how layered up you ukee washington. >> i'm jessica dean. >> the stage is set. and the party kicks off in just 12 hours. we have live team coverage now, alexandria hoff has more on security plans and what every parade goer needs to know. but first tonight be we start with david spunt who's live in front of the art museum where the eagles will take center stage tomorrow. david? >> reporter: jessica, you mentioned the stage. stage is behind me on the steps of the art museum. i wanted to show you the energy. about 150 people taking pictures and having fun were told to leave about ten minutes ago. this now becoming a secure zone, the good news that rain that happened today will go away tomorrow, and construction crews are right on schedule for this stage. crews worked late into the night wednesday putting the final touches on the stage that will hold our super bowl champions tomorrow.

the parade will begin at 11:00 on broad and pattison make its way north to center city, turn on to the ben franklin parkway and end up at the art mutual. fans are besides themselves. >> 45 year since i was 15 years old was the first time i went to an eagles game, had season tickets at the vet for 15 years. it was an awesome time. >> people every day running up and down the street putting eagles -- yesterday i got a picture with the lombardi trophy >> organizers say there will be plenty to watch from the parade itself to the ceremony on stage with a few surprises. fred stein is producing massive events >> from last minutes quite an interesting undertaking >> the celebration will be one for the history books. chance for fans to come face-to-face with hero, just one more way to thank the philadelphia eagles. >> god bless doug pederson and nick foles because nobody thought they could do it. in the end they did it. >> reporter: quiet won't be the

case tomorrow for all of those on the parkway, there will be 14 jumbo trons so everybody can see exactly what is happening here on the stage, reporting live tonight's david spunt cbs3 "eyewitness news." >> thank you. philadelphia police are warning everyone who's headed to the parade to be on their best behavior. uniform and plainclothes officers will be patrolling crowds. "eyewitness news" reporter alexandria hoff is live in center city tonight with more on those final preparations, alex? >> reporter: jessica, this exact crowd size will be determined by the number of people physically able to get into the city but e able to get here be advised there will be eyes in the sky and on the ground >> the police department is professional, experienced, and have done large events similar to this before. probably this will be larger but they know what they're doing. they know how to allow people to have fun and step in when they need to step in. >> jim kenney alongside city

officials offered a final update on security measures ahead of the monumental parade. >> if you think something is going on that doesn't feel right to you, trust your instincts, give us a call. gives an idea of exactly where you are and we will make every effort to respond to that. >> reporter: as crowd size is the major point of concern, it is advised to have a plan before hitting center city >> not just with your children be try to stay close to the people you came with >> the philadelphia fire department will have several medical stations positioned throughout the parade route. there to provide assistance for things that should happen. >> reporter: with a few instances of ruckus behavior on sunday's subsequent arrest, mayor jim kenney hopes that the lessons were learned >> what i don't understand is how dumb people can be. these days, everything is videotaped. and not only is it videotaped with security cameras videotaped by themselves and friends and posted on social media. so i mean, put your own wanted

poster out for all to see. >> reporter: he said the parade should be less of a celebration for fans and more of a thank you for team >> it will be a beautiful sunny day, daylight people act different in the daylight than in the night. we'll be fine. >> reporter: the city released a pretty useful tool, a text alert system to keep you updated all you have to do is text ready eagles to 888-777, a great way to stay connected. reporting live in center city, alexandria hoff cbs3 "eyewitness news." >> thank you. eagles fans stood in long lines today at septa regional rail stations hoping to buy passes to get to the parade. septa said all 50,000 of the $10 tickets sold out this afternoon in one hour. and that was after septa released an additional batch to select stations. septa general manager jeff can set down explain, the approach.

>> what we didn't want to do is what happened at the 2008 phillies parade was a lot of people waited out at stations on the regional rail and missed the event. that's bad out come >> trips on broad street and market frankford lines will be free, big crowds are expected. a patco will be running a modified schedule with trains onlying at four stations in jersey. lindenwold, woodcrest, ferry avenue and broadway broadway. in philadelphia, 9th and 10th on locust will be the only stop if you're planning to take patco to the parade and you do not have a ticket you're out of luck. patco stopped selling tickets earlier. things will dry out in time for the parade but it will be frigid, please bundle up. kate bilo has the first look at your parade forecast. kate? >> thanks. we're finally seeing the system that brought us an icy mix followed by heavy rain clear out of the area tonight. you can see that moving offshore, showers just clearing the new jersey coast, a few

