>> hello. we are live from paris. here are your headlines. abducted and killed. despite exhaustive searches and heavy-handed operations by aimed to the west bank rescue have turned up dead. sunni extremists declare a new islamic state as they continue to engage iraqi troops. a vital battle for baghdad. and a bloody anniversary one year from a huge protest that a blast sh from power,
2:31 pm
has left two dead. this is live from paris. >> our top story, israel has confirmed the three teenagers they have been searching for have been found dead. israeli authorities blame hamas for abducting the youth. they went missing june 12. i am now joined by our international affairs editor for more on this. the israeli cabinet meeting, what action do we expect israel to take as a result of the location of these bodies? jerusalem from our correspondent, a military strike is being debated in the west bank. as we understand an attack on
2:32 pm
aza is apparently not on the agenda tonight. but the israeli cabinet has been meeting this evening and i gather they are still in session at the moment. israel has blamed hamas cell in .he west bank t we can't separate from any huge developments in gaza. that is why the situation is so dangerous. it is not as if militants in gaza will do nothing even if the israeli military action is only restricted the west bank. there has been a definite play between the two territories. that is to say during the whole operation over the last 18 days to try to find the teenagerings.
2:33 pm
we saw an escalation in rocket fire. if israel does go ahead with military action in the west bank that there would be a further escalation in rockets coming from gaza and that then raises the prospect of conflict for israel on two fronts effectively on both the west bank and on the gaza strip side as well. >> now we heard on our channel an interview with the prime minister this weekend outlining the israeli position that they feel they are being attacked by terrorists as they would term it on all sides. how would we read into any type of political goal they might have. >> obviously the official statements and positions will be about striking hamas. but of course israel has another
2:34 pm
interest behind that. that is to reduce as much as it can the past international unity government going through. this government is already in trouble in fact. it hasn't really progressed. hamas and gaza has been complaining while the dire economic situation in the gaza strip continues, politically things have not changed but gone to a worse vook ume from the acting prime minister in gaza is o longer serving in his post but the palestinian president has not really managed to take responsibility for the gaza strip. so he is looking fairly weak it seems from the perspective of gaza. now if there were to be a military escalation, a conflict of some kind presumably he would
2:35 pm
be further weakened and this could in turn reduce the chances of him forming a unity government. certainly a big priority for israel is to make sure that hamas does not join a palestinian government. it wants to limit that. >> thank you for that. for the moment you will stay with us. let's crossover to our correspondent in jerusalem for the latest. the cabinet has been meeting there. can you outline if there are any developments or further reaction to the discovery of the three teenagers? >> there is reaction from individuals but the cabinet hasn't yet spoken. they have been meeting for more than an hour now. they are talking about what type of reaction, retaliation will we see from israel to the finding
2:36 pm
of the three bodies of these teenagers. militants in fact in the area where they were kidnapped. >> is there a sense that tensions are building? even over the weekend we had the series of exchange of rocket fire or israeli response to gaza. the rocket attacks coming from gaza. is there a sense that tensions are building? >> definitely. it was the last day of school and the rockets really were falling in southern israel. that feeling that hits in southern israel when the rockets begin again. then the air strike. and israel is saying for the first time since 2012 these were not different palestinian groups. it was actually hamas itself. .ou can feel the tension here whether israel will retaliation
2:37 pm
in the west bank seeing this as a west bank action by hamas or they will retaliation as well in gaza even though it is not clear the leadership in gaza knew or ordered this kidnapping even though it was a hamas cell that arrieded it out. >> there are news crews outside the homes of the three families. their photos are all over news. ere was a hashtag trending #bringourboysback. the name of the military operation is return our sons. i don't think what they wanted is to return corlses. they wanted those boys alive. this is a very small country. there is a very strong
2:38 pm
identification in cases like these. what if a feeling about it was my son. ousands of people attended hoping they would show support for the family. they were talking about the return of these boys alive it. was a shock to see the boys are dead and the israeli security cabinet is considering a military response to that. >> what effect do you think it will have on israelis living in settlements? >> that is a good question. there were discussions. the three boys were kidnapped while hitchhiking from their religious school in the west bank back to their homes in israel. there is a question of how it is now that is where their homes
2:39 pm
are. whether it is legal or not legal, that is where they live and whether that behavior has to stop. that is a discussion inside israel. you know i interviewed one of the families and say that is an unfair discussion to have to put the blame on the victims and people that were kidnapping. >> thank you very much for bringing us the latest from jerusalem. and we are going to stay with this. michelle, israeli politics expert joins us now on the line. correspondent our outlined how tensions are increasing in the region as a result of the discovery of the bodies. what do you think could happen next? >> i believe what just happened. just an additional element. a very, very tense situation.
