities tell us this is not under control and they have taken one person to an area hospital. we will keep you posted as we learn more details, again this house fire in schwanksville is not under control and as we no one person has been injured. well, video outraged people across the country this morning police say they have made three arrests talking about the men who dragged a shark behind their speeding boat in florida. video surfaced in july. authorities just announced three arrests they face charges of aggravated animal cruelty, and he was proud of law enforcement for catching the men. more than a week after it started fire fighters in southern california are making progress in one of the biggest wild fires the state has ever seen. fire fighters say the so-called thomas fire is now about 25 percent contained, mid that progress officials say another blaze erupted in santa claire, about two achees burned before fire fighters thought fire out. and from fire to ice, it

is freezing outside. >> yes, no kidding. we are looking ahead to even additional snow fall bias early as tonight, guys. winter is making its presence known and that may have you thinking, we're within two weeks of christmas day what our possibilities could to be see a white christmas. odd typically are slim, over philadelphia, especially del marva peninsula and into new jersey where we are at best have a 20 percent shot to see any snow on the ground on christmas day. odd do go up, especially true for poconos. it wouldn't be shock if you had it because it has been so cold and in the ski resorts i guarantee they will have some snow on the ground. they have been building up the base at ski slopes for a couple of weeks now and all those slopes are opened at leon the weekend. here's the clipper system bringing in the next round of snow and it is warm enough that it is just some rain across eastern south dakota but this goes through, encountering cold air to work

with. we will see modest snow, out of that, a quick dusting in the city. might see an inch or two in the lehigh valley and poconos especially look at the feels like, next couple of hours through 8:00 a.m. it feels no berth than single digits here. then we will get a little bit more light of day and then by noon time still very cold but feeling more like the teens. that kind of story for rest of the day 2:00 p.m. or 5:00 p.m. feeling in better than 19. but by 6:00 we will crack that 20 degrees feels like value and still chilly heading in the next few days but harsh air is in place right now. watch for some snow, very modest accumulation in the city if any and then we will stay cold for next few days, meisha. bundle up those kid going out to the bus stop and recess and those animals, dogs outside all that good stuff it is freezing. looking outside, the boulevard , pushing in the southbound direction lots of headlights out there. you will to have factor in extra time right now as you

had are preparing for the most part to jump on to the schuylkill moving westbound direction pretty busy as well. boulevard southbound give yourself extra time. ninety-five south at bet soy ross looking pretty slow, so, give yourself extra time here again 95 south betsy ross bridge. you take this all the way southbound and what will end up happening if you go to the penns landing area you will run into an accident. here we do have 195 south at penns landing pulled off to that left lane and see how slow it is through this tunnel area as well. give yourself 95 southbound right now give yourself some extra time you will need it. we have an accident here collegeville route 291st avenue at main street looking around here still showing green but still say just to be on the safe side give yourself a couple extra minutes there and then looking at disable vehicle on 295 that has been cleared and is what cleared thinks construction on the new jersey turnpike southbound pennsylvania route 73 our construction crews moving out of our way and they are probably freezing outside.

how diverse city and school are. >> do something different, i used to live there a long time ago and i was drawn to it. >> it says you are the proudest to make our season bright. they are representing everybody coming together. >> reporter: each flag represent different neighborhood in philadelphia which the students have been quickly researching and get ready for print. >> i don't know much about chestnut hill but difficult research and found out they have the holiday parade every year, so i decided to put parts of the parade into my image and these are customs from elves in the parade. >> it might look like me a little bit. >> i decided to do mummers parade because it is a big part of the south philadelphia and it brings everybody together. >> they have unique hand drawn like the trees and food, so good. especially the dumplings. >> reporter: despite time

crunch everybody is thrilled to share their work with the city they love. >> it is fantastic. i was frightened in the beginning of the week but i love work on the parkway right now. >> reporter: obviously these students are extremely gifted. i gave them five minutes to come up with the best version of, well, me of course and they did a pretty good job in just five minutes. here is some of the artwork they did on the fly. i call the art museum, i asked that they hang these in the philadelphia museum of art. they hung up on me. that is okay, because rendering these students put together in a short period have time are beautiful just like flags are just right here on the ben franklin parkway, jim and rahel, impressive. >> this is amazing stuff, i will in the go over today, too cold but go over in the next few days and check them out. >> we have plenty of space here at cbs-3. >> banner right in the great hall. >> yes, thank you. well, up next most googled people and events of the 2017.

katie said it is so cold, make sure those engines are running properly and that heat is working. i had it on full blast and i was freeing, my fingertips were freezing. looking outside right now boulevard is slow moving. once you jump on the schuylkill westbound at city avenue this is what we are looking at there it is just a sea of taillights, headlights, taillights, anywhere we are looking this morning i can tell you will be slow. factor in extra time for sure. then we are also looking at an accident 95 south at penns landing in the penns landing area or jumping on 95 pushing in the southbound direction toward center city we might start to have slow downs because of this sheer volume on the roadways. so head up, blocking two far left lanes right now, lots of brake lights plus we had that accident in collegeville but that has been just cleared, jim, back over to you. well updating our breaking news search is on for suspects after a violent hit and run in

northeast philadelphia crash killed a man and injured several others. "eyewitness news" report's leash a nieves spoke to a eyewitness who saw the suspect run away she joins us live from the scene. good morning, alycia. >> reporter: good morning jim and rahel. within the past hour or so we did speak to a man saw the man and woman ran from this fatal hit and run crash. man and woman police are looking for right now. you can tell how intense this crash was wye the scene here. it sent a car from the roadway through a fence and ultimately in the front yard of the home. fatal hit and run crash happened at corner of the torresdale avenue and disston streets in the tacony section of the philadelphia. it happened just before 2:00 a.m. that involved two cars, both toyota, both remained on the scene but dark gray as police describe as a striking vehicle. it has driver and female passenger out of the car and somehow in the intense crash they managed to runaway. the ready to yet a remained on the scene. it had three people injured including one man who was seriously and as you have

mentioned ultimately fatally injured. police say he was eject from the back seat, thrown about 30 n died an hour after he was transported to aid nearby hospital. it is unclear to authorities right now what caused this crash and what direction the cars were in but as i mentioned in the pennsylvania hour or so we were able to talk to the witness who act aisle saw and spoke to the man and woman who fled this scene. >> i heard a bang and seen a guy and a girl coming around the block and girl's face was filled with blood all over. i asked if she was all right. she said yeah but she was telling her boyfriend or whatever that she wasn't feeling g she don't think she can walk. she didn't feel right. >> reporter: what did he say to her. >> he said come on lets go we got to go. >> reporter: investigators say they have been able to run their license plate of that dark gray toyota they have been able to get an address for the owner and now we will track down that owner and hopefully track down further identity of the man and woman

fled from the crash. reporting live, from the tacony section of philadelphia , alycia nieves for cbs-3 "eyewitness news". other breaking story we are following this morning chopper three is live over the house fire in the 900 block of summit avenue in schwenksville flames broke out at 5:10. authorities tell us this is still not under control. they have taken one person to an area hospital. again this house fire in schwenksville is not under control and one person has been injured. all right. to the south we will go alabama democrat doug jones wins in one of the most talk about special electionness u.s. history. g.o.p. candidate roy moore not ready to conn seat. voters elect jones yet for the senate seat, jones is alabama 's first democratic senator in 25 years, victory ace blow to president trump and g.o.p., republicans still do control the senate. speaking of the president, president trump congratulated doug jones in a tweet saying a win is a win. he said quote republicans will have another shot of the seat in a very short period of time