light sprinkles down shore but you can kind of see where the wind is coming from in the wake of the system. at brisk northwest wind bringing cold air in from the north and west obviously and it will be with us tomorrow we'll be feeling that cold canadian air diving down to the region, feeling it in parts of the area tonight. you can see the last of the showers just impacting cape may and atlanta counties, a little bit of a mix on the back edge the cold air caught up with front and temperatures are dropping steadily. keep in mind how a lot of rain out that this afternoon, there are still a lot of puddles. a lot of things are as temperatures drop down to the freeze mark like it's doing in reading, that will refreeze, black ice concerns overnight into tomorrow morning. still 38 in philadelphia. the brick wind helping to dry things out. but just keep in mind overnight in tomorrow, if it looks wet, it may be icy, 22 in mount pocono. look how cold it is to the northwest, 12 in buffalo, 22 in state college, 19 in pittsburgh

moving in just in time for parade day. so your parade outlook for thursday mostly sunny. it's a beautiful day to look at but it's blustery cold temperatures all day hovering in the low 30's barely getting above freezing. windchills in the teens and low 20's most of the day. that's a lot of language. you want the hat, gloves scarf. the sun will help once you're out there. the cold will start to really creep in any crevice and crack in the clothing, definitely ware those layers, i'll tell you about a warmup as we head to the weekend coming up. jessica back to you. philadelphia ems workers are prepare fog r medical emergencies during the parade. adam teal said special response response team wearing red jackets will be out in force. there will be three medical tents set up to treat injuries. they're located at the museum steps in front of the rocky

leaders reached an agreement on bipartisan spending bill while a government shutdown looms, dome programs. the agreement will likely be add to a short term bill the house passed to government running. congress has until midnight tomorrow night to avoid another government shutdown. eyebrows with its latest endeavor >> won patents for wrist bans to track employees. how this idea is sparking concern >> certainly concern. amazon hasn't said if the technology was in development or currently being manufactured but we do now the patents were published wednesday, today, two years after being submitted. >> we all know there's plenty of micromanaging in the workplace >> somebody get everything done.

company near northeast airport spent part of the evening putting eagles team decals on one of their helicopters. they plan to fly during the parade. the transformation from helicopter to philadelphia eagles was a no-brainer. according to employees. >> the company has so much passion for the eagles. last week, everyone had their eagles gear on. we have over 500 employees here. i would say 80% are eagles fans. >> and the company hopes to get an eagles player or team owner jeff lurie in the chopper perhaps as soon as tomorrow if you have ever been to an eagles game, there's a good chance leo car lin helps you >> he's thrilled the lombardi trophy is in philadelphia. his first year onhe was in 1960 when the eagles won the nfl championship. he retired in 2015 after 55 years of service. ca riding with the birds in the super bowl parade.

shining. i'm concerned about icing threats across the area. you can see looks shiney out there. heavy rain earlier. temperatures hovering near freezing and dropping into the 20's. see the glisten the sheen on the roadways also on the walkways and fronts steps. that could also be ice. definitely take it slow out there not tonight. we started the day with ice as well. here's a time laps from the kutztown area, on our live neighborhood network camera which shows things really got a little nasty this morning. in kutztown, we had the camera lens definitely just iced over at one point and then the rain picked up. temperatures hoff erred around freezing pretty much all day i want to say then the warmer air started to lift in and changed over to rain and now changing to ice. stormscan 3 showing the rain moving off the coast you can see snow showers indicating the brisk northwest wind picking up seeing the last of it along the shore points, most drying out.

we did have about five inches of snow. almost two in allentown, about an inch in gilbertsville, just a light coating in center city and mt. holly minutes mixed with snow and ice. areas of black ice and it will be slippery, early tomorrow morning, temperatures are not really going to get above freezing until probably noon when you head out the door, even though it will be sunny, we got a clear sky and it will be cold, if you're up trying to get spot for the parade. definitely watch your step. overnight we're down to 26. clearing skies slick spots possible breezy and cold with sunshine tomorrow at 35. super bowl start time will be 30, mostly sunny and blustery. shave about ten degrees off of that. that's will it will feel like, as we follow the parade route we'll take you there about 1:00, 33 still cold, still blustery. of but still sunny. your future feels like

temperature as we go through the overnight hours taking a nose dive wake up at 6:00. feels like 7:00 allentown, 7 in reading and 12 in philadelphia in mount pocono it will feel sub zero. it will feel not much better upper teens low 20's. looking forward friday can be a stray snow shower to the north over the westbou start to see wet weather push in. chilly and sunny for the eagles parade. snow shower north fry, rain arrives late saturday into saturday night and continue automotive throughout the day on sunday and temps are milder in the 50's, it's all rain and not that icy slushy mix we saw today. monday looks ok. as we head towards valentine's day, temperatures at or above normal. tomorrow is the coldest day of the seven-day forecast. >> we're ready. >> lesley is up next>> the eagl.
