florida, and georgia, freezing rain and falling, and this is a dangerous storm, was it impacting millions of people. and, on storm scan 3a nor'easter that is barreling up the east coast throwing down ice and snow. the biggest concern for us, it looks like right now will be the snow and the wind. blizzard and winter storm warnings as well as advisory have been issued. good afternoon i'm ukee washington. i'm jessica dean. some schools are already making decision about their plans for tomorrow and you can see all of that information right now at bottom of the screen. also, all philadelphia archdiocese high schools and elementary schools will be closed tomorrow, and this brutal blast has bad timing, it could effect morning commute. >> we are on the storm watch with live team three coverage. we will begin with meteorologist, kate billow so what do you expect the snow to start falling. >> we expect snow to just start moving into portions of southern delaware by seven or 8:00 o'clock tonight, down the shore after about 9:00 o'clock tonight and then slowly moving

inland as we go through overnight hours but height of the storm will be tomorrow morning. lets take a look what this storm looks like right now. locally cloud are increasing, after some sunshine to start the day, cloud increasing now this system approaches, this is a very, very large storm system. very powerful storm system. it will rapidly deepen whether we call bomb out as we get through overnight and thomas it moves up eastern see game. you can see snow through carolinas, north and south carolina getting heavier snow. some spots seeing dangerous freezing rain. this is hugging coast and lifting northward. we have talked about the track of this storm. it would depend on the track. track new does look closer to the coast, which means in other snow, for our region. look at the winter alerts blanketing eastern seaboard, area you see in the pink color those are winter storm warnings for savanna, georgia up into maine. along the coast you see red areas those are blizzard warnings and parts of our area will be in a blizzard warning

starting tonight n sussex county delaware it starts at 7:00 o'clock tonight. down the shore through coastal count that is blizzard warning will begin at 9:00 and continue until 7:00 o'clock tomorrow night. philadelphia what was once a winter weather advisory has been upgraded to a winter storm warning. that is pink you see there i-95 corridor and portions of western new jersey and even our far north and western suburbs under a winter weather advisory as this storm continues to move up the coast so lets start off, first and foremost with how much we can expect to see. these amounts, could still be fluid, do i want to stress there will be a sharp cut off between very low amounts on the western edge, and those higher amounts down the shore but we did bump up these totals this afternoon with new information, rolling in the cbs-3 weather center. one to 3 inches lowest amounts north and west. this is a coastal storm where heavier storm will be. because it is so cold this is snow for everyone. we have no mixing concerns. very light fluffy snow that will pile up quickly.

three to 6 inches in philadelphia and suburbs. six to ten down the shore and that snow will blow around, as well, for more on the timing and the winds that will add a whole other layer to this system we will send it out to the sky deck and chelsea in gram. >> that is right total 1/2 punch. you touched on the timing earlier. lets talk about more about this because it is really important. we will see that snow moving in from south to north, again, overnight hours tonight between seven and 11:00 where we're going to see that snow making its push, from south to north between 6:00 a.m. and 1:00 p.m. help we expect worse conditions to be happening. the height of the storm, if you will, and then tomorrow afternoon we will quickly see that snow, tapering off. it is important to note temperatures are cold today, once again we're below freezing, 29 in philadelphia, we have been below freezing for quite sometime now, so it is important to note that every single flake that falls is going to stick and that is going to make for treacherous

seriously, natasha. >> reporter: they are certainly taking this weather, and the impending storm, very, very seriously. we can tell you a blizzard warning is in effect here in ocean city, new jersey and towns all throughout the shore are preparing for whatever this storm may bring. plow trucks sit at ready in wildwood crest as public works employees gear up for the approaching snowstorm. >> we have time broke up in zones so we send three trucks to each zone. everybody knows their zone and we go out and plow, plow until it stops snowing. >> reporter: as many as nine trucks some filled with salt will hit the road beginning at 1:00 a.m. as heaviest snow is expected to move in the jersey shore. it is 1.2 square miles to tack they will quaint shore town sees a lack of traffic during off season, as a plus, when it comes to weather conditions. for those year round residents they have got this advice. >> people around here are great. best thing if you have a driveway park in your driveway

