spoirks substance. this flu season is hitting hard. doctors urge people to wash hands to keep the flu at bay, doctors are working to prevent future outbreaks. good morning from the studio 57 newsroom at cbs news here in new york, good to be with you. i'm anne-marie green. president trump's budget proposal is being met with optimism since congress enacted its own spending legislation. the president's $4.4 trillion proposal is probably dead on arrival. it is an outline plaintimr. tru priorities. after years of objecting to increased spending, the budget proposal would add $7.2 trillion to the federal deficit over the coming decade. there are big cuts to programs that benefit the poor like housing, health care, and food stamps. instead of food stamps, the

trump administration proposes giving low-income families a box of non-perishable food every month. retirement benefits would remain mostly untouched, though. when it comes to immigration reform, democrats and republicans agree on at least one thing -- reaching a deal will not be easy. the senate did agree to begin debate, though. the focus will be on so-called dreamers. young people who have lived in this country illegally since being brought here as children. the motion is agreed to. >> reporter: senate lawmakers voted 97-1 monday night on a motion to proceed on a bill they'll now use as a vehicle for immigration reform. >> now's the time to back up the talk with the hard work of finding a workable solution. >> reporter: with the debate now underway, republicans and democrats are expected to introduce their own amendments on the issue throughout the week. >> this is a rare opportunity to

fix a real problem. >> reporter: republican chuck grassley is among a group of gop senators already offering one that would include $25 billion for a border wall and put an end to the diversity visa lottery system. >> this bill is the only senate bill that has any chance of becoming law. >> reporter: democrats are demanding any immigration solution include protections for nearly 700,000 immigrants who were brought to the u.s. illegally as children. >> democrats are fully committed to protecting dreamers, and we have long supported effective border security. >> reporter: their status was put into limbo after president trump moved to put an end to the deferred action for childhood arrivals policy by march 5th. >> if the democrats want to make a deal, it's up to them. >> reporter: any immigration deal would need 60 votes to pass before moving to the house.

cbs news, the white house. ahead on "cbs this morning", senate tom cotton, who sponsored one of the immigration bills to be debated by congress. donald trump jr. says his wife is safe and not harmed after she opened an envelope containing a white powder. vanessa trump opened the letter at her mother's manhattan apartment. it was addressed to the president's son. she called 911 and said she was coughing and nauseous and was taken to the hospital with two others as a precaution. law enforcement says the powder was cornstarch. and investigators hope to speak to the four survivors of that deadly grand canyon helicopter crash. three british citizens were killed in the crash. the sightseeing helicopter went down on tribal land where the flights are less regulated than those inside the national park. the tribe has grounded helicopter tours on their land until further notice. this is one of the worst flu seasons in years.

more than 60 children have died from the flu. health professionals are looking for ways to stop the virus. hena doba is here in new york with details. good morning, hena. >> reporter: good morning. one in 13 doctor visits last week was for flu-like symptoms. there's hope thanks to new drugs and technologies that a flu outbreak like the one we're currently experiencing could soon become a thing of the past. with the cdc reporting one in ten deaths in the u.s. is currently due to influenza or pneumonia, tragic stories are nearly daily occurrence. among the latest victims, a 5-year-old girl from brooklyn. neighbors describe in heartbreaking details seeing her desperate mother. >> she was sitting on the floor, holding her daughter, cradling her daughter. she was just trying to tell her daughter, "wake up. don't leave me." >> reporter: this flu season, one of the worst on record, may not have peaked yet. there is news of potentially cutting edge new treatments.

this is a u.v. light. unlike traditional lights that can damage the skin and cause cataracts, far uvc can get past the tier layer of the eyes or top layer of the skin. the benefit is lights can be on at all times and placed anywhere from a doctor's office to your office. >> it really does kill influenza virus and doesn't harm you and i. >> reporter: among the experimental drugs show something promise, one from a japanese pharmaceutical company that killed it in a single dose. >> others don't get infected. >> reporter: the drug and others that hold potential if fast tracked for fda approval would hit shelves at the earliest next flu season. and doctors say eaven though th flu shot is 30% effective this year against the deadliest strain, they're urging everyone to get it. even if it doesn't cover every

strain, the shot could help mitigate the symptoms. >> thank you very much, hena. in south korea, american chloe kim dominated the women's snowboard halfpipe to earn america another olympic gold medal. kim, 17 years old, was the overwhelming favorite going to the games and delivered a spectacular performance despite the pressure. american jamie anderson successfully defended her title in women's snowboard slope style. and sean white finished first in the halfpipe qualifying. the u.s. has six medals overall, including three golds. coming up on the "cbs morning news", two cops found guilt flow -- guilty in one of the biggest corruption scandals in history. and critters causing panic in california. rms dull, dry skin to leave you glowing.

