>> ♪ >> live from the cbs broadcast center in philadelphia, this is cbs3 "eyewitness news". >> developing right now at noon flooding in center city. a pesky water main breaks again sending water gushing into the streets and into some area businesses. the leak that started last night is affecting a busy part of town. good afternoon, i'm rahel solomon. >> i'm jim donovan. crews are trying to fix the problem. chante. >> reporter: jim and rahel at least 260 apartment units

are without water at this hour. crews you can see them working behind me, they are trying to fix that main. this is rittenhouse square near 18th and locust the main broke around 10:00 a.m. this is the second water main break in this area. the first one happened just yesterday about 12 feet weigh from where they're working right now. now the main was already scheduled for a full replacement in the coming year we learned. city officials say the age of the main could be a factor of it breaking but they say water main breaks are typical this time of year. >> we're in our winter season. we do see an increase in water main breaks this time of year. when the water temperature drops below a certain point we do see water mains break more frequently. there could be contributing factors not just the age of the main something related to the water temperature possibly. >> reporter: that's a new pipe right there that they're hoping to put down under the ground. now, city officials say that they're hoping to turn the water back on to those

residents by early evening. for now live at rittenhouse square. >> downed wires on the tracks brought septa regional rails to a halt. no one way hurt. but the issue caused a ripple effect along much of the regional rail line. while service has since resumed septa says commuters can expect residual delays up to two hours on several lines. you can go to cbsphilly.com for a list. >> crews worked for several hours to remove a box truck that smashed into an overpass. chopper3 over king of prussia road. the truck driver was not hurt. traffic had to be detoured around the scene. at this point it is unclear if the crash impacted rail service. >> well, the holiday rush is already in full swing whether you're shopping or planning a road trip. the weather could impact your plans.

we're tracking some warmer air and some rain. meteorologist kate fehlinger is live outside on the cbs3 sky deck with a look at what we can expect today. >> jim for the rest of the day the warmth is not necessarily the store nor is the rain just yet. with that time that will be become more of an issue especially into the upcoming holiday weekend but for now savor the sunshine while you've got it. just within the hour the winter solstice took place so we're in the midst of the shortest amount of daylight we'll find all year long. but at least it's quiet and that is going to be about the quietest day that we have of this next seven day because we got some activity going on. lots of swings on the thermometer not to mention multiple systems moving through. let's show you what's happening locally at the current time where there's really not too much out here except for blue skies sunshine and sun glare as a result if you are traveling remember that sun angle is still awfully low on this particular day of the year and at this time of year so you're going to need a pair of shades for

sure. meanwhile the temperatures tell the story. it is cold outside. thankfully we don't have to factor in too much of a wind chill but it's cold. you know, when you're still only in the 30's even at high noon here in the city it's much more typical for late december, only at 39 currently but i expect that will probably rebound maybe another 5 degrees before it's all said and done. 44 is the call for the daytime high at the airport and in the sunshine across across the entie region. now, eventually we hit christmas and eventually we see the possibility of some white stuff coming on through here. it actually may end up being that luck is more on our side. if you are dreaming of a white christmas because even though our percentage chance is pretty slim from i-95 on south and east, there's also at this point what looks to be a new storm system developing by christmas eve into christmas morning. so, there may be some snow to

track and we're going to talk about the potential for this a little later in the show and also saturday is a busy travel day, some wet weather moving in then. we'll time everything out later in the show and i'll have your holiday forecast then. >> katie we'll see you soon. thank you. philadelphia police looking for three suspects who stole a large number of prescription drugs from a pharmacy in overbrook park at gold's pharmacy on haverford avenue. police they got away in awaiting suv possibly a jeep cherokee srt8. if you know anything about the suspects or the burglary give police a call. police are looking for the gunman who held up foreman's pawnshop on november 27th around 10:45 a.m. you can see the suspect pull out a handgun moments after he entered store. police say the suspect took cash but then on his way out he struggled with a worker. >> a 54-year-old man was critically injured in a house

