political crisis, but the roundtable summit does not include representatives of the rebel movement. an earlier round of talks failed to end the standoff between the government and kiev and separatists pushing to become part of russia. the main aim of the discussions will be to help pave the way for the presidential elections land for may 25. reports say that in many eastern areas of ukraine, no preparations are being made for that vote. and our correspondent katie logan joins us now on the line from car teeth. tensions are still high. what can these talks achieve and what have you been hearing? >> well, it is a fairly large discussion, that is for sure. involves several government ministers, politicians from all parts of the country, local businessmen, they are all around a very large round table. the prime minister opened the discussion by saying he would not seek to put down their weapons, but he did say he was ready to give them more

problems. very young people cannot go to university. their young people who cannot get an id so they can get a loan from a bank. they cannot get social insurance, they cannot get a passport. constitution did not require me to be legalized because i was already dominican. now i cannot be legalized. but i was born a legal dominican. itself group called recognized. all our dominicans whose parents or grand parents were immigrants. many have already had their papers taken away. still has his id card. he is a lawyer and his walls are covered with a number of certificates and id's. he is afraid to leave the country. if he loses his passport at the border, he also loses his rights to work. he has three children to feed. now he is trying to prepare for the worst.