2:40 pm
in the entire middle east there is a lot of talk about an reaction to on that triple murder against hamas in gaza. if this is the case i am pretty sure that the israelis will discuss the matter or have discussed the matter with other powers in the middle east. it simply can't be. i mean the issue of hamas can't be separated from the issue of what is going on now in syria and iraq and other places in the middle east. >> what response do we expect from the palestinians? hamas says they are prepared to open the gates of hell if there is any israeli strike. >> they already opened the gates of hell.
2:41 pm
by supporting this kidnapping and this murder. even the palestinian authority acknowledged elements of hamas were involved in the operation. what is very interesting is that according to israeli sources and palestinian sources there was a very real cooperation between the security forces from israel and the palestinian authority. t is clear both israel are enemies of hamas in gaza and other places. so the big question is whoever feels united the national union of the government or whoever reality will be faced. reality simply is that no piece -- peace can be reached with
2:42 pm
hamas included. >> ok. thank you very much for sharing your views with us. now let's move on to other world news. world and regional powers are digesting news that the al qaeda linter group isis emboldened enough. they took over huge parts of territory and say they are now called the islamic state. they say their leader is now the leader of muslims everywhere. >> they are not isis anymore. the jihaddist organization fighting in syria and iraq has rebranded as the islamic state. they are announcing itself and declaring statehood in an audio recording posted online. >> the islamic state has decided to announce the creation of an
2:43 pm
slamic state >> as the direct successor of the prophet muhammad he is technically the chief of all muslims. it says it will enforce the law over law sways of territory from syria the west and iraq to the east. the jihaddists insist they have revived a political entity that disappeared a few years after the first world war. the announcement comes as the newly elected m.p. in baghdad set for their first session and are in the process of electing a new government. >> moving on, three homemade bombs went off near the palace in egypt on monday. the incident occurred on the anniversary of a mass protest
2:44 pm
that led to the ousting of the islammist president last summer. >> monday morning in central cairo. a bomb just exploded in front of the presidential palace. security forces tried to diffuse e second makeshift device it explodes as well. the first aid worker standing beside him was wounded. it comes days after the militant group said it planned a series of homemade bombs. it aborted the mission but it time.able to remove it on the group known as the soldiers of egypt announced itself in january saying it would target the government after it ousted the president on july 3, 2013. since he was deposed the
2:45 pm
government ordered a violent crackdown on the muslim brotherhood. last week several bombs exploded killing eight people. so far nobody claimed responsibility for the blast. they were the first terror attack since egypt's president was sworn in june 8. >> now it is a time to look at the business news and markets. first developing news from the car sector. >> yes. we have learned in the past hour or so general motors is recalling at least another 7.6 million vehicles. these fresh recalls come as g.m. trying to get to grips with an ignition switch problem linked to at least 13 deaths. the latest news brings the number of g.m. recalls this year to 28 million. they admitted they waited to recall vehicles despite knowing of the ignition switch issue
2:46 pm
years early. they said recall cost will rise to $1.2 billion. there will be no upper limit on the total payments made available for the victims of the ignition switch issue. that is according to the attorney in charge of administering the compensation fund. they outlined how the victims will be compensated saying the family of the deceased $25 -year-old may get as much as $5 million dollars. that is a developing story out of the united states. the news of this giant recall. 7.6 million car from g.m.'s side. we will stay in the united states next. u.s. officials are widely expected to announce a settlement with the french bank after the closing bell on wall treet.
2:47 pm
the question is what the reaction of the french government will be. it said it would retaliate if they believe the fine is not fair. >> it could be the largest penalty u.s. authorities slapped on a foreign bank. it is expected to plead guilty and pay a fine of nearly $9 billion. the justice department alleged the bank conducted business with iran and cuba. they will likely get rid of around a dozen staff including the director who announced his departure. the cuban and french government rushed to bnp's defense. they warned of consequences. >> we have the right to demand a balance from others.
