live from the cbs broadcast center in philadelphia this is cbs3 "eyewitness news". bundling up to bear the cold. people out and about on the streets of philadelphia this noon are dressed in layers to fates subfreezing temperatures that are apparently sticking around. good afternoon i'm rahel solom solomon. jim donovan is off today. bitter blast is here to stay at least for bit. meteorologist katie fehlinger joins us from the weather center. katie, not even the bright sunshine is doing much to warm things you. >> it can't this time of year. even though it is bright and sunny in most spots any way i'll show i was spot of a more cloudy area in a second here. again you've got very low sun angle at this time of the year

so that's part of the problem. it's part of the reason that you end up so cold this time of the year any way. but certainly the sun is not going to do much with low sun angle to help warms things up. let's get right on out to the feels like values. these are the numbers that i want to you go by when you walk out the door. you can't necessarily go by the thermometer when you've got even a slight breeze. it's not a windy day by any means. but if that wind should blow it's coming out of the northwe northwest. it will feel as 10 degrees colder than the thermometer actually reads so it feels more like the teens almost everywhe everywhere. say for mount pocono it is freezing cold up that way. here's that cloudy shot i promised you. we still have a deck of clouds rover places like rehoboth here outside the boardwalk plaza but most of suss now in this three-hour loop scene any cloud cover really get scowered out the sun has return. what are you going to see the rest of the day? again the chill is the big story here. the wind is pretty light but noticeable any time it does blow primarily with sunshine highs are in the 20s. upper 20s for the city.

however again this is a stretch of chill that's going to last through the seven-day and we might even see some snow in the days ahead. we'll talk about that question mark on saturday a little later in the show. rahel? >> katie, thank you speaking of snow, snow emergency is in effect in erie, pennsylvania, after a winter blast dumped a record 53-inches of snow in less than 36 hours. the emergency declaration will allow officials to bring in morey source. storm dumped almost 3 feet of snow on christmas day alone. another 2 feet of snow fell yesterday and forecasters say more is on the way. officials are urging residents to stay home, so crews can clear the road. driver is lucky to be alive after this fiery crash overnight on the roosevelt expressway in physical. news reporter jan carabeo tells us why it could have tragic ending were it not for the daring actions avenue good samaritan. >> reporter: "eyewitness news" was there as emergency crews responded to a fiery crash on the rows vessel expressway wednesday morning. the driver of this overturned

minnow van was trapped and the flames were growing. >> scared for his life whoever was in the car with him. >> reporter: tow truck driver john, was in the area for work. he was driving south on the expressway around 2:00 a.m. when he saw the crash unfold in the northbound lanes near ridge avenue. he knew he had little time to help so he turn his truck around and jumped into act. >> as soon as i pulled up the car was in flames. one guy in the car. he was unresponsive at the time. so i literally tried to wake him up, and i literally seen the gas tank was right next to the fire that was going on so my first reaction was to get him out of the car. so i literally, you know, yelled at two other guys standing on the side of the highway and had them quickly come over and we just quickly pull the gentleman out of the car and pulled him to the side of the highway, and then literally 60 seconds later the car blew up. >.report the driver was banged p but not burned. the accident shut down the expressway in both directions

for a time as crews cleaned up it's not clear what caused that driver to lose control. but what is clear he could have been killed had this good samaritan decided to keep on driving. he's alive and hopefully he recovers. >> that driver was taken here to lankenau medical center for treatment. he's now in stable condition. outside of lankenau jan carabeo cbs3 "eyewitness news". >> deadly crash busy new jersey highway is still causing delays this noon. chopper three over i-295 northbound hamilton township mercer county. the crash backed up traffic for miles this morning with only the shoulder getting by. right now only the right lane is closed. the cause of the crash is still under investigation. philadelphia police are searching for the driver responsible for a deadly hit-and-run in the city's wynnefield neighborhood. this happened near st. joe's university at 54th street and city avenue around 10:00 last night. 58-year-old male pedestrian was pronounced dead at the hospital. investigators say officers have found the red lexus that hit victim the car was located on north 19th street and logan.

police say someone apparently tried to set car on fire. no arrests have been made. new this noon icy water rescue in bucks county chopper three over the scene in kitnersville around 10:30 this morning. officials say the victim was out on canoe and fell into a pond. he was pulled from the ice and treated on scene by ems before being flown to the hospital. right now we have no word on his condition. red cross head back to the scene of this massive condo fire in delaware county to help residents who were displaced from the 18 year unit. flames broke out signed the hilltop condos in brookhaven. firefighters arrived to find a familiar trapped on a third noor balcony. they used a ladder to bring them 35 feet down to safety. one resident says he was in shock. >> my first thoughts were, there goes everything. i mean have i nothing. >> officials say frigid weather conditions made the fire fight difficult still crews got the fire under control an hour and a half after it started. officials are now trying to

figure out what spark the massive flames. no people or pets were injured. preliminary hearing underway this noon in philadelphia for 16-year-old being charged as adult for the murder of two teenagers. brandon olivieri accused of shooting the two on october 24th. the teens were gunned down during an argument outside his home near 12th and ritner. olivieri held without bail since turning himself in to police four days after the shooting. philadelphia police asking for the public's help to identify a robbery suspect. here he is inside that rite aid drugstore. on the 7400 block of ogontz avenue on december 9th. police say the male suspect pulled out black revolver and got away with undisclosed amount of cash. if you have any information bout suspect. philadelphia police want to hear from you. a so-called unauthorized passenger force as plain to turn around after four hours in the air federal investigators now looking into what they're calling the flight to nowhere which hollywood couple on board. don kehler tells us chrissy teigen documented the whole

ordeal to 9 million twitter followers. >> hey, guys. chrissy teigen here roaring life lax. >> super model chrissy teigen documented all of airways flight 1758 hour trip from lax back to lax. >> thank you so much for taking me on this awesome vacation, babe if welcome to los angeles. >> she and her husband actor and musician john legend were on the night to tokyo before it was forced to turn around. the plane left lax at around 11:30 am. four hours into it's a 11 and a half hour flight when the pilot made a u-turn at 7:30 p.m. the plane was back in los angeles. after all of this i will have spent eight hours on a flight to nowhere teigen tweeted. in a statement to cbs news, ana said the cabin crew became aware one of the passengers boarded the incorrect flight. as part of the airline security procedure, the pilot in command decided to return to the originating airport.