snow and bitter blast, we will be on a half an hour early tomorrow morning, that means we will get started at 4:00 a.m. in this birth cold one local school appears to be having issues with its heating system. some say students and teachers have been wearing coats inside >> "eyewitness news" joe holden is live at school in philadelphia's oxford circle neighborhood and joe what did you find out about this. >> jessica and ukee school behind us solace cohen elementary school and this arctic blast we have been dealing with too much for heating system in the building teachers first reached out to "eyewitness news" on this frigid morning telling us that temperatures inside cohen elementary school were unbear ably cold. we are told an unspecified problem with the generator was to blame for lack of heat. that was confirmed with a spokesmen from the philadelphia school district after we started asking questions. we did find a contractor on the site who appeared to be working on the problem. as a result of the cold,

inside solace cohen second graders were moved to warmer sections of the old school building, third grade classrooms were also affect. parents of the students whom we spoke with had no idea that there was any issue. >> wow, no, wow, i had to find out this would be a problem. >> reporter: school district works to strike a balance we're told when these types of issues arrives and this incident the school day was able to continue since the students relocated to sections of the building with heat. some parents though still expressing frustration, telling us that it is unacceptable. >> i just wish i hadn't heard bit either but i normally send my child to the school with the sweater, so, she hasn't complained bit but i will ask. >> reporter: we hear from the district they did send letters home to students here at the elementary school, explaining what was going on. late word from the district, i am told they believe the problem has been remedied and

you have to see is precipitation win out over the dry air. it will be a sharp cut off between heavy snow, and not a lot of snow but as of right now it is our forecast and we will keep you posted as always but this is a powerful nor'easter and it will get even stronger as we move through overnight hours and into tomorrow, the heaviest snow up across northern new england where 2 feet plus could blanket that area, blanket that area with blizzard conditions, blizzard warnings have been issued for our area lets get into we will take a look what is going on right now to the poconos. poconos will see the least snow of inn in in our area with this storm being on the far north and western edge of the precipitation line but see how cold it is, an ice sickle formed on the camera lens not keeping people off the slopes but classic snow border out there. today was longest day we have had in a while we got above freezing for first time in eight days in philadelphia, colder in the poconos. rehoboth beach on the neighborhood network it is

calm before the storm, not a lot happening right now, cloud are in place but this may be the first part of our area that will see those flakes, coming in tonight could start as early as around 7:00 p.m. in rehoboth. here's what we are dealing work storm scan three shows cloud moving in ahead of this massive system which is ram pink up to the south. here it is, you can see how far inland that snow has gotten. when you get to this point it is moving up the coast, look at models but what you have to do is now cast it. what we are looking at is seeing that snow all the way into central, north carolina and into virginia, it is already beating out dry air that is in place there and see arctic cold front that boundary right there moving across great lakes that will provide an injection of cold air that this storm will feed off of as it continues to move up the coast and continues to what we call bomb out under bumbo genesis which is wrapped strengthening pressure deepening to the 900 millibar level and it will be a very powerful nor'easter slamming into northern new england

especially tomorrow afternoon. we are on the periphery out this storm but it is such a large system we will get that steady snow as well, especially along the coast. this one will strengthen, tonight into tomorrow. heaviest snow is toward the coast bye most of our area will get in on accumulating snow with this. behind the storm as well wind will howell as chelsea told us about in the beginning of the show, sub zero wind chills friday, and saturday. so, here are your winter alerts. blizzard warning down the shore and in the delaware beaches. winter storm warning for philadelphia and surrounding suburbs. north and western suburbs under a winter weather advisory meaning least fall will fall there what does a blizzard mean. you don't have to have a falling snow. it it can be just snow on the ground whipped up by wind. it is wind, visibility, wind gusts of 35 plus miles an hour leading to visibility less than a quarter mile lasting for three hours or more and that is what we expect down the shore, but the snow will be falling as well. six to 10 inches will fall,

