"eyewitness news" reporter anita oh joins us from st. christopher's hospital where that little girl is currently being treated, anita. >> reporter: that is right, scary thing to happen just before the holidays, animal control officer have set a trap for that racoon to prevent this from happening again but doctors told that family it could take at lee a year for this baby to fully recover. now parents want the person they call their land lord to be held responsible. >> it is ridiculous because my daughter could have who her life. >> reporter: journey black is on a long road to recovery after racoon attack her inside this home in the 2100 block of north 22nd street wednesday night. >> when i finally got to her she was laying on the floor, it dragged her off bed across the room and she was like real bleeding and crying. >> reporter: been near days since ashley rodgers said she moved in this home with her daughter and six year-old son jordan. other tenants rent rooms here,

so no one inside would come to the door or speak on camera. the cities licenses and inspections department tells me that the home owner who purchased the property in may does not have a rental license and that he is renting rooms he is doing so immediately. >> everybody need to leave. >> reporter: rodgers contacted her landlord after the first racoon setting earlier in the evening, something neighbors say is common with trash in the area it is terrible around here with these racoon, yes. >> reporter: when home owner arrive, to help remove. >> he chased him out. >> reporter: after ate tacked the baby the landlord rush them to the hospital, the family says it intend to pursue legal action. >> it is his responsibility. >> reporter: i reached that landlord by phone earlier today and he initially hung up and then called me back a little while later to tell me that everything had been resolved and he to contact his lawyer if he had more questions but wow not provide me with that attorney's name or contact information. meantime that baby does remain

here at st. christopher's hospital after a surgery here earlier this afternoon. we're live from north philadelphia, anita oh for cbs-3 "eyewitness news". >> thanks, neat a. philadelphia police arrested driver who fled the scene of the crash that killed an eight year-old boy in crescentville. michael finf is charged with homicide by vehicle, involuntary manslaughter and other charges as well. police say finn was speeding when he struck vehicle the child was riling in. it happened at whittaker street yesterday afternoon. finn told officer he had a diabetic incident and that caused the crash. crews are working to fix a water man inn break in rittenhouse square neighborhood. it is second break in just a matter of hours, 18 two-year old main sprung a leak last night and then again this morning near 18th and locust. the break sent flood waters into the nearby curtis institute of music. "eyewitness news" cameras here captured workers removing water soak pianos from the building earlier this afternoon. the cost of the damage is

chopper three over 300 block of king of prussia road, no injuries were reported. traffic had to be detoured while crews worked to clear that scene. we are told crash did not impact rail services. charges are expect to be filed after dover police seized merchandise from two stores inside dover mall, officers say they removed hundreds of counterfeit jersey s, shirts and other sports memorabilia items from sports fever and christmas treasures. police say it was a significant seizure and important one considering the time of the year. >> people will make argument it is a victimless crime but we have people shelling out money for authentic merchandise this time have the year to give gifts to his loved won, sons, daughters, brothers, sisters, fathers, and in fact, it is not, it is not quality merchandise or safe merchandise and you are not getting what you think you are paying for. >> reporter: salvatore argos is facing 11 counts of

trademark counterfeiting. city of philadelphia is taking custody of horses used for carriage ride that it says , faced in humane, boarding conditions. they belonged to the fill carriage company which is getting out of business after december 31st. city sought an injunction to gain control of the horses, the horses will live out their years at a sanctuary after first of the year. former vice-president joe biden shares his message of hope at a book signing in delaware, he signed copies of promise me dad at concord mall in wilmington today, book about his late son beau biden and his battle with brain cans orer. we talked to a couple who spoke to the former vice-president. >> i just asked advice on new father hood and, you know, he said that he used to come home and nice little moment we had with him. >> biden says he is not ruling out a run for president in 2020.

