thanks to dawn, rescue workers only trust dawn, because it's tough on grease yet gentle. i am home, i am home, i am home >> right now at 11, preparing for a powerful storm a nor'easter is threatening the jersey shore. tonight owners and residents are bracing for the worst. >> it's not just the coast in the path of this storm. heavy rain and strong winds are expected to batter the city and suburbs as well and there could be snow before it's all over. >> storm scan shows just how large of a system it is. flooding and power outages are the top concerns with this

storm. good evening, i'm ukee washington. >> i'm jessica dean. this storm is expected to pack quite a punch. we have live team coverage tonight. david spunt at the shore and alexandria hoff has more on how penndot and peco are preparing and we start with lauren casey who is tracking timing of the storm where it all starts, lauren. >> reporter: thanks so much, jessie, we're seeing rain over spreading the area and it picks up in intensity rapidly. we were sokd in with the moisture all over the delaware valley. we'll have returns of yellow colors and orange colors and reds colors indicating it is heavier in chester to montgomery and upper bucks. lehigh valley, sent iser of this low is still well off in western pennsylvania. but during the early shows center of low was over ohio. so it is rapidly moving eastbound and it will continue to do so and merge with energy of another area of low pressure south and west and as it moves offshore we will

rapidly intensify. bombing out or dropping by 24 milibars and less than 24 hours. rapid intensification as we head to the day tomorrow. impact already seeing it tonight and through the day tomorrow and particularly on the coast into saturday as well. seeing this rain threat. heavy at times and we have is potential for significant snow in parts of the area. and also that strong wind threat areawide. talking about the possibility of 50 and even 60 miles an hour wind gusts persistent through the day tomorrow. so we'll talk more about the powerful storm. one of the strongest winds will arrive and if we can see snowfall in the city and that's in the full forecast in a few, >> lauren, thanks, emergency management crews up and down the jerz write shore are preparing for the storm. flooding and high winds are a big concern. eyewitness news david spunt is live in brigantine with the latest there, david. >> reporter: hi, i'm standing in brigantine and the rain started to pick up about 15 or 20 minutes ago.

other than that a quiet night here in brigantine. and crews are preparing for whatever happens tomorrow. in the dark of night, crews in brigantine were on the beach putting finishes touches on a plan to protect the city from potential flooding. >> fire department has personnel going and public works is going. >> chief bennett with brigantine says his department and city are ready for friday's storm and he's head of emergency management here and he's planning for mostly high wind and rising waters. >> this is not going to be a jonas or sandy level event even if we get major flooding it will not be to the level of either storms. >> residents including chief don't want to take any chance chances. up and down the shore including here in stone harbor we found people with sandbags and other block kids to keep water out. >> we ask customers to prepare for possibility of outages.

joiner francis dead. the fight happened howard high school in wilmington in 2016 and autopsy found joiner francis had a heart condition and died of cardiac arrest. justices ruled it was unjust to blame the 17-year-old because it was unfor seeable the fight would lead to a young teenager dying of cardiac arrest. >> and a 10-year-old boy is facing charges for threatening e mailings that forced three school district in gloucester country to cancel classes. they tracked theet emails to a franklin township home and referenced two shootings at franklin township schools. he admitted sending messages and did not have access toss guns. classes at franklin, elk and delsy will resume tomorrow. >> a former philadelphia police officer allegedly caught on video slamming a handcuffed manen to the ground last summer was charged with assault. and james yeager was fired from the department last august after video was released and in this video,

yeager is allegedly seen grabbing a handcuffed man and slamming him to the ground and into above-ground pool. fraternal order of police says that video does not tell the whole story. >> mayor kenney makes annual budget address to city council asking it. pairs to shell out for public schools. in the budget the mayor wanted city council to increase property taxes 6% and he also wants to slow the rate of the plan tax reduction and increase the real estate transfer tax. we're told the changes could bring estimated 980 million for the school district over the next five years. philadelphia school district faces nearly 1 billion deficit over the next five years. >> some fear a trade war following announcement by president trump. administration is presenting tariff on school imports and 10% on aluminum. president trump made that announcement during a listening session with executives from steel and aluminum companies.

and heavy pockets of rain in the lehigh valley and rain in the poconos how ina that transitions to all snow late tonight and winter storm warning in effect carbon and monroe county and 4 a.m. is it a and significant snow event is looking very likely for you in the poconos and snowfall potentially one to two" per hour and 50 mile an hour wind gusts expecting near blazeard conditions and near zero visibility at times and snowfall of wet snow 6 to 12" by late tomorrow night. and that will yield a power outage potential that will be elevated in the poconos because of heavy snow. and strong winds on top of those powder lines and on top of tree branches and high risk of power outages down the shore closer to area of low pressure and scattered power outages area wide because we have an area wide high wind warning in effect. philadelphia surrounding suburbs and down the shore and delaware, 11 a.m. tomorrow until 6 a.m. on saturday because we could see wind

gusts of 40, 50rbgs even 60 miles an hour for prolonged periods starting tomorrow morning. and then pushing into tomorrow evening. those peak wind gusts come during the evening and you unfortunately in the commute could be a tough go and potential of downed trees and wires and power outages and streetlights as well could be an issue in the city. along the coast winds and reign and i costsal interested interested inning on top of that. coastal flood warning in effects for the jersey shore lien and delaware beaches until 2 a.m. sunday and this threat will continue as we head into upcoming weekend and high tide tomorrow morning right around 7, at 8:00 in the morning at shore points we could see moderate flooding and maybe even locally major flooding especially for cape may county as we head into the next couple of high tide cycles and overnight in the sit by dr. steady rain some is heavy at times. 43 and for tomorrow very windy conditions and norm westerly at 25 to 35 miles an hour and strong gusts on top of that.