fire in king severing. two others were also injured but they're in that stable condition. we're told the fire broke out around 5:00 a.m. on 54th and springfield avenue. firefighters of worked quickly to put out the blaze. the cause remain under investigation. >> we're learning more about the driver who slammed van into a group of pedestrians. correspondent gavin ramjon tells us what police believe motivated at the attack. >> reporter: amateur video shows police in melbourne arresting a man shortly after an suv rammed into a crowd on a busy street thursday. >> at this stage we believe it is a deliberate act. >> reporter: authorities say more than a dozen people were taken to the hospital. police say the driver, a 32-year-old australian citizen of afghan descent has a however drug use and mental health issues but police say there's no evidence connecting the attack to terrorism. >> he is on a mental health plan and receiving treatment

for a mental illness. >> reporter: police arrestded another man a 24-year-old they say filmed the incident and was carrying a bag of knives but at this point they do not believe the two men are connected. >> this is horrific. it's evil. >> reporter: the area near the main station was filled with christmas shoppers when the sue ran a red light and slammed into pedestrians crossing the road. the vehicle then crashed into a cable car stop. >> i talked to somebody who actually saw what happened and she described it as people flying through the air like rag dolls. >> reporter: police were increase security around melbourne in the coming days even though they say there's no immediate threat of danger during the busy holiday season. gavin ramjon cbs news. >> venus williams will not face charges stemming from a deadly crash in june. now police determined that williams did not violate the other vehicle's right of way during the wreck in palm beach gardens, florida. 93 say surveillance video shows that williams entered the intersection right before the crash lawfully.

a 78-year-old man died from injuries he sustained in that crash 13 days later. lawmakers on capitol hill are working a plan to avoid a government shutdown over the holidays. >> republicans are pushing plan that would keep the government running until january 19th but democrats say they will not vote for any spending plan that doesn't include legal status tour people who were brought to the utz -- u.s. as children. >> you have needed our votes on almost every fiscal issue that has passed this house so i would urge you to include an amendment that says that those dreamers will no longer be twisting in the wind. >> the senate stands ready to take up an agreement as soon as one originates over in the house. we're ready to work together across the aisle to ensure there is no lapse in funding for critical services. >> the money will run out at midnight tomorrow if congress cannot reach a deal. >> if you're packing your bags for an upcoming flight you may want to thing twice about what

smart bags use batteries to sync with an app for gps to weigh and lock themselves plus charge your phone. the problem is there are concerns that lithium ion batteries in smart luggage could cause fires. american airlines was the first to ban these types of bags earlier this month. united and hawaiian say they will start banning them come january 15th. pope francis delivered his annual christmas message today at the vatican. [applause] >> this year message the pope urged officials to not take advantage of the church for personal game. he told the cardinals bishops and priests to have patience dedication and delicacy. >> well, a little baby in tennessee is being called a miracle. >> her birth could set a record for the length of time between conception and delivery. meisha johnson introduces us to baby emma.

>> reporter: after being frozen for nearly 25 years as an embryo this baby girl finally gets to meet the woman who gave birth to her. >> at the time i was 25. i was like if this embryo would have been born when it was supposed to have been we could have been best friends. >> reporter: after taking baby steps towards a life with a child the gibsons say god gave them this little miracle. >> before may of last year pregnancy didn't even seem like an option that was on the table. >> we knew from the get-go that there was like a 95 percent chance that i couldn't have children. >> reporter: benjamin says his trouble with cystic fibrosis didn't stop his family from growing. >> we didn't know what was going to happen. >> reporter: it did stop him from questioning the power of faith. >> it's amazing the work that god can do through emma, through any -- through anything. >> she's such a gift from god. >> such a wonderful and pant. >> reporter: dr. jeffrey

keenan implanted the 24 and half-year-old embryo inside of tina. he says the procedure is safe. whether or not there might be a very small increase in the chance of chromosome problems or birth defects is still up debate. embryos like these can be safely frozen for at least 25 years. when asked whether they might try again with the remaining to embryos tina says she's sure that in about a year she'll be ready to try for another baby given her health. back over to you. >> thanks meisha. if you can't get enough of prince harry and fiancée meghan markle you're in luck. >> still ahead we'll share the new engagement photos just released today. katie. >> can't wait for that. we're looking ahead to a holiday weekend of course and a very busy travel day on saturday. that's going to be a warm day. we are flirting with 60 by saturday however, also some wet weather moving through with a new frontal boundary crossing through. then we start to cool back down on christmas eve sunday but could there be a coastal

