and the seats in front of me had become dislodged and were swinging around. >> federal investigators are now trying to piece together what happened and if it could have been prevented. the amtrak train was making its first-ever run. >> tonight the confirmed number of deaths is at three and more than 100 people were injured. >> this is what the scene looks like tonight near dupont, washington. train cars remain dangling from the overpass as investigators continue to go over the wreckage. three people have been confirmed dead after amtrak train 501 derailed outside dupont, washington monday morning. 13 of its 14 cars left the tracks with some flying off an overpass and down on to busy i-5. fortunately no motorists were killed. >> something like this where train cars are precariously dangling over a freeway, that's something we do tabletopping on,

and everyone comes in that's not going to happen and here we are. >> reporter: the train left at 6:00 this morning bound for portland, oregon. >> emergency, we are on the ground. >> reporter: radio calls from the crew captured the moments following the derailment. >> is everybody okay? >> i'm still figuring that out. we've got cars everywhere and down on to the highway. >> reporter: seven crew members were on board the train along with 77 passengers. >> the train was making the inaugural run of a new express line between portland and seattle. some local officials have recently voiced concern about whether the tracks could handle commuter trains going 80 miles per hour. >> i just grabbed on to the chair in front of me. my laptop went flying, people were screaming. it was crazy. >> reporter: investigators from the ntsb on on the screen collecting evidence. it could be weeks or months

before they can be able to say what caused this derailment. investigators now say their focus on recovering the train's data recorder. a device similar to a plane's block box. >> the derailment is raising questions once again about technology called positive train control. that's a system that limits train speed and it was not in place back in 2015 when an amtrak train derailed here in philadelphia killing eight people. greg argos is here with more on how positive train control can actually save lives. >> reporter: think of positive train control as a checks and balances for safety. if a train is going to fast, positive train control can slow doin that train even stop it. the entire goal is to prevent a crash. walk into any major train station in the u.s. and you'll likely find plenty of security procedures in place. but when you step on to an

amtrak train, safety systems to keep the cars on the tracks may not be installed. >> i do the reverse commute. >> reporter: david hillbert remembers the day regional rail tracked. eight died, more than 200 were injured. and the ntsb says sexesive speed was to blame. >> i know that positive train control was something that would have prevented that. >> reporter: and since them representative bob brady says all amtrak lines along the northeast corridor have had positive train control systems put in place. >> we closed the door after the horses got out at least we closed the door. >> positive train control is really a backup to the human engineering. positive train control is gps-based technology that knows if trains are going to collide with one another or if trains are speeding over what's permitd in that section of track. >> reporter: a spokesperson for

amtrak says the washington state rail lines did not have ptc activated. but former chairperson says it's unclear whether it would have made a difference. >> it's really too early to tell if positive train control could have prevented this derailment because we don't know what caused the derailment. >> reporter: regardless, commuters here hope to see it in place nationwide. >> i'm in favor of more train infrastructure and more train safety. so i would love to see it rolled out everywhere. >> once again ptc is installed on all amtrak lines here on the northeast corridor as well as septa's regional rail lines. we checked new jersey transit does not have ptc installed on all of their lines. the deadline is december of 2018. i'm live by 30th street station, greg argos, cbs3 eyewitness

news. >> you can get the latest any time on cbsphilly.com. >> we are in the midst of a warm-up. today's temperatures are just an appetizer of what's to come. kate you said it's going to be feeling more like spring? >> yeah i'll tell you what. last week felt like winter had already arrived earlier. winter doesn't technically begin until later this week but over the next couple of days it's almost going to feel like a taste of spring in the forecast. it's actually not bad out here right now. talking a mid december night at around 11:00 and take a look at temperatures not too bad. in fact the temperature right now 47 degrees in philadelphia. that's actually higher than our average high for this time of the year. our normal high is in the mid 40s. 43 in allentown, it's 45 in atlantic city, 37 right now in mount pocono. we hit 50 for the high today and it goes up even more tomorrow. we hit a little stumbling block wednesday into thursday and then temperatures start to rise again by friday and into the weekend

we may have a day where we will be in the 60s. storm scan 3 shows a few sprinkles try to make their way in a bit earlier tonight. those have mostly fizzled this evening. we'll tell you about more rain on the way for the holiday weekend and i'll tell you which day we could be in the 60s when i join you back inside. >> holiday cheer has almost run out for a local woman. for the third season her elaborate decorations have been stolen from her home and for the third time the crime was recorded on camera. alexandria hoff is outside police headquarters in south philadelphia tonight. >> reporter: hey, wuk. this resident who we spoke with told us she went ahead and tied her decorations to her home using wire but she suspects the thieves went ahead and cut that and tonight she has been left disappointed all over again. >> here i come. >> reporter: josephine has a way with holidays. >> i just love decorating. >> reporter: and if something feels familiar about a visit to