2:48 pm
in the case of the treaty it is negotiations will become public. >> while some in france question u.s. law applied on foreign countries. european authorities say it is nothing they would want do but question the amount of the fine. >> the fine is very, very hefty. it is important to work together between the two systems, european and american. >> bnp assured its customers that despite the fines operations would continue as normal. the bank is expected to be hit by a temporary ban on dollar transactions. >> fears of a banking crisis in bulgaria are receding. they approved over 1.7 billion credit line for bulgarian banks following bank runs against two different lenders in the past week and a half. long lines as late as friday as deposited withdrew their cash.
2:49 pm
officials are blaming criminals for starting unfounded rumors about the banks' stabilities. the bulgarian president said here is nothing to fear. >> bulgarian system is stable. there is no reason for panic. there is no banking crisis. there is a crisis of trust and a criminal attack. these need to be overcome and those responsible prosecuted to the fullest extent of the law. >> we are going to take a quick look at the stock markets next. first to the united states where there is about 14 minutes or so left of trading this monday. we are seeing a mixed bag when it comes to this session. on the economic front we see a strong reading of home sales for the month of may but investors
2:50 pm
are talking a break after a run in the past few months and weeks. dow jones also weighed down by shares in general motors. both are more than a percent on the news of these giant recalls. this is where the european arket shot up earlier. losses in london lower. we saw shares in bnp trading up by about a quarter of a percent on the hopes they are putting the woes behind them. now i will be handing it back to you clar. > time for sports now. we start with the big futbol news. france through to the
2:51 pm
quarterfinals but they had to work for it. >> they had to wait until the 7 th minute to score their first goal as they took advantage of an own goal by the nigearians. e will go now to brazil. dan, it was a struggle for the french team, especially in the first half. but they finally made it through. >> job done basically. they had the goal of qualifying for the quarterfinals. they have done that now. in the end it was, as you said, a hard fought win. they struggled in the first half. i thought they looked a bit nervous. wasn't as hot as we expected. there was cloud cover which was a relief to the french side. they have been training to get used to what they were anticipating. in the end cooler than that.
2:52 pm
they looked overcome by nerves or overwhelmed by the occasion. in the end they pushed on and gained a little cohesion in the attack. one of the crucial turning points was a substitution. in the end the pressure as the atch went on did tell. also responsible for the ball in the 91st minute. and the french deserve to win that one in my opinion. 2-0 score and they go through to a quarterfinal in the famous stadium. they already played one game
2:53 pm
there so far. i remember the finals being held there. they are hoping for a third. >> quarterfinals, they will have to wait until later tonight to find out if they will face germany or algeria. the germans are the overwhelming favorites. but does algeria actually stand a chance? >> i think they do. they were very impressive in the group stage. they got the job done as well over russia. now for the first time in history they have been impressive through the group stages. the first time we ever had two african sighs in the 16. and algeria worthy considering the way they played and that they were in a very, very tricky
2:54 pm
group. they are facing a mighty germany side. muller has been in stunning form. nine goals at the age of just 24. nonetheless i am sure algeria likes their chances. we know they will have excellent support behind them. it will be a very tall order. no doubt about that. >> thank you very much, dan. reporting there from brazil. >> let's look back at yesterday. the game brought a lot of suspense. there was a late comeback and a penalty shootout of course. >> first the netherlands facing mexico. with two minutes left in that game mexico were leading 1-0 after dos santos scored early in the second half. wesley snyder leveling the score and seemingly forcing the game into extra time but in stoppage time there was a penalty after
2:55 pm
marquez was tripped up. it was converted on the controversial penalty to take the dutch through a cruel ending. for the mexican team and especially their goalkeeper who played a great competition there. and costa rica going all the way through the penalty shootout. not an exciting game in the first half. in the second they gave costa rica the lead. but a defender was sent off and of course the greek took advantage of that and scored a stoppage time equalizer. it was on to the penalty shootout. costa rica is through 5-3 against greece. they reached the quarterfinals for the very first time in their history. we will take a quick look at the quarterfinals. on friday brazil taking on columbia and saturday the netherlands facing costa rica