>> welcome back. ready or not winter is here. the winter solstice officially kicked off at 11:28 this morning. >> lots of states including ours have already been hit with snow. forecasters say more than a half a foot of snow can be seen in northern new england by tomorrow. frigid temperatures are also expected in parts of the south next week. no denying winter is here. >> the question though is might we see a white christmas around here these days. >> it is definitely a possibility and it's because

there's one of those coastal storms that could, key word, could. >> manage your expectations. >> that's the thing when it comes to coastal storms. we were just talking about this the weather team in the weather office like these coastal storms, man, they're so tricky because you think one thing is going to happen and then all of a sudden the guidance flips on you. >> not going to hold you to this. work your magic powers. >> it all depends on what you're looking for. if you do want snow they have plenty at the ski slopes. in the next couple days we'll have some really great skiing weather for you, very cold air is waiting in the wings once more and it's going to knock our temperatures back in the days ahead but for now while it isn't necessarily a stormy pattern at the moment, it's certainly chilly. let's take you out there and take a look at those ski slopes. bright blue sky sunshine at jack frost/big boulder and they have been able to make a lot of snow up this way in recent days just because of all that cold that we

experienced over the last week or so but it is quiet and we're going to keep it that way right through the rest of the day. now, when we look at the current snow cover across the rest of the united states you'll have to go across the canadian border if you want over a foot worth of accumulating snow cover at this point or into the northern rockies but here locally, yeah, it's pretty much the ski slopes that haven't at this point. everybody else has seen their snow pack melt away from the warmth we've had in recent days. however, that map, that current snow cover map that be changing by the time we hit christmas. here's what's up. at the moment high pressure keeping it dry. there is snow breaking out across parts of central united states so that could lead to some travel issues if you're about ready to take a flight maybe to go visit your family and what we're going to be doing every single day every newscast right through the holidays is giving you a sense of that nationwide travel outlook when it comes to weather and the impacts it could have.

there are winter weather advisories. denver looking at maybe one to 3-inches of snow. fire weather is still an issue, that's what that red shaded area is for red flag warnings down in southern california if your travels will be taking you there. around the rest of the northeast there's a chill but there's more sun than anything. very mild in the deep south. new orleans 73 for a high this afternoon. houston has more clouds than anything. you had a lot of fog down around new orleans earlier. that's since dissipated and it is chilly across the midwest. 24 in minneapolis and a little bit better into chicago for example where it's up to 40 later today. cold in denver. big temperature swing there again with snow so if you are flying den interinternational you may think about the possibility of delays. let's bring it back to the east coast. you've got a warm front lifting in tomorrow. that's why the temperatures start to rebound back to the

50's tomorrow, upper 50's even 60 on saturday. that doesn't mean when the wet weather comes in it's strictly rain for that area. this batch of snow potentially joining up with a frontal boundary that's stalled out nearby. that's where the question marks remain. so this is one model's interpretation of this. could there be snow on christmas morning? yes, there could be. however, again, this is going to be one of those that needs to evolve with time, we need to keep an eye on it, let some time expire and then we'll be able to give you a more concrete idea into the weekend of what in fact happened but yes there is a chance we see at least some snow showers that we're waking up to on christmas morning. no matter what your definition is of a white christmas maybe you'll have in flakes flying out there. we mentioned the winter solstice. it has happened. this point of the year the northern hemisphere is at its

furthest distance from the sun so quite awhile to go before we sort of tip that backward and end up with more daylight but at least at this point we are going to start adding time to the days rather than losing it like we have up until today. outside pal moore are a cove nature park quiet, lots of sunshine, blue sky. christmas eve and christmas day the chill is settling in so we could stand to see either a wintry mix, maybe some rain showers, maybe some light social security at least into christmas morning. again this will be one of the things we have to watch for the next few days and beyond christmas it's older. we do not break out of the 30's it looks like tuesday or wednesday. >> all right. >> prince harry and fiancée meghan markle's engagement photos were released today. >> the couple announced their engagement. they're set to marry may 19. after that they'll live in
