we start in ukraine, where there are growing concerns another european observer team has been detained in the east of the country. the organization for security and cooperation in europe says it has lost all contact with team of four observers. >> this comes after a separate team of observers went missing on monday. it is believed they are being held by separatist rebels. despite the volatile situation in eastern ukraine, the government in kiev says it is making progress towards regaining control. fighting has left its mark in eastern ukraine. a mortar attack tore through the walls of this hospital friday morning. kiev has vowed to press ahead with its military offensive until peace and order have been restored. >> our military units have removed separatists from the southern and western parts of the donetsk region, as well as

from northern parts of the region around luhansk. >> europe's top security watchdog, the osce, says pro-russian militants abducted a second team of observers north of luhansk on thursday. all contact has been lost. the fate of the first group of osce monitors kidnapped last monday's remains unclear. separatists claim they set them free, but the osce has not confirmed this. the u.s. blames russia for inciting violence in the region. >> there is evidence of russians crossing over, trained personnel who came across to stir things up, to engage in fighting. >> there has been no response to the accusations from moscow. russian foreign minister sergei lavrov has demanded an immediate end to the violence.

he compared the crisis to situations in africa and the middle east. he urged both sides to come to the negotiating table without preconditions. >> our correspondent is standing by in kiev. two tweeams of osce observers ae now missing. what is the latest on their whereabouts? >> there are conflicting reports coming from the east regarding the whereabouts of these teams. first, the first report from osce officials is they have no contact whatsoever with neither of the teams, the one missing since monday or the one missing since tuesday. there are reports the second team was released, but this was not confirmed and these people are still being detained. the second team consists of four osce observers and an interpreter. >> ukraine and the u.s. are claiming russians have been entering ukraine from chechnya to join the rebels.

what can you tell us about that? >> that is correct. this is confirmed by the local sources. last sunday, one ukraine was having elections all around the country, there were chechen fighters parading on the center street of donetsk, driving around the city in military trucks. border control service, the ukrainian border control confirms more and more chechen and russian fighters are infiltrating ukraine everyday. >> amid all this, kiev says it is winning -- making progress in its attempt to win back control of the east. how true is that? >> that is not exactly true. the ukrainian army does control certain objects on the outskirts of separatist stronghold cities like donetsk. however, they are not moving any closer into the center of the city, and separatists feel

confident in the center of the city. i spoke earlier with the press secretary of one of the separatist leaders, and she confirmed the ukrainian army is nowhere to be seen. >> thanks for that update from kiev. the eu's energy commissioner says russia is ready to continue negotiating with ukraine gas delivery after ukraine made a partial payment of outstanding bills. >> energy chiefs from the two countries and the eu met in berlin to become what is known as the gas for between russia -- gas war between russia and ukraine. the russian gas minister said kiev would get a discount if it pay debts in time. terry martin has been following those developments, and he joins us now. sounds like some progress was made today. will the pipeline to ukraine remain open, or is there still a threat russia will shut it off? >> it appears some progress has

been made, but there was no breakthrough in negotiations between ukraine and russia on gas supplies. we heard ukraine said that it has transferred a big chunk of money, 786 million u.s. dollars, to russia in payment for some gas supplies. but that money has not arrived, and russia says, let's see the money and then we will talk some more. as the eu energy commissioner has said, it all depends on finding a functional bank in new york and having a bit of patience. the money was supposed to be transferred from kiev to new york to moscow. everything depends on the money getting their. that will determine whether ukraine to keep its gas supplies flowing from russia, and by extension whether the european union is going to get its gas supplies that run through ukraine. >> that is my next question.

how big is the threat that europe will also lose access to gas? >> again, these are tough times. if that money lands in the account in moscow on monday, negotiations will continue in brussels towards a complete package. but we simply do not know. we do know that about a quarter of the european union gas supplies come from russia. half that supply runs through ukraine. twice in the past, russia has cut off those supplies. it is threatening to do so again if ukraine does not come up with the money. this is an ongoing story. everything depends on the money landing in the account on moscow -- in moscow on monday, and possible negotiations in brussels later in the day. >> thank you very much. thailand's coup leader ruled out elections for at least a year. in a televised address, general prayuth chan-ocha outlined plans to restore democracy. >> the first phase would focus

on reconciliation between divided political factions, followed by political reforms. finally, when the political reforms are in place, and election will take place. the army took control of thailand last month after months of antigovernment protests. officials in the northern indian state of uttar pradesh have fire to police officers for ignoring the disappearance of two girls who were gang raped and murdered. >> the teenage cousins were found hanging from a tree early on a. the families accuse the police of failing to take action when they reported their daughter's missing. the latest in a series of rape that have made international headlines and trigger backlash around the country. >> outrage and anger at the rape and murder of two teenage girls and uttar pradesh. demonstrators at this protest in delhi accused authorities of not being serious in tackling sexual

violence against women. postmortems show the dead girls suffered sexual attacks. villagers found them hanging from the street. they first held a silent protest, refusing to let authorities remove the bodies until police action. two officers have been sacked for ignoring their pleas for help. local officials say they have now seized another suspect. >> three accused persons have been arrested. two are still left. >> the father of one victim said the girls' lives could have been saved if police acted sooner. the case shines a light on india's outlaw caste system. the girls are from the dalit, or so-called untouchables, who often still face widespread discrimination. members of the indian national commission for women are demanding a probe by the indian federal police. the girls' relatives say they no

longer have faith in the local force. >> u.s. officials have appealed to sudan to respect freedom of religion after a christian woman was sentenced to death last month for refusing to convert back to islam. >> miriam ibrahim is the held in prison near khartoum, where a court sentenced her to death by hanging. on tuesday she gave birth to her second child. her execution has been delayed so she can nurse the baby girl. to nigeria now, where islamist fighters have killed a muslim leader in the northeast of the country. the gunmen are believed to be part of the group boko haram. >> the attack comes as west african leaders get set for an emergency summit in ghana to discuss security issues. boko haram is likely to top the agenda. >> the group is still holding more than 200 nigerian schoolgirls cap it. terrorism in the northeast of the country has left thousands