♪ it's fat tuesday in new orleans. as the city celebrates mardi gras, yesterday marked the day before mardi gras. there were parades filled with dozens of floats last night. singer harry connick jr. was on top one of the floats to kick things off, and michael key was on another float throwing beads to the crowd. a creature is invading california, and guilty verdicts for rogue cops. "the baltimore sun" reports two police officers in were found guilty of racketeering, conspiracy, and robbery in one of the bifgest police corruption scandals in its history. detectives daniel hersel and marcus taylor face up to 60 years in prison. they were part of the gun trace task force. four former detectives who pleaded guilty testified that members broke into homes, stole

cash, resold drugs, and lied under oath. "the new york times" says accusations against former presidential staff secretary rob porter have renewed attention on white house security clearances. porter resigned last week after his two former wives said he physically and emotionally abused them. he had access to classified material but never received a permanent security clearance. others in the white house including senior adviser jamie yuccas -- advantage visor jared kushner have access without security clearance. buzzfeed says it will reject transgender student bathroom complaints. a spokeswoman said it won't take action on any complaints filed by transgender students banned from restrooms matching their gender identity. education department officials previously said they were considering the issue. npr reports california officials have set up a public hotline to help track an invasive swamp rodent.

nutria were thought to have been eradicated in the state but have mysteriously reappeared. the animals wreak havoc on the environment and canparasites. they can grow to more than two feet and weigh 20 pounds. the state is asking residents to report sightings. and spacex founder elon musk says a new drone ship is coming to the east coast. spacex has two other drone ships that it uses as landing pads for falcon 9 rockets falling to earth. the new rocket will be deployed to handle landings in the east. the ability to land used rockets is one of the main selling points of spacex. still to come, presidential brushstroke. the official portraits of barak and michelle obama are unveiled. so you have type 2 diabetes? yes i do. true or false... type 2 diabetes more than doubles your chance of dying from a cardiovascular event, like a heart attack or a stroke.

yesterday. the s&p 500 finished 36 points higher. the nasdaq jumped 107. in a rare move, amazon is laying off some employees at its seattle headquarters. the layoffs affect a few hundred people according to the "seattle times." 40,000 people work at amazon's headquarters. keep in mind the e-commerce giant reported a profit of nearly $4 billion last year. the largest in its history and the first time it topped a billion in a quarter. the largest books is sellseller -- bookseller, barnes and noble, reports sales during the shopping season jumped 6.9% and online 4.5%. remington files for bankruptcy protection. the company reached a financial deal to allow it to keep operating while filing for chapter 11 protection. it followed lawsuits following the sandy hook massacre.

this year's dog show. the winter olympics are bringing up some painful memories for american families. their loved ones never returned home from the korean war which ended in 1953. dana jacobson is in south korea with the story of one soldier who did make it home. good morning. >> reporter: good morning, anne-marie. you know, we have seen so many families who have lost loved ones that are trying to find answers. on this date, february 13th, 1951, a man named walter piper was reported missing. it was about a month after he reported for duty in the korean war. more than a half century later, his family is now a symbol of hope for those families with lost loved ones looking for closure. the remains of private first class walter piper arrived home in the u.s. last summer, more than 60 years after he was captured during the korean war. >> none of it really was that

awe inspiring until you see that casket come off the plane. and everybody stops on the tarmac. everybody stops what they're doing. everybody stands at attention. piper's nears never met her -- niece never met her niece but was the closest relative when his remains were identified. >> my office phone rings, and i pick it up. there's a woman who says, "is this sherry bowman?" i said, "" she said, "we've license looking for y-- we've license looking for you." >> he is a war veteran, so -- they're a tight band. >> reporter: according to records, in february, 1951, during the battle, firefighter first class walter piper went missing. his regiment happen defending the bridge before fleeing south. the government agency dedicated to finding missing service

allegations. chip reid reports from the white house. to me to this is a very, very sexy subject. >> reporter: the president tried to shine the spotlight on his $1.5 trillion infrastructure plan which already faces an uphill battle in congress. >> i find it sexy because i was always a builder. i knew how to build on time, on budget. and that's what we want here. >> reporter: spousal abuse allegations against his former staff secretary, rob porter, continue to overshadow the president's legislative priorities. >> the president and the entire administration take domestic violence very seriously. >> reporter: white house press secretary sarah sanders defended the president's response. >> the president has been clear multiple times through myself and other within the administration that we condemn domestic violence in all forms. >> he has not said it. why has he not said it? >> i'm a spokesperson for the white house. >> he hasn't addressed the victims of domestic violence at all. >> actually not true. he literally dictate that