whether or not there was i wasn't unauthorized passenger remains unclear. spokesperson for lax police told cbs news there were no security breaches. and there was no unauthorized passenger. >> i've never seen people walk around with like a -- >> naomi said things on the plane seemed off when the flight a to ten dan started manually counseling passengers. >> we shouldn't have that to google what was going on. >> the fbi says no arrests have been made and the investigation continues. passengers tell cbs news that the crew was apologetic and equally upset by the turn arou around. one traveler told us he was missing the first day of his honeymoon and that all he was getting back for it was a brief hotel stay or a 200-dollar credit. don kehler, cbs news, new york. crash on the new york subway system left one person heard around 5:00 a.m. in the east

welcome back. colorado man' christmas decorations are causing quite the scare for some of his neighbors. they called 911 after seeing what they thought was man hanging on to a gutter for deer life. but after emergency responders showed up, everyone found out that the man was actually just a mannequin put up by the

katie is back. one thing i will give your forecast it's consistent. [ laughter ] >> that's all i'm going to give it. >> we had a lot of ups and downs in recent weeks. we couldn't figure out what season we were in. you know what season you're in with this forecast. oh, my gosh we're not break out of the 20's for the entire forecast. so that does mean in the next seven days first couple of days 2018 are in there. kick off 2018 really cold note and that's just the theme from now through at least the near term i don't is he any real break in that cold for about two weeks guys. we are going to be stuck in this for while. let me take you outside start things off with a very wide zoom on storm scan3 to give you a sense of what's happening across the united states. not a heck of a lot honestly. an area of low pressure a system working its way through the southeastern united states. that's primarily bringing in some rain, especially toward the coastal communities with little bit further to the north throughout alabama and mississippi earlier on even atlanta had little bit of icy

wintry precipitation rolling through that area. that is now out of here. if you've got flight plans towards hearts fell as a hub you should be just fine. there are other flight issues since we're giving i was travel forecast in every single broadcast every single day right that was new year's. let's go to that right now. we're okay in most of the northeast hubs. newark is however experiencing some minor wind issues. so keep in in mind if you're headed that way. going to orlando despite wet weather rolling on here hearts felled international looking a aok. >> bit of wind as well out towards bush international. so you may have some problems if that's where you're headed san francisco the delays are biggest ones we've seen across the nationwide map that's actually due to fog. that just needs some time to dissipate before you'll be able to fly out to the west. in the meantime, however, when we look at the cold i mean we've got it pretty bad here. but it could be a heck of a lot worse when you look at the current actual air temperatures. in chicago.

in desmoines in a minute miss. my goodness, goose egg 0 degrees is the current temperature. last check feels like values in this area are well below zero. so really is pretty brutal stuff. the wind even here locally when we saw the feels like values earlier in the broadcast feel more like the teens compared to wait actually reads on the thermometer. mid 20s for the most part. this wind isn't that harsh. noticeable but it's really not that strong of a breeze. so it doesn't take much in short even to knock as many as 10 degrees off for your wind chill value. now if you've got brave souls outside blue mountain up in the poconos. you can see a little bit of that manmade snow rolling through they've got those guns going. but a lot of people hitting the slopes here and i would say that as long you don't mind the chill great afternoon for skiing because it's not terribly windy. that's something that will be changing with time, however, come tomorrow we are talking up in the poconos about bone-chilling cold. the high up that way is just

12 degrees. made to feel especially in the early morning hours no better than subzero temperatures. that's really frankly dangerous to be out in for long i would be real cautious if you're thinking about hittin hitting the slopesr going outside at all. be smart about it. friday not as bad but it's still really brutal out there. with a high of only 15 up in the poconos. and likely even be a snow shower. back it up and talk about this wind chill as of 9:00 p.m. tonight, specific to carbon and monroe counties all points north wind chill advisory even is going to take effect here. where it could feel as cold a 20 below zero into tomorrow morni morning. so the rest of the region isn't sitting too much better here it will feel better than single digits generally speak through the morning from the city all the way on south here that includes even the coastline. but again this is not going anywhere. the coldest day i would say is probably tomorrow the next five. maybe a snow naked or shower on friday. saturday it really is still just a chance whether we see snow we

just have to let the pattern evolve. so give us a day or two on that and we'll have a better idea i think. >> all right, katie, thank you speakinspeaking of sheriffs depn utah called a hero aft his daring rescue of eight yeared boy. the boy was chasing his dog when he fell through the ice on pond on christmas night. he sprang into action and jumped on to the ice to save the boy but then broke through it. that's when the deputy stepped in barbing his way through 25 feet of ice and slush. >> before i got to him, just like in the movies his hand just -- that was the last thing that went down. >> i just started using my hands and my fists just pounding on the ice to break the ice to get out to where he was. >> the deputy found the boy 5 feet under the surface he was believed to be in the near freezing water for about 30 minutes before he was rescued. the boy was flown to the hospital where his condition is still unknown. here's hoping he's okay. >> oh, my goodness much that's terrifying. >> up next sweet surprise for girl who just cannot believe
