arrest accused of sending threatening e-mails that forced three school districts in gloucester county to cancel classes today. "eyewitness news" reporter cleve bryan is live in franklin township with how police crack the case, cleve. >> reporter: jessica, authorities tell us that the threats coming in were tied specific and had to do with two schools ritter elementary where we are at and another elementary school in franklin township, prompting those closings. that affected 3,000 students, and as you mentioned only one will now be in trouble. >> i want it to be known that we will not stand for this type of behavior. >> reporter: franklin township police issued a stern warning after false gun threats cancelled class necessary three connected school districts. it started when a teacher from ritter elementary school called police at 1:30 saying she received an e-mail from an known sender threatening a shooting at her school. franklin, elk and delsea school districts cancelled school as police investigated e-mailer who continued to send threats all morning.

head on by the suspect. at the crash scene police say his wallet contained, a bag of cocaine. philadelphia mayor jim kenney makes his annual budget address and asking for property tax increase, that helps fund public schools. "eyewitness news" reporter greg argos is live at philadelphia schools district headquarters, with more on that proposed plan, greg. >> reporter: jessica, the mayor announced that plan, this afternoon, if passed, as the mayor proposed it, it could bring get this 980 million-dollar, nearly a billion bucks into the school district budget and about half of that as proposed, would come from property owners. over the next five years the philadelphia school district, facing nearly a 1 billion-dollar deficit. >> there is nothing left to cut. there is no one else to turn to. >> reporter: mayor kenney is taking three pronged approach to filling that budget hole. in his fiscal year 2019 budget

proposal the mayor asking city council to increase property taxes by 6 percent. slow the plan of the wage tax reductions and increase the transfer tax, rate. >> i know for many residents this will be a sacrifice. protect low income homeowners. >> reporter: city said median philadelphia home is valued at $113,000 which would mean a tax bump of 95 bucks but before you see thane crease, the mayor's plan still has to pass muster with the city council. >> i'm in favor of broad based taxation, for programs like schools, and property tax gives broad based. >> reporter: councilman alan come thinks a 6 percent increase is simply too high. >> i would be in favor of a two to 3 percent increase in the property tax. i think people could hand that will. >> reporter: other council members say businesses should also help fund schools, since kenney's proposal does no increase use and occupancy tax >> i would like to see a more

authorities are trying to determine, what caused a deadly crash near chicago, that wreck involved three tractor trailer, and four vehicles. it happened on the eisenhower expressway near the town of elmhurst. the truck caught fire with at least two of the cars, one person was killed and it is unclear if there were other injuries. tonight, some fear a trade war with chine, following an announcement by president trump. his administration is imposing 25 percent tariff on steel imports and 10 percent on aluminum. president trump made the announcement at the white house during a listening session with executives from steel and aluminum companies.

through the area. the effects from the system will be felt from the coast to the poconos. hi everyone i'm jessica dean. i'm ukee washington. certainly a lot to talk b lets get to meteorologist lauren casey keeping a close eye on things in the weather center, for you, lauren. >> things are starting to slowly get more active, right now and we will ramp things up very quickly as we head in the overnight period and by tomorrow morning. storm scan three is showing us light rain breaking out across the area, more moderate in nature up toward berks county and lehigh valley, poconos as well where we are liquid rainfall at this point but we will see transition over to snow as we head through the overnight period and heavy snow in carbon, monroe through the day tomorrow. winter storm warning which had watch upgraded to a warning 6:00 a.m. friday to 6:00 a.m. saturday. what to expect in the poconos tonight, tomorrow and tomorrow night, the winter storm warning in effect. we will see change over to snow throughout the overnight

5:00 a.m. tomorrow morning until 2:00 a.m. sunday because five high tides are going to be concerning starting this evening, around seven or 8:00 when we see high tides taking place and through the day saturday and saturday night as well, still could see flooding along the coast. we do have a flood watch in effect, this is what we do to flooding from rainfall philadelphia county parts of the south jersey, northwestern suburbs and up in the lehigh valley this extending through tonight, tomorrow, and into early saturday. we are going to be seeing the system moving on in, stalling off shore so that rain is commencing, right now pick up in intensity through tonight and through day tomorrow and weigh in as we start early saturday morning. damaging winds are a wide from spread threat and we will see power outages. do plan for that across the area snow threat as i was mentioning earlier in the show , still in question for some, we will likely see heavy snowfall up toward the poconos in and around the city, still a little bit up for grabs as

this forecast is still evolving as the system approaches. future weather showing us it is all rain tonight, period of heavy rain, likely we will see mainly rain for your friday morning commute, we could be sly slotted around that time but then see wrap around moisture from this system spring back in so we will see rain and potentially mixed with snow. some models indicating we could see period of all snow as opposed to a rain/snow mix in and around philadelphia, south jersey and for the shore if this does come to fruition, of course, we are going to see higher snowfall totals. it will be a quick hit where we could pick up a few inch west this heavier snow coming down if this period of snow pans out. as we head into friday evening this will all start to wind down and into early sat take morning precipitation comes to an end but we will still deal with elevated winds. snowfall maps right now what it looks like this could change but up toward poconos this is looking likely five to
