>> good evening. a short while ago, president obama of the u.s. met with his security team to discuss the situation in iraq. he took to the airwaves shortly after, saying that the united states is ready to take targeted action in the country, but ruled out any combat role for u.s. troops on the ground. instead, he announced the deployment of 300 military advisers to help iraqis stem the violence. let's take a listen to what he had to say. >> the united states will continue to increase our support to iraqi security forces. we are prepared to create joint occupation centers in baghdad and iraq, to share intelligence,
2:31 pm
and coordinate planning to confront the terrorist threat of isil. we are prepared to work with congress to provide additional equipment. we have had advisers throughout iraq from our embassy and are prepared to send additional advisers, up to 300, to assess how we can best train, advise, and support iraqi security forces going forward. but u.s. president barack obama speaking there. in therespondent is kurdish capital and joins us now. adam, how is that statement likely to go down amongst kurdish people? interest in have no seeing isis as long-term neighbors to their south. any told us they want to see end to this calamity in iraq. they are keen to see anything that is divisive.
2:32 pm
one of the messages they will pay attention to in obama's one sect preference of over another. unfortunately, the message will be perceived as doing exactly that by sunni groups, even something as restrained as sending advisers of support to the iraqi national army. frankly, many in the sunni community view the army as a she army protecting a shia regime. isis that ist fighting the government, but a coalition of sunni tribesmen, former insurgents during the years of american occupation. broad sunni most community and the administration has to be careful not to isolate them in any of their actions. there is also a message of inclusiveness, but again, many of the sunnis here will fade is for prime late minister maliki to change his policies and start acting as an effective leader.
2:33 pm
unrest in sunni communities are exactly because sunnis andizing putting the favor of power into the shia hands. >> prime minister nouri al-maliki has asked the u.s. to carry out airstrikes. is that the answer? it certainly seems they need them. and iraqi mp said today anonymously and has been widely quoted that without those airstrikes and will not be able to defeat isis. when those airstrikes were initially requested by the malik he -- maliki government, we to americabassador talking up -- about being in immediate danger because the isis forces can move so quickly across iraq. there does not seem to be such
2:34 pm
immediate danger now, but look at the countries largest oil refinery and it is clearly a location that should have been extremely strategic and very heavily defended. and yet, it seems that has at least partly fallen into insurgent hands. does seem that those airstrikes, as far as the iraqi government is concerned, would be very valuable to help fight the insurgents. they may not be able to do so without them. >> thank you very much. for more analysis, we are joined , aprofessor daniel sowa middle east expert at johns hopkins university in washington. good evening and welcome back to france 24. could i start by asking you your reaction to what president obama had to say earlier this evening? me it is quite a
2:35 pm
limited action he is trying to take. there are those who believe it is a slippery slope and will lead to much more, but it seems quitehe is trying to measured about it, partly to avoid offending sunnis, but it is not clear at all what more could be done. i'm not a military expert, but the idea of airstrikes is not things can bee useful in this situation. >> behind the scenes, we did not hear barack obama saying that nuri al-maliki should be removed from office. some suspected he might say something like that, but he didn't. a backstage air assault will be made from removeton to be -- to nuri al-maliki from office?
2:36 pm
i don't know. he just won an election, and has wanted big. he had more personal preference than anyone else in the campaign. his strong that anti-sunni stance is very popular among the shia. you have to worry about pushing aside the democratically validated leader. it may be that he has to step aside to have a more inclusive government, but it should not be the americans who remove him. it should be the iraqis. but some pressure can be placed on him behind the scenes to step aside. is there anybody that you can see who could conceivably take over from him? doing, reallyn so
2:37 pm
make the sunni people of iraq feel like they had a government that represents them and their interest? >> there is always somebody else. there is no shortage of politicians to lead. allowing suppose him comes to mind because he did even better than maliki in the last election, but lacked the support of parliament. i'm not sure he would be a positive move at this point. , it'sct of the matter is not an issue that americans can decide. we can insist on more inclusivity, but how the iraqis achieve that has to be left up to them. ,> thank you very much, indeed for your analysis. once again, professor daniel
