our allies in this century is and is determined to protect our homeland and preserve peace and strength. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. this morning both the east and west coasts of the united states are threatened by powerful storm systems. in california, flash floods and heavy snow are predict and here on the east coast a slow-moving nor'easter with hurricane-force winds and coastal flooding are an issue. high tides will make matters worse. the coast guards of massachusetts have been told to evacuate and airlines are beginning to cancel flights. hena doba begins our coverage. >> reporter: march is most definitely entering like a lion.

this is snow in erie, pennsylvania, already contributing to thousands who lost power. heavy rain, flooding, and hurricane-force winds are already in the forecast. >> the winds are going 91 miles an hour which will blow someone over. >> reporter: it's a historic crippling event especially for coastal towns in massachusetts. officials there are warning of a storm surge that could reach 3 feet. waves up to 30 feet. >> the winds are going to hold those waters onshore and then the next tide will come in and the next tide will come in and there's not going to be a lot of drainage. hundreds of flights have already been canceled. here in new york officials warn there will be more delays to come if the snow and wind materialize as predicted. hena doba, cbs news, new york. eric fisher, our chief

meteorologist at our boston station wbz, is watching both conditions. >> we've been watching the snow come down overnight. as we go through the day there will tighten up into a nor'easter. a lot of rain and damaging winds and also snow. the snow will be heaviest across new york state. it will be sneaking down. the boston area finishes that snow. in terms of wind very powerful wind gusts expected right on down through the mid-atlantic and washington, d.c. and across the appalachians where some of those gusts can be up to 70 miles an hour on friday. when you look at the wave action, 30- to 40-footers. dangerous for the mariners. on the west coast, rainfall and tons of mountain snow. it's been a quiet winter, now making up for lost time.

3 to 5 feet across the sierra. more could fall into next week. also watching the rain threat in southern california where flash floods are out. i'm meteorologist eric fisher for cps news. >> in santa barbara county, california, residents in areas scarred by wildfires are at particular risk for the heavy rain and have been ordered to evacuate. tom waits that story very it's in the hillsides around montecito. that's because the hillsides were burned. mud-ravaged montecito is set for another soaking. tonight it's mostly abandoned neighborhoods means people are heeding the warning to leave. mark alfano heading out to leave. >> taking a precaution.

we never know what else is going to happen. i think the best thing you can do is listen to the evacuations at this point and be somewhere safe. >> reporter: the santa barbara county sheriff's department went door to door making sure neighbors knew it was time to go. hank peterson and his kids headed to goleta to stay with family until the storm rolls through. they're taking precautions. >> a lot of neighbors haven't come back. it's been kind of a ghost kind of town right here. >> reporter: with many homes in this section destroyed there were few homeowners left. the ones that were left seem to be obeyed the orders to leave. >> it's a good idea to get out and not get trap and make it easier on the first responders too. >> reporter: there were holdouts. this business owner in town

decided to stay. >> residents need things. >> reporter: they're monitoring the situation closely and will patrol if need be, but they're saying they're hoping most people heeded the orders to evacuate. tom wait, cbs news, montecito, california. in california, in the sierra mountains, 7 feet of snow could fall. whiteout and dangerous windchill conditions are forecast. the national weather service says travel will be difficult to impossible. in some areas, drivers are required to have tire chains or snow tires and an avalanche warning has been issued. in the nation, president trump is dismissing vladimir putin's claim of strategically placed nuclear weapons. in a statement yesterday he said his weapons include a nuclear

powered missile and a sonic missile that cannot be stopped by western defenses. >> president trump has confirmed which he knew all along. russia has denied. they've been making weapons in direct opposition of the treaty obligations. >> putin said he was open with talks to the u.s. u.s. said it was responding to new nuclear weapons including a sea missile. this morning president trump announced he's slapping step penalties on trachltd some of mr. trump's fellow republicans are lesses that pleased as well. as margaret brennan reports the new tax would make goods from cars to air conditioners more

position on gun control. during a meeting wednesday with lawmakers, the president surprised his own party and the nra by calling for tougher gun control measures. but last night after meeting with the president and vice president, nra executive director chris cox tweet thad they support the second amendment, support strong due process, and don't want gun control. a short time later the president tweeted good, great meeting in the oval office with the nra today. billy graham will be buried today. his body was returned to north carolina after he was honored at the u.s. capitol. he died last week at the age of 99. graham will be buried next to his wife on the grounds of the charlotte library. the president is expected to attend. coming up on the "morning news," new allegations. the first male gymnast comes forward with accusations against larry nassar. and west virginia's school crisis, why a teacher's strike is not over yet.

a teacher's strike in west virginia hits the one-week mark and new allegations against larry nassar. those are some of the headlines on the morning newsstand. "usa today" reports the first male gymnast is alleging abuse by former usa gymnastics team doctor larry nassar. he claims in a lawsuit he was 16 years old when he was sexually abused by nassar in 2016. in one incident he pulled down his pants and exposed him to another female. more than 216 girls have accused nassar of sexual abuse. a couple was arrested after their children were found living in a wooden box. a sheriff's deputy discovered the 4 feet hiram shackled shelter and found three

children, 11, 13, and 14 were living in it for about four years but were not being held captive. they did not have adequate food. there was no heat, running water, or bathrooms. the charles "gazette-mail" reports on the teachers' strike which enters its seventh day. yesterday the state senate refused to take up legislation calling for a 5% raise for teachers. the state house passed it overwhelmingly the day before. and the "washington post" reports in gate city, virginia, high school basketball player with big city flash has gone viral. point guard matt mcclung is averaging more than 40 points game for the 23-2 gate city blue devils. not ohm is he the star of his

shelling. ahead of the checkpoints there were no signs of civilians, only more sounds of conflict. syrian troops have just told us they're fighting one of the main opposition groups that is just over there. retaking ghouta from the rebels would be a surprise for syrian government forces who are battling to solidify control of the capital. video from inside ghouta today taking a pause in fighting shows the ruined neighborhoods and akak akty visits posed. this is a cease-fire, he says? who says we're leaving. we're staying right here. back on the government side, people are waiting for ghouta to fall and worn down by the war raging across the street.
