feel is targeting them. you are watching "france 24." secretary of state john kerry met with his british counterpart in london today. syria was at the top of the agenda. the u.s. secretary of state laid out his evidence of use of chemical weapons by the assad regime and reiterated this strike would be a limited targeted short term action against chemical weapons in syria. >> the united states of america, president obama myself, and others are in full agreement that the end to the conflict in syria and requires a political solution. there is no military solution. we have no illusions about them. -- we have no illusions about that. but a resolution to this house to come about because the parties are prepared to negotiate that political solution. if one party believes he can rub out countless numbers of his own

why the need for this secular charter now? what does it bring to the table? >> in the last 10 years, we're in a strange situation in france. french secularism how has two aspect. the first is the separation of state and church. the second is what is called neutrality. neutrality is supposed to be the neutrality of the public aged, not the neutrality of the public itself. it is supposed to be people, children who are young and weak. we are applying this neutrality to the public themselves. fine, let's do that. but it is very new. it was a big change already in 2004 but changed the entire tradition.