dead and many more displaced. >> the state in northeastern nigeria borders areas controlled by boko haram. it is also the scene of a growing humanitarian disaster. 150,000 refugees fleeing the nearby violence have become stranded here. little has been reported of their plight. she has been living here the last year. she shares the space with 19 others. >> we had to leave. there was too much violence. boko haram were killing people every day. once they shot people right outside our door. there were corpses everywhere. it was unbearable. now we do not have anything here. >> she shows us one of her two rooms. there are no mattresses, and no toilet. local authorities have provided some washing detergent, salt, and a sack of rice. but there is little else. most aid organizations have

pulled out of the area to avoid the violence. >> no one cares about us. we are threatened by the army soldiers, as well as boko haram. each accuse us of siding with the other. >> northeastern nigeria has been plagued by violence for five years. sharia law has been imposed in nine states and in muslim dominated regions in three more. kidnappings, killings, and looting are commonplace. the area is effectively outside government control. the army often arrives too late to help. when it does, soldiers often treat innocent muslims with brutality. despite the hardship, she is grateful to have escaped. >> we have nothing, but at least we have peace. there are no shootings, and we can sleep again. >> the area is expecting a

further influx of refugees, but it does not have the resources to set up camps for them. >> the crisis in syria has been going on for more than three years now. more than half the population has either by the country or been displaced within its borders. >> many are being sheltered by neighboring countries like turkey, jordan, and lebanon. germany's foreign minister has visited a camp in lebanon. he admitted that germany must do more to help syrian refugees. >> this refugee camp is 20 kilometers from the syrian border. he is 15 years old, and he wants to go home. >> i miss syria. i went to go back, to see our house, my friends, and play with them. i have many friends that i would really like to see again. >> his family fled from homs.

the five boys not share this tent with their parents and grandmother. they are eight out of millions who have fled syira. -- syria. every day, the u.n.h.c.r. registers about 1000 new refugees. the population of lebanon is up by one million now. foreign governments want to increase aid to lebanon so they do not send refugees away. the german foreign minister says more must be done to solve the biggest refugee crisis in recent history. >> germany has welcomed more than 30,000 refugees, the so-called quota refugees, and those seeking asylum. with that number, we are among the leading countries in europe. we have to do more. but we also have to convince other european countries. >> he and other young refugees are appealing to the international community to work

together to solve the crisis in syria. they want to go home. >> we have to take a short break, but we will be back with business news. an announcement from siemens. >> >> germany's industrial giant siemens is set to undergo major restructuring to make it more competitive. there were reports more than 11,000 positions would be eliminated. >> now ceo joe kaeser has rushed to calm fears, saying the jobs will be affected, but not all of them will cut. he is looking to save siemens one billion euros with a plan called vision 2020. our correspondent chirstoph kober joins us with the deals -- details. what we were hearing earlier about massive job cuts -- now siemens says 11,600 jobs will be

affected, not necessarily lost. >> there is an example of poor communication, isn't it? the siemens ceo was in new york during the week, and in a meeting he dropped the figure of more than 1000 -- 11,000 jobs possibly being cut. that stirred up the commotion, and today he began to backpedal, saying the 11,600 positions could be affected by the restructuring of the company that is going on at the moment. siemens is eliminating one entire level of management and administration. how many jobs and positions will actually be cut? that the company does not say at the moment. >> siemens has a lot of workers were presented in its management structure. would it be able to convince them to go ahead with plans that essentially mean big job losses? >> it depends on how many big positions will be eliminated and possibly re-created elsewhere in the company, something siemens is aiming for. the siemens employees themselves are no stranger to rough

restructuring processes they have gone through in the last couple years. the unions have said they would be open for change if this change makes the company stronger for future business. maybe that is why on this matter the opposition by the union has not been so great. it will depend on the number of jobs being cut. the more losses, the more trouble. >> something is not quite right here. in combination with the potential bid for alstom, siemens has promised to guarantee french jobs. not an example of efficiency if it will be restructuring in germany. >> that is going to be hard to communicate and hard to negotiate if siemens is going through with the bid for the alstom energy division. they are still in competition with general electric out of the u.s., bidding for the energy division of alstom, a division that is building power plants and turbines, a business siemens

itself is engaged in. as i said, guaranteeing french employees the jobs for three years while putting the ax on your own workforce at the moment, that will be hard to negotiate. >> chirstoph kober, thank you very much. onto friday's market action. with investors struggling to find any compelling reasons to buy or sell, european shares drifted just below record highs. our correspondent sent this summary from the frankfurt stock exchange. >> traders here on the frankfurt floor listened carefully to what joe kaeser had to say about the cost reduction plans at siemens. it did not benefit the share, though. it practically did not do anything this friday. one of the reasons is the plans that were announced were much too vague in order to give a clue as to whether there would be really successful, and how successful they might be. siemens has to do something in

order to become more competitive and more profitable, such as general electric, the big competitor in the united states. for the market in general, disappointing friday. no 10,000 points, but a healthy gain for the week of over 1.5%, about 1.8% for the dax. people held next week 10,000 points might be reached. if the ecb lowers interest rates for the eurozone, most people expect such a move. >> we can say for a closer look at friday's numbers. the dax ended the week at 9,943. 10,000 still a distance away. across the atlantic on wall street, the dow is trading just slightly lower at six 2687 points -- 16,687 points. the euro trading slightly higher against the greenback. the world's largest search engine, google, has started