new graduates from the police academy are hitting streets in south jersey. today camden county police academy graduated its largest class ever. "eyewitness news" at camden count college in blackwood for the ceremony, the 111 new officers will serve 17 law enforcement agencies in camden , atlantic, burlington, salem counties. new jersey attorney general chris perino was among law enforcement officials offering congratulations. cherry hill police department says it will be on the look out on the day after christmas for out of control kid in the cherry hill mall. police say nationally there has been a up tic in parents dropping off their children at malls unsupervised the day after christmas, police say they will in the tolerate juveniles at the mall acting in a disruptive manner. >> we want people to come to a town like cherry hill to go eat, go to the shopping centers, have a good time with their families, not to deal with rowdy juveniles un supervised. >> police chief says kid acting inappropriately will be taken to the police station

well, generations have traveled far and wide to feast their eyes on the holiday tradition in south jersey. >> this is the haggard family 's christmas display in pitman grove, gloucester county, they have been decorating their home for more than three decade and there is lots of work that goes into this. family has incorporated all kinds of animated characters into their display in addition to lights and nativity scenes. visitors can also meet santa and mrs. clause. >> this is a setting and really live for the kid. we stay opened until 8:30 during the week, and then, 9:30 on the weekends. >> there is very nice. the neighbors opened up and get on the fun by decorating their houses as well. lets take a live look here right now at this incredible display, on fourth and north avenue in pitman grove. the entire neighborhood is all a glow for christmas holiday, it looks like a great place to

there tonight. people doing some last minute christmas shopping there along main street hotel bethlehem, grab your dinner at tavern there, maybe grabbing artisan chocolates or things from the book shop such a great town to shop in and looks busy out there tonight. storm scan three showing no problems outside for the moment. we have a warm front across great lakes that snow you see there that is staying off the two north and west for now and that will stay off to the northwest. here's warm front actual cold front not visible but that is heading our way in time for saturday. now, behind it is an arctic cold front coming through christmas day into tuesday and knock down temperatures into next week but we may get enough collision between cold air and moisture along the coast christmas morning to produce a light wintry mix. overnight tonight partly cloudy chilly night 30 degrees but tomorrow milder. we will see some sunshine for part of the day cloud and breaks of the sun high of 51 and pretty nice friday, travel looks good for tomorrow but as

we head into saturday we will pick up threat for rain. cloud increase through the day tomorrow gathering cloud through the afternoon but by 11:00 o'clock tomorrow night a few showers north and west and mainly north and west overnight but then you can see more rain moving through saturday morning at 10:00 a.m. the steady yes, sir rainfall we will see in the city that keeps coming around 1:00 and still some light showers into our saturday evening. then we have got to watch a secondary low. what will happies cold front pushes through clears area saturday night and then sunday christmas eve i should say looks relatively quiet but for christmas day this new storm forms along the coast and could throw just enough moisture back in the advancing code air to produce this light wintry mix here early christmas morning, it is not a lot and could mix with rain here in portions of new jersey and delaware but that could a quick hit of light snow or wintry mix early christmas morning. warm with rain tomorrow night into saturday, mainly quiet christmas eve your best travel day and some snow is possible on christmas day.

our two main long range models , gps and european model have less than half inch of snow in philadelphia so it is not a lot even if we get any but we could see flakesness morning possibly inch or two in the poconos that could be spot that could see most snow if any accumulates. 40 degrees for your christmas day talking about travel we have got holiday travel and every newscast as we head in the newscast, a spotty shower tomorrow night. tomorrow is a good travel day, saturday could see slow downs, sunday generally dry, chilly and then mess which light snow falling in the spots on christmas morning. afternoon heading somewhere else for christmas dinner looks fine but you can see temperatures running gamut in the lower 50's tomorrow near 60's saturday and then seasonal sunday christmas eve and christmas day next week it gets very cold by thursday highs only in the 20's. but tomorrow looks nice just in time for holiday fest head living to yardley in beautiful bucks county. i will be live to celebrate
