it's another teeth-rattling subzero temperatures from the plains to the northeast. today a windchill of minus 10 is minus 5 in boston, and the bitter cold is expected last through new . in erie, pennsylvania they're dealing with 65 inches of snow. that's the average height of a high school freshman. it's expected to be 19 degrees. how a man throws bowling water into the air and before it hits land it in wisconsin, it's expected to dip to minus 7 degrees. chief meteorologist paul deanno of our kpix has more on the bone-chilling weather. >> even though the source of air is blamed on the arc tech we can blame it on a ridge in california. take a look at this ridge centered south of san francisco, west of los angeles. that's why it's going far north and crashing down for the

morning, john. >> that's right, brook. th lot of confusion ust signed tax bill. many of those trying to prepay aren't sure if it will save them hundreds potentially thousands of dollars, or whether they're just time. throughout the nation, long lines have been forming at tax collection offices. the reason for those lines -- >> i wanted to prepay my real estate taxes. >> those who own a big expensive home or live in atlanta or dallas or high tax state like massachusetts, california, or new york are scrambling to see makes sense to prepay their 2018 tax bill. that puts a limit$10,000 that people can deduct from their federal tax bill. even accountants aren't always sure that prepaying in 2017 will prevent the bigger hit in 2018. >> there is no one answer.

>> reporter: >> the irs it down. a prepayment of anticipated real property taxes that have not been assessed prior to 2018 are not deductible in 2017. >> with the bill being passed in december, you only give the average person approximately two, maybe three weeks to make an informed decision. >> here in new york governor cuomo allowed for prepayment of some property taxes. that may not help everyone as some towns and counties are simply not equipped the calculate the payments in tiemt. now, critics of the republican-led tax overhaul say it disproportionately takes the blue states that did not support president trump in his 2016 election. we'll have more on "cbs this morning" with business analyst jill schlesinger, whether it's

>> trump's lawyers predict it will wrap up soon but many say mueller appears to only be in round 1. two former staffers including former campaign chairman jer paul manafort have been indicted but the others are months away. two others like michael flynn have pled guilty. flynn admitted he lied to the fbi. flynn's brother tweeted the president should pardon flynn. the president didn't rule it out. but immediately afterward his attorney insisted there is no consideration for pardoning flynn. the question is whether mueller is trying to squeeze them for information indicated that they or others did.cently the president supporters have ratcheted up their attacks on mueller and on their staff who they say is mostly anti-trump. some have urged the president to

fire mueller. he has no plans to do that. chip reid, cbs news west palm beach, florida. in toledo ohio four teenage boys accused of killing a man by allegedly tossing a sandbag off an overpass have been charged with murder. the teenagers showed u court yes, sir. the victim marquise byrd died ofriday. >> i talked with each of the juveniles. i don't always see that at a detention hearing. i can't get into their heads to to say. one through his attorney stated on the record how upset he was and how sorry he was for the victim. >> the prosecutor said they will not be tried as adults. they're due back in court on thursday. now to the latest special and quite drawn out alabama senate election. republican roy moore filed a lawsuit to try and state from certifying doug jones as the winner.