her south philadelphia home, it's because we have shown it off before. >> how many times has this happened to you? >> three. >> reporter: this is the third year she has had her holiday decorations stolen. >> in that corner i had a 6 foot black tree and i had a white tree here and a white tree year. >> >> reporter: and for the third year it was all caught on camera. two men approached the home on the 1100 block of fitzgerald street. one stood guard as the other removed the black tree, two smaller white trees with zebra print and a topiary. on october 14th a man and a woman were seen swiping her who will wean decore and in 2013 a couple was caught removing her decorations and in that case an arrest was made. this year the thieves left a box and her garland but she is hoping that the uniqueness of her zebra print decorations will

kind of common wealth we are. >> leach released a statement reading in part: it's heartbreaking to me that i've put someone in a position that made them feel uncomfortable or disrespected. in the future i will make it my top priority to protect those who speak up to help change. governor wolf was in philadelphia today to veto a bill passed by the republican-led legislature. it would have limited abortions to the first 20 weeks of pregnancy. the current limit is 24 weeks. the governor signed the veto paperwork at city hall where he was joined by mayor jim kinney and women's health advocates. >> president trump has revealed a new national security plan. promoting american prosperity; advancing american influence; demonstrating peace through strength and protecting the homeland. >> this strategy recognizes that we cannot secure our nation if we do not secure our borders. so for the first time ever

american strategy now includes a serious plan to defend our homeland. >> the president also said that the u.s. needs cooperation from its allies to stop terrorism and he reaffirms his administration's goal to remove nuclear weapons in north korea. special counsel robert mueller is denying accusations by president trump's lawyers that his team got unauthorized access to thousands of emails. mueller is investigating allegations of collusion between the president's campaign and russia. right now mueller's team is working through emails from president trump's staff. the president hinted that he may agree with claims that investigators obtained the emails improperly but has reiterated that he will not fire mueller. a christmas tradition in our region might have to be canceled. why the reenactment of washington's crossing is in jeopardy. >> also ahead at 11:00, a power outage brings air travel to a halt at the nation's busiest

year. it was a beautiful day it's nice outside right now. let's take a peek at what's going on outside. we'll take you out to look at center city not a whole lot of traffic on the roads right now. the clouds have moved in but if we picked up a sprinkle tonight. it's few and far between. most of those have fizzled across the area. today was a decent day. take a look at the time lapse, clouds and some sunshine on and off today you can see the snow piles dwindling as the day went on. all the snow from last week just really fizzling away now as temperatures rise. the temperature right now is still 42 degrees. so temps right now are about as warm as they should be during the height of the afternoon. certainly not under the cover of darkness. we are well above average. clear skies right now as we zoom out not a whole lot going on. there are astill a few sprinkles back here, can't rule out a stray one overnight and we'll start tomorrow morning with a lot of cloud cover. then the sun will come out in the afternoon and take a look at

your forecasted highs for tomorrow. it is going to feel like a little taste of spring out there. 58 degrees the high tomorrow in philadelphia. 55 in trenton, 58 in atlantic city. allentown the high 49 degrees so really comfortable day out there tomorrow you don't need the heavy coat, the scarf, the hat, the gloves, the whole nine yards and it's going to be a mild start to winter as well. watch as we head into thursday p a little bit of cooler air dives in for at least one day, thursday is going to be the most winter-like feeling day of the week. but heading into the upcoming holiday weekend, here comes that mild air once again. and saturday, very warm. some colder air does lurk in the wings. that will get in next week. but as we head into the holiday weekend, temperatures will be well above average. speaking about the start of winter here, thursday at 11:28, that means the shortest, darkest day of the year, nine hours and 20 minutes it's a good thing because we start climbing back

upwards after thursday. the average high christmas day is 42 degrees. the record 68. our knowiest christmas ever 1909, 5.5 inches fell on christmas day. the last time we had a white christmas was in 2009. definition of a white christmas is an inch or more of snow on the ground. our average here in philadelphia is 20%. much better in the poconos. this year the chances still look low but not zero. we'll talk about a system heading in for christmas day. tomorrow warm with increasing amounts of sun. 58 degrees. a little cooler for wednesday and thursday aand as we head into friday we warm up again. look at saturday. 62 degrees to start the christmas weekend. it will be a rainy day but very, very warm. now another system comes in late sunday into christmas day monday. it looks like it will bring mostly the chance for rain but there's a small chance it could start as a little light snow. possibly when we wake up christmas morning which would be lovely. i would love to forecast that.