whipped around. wind strong enough to possibly bring down tree branches or power lines. three to six along i-95 corridor including philadelphia, and one to 3 inches to the north and west do i want to show you for of the models this close to the start of the storm there are still some descrepancies mainly with our in house model which says that cut off will be closer to the city. it is still, something to watch but it looks like we are firmly in that three to six range in philadelphia and, behind the storm all day, friday feeling no better then, zero, even feeling sub zero at times. so overnight snow will develop from south to north, low down to 21 degrees. you're witness weather seven day forecast snow, wind tomorrow and then brutal bone chilling cold friday and saturday, could be record challenging cold, saturday night and sunday morning. next week looks more like what janice supposed to feel like but still chance for rain and snow showers on monday but hand down tomorrow, friday, saturday may be one of the

snow amounts and stronger wind s, for our entire area we still expect greatest impact to be at the coast, where blizzard warnings are prepared to go in effect. you can see not a whole lot happening, it is calm before the storm, and rest of tonight looks quiet. here in philadelphia at least through midnight and overnight hours we don't expect much to be happening but cloud have started to move in and notice, the observations we're seeing right now support that snow moving further inland. snow is falling back toward raleigh-durham area have north carolina, a little bit of the dry slot here that something we will watch if something tries to develop with dry air in place over our region. you can see how heavy precipitation is, this far is far from being over. it is continuing to strengthen and will rapidly strengthen overnight and through day thomas it head toward new england. temperatures very cold we're in the 20's every where, we got above freeze to go day but with temperatures in the 20's and some spots teens when snow begins it will stick, immediately and we have got a winter storm warning in effect

for philadelphia and surrounding suburbs. blizzard warnings for jersey shore and delaware beaches. here's what we can expect as far as potential snow amounts. three to 6 inches in philadelphia and surrounding suburbs, but six to 10 inches, possible, down the shore, and through the delaware beaches. so conditions have not started to deteriorate just yet but they will on the road, meteorologist lauren casey's live in pennsauken tonight with road crews keeping a close eye on the track of the storm, lauren. >> reporter: absolutely, kate i'm here at nj dot maintenance yard in pennsauken where activity will pick up overnight as this nor'easter makes a closer approach. this storm has concerns on multiple levels, heavy snowfall in both accumulation and intensity we could see snowfall rates, one to 2 inches per hour in that blizzard warning area wind are intensifying after midnight tonight, gusting to 40 to 50 miles an hour especially east of i-95, it is so cold so no freezing rain concern but

that cold is going to present problems on other levels, we will talk about that in the way of difficult travel, and easy to get caught up in the snowfall totals. how much will we see or is what our projection? we need to focus on the impact during and after the storm. heavy snowfall, intense wind will be greatly reducing visibility on the road and possibly white out conditions in that blizzard warning area down the shore and potentially in south jersey as well. hazardous travel, obviously because of the snowfall and wind but extreme cold will contribute to that because road salties affecting this decrease as the temperature decreases. temperatures are still hovering around 25 degrees. road salt effective closer to freezing. that could be a issue as well. strong wind could potentially cause power outages leaving some folks in the cold we're talking about extreme cold temperatures on the back side in the single digits and teens overnight tonight, if you lose heat that is going to be an arduous event for you, so,

locally in pennsylvania there are 6,221 confirmed cases, new jersey has just over 1300, and in delaware, there are 225 people with influenza. the actual numbers are probably higher because most people with the flu are not tested. the cdc says that the influenza a virus known as h3n 2 is dominating this season that typically causes increased hospitalizations and deaths in older adults and young children, and vaccines are lessee effective. >> there are some seasons where vaccine will not be as good as others but still so important to get vaccine each year. >> reporter: now also today pennsylvania's acting health secretary, said that the current extreme cold weather where we are experiencing is not expected to dramatically effect the flu, and that even though there has been a big spike recently in cases it is still a typical, average season for the flu. in addition to the flu there is lots of colds, respiratory, just like that junking around.
